INTRODUCTION

THE MARGARET RIVER YOUTH SPACE IS BEING DESIGNED AS A UNIQUE, ICONIC AND SITE RESPONSIVE MULTIPURPOSE, MULTI-GENERATIONAL FACILITY THAT AIMS TO COMPLEMENT THE EXISTING USES AND FACILITIES OF THE MARGARET RIVER YOUTH PRECINCT AND BROADER COMMUNITY INFRASTRUCTURE.

This facility will become the central social hub within the Gloucester Park recreational precinct for the youth and the broader community of Augusta-Margaret River while also appealing to the national skate community by including a design of a facility that is world class and creating a draw card to attract more active recreation tourism to the already vibrant Margaret River region.

Convic was engaged by the SAMR in June of 2013 to undertake an assessment of the existing skate facility within the youth precinct. Three years later in January of 2016, Convic started the engagement process with the CWG. The aim of meetings held with this group was to empower the community into influencing the design of the facility and the process that was undertaken to deliver this design. Gathering initial informative feedback from the CWG generated a design vision for the Margaret River Youth Precinct and has created a community driven identity for the facility while building a baseline picture regarding to the demographics of the skate and broader community.

The following report outlines the strategic approach to define an informed conceptual response, feedback provided by the CWG during a number of different meetings and a design for the current community demand and their future needs.

EXISTING SKATE ASSESSMENT Convic were engaged in June of 2013 to undertake an assessment of the existing skate park. The facility was assessed according to function and condition of which the following outcome was a result of this assessment.

“Overall the skate park was rated as a “FAIL”(0%), which equates to it having little remaining useful life. Parks at this stage of their life cycle require regular inspections and higher levels of maintenance to ensure they remain safe to users. There were a number of maintenance and significant issues present that require addressing to mitigate facility risk.

The need for replacement will be required in the next year. Planning and budgeting for these works should be undertaken with this time frame in mind”.

The existing skate park is highly activated, however, due to weathering and constant high impact use since its construction in 1999, it has become dilapidated and many safety hazards have developed. For a number of years numerous local users and community groups have driven for the skate park to be re-developed or refurbished.

PROJECT CONTEXT

SITE CONTEXT The proposed site is located on Wallcliffe Road, next to the Shire of Augusta-Margaret River offices. The space is currently used as a programmed activity node with the existing skate park, covering approximately half of the site, and an informal recreation area utilised by the ‘Zone Room’ and Scout Hall. A number of established trees flank the internal service roads and existing skate park banks.

The location of the site within close proximity to local schools and the Margaret River central business district creates opportunities for the redeveloped youth precinct to be intertwined into the broader Margaret River community infrastructure while the proximity of a world class surf break located nearby will result in an influx of users during the summer months.

The Youth Space site presents an opportunity to develop the precinct to create a dynamic and activated community hub, offering recreational and social experiences for all members of the community, from day to day usage to youth community centred activities and events.

SKATE CONTEXT

EXISTING SKATE PROVISION The Shire of Augusta-Margaret River has a rich surfing and skating culture. The existing skate park has been a pivotal part of the youth community for over 13 years and has become an essential part of the broader community.

While many youth facilities have a number of similar features due to their diversity in use, it is important to undertake a study of parks within the region of the proposed development. This further develops the typology of the proposed facility, while identifying possible gaps in skateable/rideable features within the regional skate park network.

The Shire currently has a number of skate parks within a 45 minute drive of Margaret River. These have an emphasis on flow terrain such as banks, transitions and hips.

The current skate park within the Youth Space site in Margaret River has a street style focus with banks and ledges. The spine that connects the mini ramp and bowl creates a unique area for BMX users while still being integrated into the overall skate facility. The facility is set into an integrated open space of landscape context with a lawn area and established trees.

As a result of this desktop study a more refined design brief can be developed for the Margaret River Youth Precinct that further enriches the existing skate facility network within the South West Australian context.

SKATE CONTEXT

UNDERSTANDING SKATE CONTEXT In addition to the proposed redevelopment of the MRYP there are a number of different accessible skate facilities within the wider South West Australia region. These parks include (in order of distance from Margaret River):

• Cowaramup Skate Park - (12km N) Catering to skaters and BMX riders the facility has a large bowl consisting of various height transitions with a central spine feature. Limited street features include different sized ledges.

• Dunsborough Skate Park - (37km NE) The facility has banks and quarters at various heights to allow for flow. A combination style park, features include a spine, banks, ledges and rails.

• Augusta Skate Park - (41km SW) A small park with tight features including a bowled corner,mini ramp, hipped banks and steep down rails.

