In these very uncertain times, abrupt and negative change can spring with little or no warning. Who doesn’t know someone who has suddenly lost a job, healthcare, housing or suffered a major illness? While friends and family usually have no end of well-meaning advice, it may feel like one is powerless to find help and resources. We want to be able to pick up the phone, like we would with a 9-1-1 emergency because, let’s face it: at first, doesn’t this feel like a crisis? Happily, there is a number to call: 2-1-1.

Dialing 211 connects you to a local United Way Agency. At United Way there are Adult Resource Care Help (ARCH) representatives who, after a brief and confidential, personal assessment will connect you with the agency best suited to provide emergency resource assistance. Oftentimes, it can be the local county Health & Human Services Department, a local Area Agency on Aging or other community action groups or non-profit serving your community. But regardless of need, once you reach an ARCH representative you are now on file with someone who is in your court.

What you need to know:

Are You Sixty Years and Older? The ARCH representative service is only available to seniors sixty or older with an exception allowed for those with a documented disability, eighteen or older. You will be expected to give your name, age, address, phone number, an estimate of income and, the reason for the call. Again, confidentiality, being very important to ARCH, is assured.

Are You Under Sixty Years? If you are under sixty years and facing a lost job, healthcare, housing or suffered a major illness the United Way 2-1-1 program has a variety of resources for you to contact. Help can come from the local county Health & Human Services Department, community action groups and non-profits serving your area.

NOTE: No one can guarantee immediate resolution of anything but a call to 211 will start the ball rolling with United Way Professionals for whom your welfare has been their business for over one hundred years.

More about 2-1-1 and the United Way

Nonprofits like United Way and various government agencies provide excellent programs to support people in need. The problem is that people who need these programs often don’t know they exist. This is in part why the 2-1-1 Act and 2-1-1 national social service hotline came to be.

What is 2-1-1? 2-1-1 is the national abbreviated dialing code for access to health and human services information and referrals. 2-1-1 is easy to remember and a recognizable number that makes a connection to referrals for individuals and families in need of assistance from community-based organizations and government agencies.

Simply dial 2-1-1 to find help in your community. Colorado has a specific 2-1-1 website with a searchable database to locate the United Way group in your area.

Colorado Department of Human Services (CDHS)

Colorado Department of Human Services (CDHS) oversees the state’s 64 county departments of social/human services, the state’s public mental health system, Colorado’s system of services for people with developmental disabilities, the state’s juvenile corrections system and all state and veterans’ nursing homes, through more than 5,000 employees and thousands of community-based service providers.

Colorado Supplement (CS) Program

What is it? The Colorado Supplement (CS) program provides cash assistance to a Supplemental Security Income (SSI) recipient who does not receive the full SSI benefit.

You may be able to get other help

If you get Supplemental Security Income (SSI), you also may be able to get help from your state or county. For example, you may be able to get Medicaid, food stamps or other social services. Contact your local social services department or public welfare office for information about the services available in your community. This program is administered by Colorado Department of Human Services.

Food Stamps

If everyone in your home signs up for Supplemental Security Income (SSI), or gets Supplemental Security Income (SSI), Social Security will help you fill out the food stamp application.

If you do not live in a home where everyone signs up for Supplemental Security Income (SSI), or gets Supplemental Security Income (SSI), you must go to your local food stamp office to get food stamps. You can get more information about food stamps by visiting the website or calling.

When you get Supplemental Security Income (SSI), you also may get Medicaid which helps pay doctor and hospital bills. Your local welfare or medical assistance office can give you information about Medicaid. Medicaid in Colorado is administered by The Department of Health Care Policy and Financing (HCPF).

Help Paying for Medicare Premiums

If you get Medicare and have low income and few resources, your state may pay your Medicare health premiums and, in some cases, other Medicare expenses such as deductibles and coinsurance. Only your state can decide if you qualify. To find out if you do, contact your state or local welfare office or Medicaid agency. You can get more information about these programs from the Centers for Medicare & Medicaid Services (CMS) by calling the Medicare toll-free number, 1-800-MEDICARE (1-800-633-4227). If you are deaf or hard of hearing, you may call TTY 1-877-486-2048.

You also may be able to get extra help paying for the annual deductibles, monthly premiums and prescription co-payments related to the Medicare prescription drug program (Part D). You may qualify for extra help if you have limited income (tied to the federal poverty level) and limited resources. These income and resource limits change each year and are not the same as the SSI income and resource limits. You can contact Social Security for the current numbers.

If you have both Medicaid with prescription drug coverage and Medicare, Medicare and SSI, or if your state pays for your Medicare premiums, you automatically will get this extra help and you don’t need to apply.

Colorado Division of Aging and Adult Services & Area Agencies on Aging

The Colorado Division of Aging and Adult Services provides oversight for and coordination of programs that allow the elderly and adults with disabilities to live independently. These programs are administered through the County Departments of Social (Human) Services and through regional Area Agencies on Aging. These groups are dedicated to keeping seniors independent in their homes through the delivery of services funded by the Older Americans Act and Older Coloradoans Act programs.

The State Unit on Aging works closely with 16 Area Agencies on Aging (AAA) to create a comprehensive package of community services. You can find your local Colorado Area on Agency on Aging through the Federal program called Eldercare Locator. Website: www.Eldercare.gov

Eldercare Locator

The Eldercare Locator is a public service of the Administration on Aging and U.S. Department of Health and Human Services. It is a nationwide service that connects older Americans and their caregivers with information on senior services through local Area Agencies on Aging. The Eldercare Locator is designed to help older adults and their families and caregivers find their way through the maze of services for seniors by identifying trustworthy local support resources.

