That the RAPAD QFPI Project is the catalyst for achieving significant improvement in profitability of regional businesses (both rural and non-rural) through the demonstration of the economic, social and environmental benefit of cluster fencing.

The economic, social and environmental risks associated with priority weeds and pests are managed.

50% of the rural properties within the RAPAD QFPI region are fenced with pest exclusion fencing.

20% increase in the regional domestic product. (Regional GDP).

20% increase in employment in the region

1,000,000 sheep in the RAPAD QFPI region.

Local Government expenditure on Dog control has reduced by $500,000 per year.

Population in the RAPAD QFPI has increased by 10%.

Wild dog count in the RAPAD QFPI region has decreased by 50%.

Landholders within the cluster groups feel more in control of their sheep enterprises.

That the RAPAD QFPI Project has been successful in demonstrating the economic, social and environmental benefits of cluster fencing.

The preparedness and resilience of communities (including community organisations, Indigenous groups, industry, Landcare, landholders, land and water managers, local government and volunteers) is improved. Priority landscapes have improved resilience to weed and pest impacts.

The area fenced is now greater than 3 times the initial RAPAD cluster group representing 3,000,000ha.

20% of the rural properties within the RAPAD QFPI region are fenced with pest exclusion fencing.

10% increase in employment in the region

300,000 sheep in the RAPAD QFPI region.

Wild dog count in the RAPAD QFPI region has decreased by 25%.

Completed Fence Survey responses

7. Your comments on what worked well• Morgan was excellent to deal with, amazing project manager. Everyone was kept up to date in a very timely and concise manner• Lines of communication between landholders and RAPAD were highly effective ie email, phone on farm visits. Information days and meetings all successfully

kept cluster members up to speed with the progression of the project extremely effective execution of this project in a timely manner, all delivery was extremely satisfactory

• Timely payments, flexibility provided by RAPAD when sought by cluster• Morgan did a great job in keeping us all on track and on time, very professionsal and approachable• The entire project has worked really well. All the RAPAD planning and execution of the project has been thorough and successful. An excellent and very

worthwhile project which will have benefits to landholders, the western communities and towns to the sheep and wool industry and to the economy of the state• Working together on the cluster fence has only reinforced an existing excellent neighbourhood cooperation and commitment• RAPAD for not having done this before have put together a good program• Communication system with RAPAD worked great, payment system worked well, landholders pulled together with enthusiasm which was fantastic considering

• Cluster meetings, neighbour participation, supply of materials• We have been very happy with the process• All good• All went well on my behalf• Time frame to work with• Having the fence in place we were more informed about the number of wild dogs that had been traveling through properties, now we can notify cluster

members where the dogs are and with help can eradicate them, all in all a worthwhile project• Good community spirit, great outlook going forward for the sheep industry• The funding enabled landholders to survive the onslaught of wild dogs which meas sheep remain in the district.• An increase in employment created by fencing, and employment that will be created in the sheep industry is invaluable at a time of demise in the rural

sector due to drought.• LRC scheme was a great help

8. Your comments on what could benefit from being done differently

• The changing of some of the details was not ideal• Application form needed clarification ,next time some amendments could be made to make it easier to understand. Some of the financial and in kind figures could be

more accurate, if clusters are made better aware of this requirements then they will be able to keep better records• Had the project been initiated 10 years earlier and with the benefit of hindsight we could have reduced the enormous influx of wild dogs causing the extreme loss of

productivity to ourselves and our communities• A clear outline of what is required with all information provided at the outset• No problems at all• All was satisfactory• Nothing• Process could have been a bit more streamlined for example if RAPAD paid suppliers• Would have been better if not so many last minute documents required by RAPAD• Administration process could benefit from streamlining but appreciate this is the first project of its type RAPAD has undertaken• Very slow with the realisation of GST• I wouldn’t recommend changing anything• Nothing at this stage• Management of the paperwork was cumbersome, a web based communications system may have saved everyone a lot of time• All good• All good• All good for me

RAPAD QFPI M&E Logic Level 3 Data Indicators Summary

Summary notes below are taken from interviews with clusters in 2017 and 2018 as well as the information received from clusters who couldn’t attend.

Increase in business profitability, reproduction rates (e.g. lambing rates), sheep numbers (as a percentage of stock in the cluster) and stock numbers all by 25%

• Bellview which we fenced before the cluster delivered us 93% lambing, after getting that sort of result which is really unheard of down here, that and losing 200 ewes in one week after shearing at Waroona there was no way they were coming home and not going behind a fence. (Mike Pratt)

• 12 months inside the fence lambing percentage rose from 65% to 103%, the pasture remained longer and the sheep cut us an extra 0.7kg of wool because they weren’t as stressed (Lauren Tindall)

