Introduction: Developing Resource Centre for Communication
in English is an on going project that started in the academic year 2010-11. Since English is not a compulsory paper of ETE course but the importance of English in the teaching-learning is felt by one and all especially teachers teaching at primary level in MCD. In the present context teaching-learning process is based on constructivism and child-centered interactive education. For the proper implication of this development in communication is very important. In order to develop good oral communication for teachers and students the present English Resource Centre is being established.
English in India is a global language in a multilingual country (Sec. I). A variety and range of English-teaching situations prevail here owing to the twin factors of teacher proficiency in English and pupils’ exposure to English outside school. The level of introduction of English is now a matter of political response to people’s aspirations rather than an academic or feasibility issue. While endorsing prevailing academic opinion for a later but more effective introduction of English (supporting this with an assessment of the “critical period” or “sensitive window” hypothesis in Sec. IV.1), we also respond to current realities by describing what is achievable in given situations, supplemented with affirmative-action interventions where necessary (Sec. III.2.). NCF 2005
Recommendations for teachers on Language Learning Curriculum 2005
All teachers who teach should have basic proficiency in English.
All teachers should have the skills to teach English in ways appropriate to their situation and levels, based on their situation and levels, based on knowledge of how languages are learnt.
These two recommendations have implications for the content of pre-service and in-service teacher-education programmes. (Page no. 30) NCF 2005

StatusVarious agencies like British Council, American
Centre, CIET, NCERT, have been visited & a list of equipments/ material, Books for purchase has been prepared and some of these have been procured.
Various publishers house like Cambridge University Press (CUP), National book Trust (NBT), Oxford Book Trust (OBT), Ratna Sagar Press (RSP), Katha and a list of Audio-Video CDs & Teacher Training material have been listed out and some of these have been procured.

A two-day workshop on the development of course material was conducted on 6th and 13th January’2011.
2 Orientation Programmes have been conducted in 11th to 12th November 2010 and 17th to 18th January 2011. 56 primary teachers attended the orientation programme.
Teaching/Training modules on various target areas of communication are being developed.
News Letter/Magazine/Wall Journal/Wall Corner is initiated.

Details of the workshops for In-Service Teachers Theme: Developing Oral Communication
Skills The idea is to create situations where teacher
students catch an opportunity to practice their oral – aural skills. These situations are derived from everyday life and are set up in a non – threatening environment, away from the stress which comes with competition. The ultimate end is to boost the students’ confidence in using the English as language. This smoothly glides into the next phase of language development, leading up to the highest level of proficiency in any language. This would be done in three phases.
(contd)PHASE 1: Talk about real- life situations where
language can be used. This would highlight the need of learning the language. This need translates the motivation of learning the language.
PHASE 2: After a rapport is struck, one moves on to the next stage. Purposed to share what goes on in the mind. The underlying principle is being the human urge to share the ideas on relevant topics and themes.
PHASE 3: The pinnacle is reached, once our students begin to initiate, expressing their creativity using a particular level. This could be in the form of poetry, writing lyrics, drama, writing essays etc.
