Thanks for detail on the expansion of Transnet 's existing manganese ore exportrailway line North/Eastern Cape.

I am staying in Postmasburg. The railway line is running from Hotazel, Blackrock,Kathu (via smaller stations) Postmasburg, (smaller stations, Barkly-West,Kimberley etc.

I am really surprised that the reports are available to many places for comments -and nothing for Postmasburg as it is the biggest station on this railway line?

Issues Raised Responses Given that there is asbestos from previous operations on the line, will the increased number of trains have any secondary impacts on air quality i.e. will the asbestos be released in the atmosphere due to the increased number of trains?

Given that it is an existing line, there will not be any additional disturbances and no additional impacts. However, a specialist air quality opinion will be sourced and his will be included in the Final BAR. All visible asbestos has been removed from the line. If asbestos is found during the construction phase, an approved contractor will be appointed to remove the asbestos, the appropriate safety measures will be implemented and the asbestos will be removed. Additionally, this will be included in the construction phase EMP.

Does the comment period include the December exclusion period?

Yes, the December exclusion period has been accounted for.

On slide 9, Gong Gong was incorrectly included in John Taolo Gaetswele District Municipality. The correct municipality is Frances Baard.

The mistake has been corrected, as Gong Gong is included in the Frances Baard District Municipality.

Small scale illegal diamond and sand miners operate within the Gong Gong area.

Noted. This will be included in the Final Basic Assessment Report within the Social Baseline.

Due to the number of developments within the area, the Northern Cape often carries the impacts of the development (such as solar developments) but none of the benefits. This is mainly due to the skills shortage within the area. What types of skills are needed for this development?

At this stage we are uncertain what type of skills are needed for this development, but this information will be included in the Final BAR. During the initial stakeholder engagement component, we have encouraged local municipalities to develop a skills database and we would appreciate it if the local authorities could support this database creation.

Will HIV/AIDS be explored as part of the study? HIV/AIDS has not been included as part of the study as there will be no construction camps during the construction phase. However, we will update this information in the Final reports as there might be an influx of job seekers due to perceived employment opportunities in the construction phase.

What is the final loop length? The loop will be 2.5km in length and 5m wide. It will take approximately 5-12 months per site.

Mamatwane will grant access and increase the capacity of the small miners. Additionally, the railway line acts as an important link between the mine and the port.

Noted. The importance of the railway line and its vital function as the link between mine and port, will be further highlited in the Final reports.

Although the construction phase will create jobs, it is important to note that the operational phase will create maintenance job opportunities.

Noted. There will be maintenance job opportunities available but it is difficult at this time, to quantify how many jobs.

Has an ecological specialist study been done and what were the findings?

Yes, an ecology specialist study has been done and findings are available in the Draft reports. No major negative impacts have been identified within this study. Additionally, for Mamatwane, the ecology specialist study results will be released during the EIA phase.

Will there be groundwater/ soil pollution impacts? Yes, during the construction phase due to temporary laydown areas. This impacts has been rated minor negative in the Basic Assessment Report. This impact will be further explored in the Environmental Impact

Assessment Report for the Mamatwane Compilation Yard. The yard will have small quantities of oil and lubricants and there will be oil water separators on site.

Will the borrow pits be included in the EMP? Yes, geotechnical surveys are currently underway to find the most suitable location for borrow pits excavations. This results will be available in 2013 and the necessary permit applications will be undertaken. Additionally, the necessary mitigations measures will be included in the Environmental Management Plan.

Have the reports been sent to the department as we have not received any as yet?

Yes, the reports have been sent to the department and we will do a follow up once we are back in the office.

Issues Raised Responses Where is the loop extension going to be located? Maps were shown to the landowner indicating the exact positioning

of the loop (see Annex xx for maps) No real problem with the loop extension. However, irrigation activities and crop circles/ pivots occur 300m from the level crossing (see Figure xx for diagram). Additionally, there is land with high agricultural potential close to the level crossing and additional pivot circles will be located after the level crossing.

The Hatch and Transnet team, proceeded to show the landowner the proposed layout plan and through this exercise it was shown that the loop extension will not go over the land used for agricultural use, or the land ear marked for future agricultural use. During the initial design phase, Tansnet has made provision for any ‘obstacles’ such as pivot circles, underground water works etc.

Will the bridge be widened? No, the width of the bride will remain the same. Will cement be transported on the train as well? Although the expansion is driven by the increase in demand for

Manganese Ore, the railway line can (and currently does) carry cement as well.

What sort of security measures will be implemented at the station, as there is a large amount of cement theft that occurs at the station?

The locking of gates will be a priority and this will be written into the EMP. Additionally, a Grievance Procedure will be in place during the construction phase.

What kind of material is needed for the borrow pits? Various kinds of material is needed. Geotechnical investigations are currently underway to find the most suitable location and material for the borrow pits. These results will be released early next year.

Is it possible to use decommissioned railway line material for the new loops?

This possibility will be explored further.

Do you (farmer) have water use rights and if so, may we buy water from you during the construction phase?

Yes, water is not a problem.

