MDD/46/17 HOUSING CORPORATE AND CULTURAL SERVICES REPORT Housing Services
Progress reports on Grants, Loans, Casual Vacancies, and Social Housing Support Programme, Tenant Purchase Scheme 2016 and Housing Assistance Payments
Members noted the update reports on Grants, Loans, and Casual Vacancies, Tenant Purchase Scheme 2016, Housing Assistance Payments and Social Housing Support Programme as circulated with the Agenda and presented by Ms. B McBrearty.
Social Housing Investment Programme
Ms. McBrearty advised Members on the up to date position in relation to the SHIP programme in the MD. In relation to CAS, Ms. B McBrearty informed Members she is meeting with the local HSE Co-ordinator for Intellectual Disabilities to determine the need and possible preferred location for another Community Group Home. In relation to CALF – the ‘title issue’ at Erndale Heights in Ballyshannon is nearing completion and works should commence in the coming months. Members also noted the progress to date on the Housing Assistance Payment Scheme (HAP) with all Rent Supplements being transferred to HAP within the two year period. Repair and Leasing Scheme Ms. B McBrearty circulated and presented details on the Repair & Leasing Scheme recently advertised by Donegal County Council. A number of comments / queries were dealt with at the meeting in relation to this scheme, and Members noted there is no closing date for same.

Call for Turnkey Houses in Donegal In response to a query from Cllr Campbell, Ms. B McBrearty informed Members that there is a housing need for approximately 120 households for Donegal Town and any submissions would be reviewed in the context of the actual need. Members also noted that the call may be extended to other towns with social housing need before the end of the year.
MDD/47/17 ROADS / TRANSPORTATION SERVICES REPORT
2017 Roadworks Programme Status Report Members noted the update report on the 2017 Roadworks Programme circulated with the Agenda as presented by Mr. M Sweeney. Mr. Sweeney also updated Members on matters arising from the previous meeting which he had also circulated by e-mail to Members dealing with the following matters;-
• Ramp at Inver Pier
• Bench in honour of the late Dom & Mary Breslin
• Graveyard at Inver
• Road Opening at Cashel
• Painting ESB Boxes in Towns Works at Clogher, Mr. M Sweeney informed Members that the Energia/DCC works at Clogher are progressing well. Landslide on Rossnowlagh Road Mr. M Sweeney advised Members that the repair works following the landslide on the Rossnowlagh Road are completed and the road is open again. Request from Donegal Motor Club to use the Pier, Donegal Town Mr. M Sweeney referred to a request the Roads Office had received from Donegal Motor Club to use the Pier, Donegal Town as a service area for the forthcoming rally on the 12th & 13th May 2017. On the proposal of Cllr Conaghan, seconded by Cllr Jordan this was agreed. A number of other comments / queries were dealt with as follows;- Footpaths In response to Cllr O’Neill, Mr. M Sweeney confirmed that the audit of footpaths in the MD is ongoing in conjunction with the other works in the Roads Office. He also informed Members that the DCS

funding allocation is awaited and the Roads Office will compile a priority list based on the available funding for Members’ consideration when this is to hand. Cllr O’Neill requested that the following footpaths be considered for priority;-
• Approach Roads into Bundoran from the Finner side – follow up if there can be a set back done on the properties from Mulherns to Sean Gallaghers, for footpath construction.
• Footpath from Lakeside Centre to Ballyshannon- follow up with TII to see if they will fund footpath works at this location
• West End, Bundoran along Fitzgerald’s Hotel area – footpath in need of renewal
Cllr Kennedy requested that the footpaths in Bridge Street Killybegs be considered a priority for the footpath programme. Safety Barrier at Creevy Pier Mr. M Sweeney informed Members installation of the safety barrier at Creevy Pier had been referred to the Road Design Section in Lifford together with a substantial number of other requests for the MD. Public Lighting Cllr O’Neill requested that the Council follow up with Airtricty in relation to public lights at the following location;-
• Doran Close in Bundoran
• Allingham Park
• The Mall, Ballyshannon
• Ernedale, Ballyshannon
• Also an audit on all street lights in Ballyshannon
In response to the issues raised, Mr. M Sweeney informed Members that Mr. Aidan Smith is co-ordinating with Airticity on behalf of the Council. He also advised there is a large programme of works being carried out this year which will take time to complete and the issues raised as above would be referred to Mr. Smith. Cllr Campbell also submitted that the current online system for reporting faulty lights is not effective as there is no feedback from the system in that there is no way of knowing if the lights have been repaired. Mr. M Sweeney also undertook to refer this matter to Mr. Smith for follow up. Crossing at Bruckless In response to a request from Cllr Kennedy, Mr. M Sweeney undertook to review the lining at the junction of Bruckless with a view to addressing the concerns raised.

Takeover of Roads In response to a query from Cllr Kennedy regarding the takeover of roads, Mr. M Sweeney informed Members that the finalised policy on Roads Takeover is still awaited. Mr. M Sweeney asked Members to submit any requests to the Roads Office and they would be examined in due course.
MDD/48/17 PLANNING CONTROL REPORT Mr. Gerard Kellett, Assistant Planner, Planning & Economic Development was in attendance to deal with planning matters. Members noted the planning statistics reports as circulated with the Agenda. Planning Clinics In response to a query from Cllr Campbell regarding the planning clinics, Mr. Kellett informed Members that they have been busy and well received. Members noted there are still formal pre-planning meetings available to clients with the clinics intended for more general information in the mornings. The afternoon clinics are for Agents by make appointment. Housing Estate Takeover Cllr O’Neill asked that Mr. Kellett follow up with Mr. Sweeney, Senior Executive Planning, for a status update on the application for the takeover of Ashbrooke Drive, Ballyshannon. Pettigo – McCreas Corner Cllr O’Neill requested that the Planning Department (including the Conservation Officer) meet with the owners of the property (that used to be McCrea’s) at the bottom of Main Street, Pettigo to discuss with a way forward for the building in the interests of the owners and the residents of Pettigo, noting that this is a heritage building which is in poor condition.

