Objective 1: To improve the commitment of local authorities to the effective
implementation of SF law in restaurants of Hanoi.
Activity 1: Identify suitable members of the taskforce and invite their participation (None cost
activity)
1. Early February 2015, the project met the Department of Health (DOH), the focal point of the
Steering Committee (SC) of Hanoi People Committee (HNPC) in charge of Tobacco Control
(TC) law implementation, for discussing the implementation of smoke-free (SF) restaurants in
Hanoi. Following the discussion, the first meeting with the leader and staff of DOH in charge of
TC was scheduled.
2. In 9 April 2015, the first meeting with the leader and staff of DOH in charge of TC was held.
The objective of this meeting was identify members of the SF taskforce and provide comments
to DOH for finalizing the TC work plan of Hanoi before DOH submitted to the Tobacco Control
Fund for approval. At the meeting the project manager introduced the project and its workplan.
Secretary of Steering Committee and Centre for Research and Community Development
Services (CDS) also introduced their workplan for implementation of TC law in Hanoi. The
discussions were focused on the integrated workplan for implementation of TC law in Hanoi
which include the plan for smoke free restaurant implementation. SF taskforce was also
identified as secretariat of TC Steering Committee; they were from departments of health,
culture, sports and tourism, communication and media, public security, and father land front.

3. On May 25, 2015, the Project Manager attended the launching workshop on implementation
of smoke free health settings in Hanoi. The participants were leaders of district health centers
and divisions who play key roles in monitoring and implementation of smoke free restaurants.
4. The Project Manager joined a monitoring trip organized by DOH/HNPC to Thanh Nhan
hospital and Giap Bat coach station in Hanoi. It was observed that implementation of smoke-free
restaurants was better in the coach station than in the hospital.
5. On June 8, 2015 the Project Manager attended a meeting with a secretary of the Steering
Committee of Hanoi People’s Committee. The purpose of the meeting was to finalize the
detailed collaborative workplan for TC implementation in Hanoi in 2015, including the
implementation of SF in restaurants in Hanoi.
Activity2: Organize and host regular meetings of the taskforce to develop a work plan; review
existing operating documents and propose action to be taken.
1. On May 14, 2015 with technical and financial support from the project, a meeting for the TC
law implementation taskforce was organized by the Department of Health as a focal point for the
TC Steering Committee of Hanoi People’s Committee. The objective of this meeting was to
review the TC implementation in 2014 and to introduce the workplan approved by Hanoi
People’s Committee for TC implementation in Hanoi in 2015, including the implementation of
SF in restaurants. 18 members of Secretariat of TC Steering Committee who were from
departments of health, culture, sports and tourism, communication and media, public security,
and father land front attended in the meeting. The Project Manager gave presentations on
implementation of the project workplan of smoke-free restaurants (SFR) in HN.
2. On June 2 and again on July 23 2015, the project team held two meetings with the secretary of
the Hanoi Steering Committee for TC to develop a detailed work plan for SFR implementation in
Hanoi.

On Sept 21 2015, the DOH, as the standing body of the HNPC steering committee, approved and
signed the work plan No 4449/KH-SYT for implementing smoke-free restaurants and hotels in
Hanoi.
3. Toward World No Tobacco Day on 30 May, 2016 HB was invited to the Conference on the
review of tobacco control in 2015 and implementation of Hanoi’s tobacco control work plan in
2016 organized by Hanoi Health Department. About 70 people from HNPC steering committee,
Department of Health, Health divisions at district level, and journalists attended the conference.
The project manager gave presentations on the support for implementation of smoke free
restaurants in Hanoi from beginning of 2015 so far. The presentations included recommendations
to Hanoi People Committee for stronger involvement in and push up this process. Our partner,
Hoan Kiem Health division also gave presentations on sharing experience in implementing
smoke-free restaurant model in Hoan Kiem district.
Activity 3 Design and conduct two public polls.