• The fence has enabled us to hang on to a breeding core by better management of the small amount of feed that we had available. Without the fence, we would probably only have been able to keep 2,000 sheep as opposed to the 4,500 we have now. These should produce a gross wool clip of $230,000 rather than $105,000 from the 2,000. Also after it rains, we should be able to mark close to 3,000 lambs, which could be worth $100 per head. When the season breaks, it will enable us to aim to run up to12,000 DSE in the next few years, mainly by breeding our own rather than buying sheep. (David McKenzie)

• Our fence is not finished but we did have the creeks fenced before lambing. For the last few years it was usually 40% of lambs and if you got 60% it was great. Where the fence is we lambed just before Christmas and got 100% and we weren’t even completely enclosed. It was not as good where we didn’t have the fence up. (John Hain)

• This year with the fence up we got 84% lambing and last year nearly none.• For one block we fenced ourselves before the funding. Have had two lambings there thanks to that fence. With the number of twins we have raised this

year we are going to do 103% on joined ewes. Control of pigs has really helped the lambing and that’s also due to the fence being a barrier.• We had a 93% lambing from behind the fence we did ourselves two years ago. In recent years lambings were between 65% and 75% and once in the 2

weeks after shearing we lost 200 ewes in one paddock with more than one dog and all you could smell was death in that paddock! That’s when we made the decision not to bring more sheep home until we had the fence up, it was a catalyst to us doing something! We have no regrets even though the neighbours didn’t commit financially. The lambings have just about paid for the fence.

• One year’s lambing will pay for the fence materials so we are interested in continuing to split the place up and fence more, plus we’ll have the sheepthat are alive because of fewer dog attacks.

• We reckon we will eradicate lice and brucellosis and all thanks to the fence. That will save us a lot of work and money e.g. we won’t have to backline at$2.50 head for parasite control because we will be controlling what stock are coming in i.e. no neighbours stock coming in. The biosecurity plans andeverything becomes easier. There will also be a limit to weeds coming in e.g. Noogoora Burr, Prickly Acacia.

• A couple of months ago if my fence was completed I would have sold all my cattle, cashed them in and replaced them with sheep. I didn’t because thefence isn’t completed and if I put sheep in they would get hammered.

• We can now purchase sheep. Hopefully this will be in this financial year.• We are hoping to purchase some ewes to start breeding up again.• Having our fence complete means we will be able to re enter the sheep industry within the next 12 months depending on market opportunities.

• We currently have no production figures in regard to sheep, but you can say we now have the ability to run a number of enterprises on our land that wehad totally lost the ability to do prior to the fence. This makes our business much more sustainable and risk averse. The fence has given us the ability todo just that, increasing production and profit while improving the health and biodiversity of our greatest natural resource our land.

• Very much the intention of our business to reinvest in sheep and wool. The country that has been fenced is traditionally highly productive sheepcountry, and ideally this will be achieved in the next 12-24 months. A lot of the infrastructure, ie shearing sheds, troughs, laneways etc has beenmaintained for this reason. It was purely wild dogs that forced us out of sheep so it is exciting to be on the cusp of reinvesting in them.

• It is exciting to know that the increased opportunities in pasture density, productivity, carrying capacity is all achievable as a result of the fence.• Our future in the sheep and wool business is now ensured. It was frightening when sheep numbers were dropping and lambings were plummeting.

When your sole earning capacity is in sheep and wool production, and dog attacks cause your business to become unviable, unemployment isinevitable.

• Controlling the impacts of wild dogs via our cluster fence has given our family a much more positive outlook for the future of our grazing business.Having the ability to run complementary species grazing enterprises allows for a much more sustainable, flexible and risk averse business structure

Increase in employment (due to more stock numbers as a result of fencing) by15% • RAPAD Employment Services Qld (RESQ) used the project as both a training program for job seekers and then as a career opportunity. The project

provided the opportunity to train job seekers on both normal fencing techniques and those skills required to build quality exclusion fencing. As a result 15 long term unemployed job seekers have secured employment throughout Western Queensland and Interstate.

• Last year we employed 3 extra people full time• It employs more people than you realize because the contractors that had two people to start now have four. One local fence supply material business

has employed an extra three staff.• I am able to pay someone else part time already. Going forward and being able to have more sheep here will mean a bigger chance of having a person

on full time. Before the fence we wouldn’t have had any opportunity to do that as dogs mean you lose carrying capacity. The fence will allow us morecarrying capacity, and we will slowly build up. It means things like three weeks of shearing instead of a week, infrastructure will need more work andinvestment with increased carrying capacity, all due to the fence.

• Since putting the fence up we have employed an additional man for six months on one of our blocks to put in water materials we had stockpiled as wehave more confidence in our future now so are happy to invest now the fence is up.

• We employed a lot of Casual staff over the construction of the fence.• Because we built the fence ourselves, we were constantly employing people to help us.• What that meant was it became very apparent we need more permanent staff in our business. Especially if the intention is to continue fencing, while

aiming to increase productivity, multi – enterprises etc.. It is very forseeable, that with the reintroduction of sheep into our business, there will be agreat need for more labour, both contract and permanent employment.