Will the new fencing be jackal proofed, as there is a proclamation in the Northern Cape that states all fencing should be jackal proofed?

Yes, the new fencing to be installed on the loop upgrade areas, will be jackal proofed.

We are uncertain at this moment of how many trains will pass through a single point, but this will be included in the Final BAR.

When was the report released as we did not receive it? The report was sent to the Postmasburg Library. The Postmasburg Library is too far away from the Groenwater community.

One copy of the report was given to the councillor and the report was thereafter sent to the Groenwater Library.

Concern was raised regarding the safety of children crossing the railway line.

Noted. The possibility of constructing a railway line bridge crossing will be explored.

How many job opportunities will be created? At this stage we know that 12171 direct jobs and 9128 indirect jobs will be created during the construction phase and 572 permanent employment opportunities will be created during the operational phase. We are unsure at this stage of what type of skills are needed but the construction phase requires individuals who are capable of manual labour and needs fit, strong people.

How do we ensure that local people get local jobs? The railway line construction will go out to tender, and the tender document will have specific requirements including local employee

number targets. A database needs to be created stating available skills levels within the community so that Transnet understands what skills are available within the community.

As one their requirements, Transnet must include that local community members must be employed for at least one month.

Local employment will be one of the conditions within the subcontractor agreement. Skills will be sourced from the local communities and if the skills needed are not present within that community, they will move on to the next community etc. It is therefore important to have a skills database created within the community. Employment opportunities are a shared responsibility between the developer and the local community.

It is not our (the community’s) responsibility to create a skills database. Transnet should come into the community and create the database.

Noted.

Currently small animals get trapped in the fence. Is there any way to mitigate this?

All fencing meets the applicable national standards and regulations. However, Transnet has made a commitment to look at the fencing to see if any mitigation measures can be implemented.

When will construction begin? Construction will start in 2014 however construction will occur in a phased approach hence construction at all the loops will not begin in 2014. It is important to note that the labour pool for Trewil loop construction, will be drawn from Tsantsabane and Postmasburg as well.

What sort of benefits will accrue to the community because of this development?

The community is encouraged to bring forward suggestions. However, suggestions such as footbridges over the railway line will be further investigated.

Issues Raised Responses How many jobs will be created overall? Approximately 50-100 jobs will be created per loop. We had an assumption that the meeting would concentrate on the community of Stasie and the current problems facing the community which includes the transfer of land from Transnet to the municipality, the lack of formal housing at Stasie and the general welfare and safety of the community. Additionally, we expected to hear the future plans for Stasie including a community/ social and labour plan.

The scope of work within the proposed Mangenese Ore line expansion does not include the proposed plans at the community of Stasie. The redevelopment at Stasie is within a different scope and falls under the Development Facilitation Act (67 of 1995). During that process, there will be further community engagement and public participation as required by law. During the operational phase, Transnet intend to construct 80 houses close to Postmasburg to provide accommodation for the operational phase employees as there is limited accommodation within Postmasburg.

What will the health impacts (dust, TB) of the project be on the community?

There are no expected TB impacts relating from the project. Dust nuisance has been rated moderate negative during the construction phase and the impact of Manganese Dust during the operational phase has been rated negative.

There are currently functions that the municipality cannot undertake such as construction of RDP houses, of recreational areas like parks, fields and the tarring of roads as all the roads and pockets of land are still owned by Transnet. c

The plans for the redevelopmentof Stasie is still underway. As this plan falls under the Development Facilitation Act, a separate process will be followed. At this stage, none of the plans have been finalized. Once the plans have been finalized, the separate process will begin and the necessary public participation process will be followed. The 80 houses falls under ‘township establishment’ therefore parks and other recreational facilities will be established. It is the intension to hand over the roads to the Municipality.

What is a loop? A loop is a railway line extension allowing one train to pull over to the side, while the other train passes. The main BAR shows a diagram of the loop.

What type of jobs will be created and what specific skills are needed, as there is enough time train up for the specific skills needed.

There will be approximately 50- 100 people employed per loop during the construction phase. The construction phase will require fit, strong individuals as there will be a large manual labour component of the project. Additionally, the construction phase will require individuals who can operate certain types of heavy machinery. There will also be job opportunities for women, for example, flag wavers. A full list of what types are needed will be included in the Final BAR. Additionally, a skills database indicating the skill set of the community would facilitate construction phase employment.

I feel like I am being kept in the dark about issues regarding the redevelopment of Stasie. In this meeting you have spoken about 80 houses while others have spoken about 300 houses. Please clarify.

The planning and the different zonings etc. for the community of Stasie is still underway. The 80 houses will be for Transnet operational phase employees. The local municipality and Transnet are currently in discussions. As this plan falls under the Development Facilitation Act, a separate process will be followed. At this stage, none of the plans have been finalized. Once the plans have been finalized, the separate process will begin and the necessary public participation process will be followed.

We understand now that the 80 houses will be for the Transnet operational phase employees. What is going to happen to the old Spoornet community? Transnet has a historical responsibility to these people.