1. From April to May 2015, the project team coorperated with Vietnam Public Health
Association (VPHA) to conduct a public poll assessing support for implementation of SFRs in
Hanoi. The protocol and data collection tool were developed by VPHA with input from the
project team. In total, 195 restaurants were randomly selected from registered restaurants located
in Hai Ba Trung and Ba Dinh districts. Interviews were conducted with 195 restaurants owners/
managers/staff and 970 customers (5 customers from each restaurant). In-depth interviews were
also conducted with ten selected managers and representatives of authority in charge of SF
enforcement (health inspectors).
The study results showed that the implementation of smoke-free restaurants was on a small scale:
The proportion of restaurants implementing a ban of smoking or having separate areas for
smokers was just 25.6%. A significant proportion of restaurant managers did not know about the
ban of indoor smoking in restaurants. Only 54.4% of restaurant owners / managers knew about
the regulations on the indoor smoke-free policy. 80% of 195 interviewed restaurant
owners/managers and 82% of interviewed customers supported its implementation. The
obstacles for implementing the ban on indoor smoking in restaurants, from the point of view of
managers, were i) the worry about offending visitors (85.2%); ii) the fear of losing customers
(70.5%). According to the customers, the implementation of the ban on smoking in restaurants
would have minimum influence on their choice of service. The findings also indicated the
contradictory viewpoints of the law enforcement authorities and the public: while the public
wants the new law to be enforced, the law enforcers think that the enforcement can only be
implemented after public education.
2. From May to Sep 2016, the project coordinated with research team of Hanoi School of Public
Health to implement the second round of the public poll. The protocol and questionnaire of the
first poll were revised with more questions focused on the implementation and economic aspect
of SFR implementation. Interviews were carried out with 195 restaurant owners and 970 guests
who were selected randomly on the list of restaurants within these two districts.
The outcome results showed positive changes in implementing smoke-free restaurants: 44.1%
restaurants implementing smoke-free regulation (increased 19%); 82.6% of restaurant owners
knew about the Tobacco Control Law (increased 12.3%) and 69.2% of restaurant owners knew
about smoke-free regulation in restaurants (increased 14.8%). The proportion of restaurant
owners/managers supporting the implementation of smoke-free restaurant was increased from 80%
to 85.6%. The study outcome also shows that more than 90% of the restaurants, those are enforcing
this regulation have no change in number of guests and revenue, the revenue has even increased in
8.1% of restaurants and number of guests increased in 5.5% of restaurants. Challenges in the
enforcement of this regulation included: limitation and inconsistency in implementing full smoke-
free criteria, and lack of reminding people violating the regulation. The barriers for restaurants
where smoke-free regulation has not been implemented were the concern of losing guests (40.4%),
concern of dissatisfaction from guests (30.3%) and the compliance of guests (30.3%).
Results from the public polls were used for communication and advocacy for the implementation
of SFR.
Activity 4 Develop a communication package that includes information on the benefits of SFR
and best practices in implementing them.

In July 2015, the project developed and printed two factsheets:
- One factsheet on implementing SFR that highlighted the need for and benefits of
implementing SFR, including points related to (i) the health, economic, and
environmental damages caused by smoking and SHS, (ii) gaining the support of
customers for smoke free restaurants, and (iii) the legislation and steps required to
implement SFR.
- One factsheet that highlighted the main findings of the first public poll which focused on
the current situation of SFR compliance, opinions and awareness of the customers and
restaurant owners/managers about implementing smoke-free restaurants, and challenges
faced in implementing smoke-free restaurants from the perspective of restaurant owners
and enforcement officers.
Besides, two additional factsheets on “Smoke-free places regulated by the Tobacco Control
Law and penalty regulations” and “Harms of second-hand smoke” – which were developed
by VINACOSH – were also reprinted.
These four factsheets were disseminated to district authorities in charge of SF implementation
and restaurant owners during training sessions and to media for communication.
Activity 5 Organize a multi-sectoral workshop for the authorities in charge of SF
implementation

In 10 September 2015, the project team supported DOH (in its role as the standing body of the
TC HNPC steering committee) to organize a multi-sectoral workshop to reinforce the
commitment of local authorities to SFR. The workshop introduced provisions 11 & 12 of the TC
law, addressed the benefit of SFRs and best practices in implementing them, and provided the
draft SFR implementation work plan prepared by the standing body. During the workshop,
participants also discussed challenges and possible approaches for solving problems related to
implementing SFR. Representatives of NA CSA, MOH/VINACOSH, and WHO attended and
provided presentations. 78 participants attended from the HNPC steering committee, the
Department of Health, the Department of Trade and Industry, the Department of Culture-Sport-
Tourism, the People Committees and health divisions at the district level, the health
inspectorates, and journalists.
Activity 6: Conduct two media workshops to introduce the best practices, to share the results of
the public polls, and to encourage the media to support SFR.
In the first year of project, information on the implement SFR was not enough and diverse to
share to media, so the project plan was changed to integrate 1 media workshop in the second year
of the project. Beside, the media were also regularly invited to our training workshops for
restaurants/enforcers at the local level to access and disseminate information on the topic
(activity 5, activity 11).
In 16 Nov 2016, the project coordinated with Ministry of Information and Communication
(MOIC) to organize a media workshop to disseminate information on the situation of SFR and
experiences in implementing SFR. 130 participants from national and local newspapers, TV,
VOV participated in the workshop. A Vice Minister of MOIC attended and gave a speech to
open the workshop.
+ Content: The workshop shared information on the needs, benefits and international
experiences in implementing SFR (by HealthBridge), the legal provisions for implementing SFR
(by Vinacosh), experiences of local authorities in strengthening the implementation of SFR (by

Head of Health division of Hoan Kiem and Hai Ba Trung districts), experience of restaurant
owners in implementing SFR (by 1 restaurant) and the results of SFR survey (by HealthBridge).
+ Communication: Information from the workshop was widely distributed in the mass media
following the event. There were 4 TV reportages, 1 radio reportage and about 80 print and online
articles that distributed information from the workshop (collected in 5 days after the workshop).
Activity 7: Publish 10 articles on the benefits of SFR and introduce good models for
implementing them.
In 2015, The project team collaborated with journalists from four newspapers (, Dan tri, Life and
Health, Urban Economics and Vietnam Law) to publish 8 articles on promoting the
implementation of smoke-free restaurant regulations.

In 2016, the project team collaborated with journalists from 8 newspapers (Dan tri, Urban
Economics, Vietnam Law, Social and Law, Dai Doan Ket, Infornet Culture, The People) to
publish 9 articles focused on promoting implementation of smoke-free restaurant regulation,
best-practice in implementing SFR. Result of public poll on public support to implement SFR,
experience of Health division (Hoan Kiem district) and some smoke-free restaurants were widely
distributed through these articles.