• Busselton Skate Park - (43km N) One of Australia’s premier youth space’s designed by Convic in a unique beach side location. The facility includes a large competition bowl with granite pool coping, a series of interconnected street runs with rails, hubbas, banks, kickers and ledges. The facility also provides a number of social spaces including BBQs and seats for families protected by built and natural shade and a half basketball court.

ACCESS AND CIRCULATION Due to its proximity to sports fields, existing youth space and schools, the site will continue to have a high level of activation. The intersection of main circulation routes results in a number of entry nodes. These are considered when designing the space, form and functionality of the Youth Precinct. The existing vehicle access and parking associated with the site will remain.

HYDROLOGY The site has two existing mounds acting as high points from which overland flow falls away. The fist of these is the landform to the existing skate park, the second being the earth mound in front of the scout hall/toilet block. These create some surface ponding where the low points of these two mounds meet. It has been noted during initial investigations that the site has a high water table and drainage issues on the Wallcliffe Road verge.

WINDS The prevailing wind of the local area is a south-westerly. These winds come across the site and as a result of existing infrastructure, small areas become natural pockets of wind protection. These areas lend themselves to being refuge areas and/or social spaces.



SITE ANALYSIS

EDGE CONDITIONS There are a number of conditions that apply to the interfacing edges of the youth precinct. The most significant one being the Wallcliffe Road verge edge. This outlook and inlook provides a number of unique opportunities and constraints. A fence line creates a static boundary located to the south, while the internal service roads create opportunities such as visual corridors increasing passive surveillance.

EXTERNAL VIEWS Trees located on the site tend to have high forming canopies that allow for external views out to Wallcliffe Road and the neighbouring properties. These views allow for the users of the facility to observe the perimeters of the site.

INTERNAL VIEWS It is essential for the design of any youth facility to allow for and encourage clear views into, across and through the site. This will create passive and natural surveillance and discourages anti-social behaviour. There are a number of vantage points into the site that allow these effects to take place. These views/new views are to be maintained and enhanced through the concept development phase.

EXISTING SITE CONDITIONS The site and its immediate surrounds are currently used by the community for a number of different purposes. The sites existing conditions offer numerous opportunities and constraints and reflect on the past use of the site. The location of three concentrated program nodes consisting of the ‘Zone Room’, Scout Hall with adjoining toilet block and the existing skate park results in the formation of a central community hub between the ‘Zone Room’ and the existing skate park.

Engagement, research and celebration of these existing features throughout the design process will further develop the unique identity of the space without neglecting its current use and activation.

04 COMPETITION OPPORTUNITIES

INTERNATIONAL COMPETITION POTENTIAL ‘Surf culture’ is a major influence in the region with world renowned waves and international professional competition. As a hub of this ‘surf culture’ in the region and the close ties between surf and skate as sports, it creates an amazing opportunity to expand on the already developed competition infrastructure, sponsors, attendance and business influx into the Shire of Augusta-Margaret River.

To host a successful and ongoing international competition, planning is required to be undertaken during the design phase to ensure both the skate facility is of an appropriate scale and standard and the adjoining amenities cater to the potential of large crowds and requirements for holding a large scale competition. To ensure this type of advanced level facility will be an asset to the wider community, it would require complementary ‘stepping stone’ level infrastructure to allow for users to develop rider skills, before riding the more difficult features. To accommodate this level of infrastructure requires the acquisition of additional and supporting funding of in the order of $650k-$800k.

These works would include: Deep competition bowl. A unique design in comparison to competition bowls around the world to meet world class construction tolerances and materials. To create a draw card and destination for professional skaters from around the world.

• Seating and platform options that are expandable with temporary seating structures for events.

• Drainage and earthwork requirements for an in ground bowl of the required depth. (This may be anything up to 4m deep).

• Lighting, electrical and multimedia requirements to cater to event use.

Apart from the physical infrastructure, to fully understand the requirements of getting a successful international competition off the ground, a business management plan is required to be developed. Convic have the capability to lead the preparation of this document in partnership with specialist professional event organisers such as Renton Millar of Shredability. This document should include:

05 COMMUNITY CONSULTATION

CWG WORKSHOP ONE - PRE DESIGN On Friday 29th January 2016 a pre-design CWG workshop was held on site of the existing skate facility, at the Margaret River Zone Room. The workshop focussed on gathering ideas, requirements and needs form the community representatives for the Margaret River Youth Precinct.

Following an informative presentation that outlined and defined the workshop process, workshop outcome expectations, definition of the council brief and estimated project budget, the working group was asked the following questions:

• What works well in the existing facility and space?• What needs improving in the existing facility and space?• What is missing in the existing facility and space?• What amenity items should be included in the new precinct?• What recreational items should be included in the new precinct?• What activation opportunities should be allowed for?