The 80 houses falls under ‘township establishment’ therefore parks and other recreational facilities will be established. It is the intension to hand over the roads to the Municipality. As this plan falls under the Development Facilitation Act, a separate process will be followed. At this stage, none of the plans have been finalized. Once the plans have been finalized, the separate process will begin and the necessary public participation process will be followed.

There are currently still pockets of private land owned by Transnet. The municipality would like the whole area not only roads and pavement. This would enable the municipality to provide RDP houses as well as

How will small businesses benefit from this project? The community needs to bring forth suggestions and benefits they would like to see implemented.

Our concern is that borrow pits are not correctly rehabilitated and the correct procedure is not followed.

Appropriate remediation techniques will be included in the construction phase EMP. Geotechnical investigation are currently underway to find the most suitable location for borrow pits excavations. Once these locations have been finalized, the appropriate permits will be applied for.

I am confused about what land is owned by Transnet and what land is owned by the Municipality.

The municipality has plans indicating which land is privately owned and which land is owned by Transnet.

Will a social and labour plan be developed? These plans are usually associated with mines as it is a legal requirement for mines to undertake these plans. However it is not a requirement for Transnet, but certain local employment targets and conditions will be wriiten in the construction phase tender.

When will we be coming for another meeting? We are currently in the Public Comment period of the Draft BAR, and as this is a BAR process, we are only having one public meeting. However, the comment period ends on the 9 Jan 2013 and there will be another 21 day comment period after the release of the Final BAR. Currently, Transnet and the landowner are negotiating the purchase of that cornered piece of land.

As part of the project, will any depots/ houses be constructed as I am concerned that the Transnet workers will fraternize with my workers and that their will an increase in crime?

There will not be any worker camps during the construction phase, as local workers will be employed and they will go home at the end of each day. However, there is currently an option of building a depot at Wincaton for the operational phase.

What about the veld fires? During the construction phase, there will be shields and fire extinguishers present on site in the case of a fire. Additionally, certain potentially fire causing machinery will not be operated if the wind is too strong to help prevent veld fires. It is also highly unlikely that veld fires will occur during normal operations, but they could occur during maintenance periods. If a veld fire does occur, this will be dealt with on a case by case basis.

I am concerned that gates will not be locked during the construction phase.

The locking of farm gates will be written in the construction phase EMP. Additionally, a grievance procedure will be in place during the construction phase.

Issues Raised Responses Is the construction phase water driven? Water is required for the construction phase as well as for dust

management. Transnet is currently sourcing options for water abstraction including sourcing water from surrounding mines, municipality and private water use rights.

Why would an oil water separator be necessary? An oil water separator will be installed within the truck workshop and refuelling area. The oil water separator is expected to be approximately four m3. This area will be bunded and waste collected by the oil water separator will be removed by a licenced hazardous waste removal company.

How many people will be employed during the construction and operational phase?

220km of rail will need to be built and this will take approximately 2 years. Approximately 200 people will be employed during this time. During the operational phase, there will be 60 people employed during a 24 hour cycle i.e. 30 people in the day and 30 people at night.

Where will the workers live? As this moment there is uncertainty regarding the exact location of the operational phase employees. However, Transnet is leaning towards constructing houses within the existing surrounding towns but this will be confirmed at a later stage and requires a different process.

What type of noise impacts can be expected? A noise specialist study will be conducted during the EIA phase and these results will be included in the Draft EIA.

Some of the positive impacts of the project includes decreased number of trucks on the road, positive impact on the local economy, job creation as well as further access and opportunities to small miners. Additionally, the rail acts as an important strategic link mines and the harbour.

What happens at the balloon loop? The balloon loop will be used as a stock pile area for smaller mines. Will there be any dust impact associated with the project?

Yes, the dust impact will be further investigated in the EIA phase, however, the Mangenese Ore will be sprayed before transport.

Will construction camps be built? No construction/ worker camps will be built. Local workers will be used.

Will the on-site substation be used? Yes, Transnet currently has an agreement with Eskom to ensure dedicated supply.

When will construction begin? Construction is expected to start in 2014 and end in 2016.

Several landowners have raised this as a concern. The Social Specialist Study has listed the following measures that will be implemented during construction:

Transnet will develop and implement a Workforce Code of Conduct. The Code will address the following aspects:• respect for local residents (the affected landowners and their neighbours);• respect for farm infrastructure and agricultural activities;• no hunting or unauthorised taking of products or livestock; and• description of disciplinary measures for infringement of the Code and other Transnet rules.

The current bridge over rail (used for pedestrian crossing) is too far for most people in the community to reach As a result many people do not use it. Can Transnet consider building another bridge that is more convenient for residents?

During the construction phase, there will be shields and fire extinguishers present on site in the case of a fire. Additionally, certain potentially fire causing machinery such as Rail grinding machines, termit welding equipment and flashbutt welding machines will not be operated if the wind is too strong to help prevent veld fires.

It is also highly unlikely that veld fires will occur during normal operations, but during maintenance activities the safety procedures mentioned above will be in place. If a veld fire does occur, this will be dealt with by emergency services to minimise the health and safety risks.

Land Acqusition Transnet needs to approach the landowners about the land acquisition and not send consultants.