In total, the project supported the publishing of 17 articles in 10 newspapers (including Vnexpress,
Dan tri, Life and Health, Urban Economics, Vietnam Law, Social and Law, Dai Doan Ket, Infornet
Culture, The People). Besides, alot of articles on SFR were published with the technical support of
the project by regularly sharing information and press releases on the implementation of SFR to the
online media network of HealthBridge (about 400 journalists in the network).

Activity 8: Conduct two TV talk shows with health experts, a representative of the Vietnam
Consumer Association, and restaurant owners on the benefits of SF implementation.
The project provided financial and technical support for VTV to produce a TV talk show
focusing on the benefits, the needs and how to implement SFR. The program advisor, Dr. Pham
Thi Hoang Anh, participated in the talk show. This was aired in “Daily Life” program of VTV1
on 17h45 pm on 16 Nov 2016.

On 1/12/2016, with technical support from the project, VTV1 produced the second talk show on
SFR. The talk show focused on the right of living in a smoke free environment, challenges and
experience/initiatives in implementing SFR. The talk show invited Ms. Phan Thi Hai from
Vinacosh to discuss on this issue. It was aired at 22h15 pm on “Today Issue” program on 1 Dec
2016.

Activity 9: Produce two reportages on SFR restaurants, one at an early stage and one at a late
stage of the project.
The project provided technical and finacial support to VTV to develop two reportages on SFR.
The first TV reportage on the trend of expanding smoke-free restaurant models was
developed Oct 2016. The full version of the reportage (10 minutes) was aired in the “Hello
morning” news program, VTV 1 channel on 9 Oct 2016. And the short version (3 minutes) of
the reportage was aired in two “golden programs” of VTV that are 12h news program and
19h news program on the same day.

This is a very good reportage which highlighted the determination of restaurant owners in
implementing SFR; the way to implement; the high level of support of customers (of both
smokers and non-smoker); the plan for strengthening the enforcement of government
authorities, and international best practice/evidence on the business benefit of this model
(increase revenue, increase customers). The full version of the reportage has been pinned on
the main page of the website of Vinacosh, and the short version was used as training material
for restaurant managers/owners in two trainings of Hai Ba Trung district in Nov 2016.
The second reportage focused on experiences and initiatives in implementing SFR. The
reportage was aired in the “golden” time of VTV that is 19h news program on 1 Dec 2016.
The clip was also posted on the fan page of VTV; it attracted 2700 views and a lot of
comments supported the model of SFR which was introduced in the reportage.

Objective 2: To improve awareness among restaurant owners, managers, and staff
members for effective implementation of Smoke Free laws in restaurants of Hanoi.
Activity 10: Revise/Develop “How To…” guidelines.
The guideline was published in July and disseminated through the multi-sectoral workshop in
September, as well as during the training workshops for restaurant owners/managers. The
contents of the guideline include topics on the harms of smoking and second-hand smoking, the
benefits of implementing smoke-free restaurants, regulations on implementing smoke-free
restaurants, information on the current TC legislation, the obligations of restaurant
owner/managers, step-by-step implementation procedures, and answers to misconceptions
regarding the implementation of SFR.
Activity 11: Conduct two TOT trainings for restaurant owners, managers, and staff on how to
implement SFR.
In order to develop an agenda for TOT trainings on implementing SFR which is both appropriate
and realistic for restaurant owners/managers, on 27 November 2015, the project team invited
representatives of 10 smoke-free restaurants in Hanoi and representatives of the Hanoi health
department and CDS to participate in a small meeting. Participants discussed the agenda for the
TOT workshops, identified support mechanisms for implementing SFR in Hanoi, and discussed
ideas about sample SFR signs. They shared their lessons regarding advantages, obstacles,
reasons why they decided to implement SF, and their own experiences in the practice of SFR
implementation. The restaurants also suggested that local government had been directly
influential and more powerful to them rather than the Health Department.

From Dec 2015 to Nov 2015, a series of TOT training for restaurants owners/managers/staffs in
collaboration with local government of four districts of Hanoi (Hoan Kiem, Dong Da, Hai Ba
Trung, Cau Giay) were organized instead of 2 TOT training as set forth in the original plan as the
unanticipated opportunities arose and because of following reasons: (1) these districts are in the
geographical center of Hanoi and attract the tourists and foreigners. They are also located in old
and inner parts of Hanoi, and the most populous areas, and contain many restaurants; (2) the
leaders of PCs and Health Divisions are interested in tobacco control in general and smoke-free
restaurants in particular. They expressed their political will to develop a very clear, detailed, and
feasible work plan for building smoke-free models in their districts; (3) This training model
saved resources because most used existing facilities of local government (meeting room,
projectors, etc) and used available human resources (presentation made by staff of Health
Division and non-cost speaker from HBV, WHO).
1. In 4 December 2015, the project team discussed with the Hoan Kiem Health Division on the
plan to implement and enforce SF in restaurants in Hoan Kiem district- the old center district of
Hanoi which has a high population density and many restaurants. Following the discussion, the
plan for two training workshops: one for officials at the commune level who are responsible for
monitoring the enforcement of the TC law, and one for restaurant owners and managers located
in Hoan Kiem district, were scheduled. The plan for monitoring and supervising SFR
implementation was also discussed and included in the work plan of the Hoan Kiem Health
Division for 2016.
In 22 December 2015, the project supported the Hoan Kiem People’s Committee (PC) and
Health Division to organize a training workshop for restaurant owners in Hoan Kiem districts. 20
restaurant managers/owners and 5 journalists attended. The topics addressed included tobacco
and SHS harms, the benefits of SF environment, international experiences in implementing SFR,
guidelines for SFR implementation and legal regulations related to SF implementation.

