Information Sheet

Organising a Festival or Event requires meticulous planning and co-ordination. This information sheet supplies some useful guidance and hints on how to achieve maximum success. Factors to consider may include some or all of the following:-

Managing an event: Your duties as an event organiser You are responsible for ensuring that overall safety at the event is maintained, and all due care and attention is taken to ensure that people setting up, breaking down and attending the event are not exposed to risks to their health and safety. Health and Safety Risk Assessment A list of health and safety topics to help an event organiser with their risk assessments, each topic covers relevant safety planning, management and monitoring issues that may arise. http://www.hse.gov.uk/event-safety/health-safety-topics.htm or http://www.eventscotland.org/development/event-planning/health-and-safety/Identify someone in your organisation who has the relevant experience to undertake a risk assessment. Responsible Person This would usually be a nominated member of your committee/director. They would be the person to contact in the event of any problems. A sign/notice of how to get in touch with a phone number or a point of contact is required.

Insurance Whatever event you’re running, public liability insurance is an essential, as it covers you from claims made by the public arising from loss or injury. Many venue or site owners will not allow you to operate without adequate cover.

Road Closures or Diversions Police Scotland must be contacted regarding any requirement to close roads or divert traffic. This may be appropriate if you are considering a street parade or party. Talk to your local office for advice. Formal road closures do need planning consent so give the authorities enough time, talk to them early in your planning process.

Parking If you are running an event and will increase the number of people coming to an area you will need to consider if there is adequate parking at the identified site. The Police may wish to restrict parking temporarily on the approach to the venue. If parking on grassed areas, a consideration is you may require matting. You may want to publicise public transport alternatives. It’s always good to talk to transport providers as they can put on additional buses or amend the timetables but they will need notice.

Demonstrations Consider any sensitive issues associated with the event and liaise with local Police. Environmental Health For general enquiries please contact your local Environmental Health office using the online enquiry form or you can email Environmental Health at [email protected]

please provide full details of your enquiry together with your name and contact telephone number. Advice should be sought from the Councils Environmental Health Officer for your area. Disabled Access You need to think about disabilities and how you can help to prevent problems before they happen, i.e. mark a difficult path, dedicate some parking close to the event. A plan should be in place for contacting the ambulance/emergency services and suitable access for emergency vehicles should be identified prior to the event. Licenses Argyll & Bute Council can advise on which licenses may be required. You can check the kind of licences that the Council issue online at www.argyll-bute.gov.uk/all_licenses or contact your customer service point. Allow a sufficient timeframe (can be up to 4 weeks) for an application to be granted. If as part of your event, you are proposing to hold a procession in public you must give written notice of that proposal to the relevant local authority. There is no fee, but it is an offence and could incur a fine or more severe penalties. However, it is always useful to contact your local station to discuss your plans. Cleaning You will be held responsible for the clear up after an event. Have you thought about providing bins, volunteer litter pickers arranging a special collection after the event? All of which are lots cheaper if you plan them before your event than an unexpected bill after! Sanitation If you are bringing in large numbers of additional people to an area it is unlikely there will be sufficient permanent public conveniences at the site. You may need to hire extra facilities. Hire companies can advise you on the numbers you may require. Protection of Children/Vulnerable Adults You need to ensure that individuals who may have direct contact with these groups have been properly vetted. This will include first aiders, those staffing the lost children tent and any supervised play areas. Venue Ensure the venue is suitable for the purpose – size, location, access, parking etc. Argyll and Bute Council’s halls and community facilities can be hired. http://www.argyll-bute.gov.uk/book-it the council can also help with providing barriers, tables etc. for small outdoor events. Security Depending on the size of the crowd you expect, this may require an additional police presence. This can incur a cost, you may be able to hire private security personnel to help with crowd control and deal with any disturbances. With a smaller event you may wish to utilise your own staff/volunteers to steward the crowd. Stewards Ensure they are clearly identified and have a clearly defined responsibility. It is good practice to have a control point and a person in charge that can be contacted easily. National Events Programme (Scotland)

Status: Open for Applications

Support is available towards cultural and sporting events, designed to showcase specific towns and regions across Scotland, outside of the key metropolitan areas of Glasgow and Edinburgh.