AN Post RAS Cllr O’Neill paid tribute to Mr. B McLaughlin for the progress made in this area and in particular to the RAS (Cycling race) coming to Donegal. Industrial Estate, Portnason, Ballyshannon Cllr O’Neill made a lengthy submission in relation to the industrial estate at Portnason, Ballyshannon. In particular he submitted the following;-
• DCC have assisted new businesses in opening on the estate
• New signage and upgrading of the Industrial Estate is required
• Parcel of IDA owned land should be promoted for Development
• The estate needs to be promoted/publicised to attract more businesses and develop the existing businesses
• This site in Ballyshannon could be a Brexit Development Site
• The renting of land for grazing by DCC should be ceased to enable the land to be promoted for start up businesses e.g. similar to the Craft Village in Donegal Town
• A focus group type meeting should be organised, led by DCC and include Erne Enterprise
Time Capsules Cllr Jordan thanked the Community & Development Section for their work and expressed his disappointment that the time-capsules for 1916 commemoration had not yet been provided by the Youth Council.
MDD/50/17 ENVIRONMENT SERVICES REPORT
Apologies were noted from Mr. Suzanne Bogan, Waste Awareness Officer who was unable to attend today’s meeting. Ms. Fiona Kelly, Staff Officer, Environment was in attendance to represent the service. Members welcomed Ms. Kelly to the meeting. Ms. Kelly presented the report circulated with the Agenda dealing with the following updates:
• Big Donegal Clean up ‘17
• Irish Film Farm Plastic Group
• Dog Fouling Awareness Campaign in Bundoran on Saturday the 25th March 2017.
• Waste Prevention Repair Directory

Unauthorised Signs Cllr O’Neill made a lengthy submission in relation to unauthorised signs on the approaches to towns and town centres and the unsightly impact they are having. He asked that that enforcement action be taken as appropriate with particular reference to Donegal Town, Ballyshannon and Bundoran. Ms. F Kelly advised she would refer the matter to Environment Headquarters. Mr. G Kellett, Assistant Planner informed Members there is an application process under Section 254 for a licence to erect a sign. He advised Members he would refer the comments in relation to the unauthorised signs to the Planning Enforcement Department for review.
Big Donegal Clean up ‘17 Members congratulated the Environment Section and the numerous groups for their efforts on the Big Donegal Clean up 2017. Bottle Banks, Donegal Town On the proposal of Cllr Kennedy, seconded by Cllr O’Neill, Members requested that an alternative location be found for the Recycling Banks in Donegal Town that are currently located on the approach road to the Public Services Centre. Members also requested that those littering at the recycling banks would be pursued through the enforcement process, including fines/court summons as appropriate. Ms. F Kelly undertook to follow up this matter with Environment Headquarters.
MDD/51/17 DISCUSSION ON REQUEST TO DETERMINE IF THE OLD
MILLSTONE SITE IN BALLYSHANNON IS DERELICT AND ASSOCOATED FOLLOW UPS
On the proposal of Cllr O’Neill, seconded by Cllr Campbell the following motion was adopted;- "That the Donegal Municipal District call on the Planning Department of Donegal County Council to determine if the state of dereliction of the site / property that is known locally as the Millstone Site on the Main Street of Ballyshannon is warranted. If it is case then this MD calls on the Planning Department for the same said property be added to the Derelict Sites Register following inspection and that the statutory notice to reflect this be served on the owners, followed by a notice to clean-up the site and if also warranted that the local authority applies the derelict sites levy that amounts to 3% of the market value of the property annually, otherwise if the owner applies for Planning Permission to develop the landmark property then DCC seek a bond instead”.

Members were advised;- “The referenced site is not included on the Derelict Sites Register at present. When complaints regarding such sites are brought to the attention of the Planning Department, the protocol is for Planning to request a site inspection and follow-up report including recommended actions by the Area Housing Engineer. Planning follows up accordingly. It is proposed to follow these procedures for this site in the context of limited resources and other competing priorities.”
In speaking to his motion, Cllr O’Neill submitted that the site needs to be developed for the good of Ballyshannon and that the delay in developing the site is not acceptable. He referred to the adverse impact this site in its current state is having on the town. He also referred to the CPO procedure that is available to Local Authorities in order to deal with Derelict sites. He urged the Planning Office to deal with this motion, as a complaint under the Derelict Sites arrangements as a matter of urgency and that his purpose for the motion is to bring about the development of the site within the lifetime of this Council. He concluded by requesting that the planning department write to the owner and that a full report on the site be prepared for Members. Cllr Campbell formally seconded the motion.