Presentations were made by WHO, HealthBridge and Vietnam Tobacco Control
Fund/VINACOSH. The plans for Implementing Smoke Free Restaurants in the areas were also
introduced by Hanoi Health Department and Hoan Kiem Health Division. Many experiences and
lessons learnt during the process of implementing SF restaurants were shared by owners and
managers of restaurants located in Hoan Kiem district. In particular, they noted that providing
education and communication training for restaurant staff on how to implement SFR, combined
with having visible NO SMOKING signs in the restaurants, were the most important and
effective tools in implementing SFR.

In 23 December 2015, a training workshop on the implementation and enforcement of smoke-
free restaurants for enforcers in Hoan Kiem was organized. 40 participants from leaders of the
PC, members of the tobacco control steering committee of Hoan Kiem district, staff in the health
division, and the leaders of PCs and health sections of eighteen communes in Hoan Kiem
attended. The training also focused on tobacco and SHS harms, the benefits of a SF environment,
Tobacco Control Law and under law documents and guidelines for SFR enforcement. WHO,
HealthBridge and Vietnam Tobacco Control Fund/VINACOSH, and Hanoi Health Department
also attended and made presentation in the workshop. Comments made by the leaders of the
commune PCs focused on the difficulties they faced in implementing SFRs, such as how to
implement SFR if licenses to sell cigarettes in restaurants are provided legally by another
authority, how to control the selling of shisha, e-cigarettes, etc. They also requested that the
district standing committee of tobacco control issue a template that restaurants could use to
indicate their commitment to SFR implementation, as this seems to be an effective tool for
implementing SFR.
In 27 May 2016, on the occasion of World No Tobacco Day (WNTD), the project supported
Hoan Kiem People Committee (PC) and Health Division to organize the conference on SFR
implementation in Hoan Kiem to share experiences and lessons of SFR, increase the awareness
and commitment of leaders of district and ward governments, owners and managers of
restaurants, and enhance the support of media. 200 people participated in the conference
including 100 from restaurants, 2 from Hanoi TC steering committee, 64 health staffs, leaders of
Hoan Kiem people’s committee and 18 wards, 4 representatives of tobacco control working
group (TCWG) and 30 journalists. At the conference, Leader of Hoan Kiem PC attended and
gave strong direction on the need for implementing smoke-free environment and the efforts of
Hoan Kiem District in promoting implementation of smoke-free restaurants. Representatives of
Hoan Kiem Health Division, leaders of PC of Hang Buom and HangTrong wards shared
information on tobacco control activities and results of implementation of the smoke free
restaurant model in Hoan Kiem’s wards. The project manager read the congratulation letter of

Pamela Sumner Coffey, Vice-President, Global Operations, the Campaign for Tobacco-Free
Kids to all participants and shared issues and concerns in implementing SFR, international
evidences on the benefits of smoke-free restaurant, and answered misperceptions related to the
implementation of SFR.
The conference included a session on discussion and sharing experiences in implementing SFR
among restaurants. Managers of 4 restaurants in Hoan Kiem district (Sen restaurant, A Gia
restaurant, Hue Cuisine restaurant, Runam Cafe) and 1 restaurant in Dong Da District (Gia
Khanh Hotpot restaurant) shared valuable experiences in implementing SFR including how to
remind customers about SF law violations and the benefits on the business that they gained. The
restaurant managers also called governments at all levels and community to join hands with the
restaurant to build smoke-free restaurant environment.
At the end of the conference, representative of the Hoan Kiem Tobacco Control Steering
Committee directed 18 wards of Hoan Kiem to sign the commitment of SFR implementation
with restaurants and hotels in localities.

