We are cruising into February 2016 and have a lot going on in IRWA. Look into the education offerings provided locally this year so you can plan your continuing education credits & courses toward your certifications. In addition, we have the annual Region 2 Spring Forum in Cancun, Mexico March 11, 2016 with courses being offered that week as well. Mexico is now a member of Region 2 and courses will be offered convenient to their right of way professionals and anyone else from the region that would like to par-ticipate a few days prior to the annual spring business meeting. Please RSVP with Houseman & Associates if you plan on participating. We are trying to make sure our newsletters keep you up to date with all the information you need to stay in the loop with our local, regional, and international activities. Come join us for the February 9th, 2016 chapter lunch at Fork & Vine on Anderson Lane. Our Programs Committee is working hard to give us alternative locations and meal plans. I’ll see you there.

The International Asset Management Committee (IACM) represents one of the five disciplines that offer a certifi-cation, RW/AMC. Courses related specifically to Asset/Property Management are in 700 course series, including Course 700: Introduction to Property Management [2 days] ; Course 701: Property/Asset Management: Leasing [2 days] ; Course 703: Real Property/Asset Management [1 day]. Chapter 74 will be offer Course 701 on April 20, 2016 and Course 703 on April 22, 2016. See the Chapter Newsletter for specific details.

The IAMC is chaired by Kenneth Stanberry, SR/WA. He is employed in the Real Estate Division of the Port of Los Angeles in San Pedro, California. The mission of the International Asset Management Community of Practice (COP's) is to provide advice and assistance to the Association on proper procedure and performance of the as-set/property management profession.

The functions of the committee are as follows:

Study and report on concepts, practices and procedure in all matters related to the field of property management.

Such matters shall include:

Interim rental and clearance of buildings on properties acquired for rights of way for public and quasi- public purposes, including airports and ports.

Disposal of real property interests including conveyance of easements, or other interests, necessary for the relocation of streets or utilities.

Acquisition, development, leasing of property held by public or quasi-public agencies including multi-use or joint use of rights of way and other real property holdings.

Further, functions of the committee include:

Promote and encourage persons, schools and other organizations, involved in property management activities, to participate with it in research and preparation of property management procedure.

Encourage chapters, acting through chapter property management COP's, to participate with it in its studies and in the performance of functions similar to its own, on the local level.

Review the work and programs of the chapter property management COP's and shall make quarterly report to the International President Elect and the International Executive Vice President on COP's activities at the chapter or international level

This committee like the other COPs is available to the membership for assistance as a part of services provided by the organization.

IRWA Credentialing

The IRWA website Credentialing Section has a new look. Members can choose between two tabs: Specialty and Industry. The Specialty tab will lead to the Specialty certifications like NAC, RAC, URAC, AC and AMC. The Industry tab will lead to RWA, RWP and SR/WA designations. A member will choose their industry in Oil & Gas, Transportation or Electric/Utilities. If a member isn’t working in a specific industry, the fourth choice “industry generalist” would be appropriate.

Requirements for RWA, RWP and SR/WA designations are shown under three tabs: Learn, Qualify and Certify. These three tabs will take you directly to the information that you need. “Learn” will show the list of classes that are required. “Qualify” will show the work experience needed. “Certify” will provide the forms needed to complete the certi-fication. Candidacy is no longer required for the RWA, RWP or SR/WA.

The number of education hours for RWA, RWP and SR/WA stayed the same, however specific courses are required for each industry as well as the industry generalist. This will result in a member who earns a SR/WA in the Oil & Gas Industry will have slightly differ-ent classes than the SR/WA in the Transportation Industry.

There were no new certifications this month for Chapter 74.

LLC located in Round Rock, Texas. Prior to his retirement, John served as the Relocation Assistance / Valuation Administrator for the Texas Department of Transportation, Right of Way Division in Austin, Texas. During his 25 years with TxDOT, he worked in the relocation assistance and acquisition field developing and implementing policies/procedures. During this time, he also developed an in-house relocation training program for District personnel, served as LPA coordinator to the Districts, supervised the appraisal staff and worked closely with FHWA/NHI/TTI in compliance review, and developing classes and video presentations. John is a current member of the International Professional Development Committee past-member of the International Relocation Assistance Committee, certified as an IRWA Instructor in 2003 and the President of Chapter 74 for 2008. He is a 1976 graduate of Southwest Texas State University with a bachelor’s degree in Business Administration. In 2008, John was named Chapter 74’s Professional of the Year and, in 2009, received the same honor from Region II.

CO-INSTRUCTORS:Randy Ward, J.D. is a Right of Way Attorney with the Acquisition/Eminent Domain Section of the Texas Department of Transportation’s Right of Way Division, in Austin, Texas. Mr. Ward holds a Juris Doctorate (J.D.) degree from the University of Houston Law Center (1979). He has over 26 years of professional legal experience in governmental litigation, including 17 years with the Transportation Division of Texas Attorney General’s Office representing TxDOT and other state agencies in litigating eminent domain, inverse condemnation and flood cases, injunctions and other right of way matters. Mr. Ward is a member of the International Right of Way Association’s Austin, Texas Chapter 74.

James Kirk has bachelor’s degree in Chemical Engineering from the University of Tulsa and a law degree from the University of Houston. James has focused his legal career on the real estate field, with 10 years of that experience in governmental acquisition of property including the use eminent domain authority. He spent over seven years with Texas Attorney General in the Transportation Division handling eminent domain cases for various Texas State agencies with a primary focus on the acquisition right-of-way for TxDOT projects. James also spent two years with an Austin based real estate law firm working on residential development projects in the central Texas area. James joined the Right of Way Division of the Texas Department of Transportation in 2012.

This course teaches the skills required to win at bargaining negotiations. Problem-solving negotiations are widely accepted as the preferred type of negotiations. However, successful acquisition professionals must be effective at both bargaining and problem solving negotiations so they are thoroughly prepared in the event that they encounter an attorney or property owner who insists upon a hard bargaining stance.

Course Instructor: Georgia S. Snodgrass, SR/WA, R/W-NAC, R/W-AMC, is a popular Instructor for the CLS-Professional Development Institute (Contract Land Staff) as well as for the IRWA. She obtained her Bachelor of Science Degree in Business Education from Eastern Kentucky University, Richmond, Kentucky and obtained her Master of Science Degree in School Business Administration from Pepperdine University, Malibu, CA. Prior to joining Contract Land Staff, she was a Real Estate Representative III for the San Antonio River Authority with responsibility for acquisition and project management oversight on behalf of the River Authority, plus additional oversight responsibilities for the asset management program. Prior to the River Authority, Ms. Snodgrass was the chief negotiator for the San Diego Unified School District and was responsible for their asset management program for 32 years. She is past Chair of both Regions 1 and 2 and Past Chair of the International Membership Committee. She has been approved since 2007 to teach the 700 Series of IRWA Asset Management Courses as well as IRWA Communications Courses 205 and 213. In addition, she is a Certified Course Coordinator for her chapter.