“Why has the service contractor failed to repair the Public Lights as requested in Ballyshannon at the following locations - Parkhill, Allingham Park (Fair Green) and at the Green areas on both sides of the Footbridge at Red Hugh O'Donnell Bridge?” Cllr O’Neill received a response from the Area Manager,

Minutes 1. Working Draft County Development Plan 2018 - 2024 Members welcomed Mr. Paul Christie, Senior Executive Planner and Mr. Graham Diamond Executive Planner from the central Planning Unit to the Workshop. Mr. P Christie circulated and presented a report to Members in relation to the Working Draft County Development Plan 2018 – 2024. The report dealt with the following matters;-

• Initial Issues Arising - Quashing of the Ministerial Direction Regarding Variation No. 2 - Individual Matters Arising - Update in relation to Strategic Environmental Assessment and Appropriate
Assessment - The Border Dimension - Broadband - Tier 2 Local Area Plan Programme
A number of comments / queries were dealt with at the workshop and in particular the following;-
Bundoran/Ballyshannon In response to a query from Cllr Campbell if to the Bundoran town boundary area, Mr. P Christie informed Members that in accordance with the Act, the Town Council areas have to be brought into the County Development Plan, which is the strategic plan for the County, and the maps are largely the same as before. In response to a further request from Cllr Campbell for any specific changes on boundaries to be highlighted on the maps, Mr. P Christie confirmed they would be. Cllr O’Neill submitted that an area of Finner Camp is located within Bundoran on the map and that when completing both the Ballyshannon and Bundoran town Plans the area of Finner should be taken into account in both plans. In response to a query from Cllr O’Neill if there is a plan to divert the River in Bundoran, Mr. M Sweeney informed Members this had been investigated but proved much too expensive. Residential Zoning Cllr Campbell submitted that there should be evidence based residential zoning for the smaller towns. In response Mr. P Christie informed Members the 7 towns will have areas identified on evidence based numbers broadly in line with the County Development Plan. In the smaller towns the decision was made not to identify sites at this stage, so that proposals for development can be considered. Town Centre Regeneration and Infrastructure for Towns Cllr Jordan submitted that there needed to be more done to regenerate towns and villages. He also submitted that Irish Water needs to increase capacity in e.g. Mountcharles to allow for developments to proceed and advised that this needs to be reflected in the County Development Plan. Mountcharles to Killybegs road Cllr Jordan submitted the road from Mountcharles to Killybegs needs to be addressed in terms of upgrading. Mr. P Christie confirmed that Planning has tried to give profile to such matters in the draft plan. In response to a query from Cllr Campbell if any preferred routes for the road to Killybegs (Five points) had been discussed with TII, Mr. P Christie confirmed that at present both routes have been reserved in the draft CDP. Basement Management Plans – Water Directive In response to a query from Cllr Campbell in relation to Water Directive and basement management plans, Mr. P Christie informed Members a significant amount of work had been undertaken in this area. Wind/Renewable Energy. In relation to expansion or tip height increase in existing wind farms Mr. P Christie advised Cllr. Campbell that this matter may need further reviewing to ensure clarity. Amenity Maps Mr. P Christie informed Members that the scenic arrows on the maps these are indicative only. He advised Members that further clarification would be provided at the next plenary workshop in relation to this. Members also noted there has been little change to the rural housing policy
in the draft CDP except that scenic areas should be protected unless in very exceptional circumstances. Ribbon Development In response to a query from Cllr Kennedy in relation to ribbon development, Mr. Graham Diamond informed Members there is provision for ‘infill’. Protected Structures Mr. P Christie confirmed that the decision on additions of protected structures is a reserved function. Access to National Roads (New) Mr. P Christie informed Members that the Council would not be recommending any change to existing TII policy which does not allow for new entrances onto existing national roads. Quarries Cllr O’Neill submitted that there should be an up to date register of quarries (mapped) included in the draft County Development Plan. He submitted that the area of quarries lacks enforcement in terms of the planning laws and that much needs to be done in this area. Built Heritage in Town Centres/Dereliction/Unfinished Estates Cllr O’Neill submitted that the Council should assist community groups where there is build heritage but where the owners of the properties are not in a position to maintain them e.g. Council purchase and community group take over the running of a building. He also submitted the County Development Plan should protect and re-vitalise towns and that dereliction needs to be addressed. Cllr Kennedy submitted there is much potential to involve community groups in initiatives to improve the county with Council involvement. Mr. Christie submitted that some of the matters raised including enforcement, are a matter of resources. He also submitted it is important to highlight some matters in the plan and that it is important to strike the correct balance. Local Area Plans In response to a query from Cllr Jordan regarding a timeframe for the Local Area Plans for Tier II Towns, Mr. P Christie informed Members a draft should be ready in June 2017 with the LAPs to be finalised in 1st Quarter of 2018. Date of Workshop for Local Area Plans It was agreed to hold a workshop on the LAPs on Thursday 25th May 2017 at 10.00 am. Minutes 1. Access to Tullan Strand, Bundoran Mr. Eamon Boyle, Executive Engineer, Community & Enterprise, was in attendance to give an update on the proposed access to Tullan Strand, Bundoran. He