Information of the conference was widely distributed in the media following the event. There
were 20 articles in local and central newspapers, 1 TV reportage on VTC1 channel (in Vietnam
online forum, broadcasted on 27/05/2016 at 18h30), two TV news on People TV and Vietnam
News Agency TV, 1 radio reportage on VOV1 channel (in Friends with Vietnam Program, aired
30/05/2016 at 14h20). The main content was around the issue of enforcement, the support of the
community, lessons learned of the restaurants and gained benefits.
2. On 8 and 28 April, 2016 the project supported the Hai Ba Trung People’s Committee
(HBTPC) and Health Division to organize two trainings for restaurant’s owners and managers on
the SFR implementation. 94 restaurants owners and managers participated in two trainings.
There was also participation of 45 officials of HBTPC and health division. The content of the
trainings included presentations on smoking and SHS harms that was presented by the head of
HBT Health Division, guideline to implement SFR implementation by HBV, and Hanoi
workplan on implementation of smoke free restaurants by Hanoi Health Department. There was
also a session of sharing experiences and lessons of SFR implementation by restaurant owners
and managers located in this district. 03 good examples of SFR implementation were invited to
the trainings and shared their lessons and experiences during SFR implementation. The
restaurant owners and managers recommended that related authorities in SFR enforcement such
as health, culture, tourism and market inspectors should undertake their responsibilities and
duties in a more comprehensive way.
From Oct-Dec 2016, the project provided financial and technical support to Hai Ba Trung (HBT)
Health Division to strengthen the SF implementation in two wards of HBT district. The activities
included trainings for enforcers of district and ward levels and owners/managers and staffs,
communication through loudspeaker system, organizing monitoring trips to restaurants in two
wards.
In Oct 2016, HB supported HBT district’s 300 communication packages (including
factsheets, guideline book and SF signs) and presentation package (including video on
tobacco harms, video on best practice and powerpoint presentation).
On 1 Nov 2016, the first training for enforcers of district and ward levels was organized by
HBT Health Division. There were more than 50 participants from district and ward
interdisciplinary inspection teams (including policemen, market management, health staffs)
and TC steering committee of HBT district. All of participants showed support for
strengthening the implementation of SFR in two wards.

On 3 Nov 2016, HBT Health Division organized a training for restaurant owners and
managers in two wards (Le Dai Hanh and Bui Thi Xuan) on SFR implementation. There
were 150 restaurant staff/managers who participated in the training. 100% of restaurants
participating in the training signed the commitment to implement SFR.
From Oct to Dec 2016, news about regulations related to implementation of SFR, the benefits
of implementing SFR, etc. were broadcasted on HBT district loudspeakers system and
commune loudspeakers system of two wards (2-4 times per week).
In Dec 2016, interdisciplinary inspection teams of two wards (Le Dai Hanh and Bui Thi
Xuan) were established. The wards’ interdisciplinary inspection teams conducted a
monitoring trip to 35 restaurants in two wards. Results: 31/35 monitored restaurants hang
smoke-free sign, 34/35 monitored restaurants have no smoking signs, no ashtrays, no sales of
cigarettes in the area of restaurants; especially there were 5 restaurants with strict handling of
staff smoking behavior (sign commitment with staff, off 1 staff because of smoking
violation, etc). The inspection team also penalized 5 restaurants with the total fine is
17.500.000 VNĐ because of not hanging smoke-free sign and displayed cigarette in the area
of restaurant. This is the best practice of an effective and simple model of local enforcement.
According to the record and assessment of Le Dai Hanh and Bui Thi Xuan district’ authority,
there was a significant change in the compliance of restaurants in the area with SF regulation:

98/98 restaurants signed the commitment to implement SF; since 10/2016 to 12/2016: the
number of restaurants that hanged SF sign increased from 49/98 to 94/98; the number of those
that displayed ashtrays reduced from 86/98 to 2/98; sell cigarettes reduced from 3/98 to 1/98; no
tobacco advertisement and promotion in restaurant. The model of managing and implementing
SFR by local authorities in two wards is expected to expand for the remaining 18 wards in HBT
district by the Health Division of HBT.
3. On 14 April and 18 May, 2016 the project supported Dong Da People Committee and Health
Division in organizing two training workshops for 110 restaurants and 11 officials. Training
content included the presentations on harms of smoking and SHS by head of Dong Da health
division, guidelines on SFR implementation by HBV and a session on lessons and experience
exchanged by restaurant owners and managers. After training 89 restaurants signed the
commitments on smoke free restaurant implementation with Dong Da health division.
4. On June 16, 2016 the project manager worked with health division of Cau Giay district where
the number of restaurants is huge to find out the possibilities for cooperation and collaboration in
implementing SFRs in this area. The leader of Cau Giay Health Division strongly supported to
strengthen the implemention of SFRs in the district. Following the discussion, the plan for 03
trainings and monitoring trips were scheduled.
On 21 July, the project supported Cau Giay Health division to organize a training on
implementation of SFRs for the staff of health division and People Committee of this area. There
were about 120 participants.
On 03 and 4 August the project supported Cau giay Health division to organize two trainings on
implementation of SFRs for the owners/managers of restaurants of this area. The content of

trainings included the presentations on smoking and SHS harms that was presented by Dr.
Nguyen Tuan Lam from WHO, guidelines to implement SFR from HBV and the session on
lessons and experience exchanged by restaurant owners and managers in the district. There were
about 140 restaurant managers/staffs who participated in the trainings. Of those, 107 restaurants
signed the commitment with the Health Division to implement smoke-free restaurants.
Activity 12: Design and disseminate samples SFR signs.
1. Project produced smoke-free signs: 6000 stickers, 1000 plastics signs, 1000 iron signs.
Samples of these signs were distributed to restaurants at TOT training workshops of Hoan Kiem,
Hai Ba Trung, Dong Da and Cau Giay districts.
2. The project also designed and printed 200 umbrellas with the sign of SFR, logos of Campaign
for Tobacco Free Kids (CTFK) and HealthBridge (HB) to be used as a gift for participants at the
multi-sectoral workshop and the TOT trainings for restaurant owners/managers in order to
widely disseminate smoke-free restaurants regulations and signs.