Who Can Apply

The programme is open to new and existing cultural and sporting events taking place across Scotland, outside of the key metropolitan areas of Glasgow and Edinburgh. Applications must be made by legally constituted organisations. An event can receive a maximum of three rounds of funding from the National Programme. Events must take place in the timeframe relevant to the funding round to which the application is submitted. Financial support cannot be retrospective. Events should have financial support from the appropriate local authority and/or other public agencies.

The debbie&andrew’s Sausage Company was established in 1999 by the original Debbie and Andrew. Since then the company's sausages have gone from the farmhouse table to become a nationwide family favourite. The company now wishes to invest back into rural communities by providing Micro Sponsorship grants to support local and grass roots fund raisers.

Objectives of Fund Micro sponsorships are intended to support projects which promote rural values, the countryside and community life by supporting fundraising activities for good causes.

Value Notes Micro sponsorships of up to £1,000 are available. Up to £50 worth of debbie&andrew’s products are available per application for fundraising or profile raising meals. Preference is given to projects applications under £500.

Who Can Apply Applications are accepted from any not-for-profit fundraiser who is raising money for locally situated good causes which embody county-inspired activities, skills, craft, values or ideas.

Terms and Conditions Successful applicants will be required to acknowledge debbie&andrew’s Micro Sponsorship on all relevant material, promotional and media activities using approved d&a artwork. Applicants will also be required to work with the company to promote and publicise their project in the company’s marketing material.

A scheme to provide access to high quality experiential opportunities in dance, film and music for young people (0-25 years) in communities where there is an identified and demonstrated need in Scotland.

Who Can Apply

The scheme is open to registered charities, public sector agencies, artists' groups, commercial organisations, consortiums, joint organisations, foundation funded, local authorities and cultural and leisure trusts which are based in Scotland or are delivering benefit to the people of Scotland. Applications will be accepted from Foundation, Flexibility Funded Organisations and Network and Agencies. Criteria:

Applicants must be able to show that their proposals deliver the key outcomes of the CashBack for Creativity.

CashBack for Creativity investment should be, but not exclusively, focused on creating opportunities for young people who are from areas which demonstrate need e.g. geographic isolation; lack of cultural opportunities; areas within the top 15% on the SIMD index.

Supported activities should be accessible, well-advertised, and free of charge. The CashBack for Creativity programme as a whole will seek to provide activities of interest to and for young people (0-25 years) and to boys and girls, ethnic minorities, young people with disabilities, additional support needs, looked after etc.

Specific Priorities: Priority for investment will go to organisations that can deliver some or all of the following priorities:

Programmes of work that consult with young people and engage them in the design.

Programmes that support and develop young people’s confidence, self-esteem, and positive behaviours through engagement with high quality creative activities.

Programmes of work that demonstrate recognition of young people’s progress and learning e.g. Young Scot Rewards scheme, Youth Achievement Awards.

Programmes which demonstrate links and pathways with other providers to enable young people to progress.

Programmes of work that involve trainees and continuing professional development for tutors/ staff that is appropriately budgeted for.

Proposals which evidence partnership working between the cultural sector and the non-cultural sector (e.g. an arts organisation working with a youth organisation).

Objectives of Fund Express grants are funded by companies, individuals and charitable trusts that want to direct their charitable giving to good local projects. Each client sets their own giving criteria, e.g. by theme or by geographical area, and then the Foundation matches applications to the appropriate fund. Because of the wide range of funds that the Foundation manages, it is able to award Express Grants to support the activities of many different kinds of community groups and charities across Scotland. The broad aim of the Programme is to assist charities and community groups working to improve the quality of life and life chances in Scotland, especially in circumstances where funding is particularly hard to find and where a grant can achieve significant impact in enabling groups to fulfil their own objectives. Grants are made to groups across a wide spectrum of social welfare and community development activities. The majority of the funding is directed at locally based work involving, and often initiated by, members of that local community.