outlined the process to date, that consultations with the various stakeholders had been undertaken and that Jennings O’Donovan had now drafted a report which recommends the current proposed preferred route. He outlined the preferred access route on a Map to the Members. Mr. Garry Martin also briefed Members and advised of the methodology adopted to date was to try to bring all of the stakeholders including local residents along with the process and submitted it is generally accepted that this is the best option for the long term. He also noted it is necessary for the Council to eliminate risk from the current access route which is not sustainable in the longer term. He informed Members that once this current round of consultations is complete, it is intended to finalise the report and proceed with the project. A number of comments / queries were dealt with at the workshop. Members expressed their support for the proposed access route and thanked the officials for the progress to date. 2. Ms. Wasson was in attendance to provide a demonstration on the new system for Members’ submissions for meetings. Following the demonstration a number of comments/queries were dealt with. Mr. G
Martin informed Members that the Council is attempting to remove as much paper as possible from meetings and it is intending to pilot the new submissions system in the MD of Donegal in the first instance to iron out any systems issues with a view to extending the system county wide in the coming months. Members noted that it is intended to pilot the system in this MD from the May 2017 meeting and that training would be provided to Members in advance of the system going live. 3. Speed in Towns Mr. Mark Sweeney referred to a motion adopted at the March meeting of the Plenary Council in relation to speeding in Towns in the County and noted it was agreed to survey towns in the County with a view to drawing up a priority list of towns where there are concerns by Municipal District and where pedestrian crossings might be considered as a speed reduction measure. Mr. Sweeney informed Members he would forward the details via e-mail for Members to submit any concerns they have in this regard to the Roads Department. It was also noted that Mr. Sweeney would revert to Members at a later workshop to consider the priority list for submission to Headquarters. 4. Clar Funding 2017 Mr. M Sweeney briefed Members in relation to the recently announced Clar Funding for 2017. Members noted there are four measures as follows:
1. Support for Schools/Community Safety Measures 2. Schools/Community Play Areas 3. Targeted Community Infrastructure Needs 4. First Response Measure Support
Members noted that the groups must contribute a minimum of 5% of the costs by means of a cash payment. A number of comments / queries were dealt with at the workshop. In relation to Measure 4 above, Mr. B McLaughlin undertook to forward the information for the Members. 5. Donegal Motor Club – the Pier, Donegal Town Mr. M Sweeney informed Members that the Donegal Motor Club is seeking to use part of the Donegal Town Pier parking area, as a service area, for the forthcoming rally and that this matter would be raised formally at the MD meeting. Central Planning Unit
County Development Plan Review
Recent activity has included the Plenary Workshop of 7th March, 2017; Municipal District workshops
during week beginning Tuesday 3rd April, 2017; and a further Plenary Workshop on April 12th, 2017. The
Special Council meeting is now arranged for Tuesday 2nd May, 2017 at which Members’ approval to
proceed to issue the Draft Plan will be sought. It is anticipated that the public consultation period for
the Draft Plan will run from 19th May, to 31st July, 2017 and will include public drop-in events across the
5 MD areas.5 MD areas.
Tier 2 Local Area Plan(s)
Priority was necessarily given to the County Development Plan (CDP) review work since the turn of the
year. However, with work on this stage of the CDP now almost at an end, resources are now being re
directed to the Local Area Plan. In that regard, a series of Municipal District level workshops are being
arranged around end of May/start of June, 2017 at which CPU staff will make presentations on the work
on those towns relevant to each MD area.
Central Planning Unit Continued...
Additions To the Record of Protected Structures
At the March, 2017 round of MD meetings, Members approved a total of 146 structures across the County to go out to
public consultation. The public consultation period runs from 24 March until 12th May, 2017 after which it is intended
to revert to each MD in the June round of meetings with reports on each of the structures and associated submissions
to facilitate Members’ final decisions on whether or not to add the identified structures to the Council’s Record of
Protected Structures.
Conservation Grant Schemes
As per previous years, in response to invitations from the Department, the Council placed public advertisements
inviting applications for grant aid under the Built Heritage at Risk Scheme (BHRS) and the Structures at Risk Fundinviting applications for grant aid under the Built Heritage at Risk Scheme (BHRS) and the Structures at Risk Fund
(SaRF). A total of 13 BHRS and 3 SaRF applications were subsequently forwarded to the Department prior to the
specified closing dates. At the time of drafting of this report (26th April, 2017), the Council is yet to hear of the
outcomes of the applications.
EU-Funded Hericoast Project
Mr Joe Duffy, Project Officer, is continuing his research work under the guidance of Joint Project Managers, Claire
McCallan (EU Manager) and Alana Greene (Executive Planner). Following the positive feedback from Members at the
round of Municipal District updates in Q4 of 2016, further updates will be provided at appropriate junctures during
2017. A programme of MD level updates is planned for the end of May/start of June, 2017. It is hoped that these
presentations will be added as a second item to the Local Area Plan workshops referred to above. At the time of
writing, the Chair of each MD area is being contacted to make these arrangements.