Objective 3: To improve public support and demand for SF restaurants in Hanoi.
Activity 13: Develop/adopt and implement one TV and one radio spot on the benefits of smoke-
free restaurant implementation, using results from public opinion polls
TV spot:
In April 2015, the project team worked with CDS and VINACOSH to revise the TVC on smoke-
free restaurants which was previously used in CDS’s smoke-free city in Hai Phong project. The
main content of the TVC addresses the harms of smoking and regulations on smoke-free
restaurants. The TVC was aired on VTV1 and VTV2 between 15 September to 18 October 2015.

In 2016, it was realized that the revised TVC on smoke-free restaurant which was aired in 2015
(above) is too old, has low quality of sound and images; and some scenes of the TVC were
removed and edited by VTV as VTV did not allow to broadcast terrifying images.

Consequently, the project team requested and received the approval of TFK to develop a new
TV spot on SFR. Funds to develop the TV spot were deducted from the remaining budget of
Activity 8- Conduct two TV talk shows (In Activity 8: two talk shows had been conducted, but
the project provided financial support for one and only technical support for the second talk
show- see activity 8).
Under the collaboration with VTV, two clips were developed:
+ Clip 1 focused on anti smoking behavior in restaurants, informed about SFR regulation

stop smoking and stop harming others by smoking cigarettes in restaurants.

Firm script: Cigarette smoke is not only your own enemy, it is also the killer that harms your
relatives, your friends, your lover and those who live with you. Restaurants are not the place
to smoke cigarettes as it harms others. Stop it.
The first clip was aired on VTV1 and VTV3 between 5 Jan 2017 to 24 Jan 2017. The second clip
was shared to Vietnam Public Health Association to publish on their tobacco control fanpage
named “Vn0khoithuoc”.
Radio spot:
- In Dec 2015, the project provided technical and financial support for VOV1 to develop
and air one minute radio spot on implementing smoke-free restaurants. The radio spot
was aired on VOV1 channel, two times per day (before 12h news and 18h news) from 15
December 2015 to 15 January 2016.
- In Sept 2016, the project coorperated with VOV transportation channel that is the most
attracted radio channel now in Vietnam, to develop a 30 second radio spot on smoke-free
restaurants. The radio spot was aired between 12 Sept to 30 Sept on VOV transportation
channel, two times per day in the morning and afternoon “golden” time slots.
- In Jan 2017, the 30 second radio spot on smoke-free restaurants was re-aired on VOV
transportation channel, two times per day in morning and afternoon “golden” time slots
since 5/1/2017 to 25/1/2017.

- After meeting with the Hanoi Department of Health/DOH about implementing smoke-
free activities, the project team developed a radio passage on implementing smoke-free
restaurants to support the DOH in communication on SFR.
- The CD of radio passage were distributed to Hanoi Department of Health, Hoan Kiem
Health Division and Hai Ba Trung Health Division to broadcast through the loudspeaker
system.
Activity 14: Conduct media surveillance and feedback
Media coverage on tobacco and tobacco control has been reviewed and collected on a daily
basis. The collected articles have likewise been circulated to the tobacco control network daily.

Activity 15: Support the drafting, revision, and finalization of instructions
1. On April 2, 2015, the project director and manager met with the Director of the
Administration Police Department (APD) of Ministry of Ministry of Public Security (MPS)
for discussing possible collaboration in capacity building for police officers on smoke-free
enforcement. He requested MOH to send the MPS an official letter (dispatch) requesting the
assignment of APD as the focal point for enforcement of TC law.
Based on the proposal of HealthBridge, the dispatch letter No. 4000/BYT-KCB requested for
authorizing the Administration Policy Department (APD) of Ministry of Public Security
(MPS) as focal point for enforcement of TC law was prepared by VINACOSH and signed by
Vice Minister of MOH and sent to MPS on June 11, 2015.
2. On September 2015, the project team supported and participated in a meeting organized by
the Advisory Staff Division of the Administration Police Department (APD) of the Ministry
of Public Security (MPS) to discuss the organization of TOT training for TC law
enforcement. The discussion included the training agenda, workshop content, participants,
venue and timing, and the type of coordination and cooperation required. The issue of who
will give presentations in these TOT trainings was also discussed in detail. The decision was
taken that one TOT training would be held on October 2 for Southern provinces and the other
would be held on October 9 for Northern provinces.
3. On October 13 2015, the APD organized a meeting to discuss monitoring trips on TC law
enforcement in some Northern provinces. Hanoi and Hai Phong were selected for
monitoring.
Activity 16: Support three TOT training on SF enforcement for Public Security forces at the
regional level in year 1: 01 in Hanoi, 01 in Da Nang, 01 in Ho Chi Minh City; and 01 follow up
workshop in year 2 in Hanoi.
As discussed with the Administration Police Department (APD) of Ministry of Ministry of
Public Security (MPS) for cooperation plan, the project plan was changed to support APD to
organize two trainings for Public Security forces at the regional level in Hanoi and HCM city and
some monitoring trips to strengthen the enforcement of smoke-free policy in public places.
On October 2 and 14 2015, the project team supported the APD to organize two TOT trainings
for administration police forces in Ho Chi Minh and Hanoi City. About 350 police officers
participated. The presentations on the harms of smoking and SHS, TC law, and Decree No.176
on the punishment of violations in the health sector were given by Dr. Pham Hoang Anh,
Director of the HealthBridge Vietnam office and Ph.D Nguyen Huy Quang, the director of the
Legislation Department of MOH. The leader of APD chaired the trainings and requested local
APDs to implement and enforce the TC law and its regulations in an effective manner. He also
requested local APDs to strengthen the monitoring of TC law implementation in hospitality
places on a regular basis.

