1. President Lee Declares Green Growth as a New Paradigm
All this began with the declaration of ‘low carbon, green growth’ as Korea’s new development vision by President Lee Myung-bak in August 2008.
“Green growth seeks sustainable growth by reducing GHG emission and environmental pollution. It is a new development paradigm which creates new growth engines and new jobs from green technologies and clean energies.”

During the first 3 years, the total green investment by major
business groups recorded an annual increase of 75%
An 11-fold increase in solar power, a 2-fold increase in wind
power, a 24-fold increase in fuel-cell power, etc.
The N&RE sector recorded a big increase; the number of
firms doubling, the size of employment increasing 4 times,
the volumes of sales and exports increasing 7 times
Domestic sales of energy-efficient appliances recorded very
rapid growths.
2. Green industries emerged as a new growth engine

Green management partnership between big enterprises
and SMEs has been spreading.
Green certification system in regard to firms, products and
technologies resulted in 745 green certificates since April,
2010.
3. Green business management practices spreading

Total R&D in green technologies concentrated in 27
increased 75% from 2008 2011.
Korea’s level of 27 green technologies at the 78% of the
United State.
In several, Korea is now at the forefront: the world’s largest
EV battery factory, the world’s second ranking producer of
poly-silicon, the world’s second largest producer of the LED
device, the world’s best-class patented technology for carbon
capture, the world’s largest tidal power plant, etc.
4. Becoming a world class competitor in green technologies

Natural environment conservation zones increased to 244
National ecological exploration route increased to 898km
The four major rivers and their riverine areas restored for
water quality and ecological integrity
Urban living environment has improved
Quality of the water for drinking and rivers flowing through
cities improved.
5. Living spaces becoming much greener

Model shifts from highways to express rails, national HSR
network by 2020
Energy standards for buildings strengthened
Public sector leading the greening of buildings, 200 green
homes and super energy-saving buildings, etc
6. Buildings and transportation becoming greener

National CC Adaptation Plan, National CC Adaptation Center
16 metropolitan local governments established own CC
Adaptation Plan
Measures to secure and manage a sufficient stock of water:
4RR and small dams
Measures to prevent and manage natural disasters
Food security measures such as development of heat-
resistant varieties
World’s seven best in terms of the weather-forecasting accuracy
A new climate change scenario for the Korean peninsula
7. Capacity to adapt to climate change strengthened

Mainstreaming green growth in text books, offering of special
classes for green education, “green campus” and “green college”
programs
People’s recognition of climate change crisis improved: people I
increasingly practicing energy-saving ways of living
Disposable shopping bags and household wastes decreasing
4 million Green Cards issued, consumption of green products
and deployment of green cars are increasing
Green leisure activities such as bicycling and urban farming
spreading
8. Lifestyle becoming greener

Presidential Committee on Green Growth launched in February
2009 as the highest body for deliberation and coordination.
The National Green Growth Strategy and the Five-Year Plan for
Green Growth (2009~2013) prepared in 2008.
President Lee declares Korea’s MT GHG emission education
target of 30% BAU by 2020 in Copenhagen in 2009.
National Assembly passed the Framework Act for Low Carbon
Green Growth at the end of 2009.
