CONDITIONAL USE PERMIT ‐ REQUEST NARRATIVE 

CONTERRA AMPITHEATER BROADBAND UPGRADE – Canyon Del Oro High School   25 W Calle Concordia, Oro Valley, AZ 85704 

 

Amphitheater Unified School District is in the process of expanding network bandwidth to schools in the district. The district has contracted with Conterra Communications to build a closed fiber network to serve only the Amphitheater School District. Part of the project entails building fiber on existing TEP and CenturyLink owned utility poles within the right of way (ROW) of the Town of Oro Valley.

Conterra proposes to attach approximately 8,132 linear feet of fiber optic cable to 35

existing utility poles within the right of way (ROW) of Oro Valley on W. Hardy Rd., N. Calle Buena Vista, and W. Calle Concordia. Conterra will also place 8 Anchors for guying purposes. Construction will be done during normal business hours established by the town and not to exceed 7am to 6pm.

Granting of such Conditional Use Permit will not be materially detrimental to the public

health, safety, or welfare. The existing Poles have existing cables attached already. Fiber optic cables do not conduct electrical current well and will be attached in accordance will all NESC standards. The cable will be attached to poles and does not carry any explosive material or material capable of contaminating the soil. Traffic control will also be utilized during all construction activities to protect and safeguarding the public from any incident. Factors considered in arriving at this decision are as follows:

i. Damage or nuisance arising from noise, smoke, odor, dust, vibration illumination.

ii. Hazard to persons and property from possible explosion, contamination, fire, or flood.

iii. That the characteristics of the use proposed in such use permit are reasonably compatible with the types of uses permitted in the surrounding area.