On October 26 and 27, the project team participated in the monitoring trip to Hanoi organized by
the APD. The team monitored the enforcement of TC law in Hanoi police offices and public
places, including SF implementation in hotels and guesthouses. It also made a monitoring visit to
Hanoi railway station (Central Station) and a Bus station.
On November 26, the project team participated in monitoring in Hai Phong, which is the city
implementing smoke-free restaurants. The monitoring team visited hotels that have bars and
karaoke.
Some findings were drawn from the monitoring as follows:
- The compliance of SFR regulations of restaurants and hotels is still not good, even in those
restaurants where staff were trained and instructed on how to implement SF;
- Knowledge and awareness among the police – who act as an enforcement agency – about TC
law and their enforcement responsibilities are weak.

b. All completed activities which were not included on the project workplan, if any:
(1). The project team provided comments on the Outline of Research on Current Situation of
Quitting in Vietnam conducted by VINACOSH.
(2). The project director was invited by the Ministry of Information and Communication to give
presentations on “Tobacco related harms and the role of the media in the prevention and control
of tobacco harms” for journalists from the North (workshop in September in Da Nang city) and
from the South (workshop in November in Ho Chi Minh city).
(3). In order to widely disseminate the results of the public poll and to enhance public awareness
on smoke-free restaurants, the project team developed a poster on the current situation of and
public support for implementing smoke-free restaurants in Hanoi. The poster was displayed at
the workshop on the implementation of tobacco control law (organized by VPHA) in Hanoi on 2
October.
(4). The project team coordinated with VPHA to promote communication on SFR on social
media (Facebook: Vn0khoithuoc) in December. News items on the benefits of SFR were
developed and communication materials on SFR (factsheets, TV spot, newspapers, etc) were
shared for posting by VPHA on Facebook.
(5)- The project support model of “monitoring trip” of local authority at district level
On Mar 15 and 16, 2016 the tobacco control steering committee and health division of Hai
Ba Trung district organized a monitoring trip on the smoke-free restaurants (SFR)
implementation of 30 restaurants in this district with the project technical and financial
support. About 40% among monitored restaurants implemented SF in a spontaneous manner
as they perceived that harms and dangers of smoking and second hand smoke (SHS) affected
people’s health. They have “no smoking” signs, no ashtrays, no sales of cigarette in the area
of restaurants. However, most of restaurants’ staff lacks skills for dealing with indoor
smoking customers. About 30% of restaurants do not implement SFR, they accept sales of
cigarette in their restaurants.

On 27, 28 and 29 September, 2016 the local government of Hai Ba Trung organized the
monitoring trip on SFR at 20 restaurants in this area, the project manager and media officer
participated in the trip. About 75% of monitored restaurants have been implementing SF; this
figure is higher than the number of restaurants which were monitored in March 2016 (about
50% at that time in this area).
On Oct-Nov 2016, the project supported the tobacco control steering committee and health
division of Cau Giay district to organize a monitoring trip on smoke-free restaurants (SFR)
implementation. The interdisciplinary inspection team was established by the Cau Giay
People Committee which included 7 members from Health Division, Health Center, Market
Management Department, Cultural and Information Department, and Environmental Police
Office. 15 restaurants in this district were monitored. Almost all restaurants had been trained
and signed commitments with the local authority to implement SFR had hung smoke free
sign, displayed no ashtrays, and had no selling of cigarettes. However, the difficulty that was
shared is that restaurant staffs lack skills for dealing with customers when they smoke in the
restaurants. Some restaurants had not implemented SFR yet because they didn’t know about
the regulations and didn’t join the training. But all of them had signed the commitment to

implement SFR and hanged the smoke-free sign right when they were reminded by the
inspection team.
(6). In Oct 2016, the project supported 100 communication packages on implementing SFR
(factsheets and guideline) and 300 SF signs for Health Division of Tay Ho district as proposed
by Tay Ho Health Divison and Vinacosh. Tay Ho is one of two inner city districts that received
the support from Vinacosh to strengthen the implementation of SFR since Oct 2016.
(7). Promoted the collection of SFR: The project coordinated with a famous page on reviewing
and introducing restaurants in Vietnam (Foody.vn) for creating a collection of SFR on their page.
Aim of this SFR collection is introducing and encouraging best-practices in SF restaurants.

