Meine sehr geehrten Damen und Herren, Liebe Freunde aus den nationalen Europarechts­gesellschaften und alle, die am Europarecht Interesse nehmen!

FIDE – die Internationale Vereinigung für Europa­recht – hat die Ausrichtung des XXIII. Kongresses an Österreich übertragen. Die oberösterreichische Landeshauptstadt Linz bietet, nur wenige Mo­

nate vor ihrer Inauguration als Kulturhauptstadt Europas, einen würdigen Rahmen für den Kongress, der wie immer ein Forum aktueller europa­rechtlicher Diskussion sein wird.

Die nationalen Berichte zu den drei Generalthemen des Kongresses und ihre Analyse in den Generalberichten werden zeigen, wie das vor einem halben Jahrhundert von den sechs Gründerstaaten geschaffene Gemeinschaftsrecht zum Ordnungsrahmen für eine nunmehr auf 27 Mitglieder erweiterte Union geworden ist. Es gehört zu den Stärken von FIDE, dass die Visionen und die Erfahrungen der nationalen Ge­sellschaften der „ersten Stunde“ in einem fortgesetzten Dialog weiter­gegeben werden können. Wie seine Vorgänger so will auch FIDE XXIII Kongress Linz 2008 zur Klärung und Weiterentwicklung des Europarechts beitragen.

Ladies and Gentlemen, Dear friends from the national Associations for European law, and all those who take an interest in European Law,

FIDE – the International Federation for European Law – has entrusted to Austria the organisation of its XXIII Congress. Linz, capital of Upper Austria, offers, only a few months before its inauguration as cultural capi­tal of Europe, a dignified frame for the Congress which will be, as always, a forum for discussion of most recent legal issues of EU and EC law.

The national reports on the three topics of the Congress and their analysis in the General Reports will demonstrate how Community law created by the six founding States half a century ago, has become the regulatory framework for an enlarged Union of 27 Members. It is the virtue of FIDE that the visions and the experience of the national asso­ciations which took the initiative from the very first can be passed on in a continuous dialogue. Like previous Congresses, FIDE XXIII Congress Linz 2008 shall contribute to the clarification and the development of Euro­pean Law.

Mesdames et Messieurs, Chers amis des associations nationales pour le droit européen, et tous ceux qui s’in téressent au droit européen!

FIDE – la Fédération Internationale pour le Droit Européen – a confiée à l’Autriche l’organisation de son XXIII Congrès. Linz, la capitale de la région de la Haute­Autriche, offre, seulement quelques mois avant son inauguration comme capitale européenne de la culture, un cadre digne au Congrès qui sera, comme toujours, un forum d’une discussion actuelle des questions juridiques européennes.

Les rapports nationaux sur les trois thèmes généraux et leur analyse dans les rapports généraux montreront comment le droit communautaire qui était créé par les six états fondateurs est devenu un cadre de l’ordre pour une Union maintenant élargie aux 27 membres. C’est une vertu de FIDE que les visions et les expériences des associations nationales de la première heure peuvent être transmises dans un dialogue permanent. Comme ses précurseurs, FIDE XXIII Congrès Linz 2008 voudrait contribuer à la clarification et au développement du droit européen.

Der FIDE Kongress 2008 wird im Design Center Linz stattfinden, dem größten und modernsten Tagungszentrum der Stadt. Der Umstand, dass sich sowohl der Plenarsaal als auch die Säle für

die Arbeitsgruppen in einem örtlichen Naheverhältnis befinden, soll für einen reibungslosen Ablauf des Kongresses sorgen, den TeilnehmerInnen ermöglichen, bei Bedarf zwischen den Arbeitsgruppen hin­ und herzu­wechseln und bei den gemeinsamen Kaffeepausen sowie beim Lunch in angenehmer Atmosphäre einen Gedankenaustausch zu pflegen.

Linz ist nur eine kleine Weltstadt. Daher liegen auch einige Hotels in Gehnähe zum Design Center. Die übrigen sind leicht und rasch mit öffentlichen Verkehrsmitteln zu erreichen. Oberösterreich mit seiner Landeshauptstadt Linz ist eine der schönsten Regionen Österreichs. Wir hoffen, Ihnen im Rahmen der gesellschaftlichen Rahmenveranstaltungen des Kongresses bzw. des Begleitpersonenprogramms wenigstens einen kleinen Teil davon zeigen zu können.

The FIDE Congress 2008 will be held in the Design Centre Linz, the biggest and most modern convention venue of the city. The fact that the plenary hall and the meeting rooms of the working groups will be close to each other shall guarantee a smooth progress of the Congress, enable participants wishing to do so to switch between working groups and to entertain an exchange of ideas during coffee breaks and luncheons in an agreeable atmosphere.

Linz is only a small metropolis. For this reason, some of the hotels are within walking distance of the Design Centre. Other hotels are easily and speedily accessible by public transportation. Upper Austria, with its capital Linz, is one of the most beautiful regions of Austria. We hope to be able to show you, in the context of the social programme of the Congress and of the programme for accompanying persons, at least a small part of it.

Mesdames et Messieurs, Chers amis des associations nationales pour le droit européen, et tous ceux qui s’intéressent au droit européen!

Le Congrès aura lieu au Design Center, le centre de congrès le plus grand et le plus moderne à Linz. Le fait que la salle plénière ainsi que les salles pour les groupes de travail sont voisines doit faciliter le déroulement du Congrès sans difficultés, donner aux participants la possibilité de passer d’un groupe de travail à l’autre, s’il y en aura besoin et d’échanger des idées pendant les pauses­café et les déjeuners dans une ambiance agréable.

Linz n’est qu’une petite métropole. Pour cette raison quelques hôtels sont accessibles à pied à partir du Design Center. Aux autres hôtels, on parvient facilement et rapidement par les moyens de transport public. La Haute­Autriche avec sa capitale régionale Linz est une des plus belles régions autrichiennes. Nous espérons être à même de vous faire voir au moins une petite partie de cela par moyen du programme social, respec­tivement du programme pour les personnes d’accompagnement.