Donegal Tourism Strategy 2017 – 2020 Donegal County Council in conjunction with Donegal Tourism recently adopted a new 'Strategic Tourism Marketing, Experience & Destination Development Plan 2017 - 2020' for the county. This 70 page strategy was written by the Donegal Tourism staff and it sets out the overall vision for tourism in the county over the next three years. This is the first time in the history of Donegal that a single tourism plan has been developed for the County. It was written in line with the LECP plan objectives in mind. This strategy was presented by Cathaoirleach Terence Slowey and Seamus Neely, CE of Donegal County Council at the National Tourism conference which was hosted by the Local Government Sector and supported by the Department of Transport, Tourism and Sport. National Geographic Trip to Donegal In May a journalist form the National Geographer traveller and a photographer will spend one week travelling around Donegal. Donegal Tourism is working closely with National Geographic to plan the trip and is in the process of setting an itinerary for the journalist and is working with hoteliers to provide accommodation throughout the county. The result of this trip will be a 20 page glossy magazine and online feature for the National Geographic that will be written about Donegal. 60,000 copies of these will be published and distributed with the September issue of Nat Geo Traveller.

Greening Donegal All over the county, buildings were bathed in a soft green glow to show their participation in this year's Greening event and even more places than ever took part and this year. Donegal Tourism is delighted with the positive response from businesses and community groups across Donegal who are set to go green for St. Patricks Day. TV3 Events Guide For two weeks in May Donegal will feature in the TV3 events guide. Donegal has a vibrant calendar of events that we wish to showcase so Donegal Tourism have teamed up with TV3 to showcase events coming up in Donegal this summer and also drive traffic to the events page of the website www.govisitdonegal.com/events TV3 is the second most watched station in Ireland - 1.2 million people tune into TV3 each day. The ad will air 20 times over a seven day period (Monday to Sunday) the campaign will kick off on the 1
st May run for two weeks. Events in
Donegal will be aired 40 times over a fortnightly period. Facebook Competition
Donegal Tourism has teamed up with Lighthouses of Ireland to highlight the recent opening of accommodation at St John’s Point Lighthouse. We have created a facebook competition and to date we have 482 entries and 464 new fans to the Go Visit Donegal page. These entries will be used for email marketing in the future.

Go West Magazine Donegal has a double page spread in the centre of the Go West magazine which has been published recently. This is a free publication and will serve as a guide for air passengers to destinations via knock airport, the centre piece spread emphasises Donegal as the Coolest Place in the Planet and winner of the Hidden Gem award. 30,000 hard copies printed and an online digital version is available and has a reach in excess of 720,000.
Distributions would be at the major Tourism trade events in Ireland, UK and Abroad including the Irish festival in the USA. Advertisement with Virgin Media Donegal Tourism kicked off our domestic campaign with an advertisement on TV3, 3Be and 3e on the 13
th March. This video
highlighted that Donegal has been awarded the National Geographic award for 2017 and also highlighted the Wild Atlantic way in Donegal. A schedule of dates was sent to all trade in advance of this being aired and the hotels were encouraged to create offers on their website in advance of the advertisement being aired.

Balmoral Show
As part of our promotional activity for 2017 to the Northern Ireland
market, Donegal Tourism is to host a four day promotional stand at the
Balmoral Show, in Antrim on 10th – 13th May.
The stand will operate under the umbrella of Donegal Tourism, promoting
the county in its entirety and its part of the new aggressive marketing
approach by the Donegal Tourism to attract even greater numbers of
visitors to the county by a collaborative effort.
The Show now in its 148th year and attracts over 100,000 people each
year. We feel that this endeavour will provide us with an excellent
opportunity to reach a very large audience.
Donegal Tourism has heavily subsidised this in order to aid businesses
within the county to have the opportunity to take at stand at this event.
Active Retirement Show
Donegal Tourism is attending the active retirement show with a number
of tourism providers in Donegal to promote the county as a premier
tourism destination in Ireland.
TUI Visit to Donegal The largest travel company in the world is looking at Donegal as a holiday destination. TUI, a German-based company, has been working closely with Donegal Tourism and a representative has visited various locations throughout the county in recent months guided by Donegal Tourism.

In May, a delegation from Germany will meet with various members of Donegal Tourism and Donegal County Council with the intention of offering holiday packages to German tourists. Germany is Ireland’s leading continental European market and has been growing steadily in recent years with 630,000 visiting last year, up 13% on the previous year. Tourism Ireland is projecting a further 7% increase this year, so this is a potentially a massive breakthrough for tourism in the county.

Cool Route
Cool Route is a NPA funded project that seeks to develop sailing from Cork all the way up to the Faroe Islands, including Donegal. A meeting of the Cool Route partners and stakeholder workshop has taken place from 25th – 26th April 2017 hosted by the Royal Cork Yacht Club in Crosshaven, Cork. At the meeting the new Cool Route Marketing Plan was approved. Extensive discussions took place around topics such as gap analysis, logistics and facilities, business plans and commercialisation, sustainable eco-friendly marine leisure activities and much more. There was also a presentation of a demo sailing information system that is in development. A new brochure promoting the Cool Route regions to superyachts is being developed and will be printed very soon. As part of the Cool Route project an economic impact of marine leisure is underway in a pilot region of Crosshaven in Cork to establish the benefits of the marine leisure sector to the local economy. This study will include the production of templates and formulae for calculating economic values which will be possible to be applied to Donegal in the future to gather statistics for our region. On day 2 a stakeholder engagement workshop took place with representatives from the sailing and tourism sector sharing their ideas and thoughts on the Cool Route. A detailed press release and associated documents will be available soon.
WILDSEA Europe
The Wildsea Europe website continues to grow with new experience providers joining regularly. Due to its partnership in MalinWaters, Sligo County Council and Sligo Tourism have now