The outcomes of this discussion resulted in a “wish list” of items that the working group would like to be included within the design of the precinct. Working with the CWG, a number of bubble diagrams were developed to create spatial mapping for the precinct. These diagrams will help develop a draft concept design. The CWG is engaged throughout the design phases of the project and will continue to review and inform the design outcomes.

CWG WORKSHOP TWO - DRAFT CONCEPTS Draft concept community consultation was held at the Margaret River Zone Room on Friday the 24th of June 2016. Previous consultation outcomes were discussed, the two concept design options were clarified to the community, along with desired outcomes of the meeting and the project program.

The group was split into two groups focusing on the skate park works and landscape works. The skate park works group carried out most of the discussions on site within the existing skate park. The following comments and conversation topics were discussed during the consultation:

SKATE PARK WORKS:A majority of the attendees were local skaters with a representative from Skate WA. Discussions with the community focused on the refurbishment of the existing skate park and the street style extension.

• Find a possible cost saving to increase the ‘skate’ as much as possible.

• Leave the small bowl layout as is (this will be a cost effective solution).

• Retain existing quarter pipe extensions and incorporate into the ‘semi enclosed bowl end’.

• Consider making the ‘tight corner pocket with love seat’ a more mellow quarter pipe that will tie in flush with existing

• Retain pyramid section of existing fun box while still removing block ledges. Replace block ledges with a ‘flowy’ feature.

• Remove central tree island to minimize bottlenecks in this location and create more flow between old and new skate park zones

• Make new street section wider and squarer and redesign some obstacles to suit the changed layout.

• If size permits add some flat ledges in a wide open area that doesn’t necessarily have ramps at either end.

• Incorporate a flat bar somewhere within the facility.• Incorporate steps or gap feature• Sharpen hip in bowl• Additional hip rather than straight wall over blend• Continue pump track to complete peripheral circuit.

LANDSCAPE WORKS:Discussions on the landscape works and supporting amenity focused on the informal play areas and the group generally consisted of local parents and caregivers. Conservations with these user groups included:

• The relocation of children’s informal play area from the eastern boundary to the south west corner. This will be a sufficient distance away from Wallcliffe Road.

• The inclusion of a roof structure over a part of the skate park. This would result in having a significant impact on the budget. However investigations will be undertaken to explore the inclusion of footings for the construction of a shade structure during a later stage.

• The stage area will be re-designed to allow for better sight lines and visual access from the break out space in front of the zone room.

• The Wallcliffe Road frontage will be redesigned to ensure it is a part of the wider precinct and Margaret River character.

• Allowance for a café or commercial enterprise with a north

facing aspect is to be incorporated into the design. This enterprise will become a part of the zone room.

• Additional carparks will be included to the south of the existing toilet block with connections into the youth precinct.

MRYP FINAL CONCEPT SKATE CONSULTATION OUTCOMES

The community consultation of the Margaret River Youth Precinct final concept design was held at the Margaret River Zone Room on Thursday the 1st of December 2016. The final concept was presented to the community with the intent of getting specific feedback and input into the proposed skatepark layout and obstacles. The reasoning for the design’s evolution and design’s updates was discussed during the presentation.

The concept was well received by the community. The majority of attendees at the consultation were local skaters. A separate discussion was held with a representative from Skateboarding WA who was not present at the consultation. The following comments and conversation topics were discussed:

1. Finish the end of the proposed quartepipe to allow users to ‘grind’ off the coping and continue their run.

2. Make radius at shallow end of the bowl similar to Dunsborough’s bowl. 3. Include granite coping to as much of the bowl as possible (with consideration to the

budget) 4. Change rail into thin jersey style rail. 5. Make Euro Gap higher. 6. Look at including a stair set into the design. 7. Look to include flat ledge and flat rail into the pump track.

Skateboarding WA discussion

8. Consider making the hubba/rail/china bank area less standard and more progressive. This could be a feature that has more adaptability by more advanced street skaters but also caters to intermediate riders.

9. Look at including a slappy kerb centrally on the beginners pump track. This is a good stepping stone obstacle that can teach beginners to perform ‘grind’ tricks.

MOVING FORWARD

The design will be developed and updated to take on board the community’s comments and feedback. The next delivery milestone for the project will be the ‘Final Concept Design’ due 16th December.

Updates to and the evolution of the concept design was discussed during these workshops. Initial designs for the skate park works undertook a significant shift due to investigations into the viability of a deep competition bowl with high water tables acting upon the site.

The final concept was presented to the community with the intent of getting specific feedback and input into the proposed skate park layout and features. The concept was generally well received by the skate and community group.

