It should be noted that the final FY 2018 allocations under the Emergency Management
Performance Grant (EMPG), Intercity Passenger Rail (Amtrak) Program, the Homeland Security
Grant Program (HSGP), State Homeland Security Program (SHSP), and Urban Area Security
Initiative (UASI) were announced on May 21, 2018, but are included in this notification for
reference.

FY 2018 Homeland Security Grant Program

The FY 2018 Homeland Security Grant Program (HSGP) is comprised of three related grant
programs: State Homeland Security Program (SHSP), Urban Area Security Initiative (UASI),
and Operation Stonegarden (OPSG). The intent of the FY 2018 HSGP is to provide grant
funding to assist state and local governments in obtaining the resources required to support the
National Preparedness Goal’s associated Mission Areas and Core Capabilities. The following
are descriptions of each HSGP component program along with FY 2018 allocations, as
applicable:

State Homeland Security Program
In FY 2018, the State Homeland Security Program (SHSP) provides $402,000,000 to support the
implementation of state homeland security strategies to address identified planning, organization,
equipment, training, and exercise needs to prevent, protect against, mitigate, respond to, and
recover from acts of terrorism and other catastrophic events. Per section 2006 of the Homeland
Security Act of 2002, as amended, (6 U.S.C. § 607), FEMA is required to ensure that at least 25
percent (25%) of grant funding appropriated for the Homeland Security Grant Program is used
for law enforcement terrorism prevention activities. FEMA meets this requirement, in part, by
requiring all SHSP and UASI recipients to ensure that at least 25 percent (25%) of the combined
HSGP funds allocated under SHSP and UASI are dedicated towards law enforcement terrorism
prevention activities, as defined in 6 U.S.C. § 607. The LETPA allocation can be from SHSP,
UASI or both. The final allocations under the FY 2018 State Homeland Security Program
(SHSP) were announced on May 21, 2018. These allocations are included in this notification for
reference.

FY 2018 Homeland Security Grant Program Urban Area Security Initiative
In FY 2018, the Urban Area Security Initiative (UASI) program provides $580,000,000
to address the unique planning, organization, equipment, training, and exercise needs of high-
threat, high-density Urban Areas, and assists them in building an enhanced and sustainable
capacity to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. Per
section 2006 of the Homeland Security Act of 2002, as amended, (6 U.S.C. § 607), FEMA is
required to ensure that at least 25 percent (25%) of grant funding appropriated for the Homeland

FY 2018 Homeland Security Grant Program Operation Stonegarden
The FY 2018 Operation Stonegarden (OPSG) program provides $85,000,000 to enhance
cooperation and coordination among local, tribal, territorial, state, and federal law enforcement
agencies in a joint mission to secure the United States’ borders along routes of ingress from
international borders to include travel corridors in states bordering Mexico and Canada, as well as
states and territories with international water borders.

FY 2018 Emergency Management Performance Grant Program
In FY 2018, the Emergency Management Performance Grants (EMPG) Program provides
$350,100,000 to assist state, local, and tribal, and territorial governments in preparing for all
hazards, as authorized by the Robert T. Stafford Disaster Relief and Emergency Assistance Act,
as amended (42 U.S.C. 5121 et seq.). This total funding amount includes $100,000 from the
Disaster Relief Fund that FEMA must make available to the Federated States of Micronesia and the
Republic of the Marshall Islands pursuant to Article X of the Federal Programs and Services
Agreement of the Compact of Free Association Act (Pub. L. No. 108-188). Title VI of the Stafford
Act authorizes FEMA to make grants for the purpose of providing a system of emergency
preparedness for the protection of life and property in the United States from hazards and to vest
responsibility for emergency preparedness jointly in the Federal Government and the states and
their political subdivisions. The intent of the FY 2018 EMPG is to provide grant funding to
assist state emergency management agencies in obtaining the resources required to support the
National Preparedness Goal’s associated Mission Areas and Core Capabilities. The Federal
Government, through the EMPG Program, provides necessary direction, coordination, guidance,
and assistance, as authorized in Title VI so that a comprehensive emergency preparedness system
exists for all hazards. The final FY 2018 allocations under the FY 2018 Emergency Management
Performance Grant (EMPG) Program were announced on May 21, 2018. These allocations are
included in this notification for reference.

FY 2018 Nonprofit Security Grant Program
In FY 2018, the Nonprofit Security Grant Program (NSGP) provides $50,000,000 in funding support
for target hardening and other physical security enhancements and activities to nonprofit
organizations that are at high risk of terrorist attack and located within one of the specific UASI-
designated Urban Areas (NSGP-U). In FY 2018, additional, separate funding in the amount of
$10,000,000 has also been appropriated for nonprofit organizations located outside of FY 2018 UASI
designated urban areas (NSGP-S). The intent of the FY 2018 NSGP is to competitively award grant
funding to assist nonprofit organizations in obtaining the resources required to support and integrate
the preparedness activities of non-profit organizations that are at high risk of a terrorist attack with
broader state and local preparedness efforts. The program seeks to integrate nonprofit preparedness
activities with broader state and local preparedness efforts. It is also designed to promote
coordination and collaboration in emergency preparedness activities among public and private
community representatives, as well as state and local government agencies. Under the Nonprofit
Security Grant Program - State (NSGP-S), eligible states will receive an allocation for nonprofit
organizations located outside of FY 2018 Urban Area Security Initiative (UASI) designated urban
areas. As in previous fiscal years, the Nonprofit Security Grant Program - Urban Area (NSGP-UA)
will be a competitive grant program.

FY 2018 Intercity Passenger Rail (IPR) - Amtrak Grant Program
In FY 2018, the Intercity Passenger Rail (IPR) - Amtrak Program provides $10,000,000 to
Amtrak to develop security enhancements for eligible intercity passenger rail operations. The
intent of the FY 2018 IPR is to grant funding to assist the Amtrak rail system in obtaining the
resources required to support the National Preparedness Goal’s associated Mission Areas and
Core Capabilities. Amtrak is the only recipient under the IPR program.

In FY 2018, the Port Security Grant Program (PSGP) provides $100,000,000 for transportation
infrastructure security activities to implement Area Maritime Transportation Security Plans and
facility security plans among port authorities, facility operators, and state and local government
agencies required to provide port security services. The intent of the FY 2018 PSGP is to
competitively award grant funding to assist Ports in obtaining the resources required to support
the development and sustainment of core capabilities identified in the National Preparedness
Goal of a secure and resilient Nation.

FY 2018 Transit Security Grant Program
In FY 2018, the Transit Security Grant Program (TSGP) provides $88,000,000 to the Nation’s
High-Threat Urban Areas for enhancement of security measures at critical transit infrastructure
including bus, ferry, and rail systems. The intent of the FY 2018 TSGP is to competitively
award grant funding to assist transit systems in obtaining the resources required to support the
development and sustainment of core capabilities identified in the National Preparedness Goal
of a secure and resilient Nation.
