Opportunity: Assessment Professional Development Providers Needed—Application Due Noon Friday, October, 10

ODE has partnered with WestEd, SCALE (Stanford Center for Assessment, Learning and Equity), and several other states to implement a project that will provide professional development to build educators’ assessment knowledge.

ODE is seeking applications for Professional Development Providers who possess the following essential competencies and are available to meet the commitment described in the Network Professional Development Providers—Information Sheet:

1. Working knowledge of Common Core standards and Smarter Balanced assessments; 2. Working knowledge of performance assessment design and scoring; 3. Experience using online systems for professional collaboration or for virtual learning; 4. Experience using student work as an integral component of instruction; and 5. History of providing effective professional development with adult learners.

Each interested Network Professional Development Provider candidate should submit a completed application form to Jordan Hermans at [email protected] by noon on October 10, 2014. Final 2014-15 Test Administration Manual Now Available

ODE has posted the final 2014-15 Test Administration Manual (TAM) to http://www.ode.state.or.us/go/tam. The TAM provides districts with all policies and requirements governing administration of the 2014-15 Oregon Statewide Assessments, including the new Smarter Balanced Assessments, OAKS Online Science and Social Sciences, the English Language Proficiency Assessment, the Kindergarten Assessment, the Extended Assessments, and the Grade 12 OAKS Retest Opportunity. The TAM is required reading for all District Test Coordinators, School Test Coordinators, and Test Administrators. For reading requirements by role, please refer to Section 1.5 Training Requirements of the TAM. Contact your Regional ESD Partner with questions.

2014-15 DTC Training Modules Now Available

ODE has posted the 2014-15 Test Administration and Security Training Modules and a 2014-15 Training Survey to http://www.ode.state.or.us/search/page/?id=2744. New for 2014-15, all District Test Coordinators (DTCs) must watch these modules independently and complete the 2014-15 Training Survey by November 1, 2014. DTCs must watch all training modules prior to completing the survey. The purpose of the training survey is to check for comprehension of the test security and administration requirements and to provide DTCs with an opportunity to submit questions they would like addressed during the ODE-facilitated WebEx sessions.

In addition, all DTCs must participate in one of the ODE-facilitated WebEx sessions scheduled for November 4 through 6, 2014. If you have not already done so, please contact your Regional ESD Partner to register for one of these WebEx sessions. For a detailed description of DTC training requirements, please refer to Section 1.5 Training Requirements of the TAM http://www.ode.state.or.us/go/tam.

2014-15 TIDE and TIDE User Guide Now Available

The Test Information Distribution Engine (TIDE) of the OAKS Online System is now available for authorized users through the OAKS Portal http://oaksportal.org/. TIDE allows authorized district and school personnel to manage user and student information for the OAKS Online assessments. To help users familiarize themselves with TIDE, the 2014-15 TIDE User Guide has been posted to http://www.ode.state.or.us/search/page/?=391 and is organized based on the tasks available in TIDE. To improve the security of the OAKS Online system, Oregon’s test vendor, the American Institutes for Research (AIR) has made two changes to the TIDE account set-up process. In addition to new password requirements, users must also select a security question. These requirements are described in greater detail on p. 8 of the 2014-15 TIDE User Guide.

Secure Browser 7.0 for Windows and Mac 10.6 – 10.9 Now Available

Secure Browser 7.0 for Windows and Mac 10.6 – 10.9 is now available for download. Secure Browser 7.0 may be downloaded and installed on all

supported operating systems running Mac 10.6-10.9 or Windows except for touch-screen laptops running Windows 8.1. For more information about supported operating systems, see the Operating System Support Plan on oaksportal.org.

The American Institutes for Research (AIR), the test vendor for the Oregon Department of Education, has detected a security issue in Secure Browser 7.0 on touch-screen laptops running Windows 8.1. AIR is working on Secure Browser 7.1, which will include a security patch for the issue observed in touch-screen laptops

EXTENDED ASSESSMENT

NEW Extended Assessment Item Review (REPEAT)

The Oregon Department of Education (ODE) and Behavioral Research & Teaching (BRT) at the University of Oregon (i.e., test vendor) are requesting assistance in reviewing items (and alignment to standards) for the new Oregon Extended Assessment – Oregon’s Alternate Assessment based on Alternate Achievement Standards (AA-AAS). We need a minimum of 50 special and general education teachers with at least five years of experience in Grades 3-8 and 11 in English language arts and/or mathematics; in science special and general education teachers need to have at least five years of experience in Grades 5, 8, and 11. All training and time spent reviewing items and standards will be conducted electronically, so no travel is required. A webinar is scheduled for training participants in late October, with teachers then assigned to review 300-500 items by late November. This flexible timeframe should accommodate understandably busy schedules. Behavioral Research & Teaching will provide a stipend for time based upon the number of items reviewed and ODE will support the effort by providing Professional Development Units for participants. New Essential Skills Resources Available Online Communicate with your Parents and Students about 2014-15 Graduation Requirements

Oregon’s Transition to Smarter Balanced Assessments is a document for schools and districts to customize and use to communicate about graduation requirements and testing options in light of our state’s transition from OAKS state tests to Smarter Balanced assessments. This document provides a brief overview of the Essential Skills graduation requirements and the assessment options available to 11th and 12th graders during the 2014-15 school year. Please use this resource as needed to engage with your parents of high school students and explain the options available to their children as we transition to new state tests.

Description of transition from OAKS to Smarter Balanced

Smarter Balanced Transition: Methodology for Essential Skills explains the methodology that ODE plans to establish the performance level on the Smarter Balanced scale that represents an equivalent level of rigor to the current OAKS “meets” achievement standards.

Upcoming Cohort Graduation and NCES Dropout Validations

The NCES Dropout Rate validation will open on October 30. The Cohort Graduation Rate validations will open November 6. Both validations close on December 12.

The Exit Adjustment Window will be open October 16 through December 1.

Trainings on these validations and the Exit Adjustment Window are scheduled for 2pm on October 13 (part 1) and October 28 (part 2).

There will be a number of changes to the graduation and dropout reports this year:

Students earning modified diplomas will count as graduates.

Students who have met diploma requirements but have not been awarded their diplomas will count as graduates in the cohort rates.

The Cohort Policy and Technical Manual and the Dropout Rate and Exit Adjustment Manual have been posted. If you have questions, please contact your ESD partners or Isabella Jacoby.

Reminder: Guidelines for Fifth-year Program Reporting

Beginning September 25, 2014, ODE has introduced a new ADM End Date Code (4F), which allows districts to report that a student has met diploma requirements but has not been awarded a diploma, and is continuing enrollment with the same district. If your district operates this type of program, please take this opportunity to carefully review the guidelines.

In particular:

Students must meet all state and local requirements for a standard diploma (regular or modified) in order to be reported with this code.

Students must be pursuing a type of regular high school diploma whose requirements they have not met in order to be eligible for continued funding.

Districts reporting that a diploma was earned must award the earned diploma to the student in question when the student ceases to be enrolled with them.

First Period Cumulative ADM 14-15 Open September 25 - October 27 (REPEAT)

The 14-15 First Period Cumulative ADM collection is open from 1:00 PM September 25 to 11:59 PM October 27. This collection is for all ADM records from July 1 - October 1, 2014. Training for this collection was on September 16 and can be found at https://district.ode.state.or.us/search/page/?id=236. Also, the 14-15 Cumulative ADM Manual has been released and can be found at https://district.ode.state.or.us/apps/info/DataCllctnDetail.aspx?id=246 along with resources for new data submitters and all referential material for the ADM collection.
