I. Penzance Development Proj-ect Overview, 3001 Washington Blvd.a. Developer outlined public benefits with this particular development. According to the developers the site will: i. Bring good, solid office use to the area; ii. Include a large prestigious non-profit think tank as a ten-ant (Center for Naval Analysis). This office space will help the local businesses with daytime revenue. iii. Have an Office garage (top three floors – 300 spaces) that will be opened up for public use on nights and weekends; iv. Be committed to historic preservation including preserving the frontage of the old ABC package store (Cross Fit Gym current-ly). Also county is transferring density to their site from historic properties in Clarendon according to the Clarendon sector plan. v. Fit into the current look of Clarendon buildings and provide space for both large and small business tenants; vi. Achieve LEED certification with high performance glass on the building; vii. Provide building tenants with $65 introductory smartcards; and viii. Have showers for those who bike to work;

It was reported in the meeting that the Clarendon-Courthouse neighborhood voiced concern that there was a 126 parking space shortfall for this project. Parking ratio estimate is 1 per 750 and county did own study and said Penzance is in the rate range with their utilization rates. Developers believe they can manage the parking situation. By opening up the top three levels of the garage for night-time and weekend use, they feel 287 spaces should be available. By their monitoring the situation, the developers can go to the managed parking solution, if there is a lack of parking; this would be a valet service and could open up a total of 515 spaces. Concern was also voiced by community members that the area has a lot of pedestrian traffic in that

area and Washington Blvd. will be torn up again for 2 years.

Board of Governor (BoG) updates: Craft Fair was very successful. BoG also ap-proved fixing the drippy faucet in one of the bathrooms and is working with the county on the zoning for the renovation. Bog and oth-ers made efforts to raise funds at the end of the year – approximately $32K was raised for renovation in December. Nine new trees have been planted in our park with one to go.

In the Lyon Park Spotlight

native of Arlington, Chef Nathan Lyon is known to television viewers across the country for his simple, innovative cuisine,

featuring fresh, seasonal, local ingredients.

Nathan Lyon, son of Dorcas and Robert Lyon, grew up in Lyon Park along with his two older brothers, Eric and Craig, all of whom attended Long Branch Elementary and later, H-B Woodlawn. Many of you may remember the Lyon kids as the Washington Postdelivery boys. For many years, they took turns (along with their mom and dad) getting up early, 365 days a year, to make sure your paper was on the porch (okay, sometimes in the bushes), by 6AM no matter the weather.

Nathan attended James Madison University, graduating with a Health Science Degree and after a few years of exploration and travel, put himself through culinary school at Le Cordon Bleu in Pasadena, California, earning his Culinary Arts degree.

While working under renowned chefs in restaurants in Los Angeles and working alongside California farmers at Los Angeles farmers markets, Nathan, on a whim, sent in a video to compete on the second season of The Next Food Network Star. While he didn’t win, he was among the top four fi nalists and caught the eye of the Discovery Health Network, who offered him his own show, A Lyon in the Kitchen, which he created and hosted for 2 seasons. Na-than is now chef and co-host on the PBS (WHUT) show, Growing a Greener World.

In 2010, for the Long Branch silent auction fundraiser, Nathan donated his time as a personal chef to three couples (who won the bid) and cooked an eleven-course meal over a span of fi ve hours.

Nathan again donated his time in 2011 and will be cooking for the winners in the spring of this year. Speaking of the fundraiser, Na-than said, “I’m excited to say that I’ll be cooking again for the same cause, because supporting the education of our youth is something that benefi ts all of us and together we can make a difference—one delicious plate at a time.”

Nathan has recently self-published his very fi rst cookbook, GREAT FOODS START FRESH. It is a seasonal cookbook with Nathan’s photographs and recipes and it is broken down into the FIVE sea-sons: spring, summer, autumn, winter, and…chocolate! His book has received quotes from Alice Waters ( international governor or slow food), Graham Kerr (internationally known as the Galloping Gourmet), Jamie Oliver (known as the Naked Chef), and Curtis Stone (the Take Home Chef).

When Nathan isn’t shooting his show, you can fi nd him at differ-ent food events around the country, speaking, cooking, and doing book signings and you may even run into him while shopping at your local farmers market!

