Community Education Council of Elk and Cameron Counties 2017-2018 Final Report 1 Final Report for the Pennsylvania Department of Education Community Education Council of Elk and Cameron Counties 2017-2018 The Community Education Council of Elk and Cameron Counties has continued to expand higher education opportunities to the region for the 2017-2018 program year. We almost doubled the number of noncredit enrollments. Nearly 20 different credit courses and more than 80 different non-credit courses were offered through our facility. More than 30 exams were administered and proctored through partnering colleges and universities. 252 certification exams were delivered including GED ® , PA Teacher certification, NREMT and Pharmacy Technician; overall, our CEC served nearly 1,400 total enrollments throughout the year. Degree programs from Gannon University/Northern PA Regional College include Associates in Business and Liberal Studies. Non- credit programs range from Die setter Training, to Microsoft Office courses, to Quality Audit and Supervisory Skills to GED ® preparation courses. Approximately 40% of all employment in our two counties is in the manufacturing sector; therefore, 41% of our noncredit offerings are manufacturing related. This demonstrates that we are well aligned with the largest employment sector in the region. We continue to provide college and career advisement services and respond to inquiries regarding higher education in general. We were able to pay off our facility mortgage this year (24 years ahead of the original 40 year mortgage!) In addition to facilitating credit and non-credit courses and programs, we continue to operate the region’s only business and education committee – the DISCOVER Partnership. In its fifth year of operation, the DISCOVER Partnership has multiplied the number of students, teachers, and private companies with which the CEC partners. Since July 2017, our programs have served nearly 4,000 enrollments of students, educators and businesses. This year, we provided a wide variety of programs to Cameron & Elk Counties including several educator in the workplace events, more than 100 job shadow placements, more than 700 elementary and middle school students attended a STEM Careers Showcase, 450 high school students met with over 30 colleges at a Postsecondary Fair, 300 students attended a Job Fair, we coordinated mock interviews for students at Johnsonburg and Elk County Catholic, provided resume writing, interview preparation, and career cluster lessons to students. Overall, 65% of the events we coordinate are experiential-based programs that occurred outside of the classroom. 18% of our programs occurred in the classroom. This summer, we also began partnering with existing summer camps where we embedded career development lessons into their curricula. We also continue to operate the region’s only Leadership program; more than 160 adult professionals have graduated from this program. Our partnership with the Northern PA Regional College continued this year as our CEC acted as the fiscal agent and provided full board support while the administration was hired and oriented. By February 2018, we successfully transitioned the fiscal management and board support functions to the new college administration. In accordance with the PDE program objectives identified for the community education councils, the PDE funding covers a majority of our operational costs related to facilities, utilities, and operational staffing costs. We matched this by more than 75% with grants from various private foundations as well as professional services contracts, fees for service, and additional public sector grants.

Services and programming offered by the CEC during the 2017-2018 fiscal year include:

• The CEC works with the Northern PA Regional College/Gannon University to provide an Associates in Business and Liberal Studies;

• Pitt Bradford continued to offered Microsoft Office computer courses • GED® classes provided by the IU9 • HiSET and GED® Computer-based test center • Authorized Pearson VUE Test Center (more than 1,700 individual exams delivered since

September 2012) • Diesetter training offered through Penn State DuBois and the North Central Workforce

Development Board • SLC and PLC through Rockwell Automation and Penn College • Penn State Extension offered several ServSAFE certification programs • Blueprint Reading and Geometric Dimensioning and Tolerancing was provided by Penn

College • LEAN Manufacturing, Internal Audit and ISO 9001 through the Northwest Industrial

Resource Center. • OSHA and other safety trainings were conducted by several manufacturing facilities • Our facilities have four ITV units that are used by the universities to offer programming and

businesses for meetings and interviews; • provides computer lab space for students taking classes with our partner schools; • provides computer labs for various companies to use for computer training; • Supervisory Skills classes offered by the Manufacturer’s Association and PSU DuBois; • PA Liquor Control Board training for local restaurants and state liquor stores; • PHEAA provided FAFSA workshops on completing the student financial aid forms; • The CEC continues to offer access to the ed2go online classes; • The CEC proctors exams for our in-house universities as well as visiting students that need

the assistance of a proctor for colleges from all over the country; • The CEC operates the Leadership Elk & Cameron County program (LEC); the adult

leadership program completed its 11th year with an alumni network totaling more than 160 graduates;

• The CEC and the Elk County Community Foundation coordinated and hosted the 5th annual Non-Profit Academy: Working to Empower Non-profits and Keep Communities Strong; this one day workshop is an affordable professional development experience for local non-profits; this year we also partnered with the PA Association of Nonprofit Organizations;

• Continue to partner with the Manufacturer’s for Employee Education and Advancement – a holistic community-wide approach to address a declining workforce and population loss;