Value Notes Grants of between £250 and £2,000 are available.

Match Funding Restrictions The amount requested from the Foundation must be at least 25% of the total project cost. The Foundation can fund up to 100% of the relevant costs.

Who Can Apply Charitable and not-for profit organisations in Scotland are eligible to apply. Organisations must:

Be constituted.

Have at least three members on the management committee/board.

Have independently examined annual accounts or a projection of income and expenditure if in the first year of operation.

Have an income of less than £250,000 in the most recent annual accounts.

Have a bank account in the name of the group.

Have at least two unrelated cheque signatories.

Have a policy if working with vulnerable adults/children.

Terms and Conditions Any grant received must be spent within one year of award.

Restrictions Funding is not available for the following:

Individuals.

Groups whose annual income in the current or previous financial year is over £250,000.

Groups with fewer than three members on their management committee or board.

Payments towards areas generally understood to be the responsibility of statutory authorities including schools. Projects that take place in school, during school hours and/or only for the benefit of the pupils will not be considered. PTAs/Parent Councils can apply if appropriately constituted but must evidence the project has genuine wider community benefit.

Background ScotRail has partnered with Foundation Scotland to form the ScotRail Foundation which administers the scheme.

Objectives of Fund The Fund aims to fund arts, community recreation, and sports activities in the vicinity of a train station or with a travel or safety theme, in Scotland.

Value Notes Grants up to a maximum of £2,000 are available for 2017, although, ordinarily, the scheme can award £500 to £5,000.

Match Funding Restrictions Match funding is not required.

Who Can Apply Applications are welcomed from individuals and constituted community groups working in Scotland with an income of no more than £100,000 per year.

Terms and Conditions The following criteria apply:

Applicants must have a child and vulnerable adult policy. (If the applicant works/intends to work with vulnerable adults/children they will need to provide this with the application).

Activities must benefit a Scottish community.

Applicants must be a constituted group.

Applicants must provide a signed copy of their constitution or other governing document alongside the application.

Applicants must have at least three members on their management committee or board.

Applicants must have independently examined and verified annual accounts or a projection of income and expenditure.

Applicants must have an income less than £100,000 in their most recent annual accounts.

Applicants must have a bank account in the name of their group.

Applicants must require at least two unrelated cheque signatories to sign the group’s cheques.

The fund will not support applications from the following:

Statutory organisations.

Organisations with an annual income of more than £100,000.

Who Can Apply

The scheme is open to arts organisations in Scotland who attract an eligible business to sponsor an aspect of their work. The business applicant must be sponsoring the arts in Scotland for the first time or must not have sponsored the arts in Scotland since 1 April 2012. Other eligibility criteria for the sponsoring business are that:

the business need not be based in Scotland;

clearly differentiated business units within a company may be considered as separate sponsors in their own right and so be eligible for an award;

public bodies (other than universities and housing associations) are eligible if their support is clearly arts sponsorship and support of the arts is out with their normal sphere of activity;

no business or business unit can have more than £30,000 of sponsorship matched in any one year;

the arts activity must not be primarily for the sponsor's own commercial benefit. The arts applicant may stem from backgrounds such as the performing arts, literature, visual arts and crafts, museums, heritage, architecture, film and TV. Non-arts organisations can apply as the arts applicant if they are producing arts activity. Applicants can apply for more than one award in the year if the sponsorship is eligible. However, no single arts organisation can receive awards totalling more than £40,000 in any one year. Where there is more than one business sponsor for the same arts activity, an application can be made for each sponsorship as long as each business is eligible. Priority will be given to:

smaller businesses sponsoring for the first time; and

smaller arts organisations with little or no previous success in gaining sponsorship. Low priority will be given to:

arts organisations that received significant funding through previous SENASA scheme; and

in-kind sponsorship to arts organisations that have track record in obtaining sponsorship.