LANDSCAPE WORKSA significant amount of consultation with a number of different community groups had been previously undertaken by the SAMR staff. The information gathered, as well as workshops held with representatives from the Lions Club was relayed to the consultant team and included the following comments:

• The site has a priority of being a youth festival space. The inclusion of a well designed stage area with adjacent multiuse youth event space is significant for the site.

• Amendments to parkour equipment allowing for use as fitness equipment. This includes sets of parallel bars, climbing grips added to walls and more bars connected to concrete climbing structure.

• Provision for shade and weather protection to the stage area must be allowed for within the final concept design.

PLANTING PALETTE

PLANTING PROGRAM The plant species selection is designed to soften the transition between the hard nature of the facility and the soft nature of the broader park whilst providing all year interest through the use of colour, dry creek bed species and architectural structure. It combines the local natural character with a contemporary selection of plant species.

Trees have been selected to provide varying scale and build a canopy structure between the existing trees throughout the middle of the precinct and the Eucalyptus species on the peripheral boundaries.

The planting palette for the Margaret River Youth Precinct has been carefully selected from indigenous species that represent the local landscape character of south western Australia. The species include but are not limited to:

13 LIGHTING DESIGN

LIGHTING PROVISION Supporting the MRYP design will be a lighting program that enables the skate space and supporting amenities to be utilised by the community into the later hours of the evening. This allows users to avoid hotter times of the day during the summer and prolonged use of the site during the winter ultimately creating a more activated community asset.

EXISTING LIGHTING PROVISION The current lighting infrastructure presently provides enough light cover for half of the site and is focused on the existing skate park. Typically, the lighting operates between the hours of 5pm and 10pm during the winter months.

An initial analysis of the existing infrastructure was undertaken during preliminary project site visits, inspecting the current lighting against a number of different criteria: SAFETY:Many of the footings of the existing light poles are currently exposed due to erosion of turf batters. As a result of this, many of the rag bolts are visible. Due to the location of many of the light poles in close proximity to the skate park, safety issues arise with the rag bolts being uncovered.

Lighting within the precinct is insufficient for lighting of the entire site resulting in a number of unsafe areas within the site during evening and later hours creating undesirable and unsafe areas.

FUNCTION:There are four light poles, each with one fitting currently located within the site. While this provides a lot of light for the skate park it is currently insufficient for functional use of the existing skate park and creates a number of “dark spots” within the park. These areas are where shadows from users occur causing interruption on the users vision of skate line, coping and landing.

MAINTENANCE: Halogen globes can often be energy inefficient, have high ongoing running costs and often result in the need for many replacements.

The current luminaires use halogen bulbs and often need replacement as there is a high use of the facility during the later hours and the lights are often in use. Due to the height and the type of light pole that is currently installed on the site, a cherry picker must be utilised to replace the globes.

GENERAL AESTHETIC The condition of the light poles is currently poor with a galvanised finish with a high number of stickers and graffiti. This results in a general degradation of the existing precinct.

PROPOSED LIGHTING SPECS It is proposed that the existing lighting infrastructure is to be replaced and located to suit the current design for the precinct as well as meeting current trends and technologies within the industry.

Although there is no specific Australian Standards for the lighting of skate parks, Convic can make suggestions based on past experience of designing and constructing other facilities that are of a similar nature to the MYRP. The development of our own in-house standards has arisen through conversations with lighting engineers and the review of sports lighting for other highly active sporting codes.

The result of this is that a general LUX level of approximately 100 - 120 should be achieved uniformly across the proposed skate facility/features. This will provide sufficient light for the safety of its users during evening hours while providing enough light spill for the safety of pedestrians in other areas of the precinct.

Where dark spots occur in other zones of the site, an average LUX level of approximately 10 should be achieved. This level meets pedestrian lighting standards (Category P) of AS/NZS 1158.3.1:2005 - Lighting for Roads and Public Spaces.

Light poles should be of a height sufficient to create enough downward light to mitigate the effects of user shadows. This results in a pole height of between 8m and 12m. If halogen luminaires are used than provision should be made to allow for the frequent replacement of light globes with the use of hinged light poles, however if LED luminaires are used than hinged light poles are not needed as the replacement of globes will happen less frequently.

Note : This estimate is based on currently available industry prices. Skate park construction is a specialised trade and costs are prone to fluctuation. Convic have based the skate park costs on recently tendered projects in metro areas with a remote loading for the Margaret River location. No allowance has been made for upgrade of local electrical supply to the site , excavation of rock and/or upgrade of existing subgrade. This is an estimate of probable costs only, all components of which are subject to escalation in construction, labour and material costs. Prices submitted at tender may vary according to market demand at the time of tender in the order of +/-10%.