joined with Wildsea Europe network as new destinations on the route. Talks are also underway to open up the network to MalinWaters partners in Scotland. Donegal Tourism Strategy 2017 – 2020
The Marine Tourism Marketing & Development officer has been heavily involved in many aspects of the production of the Donegal Tourism Strategy 2017 – 2020 including production of the marine tourism section and marine tourism action plan. Superyacht Opportunities
An online meeting took place with the MD of a company based in London that organises the itineraries of superyachts and they are very interested in adding Donegal to their list of destinations. This discussion is ongoing with potential for a site visit in the future and inclusion in the next superyacht brochure. WILDSEA Divers
A new project has been developed as a follow on to the Wildsea Europe project. This new project focuses on diving as a niche watersports activity in the partner regions across Europe. The project application has been submitted to the EU EASME programme. News is expected on Q4 on funding. MalinWaters
Digital Marketing activities are extensive and ongoing to promote MalinWaters. Causeway Coast and Glens Borough Council have just joined the MalinWaters partnership for 2017 making a total of 10 partners for this year. 11 applications for MalinWaters festivals and events funding have been received from all regions of MalinWaters. In Donegal, a total of 8 marine themed projects will receive MalinWaters funding. All marine themed festivals and events in the regions will receive marketing support and promotion via MalinWaters. A cruise facility survey has been circulated to all MalinWaters regions to gather data for the production of a joint cruise tourism promotional brochure. MalinWaters partners wish to collaborate on joint marketing to increase the number of cruise liners/operators that visit the regions.
Marine Sector Newsletter
An e-mail newsletter aimed at the marine tourism sector was sent out in Q1 to over 200 contacts on the marine tourism sector database. This e-newsletter contained digital tips, funding information and other useful news relevant to the sector.

All Ireland Coastal Rowing Championships 2017
A meeting has taken place with the All Ireland Coastal Rowing Championships organisers to discuss marketing and other supports with Donegal Tourism and Donegal County Council. An outside radio broadcast has been booked for the event by Donegal County Council, who will also organise the production of wristbands for attendees. Donegal Tourism will be assisting with the production of marketing materials, development of the website and social media/e-mail marketing activities.
Cruise Tourism
10 new promotional flags have been produced for use at Greencastle Harbour. The flags are of a teardrop design with imagery that reflects the region. These flags have been produced in collaboration with Inishowen Tourism and will be put up along the shore area during the summer and for cruise visits. CEDRA – Donegal’s Atlantic Coastal Trail
A new TY Tourism Training pilot project has been launched in the LYIT School of Tourism in Killybegs. Following consultation with the tourism industry it showed that a significant number of senior cycle second level students are employed in tourism/hospitality enterprises on a seasonal/part-time basis and the majority of the students do not received industry specific training and in many cases have a low level of awareness of tourism product knowledge and service skills. This training programme, which is funded by Donegal County Council, is being delivered by LYIT’s School of Tourism in Killybegs to Transition Year students one day per week over a four week period. In total 40 students will be recruited onto the programme, 20 from each school. Transition Year students in the Abbey Vocational School in Donegal Town and St. Columba’s College in Stranorlar are set to benefit from this programme as a pilot scheme with scope to include other schools in the future. The Marine Tourism Marketing & Development Officer attended the Tourism College on 5th April and delivered a lecture on marine tourism opportunities to the students attending the Marine Tourism Marketing and Seafood Fundamentals course. St. Johns Point Lighthouse
St. Johns Point Lighthouse has now opened its self-catering apartments. These have been promoted extensively via MalinWaters and also via Govisitdonegal.com where a competition to win a visit and overnight stay at the Lighthouse has received significant coverage.

Fanad Lighthouse
Donegal Tourism provides ongoing support to Fanad Lighthouse including website maintenance and ongoing support. The website www.fanadlighthouse.com has seen an increase in traffic of 111.78% in Q1 of 2017 compared with the same period last year, which equates to over 11k visitors to the website in the first three months of this year. Sliabh Liag
Traffic to the Sliabh Liag website has increased by 14.96% in Q1 of 2017 compared with the same period last year. The Sliabh Liag website is receiving an increased number of visits compared with last year and a large number of enquiries are being received via the website from both travel agents and independent visitors. There has been excellent interest in the FLAG North funding programme with a significant amount of projects received. These will be assessed by the FLAG North Board in May with news expected in early June. Welcome Sign at Donegal Airport
A new welcome sign in English and Irish languages has been produced for the entrance area to Donegal Airport by Donegal County Council and will be put in place very soon. Welcome Anchorages 2017
The Welcome Anchorages 2017 publication is currently in circulation in the UK and Ireland plus online. This publication lists marinas, moorings and pontoons in Donegal as well as a special editorial feature about the new small craft harbour in Killybegs. Bunagee Pontoons
The pontoons are back in place at Bunagee as of April 2017 for the summer season. An online promotional campaign will be delivered via MalinWaters and Cool Route to help promote the new facilities. Several enquiries have been received from sailors who wish to visit Bunagee via the MalinWaters website. There are opportunities for local businesses to maximise the potential benefits of visiting yachts to the area, which will be explored further potentially via stakeholder engagements.

Donegal Town Hub - The broad elements to this Development Hub are Enterprise Development, Retail Strategy and Tourism ----------------------------- CEDRA - Following the success of the Certificate in Marine Tourism and Seafood Fundamentals course that was delivered in 2016, as part of the Donegal Costal Trail Project, the course is now progressing through its second intake. This part time course has been developed by LYIT’s School of Tourism for people working in the marine tourism and seafood sector. The Certificate in Marine Tourism and Seafood Fundamentals is funded by Údarás na Gaeltachta and Donegal County Council. As the course is fully funded, it is free of charge for participants and offers a recognised academic qualification on completion and opportunities to progress to further education.
Donegal’s Atlantic Coastal Trail is an innovative food and marine tourism project focused on marine leisure and seafood experiences, which will advance rural, coastal and island economic development in County Donegal. The goal of this project is to raise awareness of the excellent marine leisure and seafood opportunities on the Donegal coast and islands and to encourage local communities to experience our own marine leisure activities and seafood coast that is right on our doorstep and perhaps unexplored.
The inclusion of the islands adds an additional unique element to the project where visitors can experience something different and unexplored. The project will help local marine leisure activity providers, restaurants and pubs to work together to bundle their offering and create experiential packages that can be enjoyed by locals and visitors alike. This will reduce seasonality by offering experiences that are available all year long.