Decrease in wild dog impact and pressure (reduced number of wild dogs, reduced predation of small livestock) by 25% • The process of getting the fence built was an exciting time for our business. As we progressed the fencing the decrease in pressure from wild dogs

coming in from certain areas was very obvious. Even in the early stages the number of bitten calves have been substantially reduced.• For the block we fenced ourselves, we are spending less time baiting and only doing it once a year, whereas we were doing it 11 times in each 12

months and its 3 days work per time! That’s 33 days! Now we just bait once to be sure and to hit the pigs.• We are extremely happy with the fence, it has made a huge difference already in regards to feral pests. We feel that the fence will be very beneficial to

our property in the future

• Sheep at home now feed out right to the boundary, use all the country and they are peaceful and not so wild. Definitely when you go to muster apaddock they are all across the paddock due to no longer having dog pressure, before this wasn’t the case.

• When we had bad dog problems there was a mob of sheep that wouldn’t come across the creek to graze, because that’s where the dogs were. Thatincreased the grazing pressure on the rest of the paddock they are coming across now thanks to the fence.

• Changes since fencing:• Able to utilize paddocks and spread grazing patterns as sheep are happy to move about without fear and aren’t restricted to a small area of the

paddock.

• We are feeling much more at ease knowing sheep and lambs are happy and safe and not being terrorized.• All the family are in a better state of mind.• Sheep are returning to more normal patterns of grazing.• When observed on motion-activated cameras, sheep are watering more frequently.

• As soon as you have wild dogs hound your sheep in the paddock you can’t use working dogs, you can’t put them through gates etc and they are muchharder to muster which takes much more time!

• Be more proactive in pest management control knowing we are back in control of our paddocks. Can actively seek vertebrate pests inside the fence,and maintain KPI’s in the business, ie (weight gain and fertility). Reduced stress for the same reasons, (pest management, and pasture retention, andincreased productivity) and therefore increased quality of family life.

• A bright outlook for the property in being able to control wild dogs and grazing pressure. It was not an option to not construct the fence as oneneighbour was like us fencing and the other had been forced out of sheep.

Decrease in landholders’ time and expenditure spent on wild dog management by 25% • With the fence in place, these are the changes in the work we do:

o More sheep to shearo More lambs to marko More sheep husbandryo More time spent on fence maintenance and checkingo Less time spent trapping and trackingo Less time spent staking out dogs and dog patrols

• We won’t have to spend as much time or money chasing dingoes.• I only realized in the last few weeks with some peace of mind, how much time I now have on my hands because I’m not concentrating on chasing dogs.

Before fencing every time I thought I had a spare moment it was taken up chasing dogs! It takes days! First you have to find where they are, then setthe trap etc. It’s not a five minute job. I haven’t had a weekend off for year , now it looks like I will.

• We have more time to think about other management projects and can take some time off.• Where the fence is up I don’t drive around anywhere near as much now looking for signs for dogs. Before we fenced I would go along the creek on the

bike every third day. When you saw a track you would have to act, put traps out and collect meat to bait them, then an hour every day to check them,etc.

• We are able to spend more time on development work. For example we had stockpiled materials for water improvements but didn’t have time to dothem because we were chasing dogs and sending cattle on agistment. We are no longer just chasing our tails and are able to think into the future. Andthe extra time we have has allowed one of us to go and do other things, such as take on more responsibilities in the community.

• We don’t have to spend as much time on predator control, and no incursions of feral pigs• Can sleep much better at night and don’t have dawn patrols of sheep to detect and dispose of wild dogs

Other comments • We had a lot of pride in what we were achieving to look at the fence that in places, replaced an old fence that had reached its use by date really

brought home the benefits that will remain for years to come for the next generation.• The huge change is hope. That our stock will be safe and we can now allow and plan for future improvements.• Health and well being of family is much improved. Knowing we can maintain and protect of flock has given us a great sense of security in our future

livelihood.

• Once you have the control you don’t have to stress because you can make decisions, do the work and know the outcomes. We were not getting a resultbefore the fencing and that has a compounding effect by getting us more frustrated. There is peace of mind once the fence is up. It is a great project,something to get your teeth into and it keeps you really motivated.

• Having fencing to do has kept us sane!• Now with the fence it puts you on the front foot and before that we were always on the back foot.• Fence construction gave us a great feeling of achievement and doing something very positive during such dry times. It kept us focused and we knew

this construction would serve us well into the future and the next generation too. The greatest achievement was the exclusion of wild dogs which hadbeen tormenting the sheep and us for a number of years.

• Some of our neighbours are very interested in our boundary fence construction and feel it is the way of the future.• RAPAD’s role in the cluster fencing project has been enormous. The project was the motivator and catalyst for neighbours to form clusters and work

together on this massive and costly undertaking. The clusters have made the parcels of land more manageable in size in order to form a concertedattack on wild dogs. The financial contribution has made the completion of this fencing project possible.