Annual Lyon Park Family Holiday Party

nce again, many families and a whole lot of kids got together to celebrate the season at the Lyon Park family holiday party

on December 9 at the community center. It was a great crowd of friends and neighbors sharing holiday traditions. The evening started with wonderful crafts and holiday story reading organized by Junior Girl Scout Troop 3240—they did a great job of keeping the kids entertained. The troop also kicked off the tradition of carol singing, which ushered in the arrival of Santa Claus. This

year’s holiday party featured lots of different kinds of cook-ies and sweets, and fresh fruit and cider. Thanks to everyone who came out and took part in the carol singing, visiting with neighbors, and cookie eating. More than 50 kids of all ages came to meet Santa and Mrs. Claus, and Santa assured everyone that they had been good this year (whew!). We’d like to thank all of the

people who make this event happen and keep the tradition alive, especially the Lyon Park Board of Governors for their sponsorship, and to all of the bakers and bringers of those great cookies and special treats. A special thank you goes to the following individuals for helping with the Lyon Park Holiday Party: Bob Olson, Elizabeth Wray, Renee and Erik Gutshall, Michael O’Connor, and Cristina Zarate-Byers and Marlee Franzen and all of the Girl Scouts and parents of Troop 3240.

Pancakes 2012!

t started off with a 6 AM call from Gary, “it’s not supposed to get above 30 degrees until 1 PM and there’s ice on the

sidewalks”. I arrived at the community house at 6:45 AM to fi nd Gary Putnam shoveling the sidewalk along Fillmore Street, and the walkways to the house. He had the 100 cup coffee pot plugged, and told me it had been plugged in for an hour, and nothing was happening. I asked him if he had turned it on? The tables had been set, and the bacon baked the day before. Now, the mad scramble to open the doors at 8:30 AM. Beating batter, heating griddles, warming bacon and sausage. Do you know how long it takes to heat two gallons of hot chocolate? It seems like forever! Thanks to the many people who helped out, our fl ippers and bat-ter mixers, and sausage and bacon bakers; Gary Putnam, Lowell Larson, Kim Franklin, Peter Roof and Michael O’Connor. Setter uppers and cleaner uppers, and all round helpers; Jim Burke, Paul and Sharon Showalter, Jodie Flakowicz from Ashton Heights, John Fiske and Shirley Larson. Sheyla White and Gwynne Lazure grate-fully collected your money. A last thank you to the many who braved the elements, the white haired bunch to babes in arms to enjoy pancakes. The Community House realized slightly over $800.00 with your generosity.

appy New Year!! I hope you are all off to a

wonderful start. Thank you to everyone who shopped at the Barnes and Noble fundraiser. The Library earned $1,255.00. That is wonderful! The librar-ian, Mrs. Sterne, and staff are considering buying up to 10 Nooks for students in addition to needed books. The Nooks will be used for the reading specialists. They have proven to be a good resource for our emerg-ing and reluctant readers.

Congratulations are in order for our Geography Bee winners. Alexander Keuerleber, with a perfect score, placed fi rst. In second place, Kelton Williams, Evan London and Brooke Tanner tied for third place. Congratulations students!!

In SCA (School Council Association) news they sold bracelets to raise money for the Japanese Tsunami Relief Fund and will be sending a $500.00 check. Great job Long Branch!! Don’t forget to mark your calendars for the LB silent auction on Saturday night March 24th at the NRECA building (National Rural Electric Coop-erative Association). This will be a night for adults only.

Stay warm out there.

intertime provides an excellent opportunity to prune trees. Trees are dormant and tree service companies are looking for

work. (See my November 2009 article for advice on how to hire a tree service company http://www.lyonparkcitizens.org/resources/newsletter+11-09.pdf ).

We prune trees to (1) improve branch structure by eliminating co-dominant leaders and provide ample branch spacing, (2) remove damaged and broken limbs, (3) eliminate branches in contact with structures and (4) provide clearance above walkways (8 feet) and roadways (10-12 feet). Call to arrange for service to be completed by mid-March when buds begin to grow.

Wintertime is also a great time to cozy up in front of a wood fi re. Take care when procuring fi rewood, because tree-killing insects and diseases can lurk in fi rewood. These insects and diseases can’t move far on their own, but when people move fi rewood they can move hundreds of miles. New infestations destroy our forests, property values, and cost huge sums of money to control. Arlington is one of several Virginia counties under quarantine restrictions to prevent the spread of the Emerald Ash Borer (which is responsible

for killing thousands of ash trees). It is unlawful to move fi rewood into or out of quarantined areas. It is best to burn fi rewood originat-ing from your property or elsewhere in Arlington County, but gener-ally no further than 50 miles away.

For reference, Leesburg and Warrenton Virginia are just within 50 miles of our location. Local tree service companies are an excel-lent source of “legal” fi rewood. Do the right thing and don’t buy “bargain” fi rewood transported from out of state.