Cool Route Project funded under the Northern Periphery & Arctic programme 2014-2020. Donegal County Council is a project partner on the Cool Route project. Other project partners include Glasgow Caledonian University, Royal Cork Yacht Club, Derry City Council, Port Authority Torshavn Faroe Islands, Blue Seas Marinas Scotland, Western Norway Research Institute and associated partners Donegal Tourism, the Irish Cruising Club and Sail Scotland.
Donegal County Council attended a two-day, Cool Route Project Partners meeting took place on the 25th and 26th April in Carrigaline, Co. Cork, hosted by project partner Royal Cork Yacht Club.
The Cool Route Project – Cruising Oceans on Latitudes above 51 Degrees North – investigates all aspects of the potential to establish a yacht cruising route along the western offshore areas of the Northern Periphery Area, stretching from Co. Cork in the South of Ireland, to the UK (Northern Ireland and Western Scotland) and onwards to the Faroe Islands and Norway. As an ecotourism product, exploiting the natural resources of the area in a manner that is sustainable and environmentally viable; this new sea route will be marketed internationally and will have a common branding, booking and information system.
Admiral John Roche, Royal Cork Yacht Club, welcomed all the partners to Cork and stated “that the club was delighted to be involved in the project and was looking forward to the opportunity of tapping into the further potential that this project can deliver to the marine leisure industry and working closely with partners and relevant stakeholders to insure the success of the project”.
Speaking after the meeting Cool Route Project Manager, Dr. Breda Kenny, Cork Institute of Technology, reported a highly successful meeting of the Steering Committee, which took some key decisions in designating the first agreement of stopovers, selected on the basis of route distance and quality criteria. She stated that “following the completion of extensive research, the meeting also finalised its draft Marketing

Strategy, developed by RCYC and will now go to project associated partners for final consultations”. The gathering of partners also included a very well attended stakeholders meeting for local enterprises along the route, who will be the main beneficiaries of the selected stops. Derry and Strabane District Council provided an update on the GIS based information and booking system for the route to stakeholders.
The meeting also called on all marina and pontoon operators in Ireland to make arrangements to take refuse and recycling from visiting boats, on a fee per bag basis. The recommendation arising from the meeting was that the fee should be set at a level to make the service financially viable for the marina or pontoon operator.
Over the coming months the Cool Route Project will further engage with SME’s along the route and in particular the agreed selected stopovers to maximise the potential for local businesses in each unique region. Sliabh Liag – Interpretative Strategy – the explicit intentions of Donegal County Council are that this strategy would:
• Develop Sliabh Liag as a flagship tourism destination along the Wild Atlantic Way.
• To protect and promote the natural and built environment at Sliabh Liag.
• To improve the visitors experience at Sliabh Liag, encouraging visitors to stay longer at Sliabh Liag and its hinterland.
TY Tourism/Hospitality Course:
Working closely with the School of Tourism in Killybegs and AVS School (Donegal Town) and St. Columba’s School (Stranorlar) to deliver a new Transition Year Tourism/Hospitality Course – this will be delivered initially on a pilot basis to these two schools. The programme will be delivered by the School of Tourism’s experienced lecturers on the LYIT’s Killybegs Campus in training kitchens, restaurants and demonstration classrooms. The programme will culminate in a live lunch service to invited guests and a tourism presentation by the Transition Year students. The programme content will be supplemented by guest speakers from the tourism/hospitality industry and career/employment opportunities.

This course started on the 6th April and will finish on the 8th and 9th May with live lunch service presented by the two schools. The programme is funded by Donegal County Council.
Needs Analysis – Caravan and Camping Sector

The PPN secretariat continues to meet on a monthly basis to coordinate the functioning of the PPN in conjunction with the
resource worker
The Environment, Social Inclusion and Community & Voluntary
Linkage Groups have held their meetings over the last few weeks. PPN representatives report back to their nominating body and they
are occasions to share information relevant to the group. The second edition of the Newsletter was circulated to the groups in
April and will continue on a monthly basis. An Event template has
been forwarded to the groups to complete and return if they want their events to be included in the Newsletter.
A Positive Duty Seminar took place on the 5th April, 2017 in Dillons
Hotel, Letterkenny on understanding and applying the Public Sector
Equality and Human Rights Duty. The facilitator was Niall Crowley. A lot of groups attended and it was very interesting and informative.
The Donegal Municipal District meetings took place on the 6th April in
the Donegal Town Public Service Centre. Inishowen MD meeting is taking place on 27th April in the Carndonagh PSC.

There are 4 Implementing Partners within the county; Donegal
Local Development Company (DLDC), Inishowen Development
Partnership (IDP), Údarás Na Gaeltachta and Comhar na
nOileán. All 4 Implementing Partners are accepting and
registering Expressions of Interests (EOI’s) under rolling and
targeted funding calls. Application forms have issued were
EOI’s are deemed eligible in line with the Local Development
Strategy (LDS), and formal applications are being assessed and
initially scored by the relevant Project Officer in each
Implementing Partner, and brought forward to each regional
Evaluation Committee. Induction training is currently being
rolled out to each of the three regional Evaluation Committees
with first meetings taking place by the end of April/early May. Project Targets for the next
bi-monthly reporting period
Projects approved for funding by the Evaluation Committee will
be brought forward to the LCDC for final approval.
It is expected that the earliest funding for projects should be
awarded will be May 2017.
It is expected that the bulk of project approvals for 2017 will
occur in the latter half of the year.