5. Please describe the impact your project had on the passage and/or implementation of tobacco
control policies in the area in which you worked (city, country, region, etc.).
The project played a catalyst role in pushing the implementation of SF policy in restaurants.
Under project supported, 600 restaurants in 4 districts in Hanoi have been trained on SFR
implementation, 400 restaurants signed the commitment with local authorities to be smoke
free, a number of monitoring visits of local authorities had been deployed effectively in 2
districts. Between two rounds of a survey of the project in 2015 and 2016, the rate of
restaurants going smoke-free increased from 25.1% to 44.1%. The knowledge and support
from customers and restaurant owners on SFR policy also increased significantly. Analyzing
the “success” and “fail” experience we found that the key factors of success are the political
commitment of local government, a straightforward and effective mechanism of enforcement
at district level, and know-how of well trained managers. Lessons of success from SFR
implementation in these four districts enabled us to expand this model to overall Hanoi and
other areas.
The media has become much more interested in smoke-free restaurant issues. This was
reflected in the broad and well-placed national and local media coverage of the issue
following project activities. The media not only supported the implementation by raising
awareness of legal regulations and the benefit and guideline to implementation, but also
pointed out the support of the community and introduced the well-performing smoke-free
restaurants to create the demand and encourage restaurants to be smoke-free.
6. What impact did the grant have on your organization’s capacity? (i.e.- staff, infrastructure,
processes, technical expertise, etc.)
During the implementation of the project, staff skills and expertise were improved as follows:
- Enhanced reputation of HB in tobacco control among agencies active in tobacco control
and local authorities.
- Increased knowledge among staff on international and national tobacco control issues.
- Improved coordinating skills in working with government agencies and different
organisations.
- Improved media relations skills.
- Improved communication skills, including presentation skills.
- Improved relationships and partnerships with government agencies and civil society.

7. What were the greatest challenges or constraints you faced while developing and
implementing this project?
- Smoking in public places is still highly accepted by the public.
- Violations of TC law are still common in indoor public places. There is a lack of concern
and political will among leaders at HNPC, Hanoi Health Department.
- Bureaucracy in planning and implementing the TC work plan (Hanoi Health Department)
negatively influenced the implementation of some project activities.
- There is low awareness on tobacco control law and SFR implementation of restaurants’
owners and manager, and concerns about the impact on business (income/revenue,
decrease of customers, etc.) when implementing SFR is rather common among
restaurants’ owners.
- Concern of the possible negative impact of SF implementation on business is still
common among restaurant owners.
- Hanoi is a mega tourism city which has a huge number of restaurants/food service
businesses (according to report of Health Division of HBT and HK district, there were
2900 restaurants and hotels in HBT district and 3000 restaurants and hotels in Hoan Kiem
district, it was estimated that there were 2000 restaurants/inner district of Hanoi while
Hanoi consisted of 12 inner districts and 16 suburban districts).
8. What unanticipated opportunities arose during the project?
Working with Hoan Kiem Health Division helped the project team to identify the focal
point for implementing SFRs in Hanoi. We found that at the district level the political
will for SFR is very strong and clear. The local authorities also have a strong and direct
influence on the compliance of restaurants/food businesses in their areas. Lessons of
success from SFR implementation in Hoan Kiem district enabled us to expand this model
to Hai Ba Trung, Dong Da and Cau Giay districts of Hanoi during the project period.
9. Do you feel that your project represented the most effective approach to tackling the problem
at hand? With the benefit of hindsight, what, if anything, would you do differently?
Yes, our project represented the most effective approach to tackling the problems through
supporting the local authority at the district level to strengthen their management role in
training, monitoring, enforcing, and communicating on SFR implementation. This was
identified as a straightforward and effective mechanism of SFR enforcement.
10. What new partnerships or collaborations were created or have you entered into as a result of
the project? How will these collaborations continue?
The partnership and collaborations with Hanoi Department of Health and Administration
Police Department (APD) of Ministry of Public Security (MPS) were maintained and the
good relationship with local authorities at the district level and restaurant owners was
created as a result of the project, and these collaborations will be continued in future
projects on the issue of SF policy implementation.

Well designed financial and workplan sheets helped us in planning, budgeting and
monitoring the project activities.
While the project budget, objectives and strategies should remained unchanged
throughout the project, activities might need to be revised or changed due to the actual
situation at the time of implementation or due to new opportunities/needs that arise.
Authorization for revising activities and reallocating budget between lines would be
useful and make the project more efficient.

In Nov 2016, the project manager left the position. No new staff have been recruited

Moving Forward
15. How do you intend to sustain and build upon the outcomes of this project? What new
lines of activity or inquiry will you pursue as a result of this work?
Restaurants and bars are the most challenging public settings where smoke-free
regulations need to be implemented following the requirement of TC law in Vietnam.
Under this project we have successfully supported the Hanoi health department and local
authorities of four central, most populated districts of Hanoi city to implement and
enforce it in their locality. Some successful impacts and changes have been observed but
these efforts and successes need to be strengthened. Furthermore, Hanoi has 11 urban
districts where SF restaurants need to be implemented to make a model for other settings
and other provinces.
One lesson learned from the project is that the intervention should not just go horizontally
but also vertically. From this project and some previous projects we found that, in many
cases, the authority at grass route level is more dynamic, more efficient and less
bureaucratic than that of higher levels. They also understand the challenges and
opportunities better. From the project, we have learned that without working directly with
local authority, supporting their initiative, the project would have difficulty reaching the

impact that it deserves. In the coming project, we plan to adopt the successful model and
its lessons learned to the rest of Hanoi city

We would like to have chance to discuss (might be through skype) and share what we
plan to do with the experts for those activities that we proposed but the reviewer may
initially disagree.

I think what we have done is good enough.