Neighborhood Conservation Committee Needs Members

Natalie Roy-VP of Neighborhood Conservation

Are you interested in being part of an exciting effort to

update our neighborhood’s conservation plan?

This is a once in a lifetime opportunity. The last time our plan

was updated was 1973 (when I was in elementary school—

okay high school). Neighborhood Conservation plans

can include a range of recommendations on a number of

community concerns. Community issues that the committee

will discuss include transportation and traffi c issues for cars,

pedestrians and bikers, conditions of streets and sidewalks,

parks and recreational interests, and development

concerns in and surrounding Lyon Park. The fi rst step

for the committee is analyzing the survey results from the

neighborhood poll. If you are interested in being a part of this

dynamic group please email [email protected]

Editors Note: Fundraising is tough business. It is even tougher when you are asking your neighbors for money. We are ex-tremely fortunate to have an energetic and effective team of neighborhood volunteers, who have taken on this enormous challenge. These amazing volunteers include Jeannette Wick, Chair of the Board of Governors, who singlehandedly spear-headed a drive that raised thousands of dollars last December, through an old fashioned yankee swap. It also includes the dynamic team of Jennifer Dunlap, Allison Gurnitz and Elizabeth Sheehy who helped pull off one of the most elegant galas Lyon Park has ever seen. Michael O’Connor, Gary Putnam, Kim Franklin, Tagrid Wahba, and Bill Anhut are all mega volun-teers, who spend incredible amounts of time in the fundraising trenches. These folks are the glue of our community fundraising effort. They deserve huge thank you’s from each and everyone of us! There are many others including Steve Dorst, responsible for our Movies in the Park series, Paul and Sharon Showalter, “regulars” at tons of events, and Liz Delmar who handles the administrative end of things (no small task), so apologies for not thanking everyone here.

But the biggest SHOUT OUT goes to our indefatigable Lyon Park Renovation Project Fundraising Committee Chair John Fiske. Through thick and thin, successful events and not so successful events, he just keeps on going, like the fundrais-ing energizer bunny. He makes sure that regular events and mailings are scheduled and that everyone in the fundraising committee has the tools and resources we need. He has done all this with a full time job and young children. Thank you John! You are a real Lyon Park hero.

n the Arlington Way, civic associations play a vital role in the public planning process. We can take pride that Lyon Park

has a long and respected history of effective stewardship of our great neighborhood, including our urban village center, Clarendon. For example, we participated in the recent Site Plan Review Com-mittee of the proposed redevelopment of 3001 Washington Blvd (currently BB&T, Eleventh, T.A Sullivan & Sons Memorials) with two offi ce buildings containing ground fl oor retail use. The introduction of new offi ce space should benefi t Clarendon’s retail and restau-rant community and provide balance to the signifi cant amount of residential uses in Clarendon. Additionally, the project will achieve building frontage preservation for an historic building (the former McQuinn’s Sporting Goods Store and an ABC liquor store) as well as secure the permanent full building preservation of two historically signifi cant buildings called for by the Clarendon Sector Plan (Fac-cia Luna/Boulevard Woodgrill & Walgreens sites) via the transfer of development rights (TDR) from those sites to this site. Both build-ings are proposed to achieve a Silver LEED certifi cation from the US Green Building Council.

However, this site plan also presented some concerns for the com-munity, which were addressed by the developer. For example, in response to concerns about a reduction in parking being proposed, the developer has agreed to make three of the four levels of the park-ing garage available to the public for use during weeknights and on weekends and to implement a valet parking system if conditions war-rant. The developer also worked to engineer a solution for the 11st St sidewalk that allows for ample clear-width, the preserved frontage to

remain in its historic location, and for suitable street trees. Finally, the developer has agreed to construct a nub on Washington Blvd in front of Mr. Days to shorten the crossing distance for Lyon Parkers walking to Clarendon. Somewhat unusual for a developer to make improve-ments not on their site, this is testament to the benefi ts Lyon Park can achieve by participating in the public planning process.

Guiding Principles for the Development Committee – In order to ensure that our Development Committee aptly represents the neighborhood, I would like to invite any interested person to join our Development Committee Listserv at: tinyurl.com/LPCA develop-ment. You don’t have to attend meetings and you can participate as your interest and time warrant. Please also join our discussion at the February 8th LPCA meeting of what our goals for development in Lyon Park and Clarendon should be. Pedestrian safety, parking, traffi c, retail, building heights and density, quality of architecture, open space, historic preservation, and affordable housing, are among the numerous issues which are balanced with every project. Our shared values matter, so make sure your voice is heard!