Donegal County Council Clean & Green Awards 2017
In 2017 Donegal County Council will run a pilot award scheme which will be aimed at recognising those Tidy Towns groups
that have achieved high scores in the following three categories of the National Tidy Towns competition,
1. Tidiness & Litter Control, 2. Approach Roads, Streets and Lanes,
3. Sustainable Waste & Resource Management.
Further more detailed information will be issued to Tidy Towns groups.
Tidy Towns Start-Up Fund 2017 Donegal County Council are inviting expressions of interest
from any groups, towns or villages that are interested in
becoming a Tidy Towns group. The Council will provide any support and advice necessary to potential future groups and
groups can receive a start-up fund of €250. Expression of Interest forms will be available online and through contacting
the Council on the details below.

Tidy Towns Improvement Project Fund 2017 Tidy Towns groups are invited to apply to Donegal County
Council for funding for small scale improvement works in their town or village. Projects should reflect one or more of the
National Tidy Towns categories. Application forms will be
issued to all existing groups and are available online.

In mid March the Cathaoirleach of Donegal County Council and
The Ryan Family from Ireland Fittest Family launched The Big Donegal Clean-UP 17.
We are now well through the Big Donegal Clean-up campaign 2017 with approximately 200 clean-ups taken place or
planned. In 2017 volunteer community clean-ups started taking place as early as February and will continue on into May
with the main focus being on April's Spring Clean month.
As part of the Big Donegal Clean-up the Council also supports
the An Taisce National Spring Clean and any individual or groups that registers for NSC will receive support from the
Council.
This campaign is really a team effort with the volunteers in the
local communities, local Councillors, Council staff, in particular the Litter Wardens and the Mobile Litter Units co-ordinating the
events with the local community.
The local communities have really engaged with the Council in
promoting their events and showcasing their efforts. The use of social media has become a fantastic platform to do this with
many groups posting on their own pages or sending information into the Council for promotion. Throughout the
month of April #BigDonegalCleanup17 has featured on many
occasions on the Council's social media pages. The Councils communications officer has issued weekly releases to all media
featuring a number of planned clean-ups for the week ahead.

International Composting week 7th - 13th May

Home compost bins are available from all Council Public
Services Centres for only €13. One third of all waste can be composted such as fruit and vegetable peelings. By
composting these types of waste we reduce the waste in our bins and we make our own compost which is a wonderful
resource for our gardens.

13 April 2017 Press release Councillors back hundreds of volunteers in the Big Donegal Clean Up Donegal County Councillors are getting behind the hundreds of volunteers around the county who have participated in this year’s Big Donegal Cleanup. Cathaoirleach Cllr. Terence Slowey said “the feel good factor that has been generated in communities across Donegal over the last few weeks has been magnificent. Hundreds of people are out and about cleaning up their towns and villages, approach roads, back roads and so on. We are delighted with the response we have received to this year’s Big Donegal Clean Up.” Last week clean ups took place across the county including many clean ups in the Letterkenny area such as the Bohirrill area which saw a good turnout of local residents. The clean up took in the Loughahannon and Meenatole areas and also continued over to the quarry at Calhame. Clean ups will continue this weekend in Creeslough, Dungloe, Maghery and Fintown. Tomorrow (Friday) clean-ups will take place in Glenties and in Carndonagh with big turnouts expected in each town. A further clean up is planned for Carrowmena on 22 April 2017. Motorists are being asked to drive with extra care when they come across a clean-up in progress. Anyone interested in organising a community clean-up should contact the Council on 074 91 53900 or apply online at www.donegalcoco.ie . The Council will provide bags, gloves, litter pickers and can arrange for the collection of the rubbish once it has been bagged. Details: I am calling on the Municipal District of Donegal to assist the local community groups in this MD to undertake to do a health check for each willingly participating Town and Village as a step 1 in the preparation of the new funding scheme for town and village renewal recently announced by Minister Humphries. This Health Check to be completed for all the participating villages and towns by September 2017 with more advanced and more proactive committees at stage 3, the preparation and implementation of the plan in advance of future funding.

Response: The Town & Village Renewal scheme 2017 was recently launched by Minister Humphreys and is taking a new approach to the 2017 Town & Village Renewal Scheme in comparison to the 2016 Scheme. The Minister has directed that the following steps must be carried out :- • Donegal County Council to advertise publicly seeking ‘Expressions Of Interests’ from Towns & Villages in the County. ( press release issued via Newspapers / Radio /Social media on Friday 5th May ) • Donegal County Council to select up to a maximum of 15 projects based on Departments Criteria ( See Scheme Outline attached ) Closing date for receipt of Expression of Interests is 4.30 pm on Friday 26th May. • Donegal County Council to develop the selected projects further in consultation with the Community / Business interests in that town or village to ensure applications are with the Department by 30th June 2017 • The Department will assess all projects and will approve 300 projects nationally by the end of July 2017.

Response: The artwork Between the known and unknown by Elizabeth Caffrey and Sean Campbell was maliciously damaged following which the work was removed from the site and placed in storage. To reinstate the sculpture, specialised work is required, and currently there is no budget to undertake this work. Between the known and unknown was (and could be again) a beautiful piece of public art, located at Rathmore, the highest point on the Ballyshannon Bundoran Bypass. The artists' inspiration was to reactivate interest in the traditions associated with the hawthorn and its association with rath structures.