The goal is to provide users with the information and resources they need that will help older persons live independently and safely in their homes and communities for as long as possible. Whether an older person needs help with services such as meals, home care or transportation, senior housing or a caregiver needs training and education, the Eldercare Locator is provides referral sources.

The Eldercare Locator is administered in partnership with the National Association of Area Agencies on Aging.

Nursing Home Compare is a service of the U.S. Government and Medicare program. A section of this website has information about every Medicare and Medicaid-certified nursing home in the country. You can find nursing homes in your area and compare the quality of the nursing homes using Five-Star Quality Ratings, health inspection results, nursing home staff data, quality measures, and fire safety inspection results. The website also has information on alternatives to nursing homes and other aging resources.

Program of All-Inclusive Care for the Elderly (PACE®)

The Program of All-Inclusive Care for the Elderly (PACE®) is a capitated benefit authorized by the Balanced Budget Act of 1997 (BBA) that features a comprehensive service delivery system and integrated Medicare and Medicaid financing. The PACE® model was developed to address the needs of long-term care clients, providers, and payers. For most participants, the comprehensive service package permits them to continue living at home while receiving services rather than be institutionalized. Capitated financing allows providers to deliver all services participants need rather than be limited to those reimbursable under the Medicare and Medicaid fee-for-service systems.

State Ombudsman Program

The Colorado Long-Term Care Ombudsman is a statewide advocacy program for residents of long-term care facilities. The State Ombudsman operates through a contract with the Aging and Adult Services Division of The Department of Human Services. There are 16 local programs that operate within or in conjunction with the Regional Area Agency on Aging. The program is authorized by state and federal law to investigate complaints made by (and on behalf of) residents of long-term care facilities.

Across Colorado in 2010 there are 25 full-time, 24 part-time, and approximately 87 volunteer ombudsmen who strive to improve the quality of life for almost 20,000 older adults in nursing facilities and more than 14,000 in assisted living residences.

State Health Departments

The Federal Center for Disease Control and Prevention (CDC) maintains contact information that allows you to find State Health Departments that regulate facilities and companies providing services to older adults. Licensed facilities must be in compliance with state licensure standards. Facilities that are Medicare and/or Medicaid certified must be in compliance with standards established by the Federal Centers for Medicare and Medicaid Services (CMS). This information is useful in checking that an individual company is meeting state standards for health and safety, resident rights, quality of residents' lives and quality of residents' care. These providers are tracked through surveys and complaint inspections.

NCOA’s BenefitsCheckUp Online Screening Service

The National Council of Aging (NCOA) created this website to help older adults to quickly identify programs that may improve the quality of their lives. You take 10 or 15 minutes to enter information about your financial situation into an online questionnaire. BenefitsCheckUp is completely confidential. BenefitsCheckUp online screening helps seniors with limited income find programs.

Public Housing Agency (PHA)

If you need public housing assistance or would like specific information about public housing programs such as housing choice vouchers, contact your local Public Housing Agency (PHA). Your local Public Housing Agency (PHA) can be found through the US Department of Housing and Urban Development (HUD) website.

Another service is the PIH Information and Resource Center (1-800-955-2232). The PIH Information and Resource Center is staffed to answer questions and inquiries from the public and PHAs regarding public housing and housing choice voucher programs and regulations.

US Department of Housing and Urban Development – HUD

Learn more about low rent apartments and HUD rental assistance programs. The HUD website has information for consumers and Public Housing Authorities (PHA). Public Housing Authorities are the local groups a person needs to contact to find out what public housing is available in your area.

With a low rent apartment the government gives funds directly to apartment owners, who lower the rents they charge low-income tenants. You can find low-rent apartments for senior citizens and people with disabilities, as well as for families and individuals. Low rent apartments have income limits.

Colorado Access

This resources may help you if you are under 60 years of age and/or are a guardian of a child under 18 years of age. Colorado Access offers a competitive health plan designed to improve access to needed healthcare for enrolled members, and indirectly through its partners, to all underserved Coloradoans with an emphasis upon primary care and the maintenance of the continuum of care.

Colorado Access is a nonprofit health plan that provides access to behavioral and physical health services for Coloradoans. Established in late 1994, the company is sponsored by The Children's Hospital, Colorado Community Managed Care Network and University of Colorado Hospital/University Physicians, Inc. There are four categories of services offered: Access Behavioral Care, Child Health Plan Plus offered by Colorado Access, Colorado Access Advantage (HMO) (Medicare) and Colorado Access Enhanced Primary Care Case Management.

Colorado Access also provides administrative services for the CHP+ State Managed Care Network and CHP+ Prenatal Care Program.

Colorado Legal Services – CLS With Colorado Legal Services (CLS), clients who are 60 and over do not have to pay for the help if they meet certain limits of income and assets. CLS also looks at the type of legal problem to determine whether or not it falls within CLS priorities and whether the organization has the resources to provide assistance. Community Housing Services Inc – CHSI The mission of CHSI is to provide services for individuals, primarily low-income and seniors. The goal is to locate, secure and maintain housing. Many individuals with whom they work with are at risk for homelessness or unnecessary displacement. CHSI provides information about their rights and resources. Website: www.chsico.org

Denver Human Services - Old Age Pension & Long Term Care Denver Human Services helps and protects people of all ages. Our dedicated staff listen and advise, and help people apply for public assistance programs. Department of Health Care Policy and Financing The Department of Health Care Policy and Financing administers the Medicaid and Child Health Plan Plus programs as well as a variety of other programs for Colorado's low-income families, the elderly and persons with disabilities. Denver Regional Council of Governments (DRCOG) The Denver Regional Council of Governments (DRCOG) fosters regional cooperation among county and municipal governments in the Denver metropolitan area. Website: www.drcog.org

HealthSET HealthSET provides free health assessment and advocacy to low-income seniors in the Denver Area. Clinics are held monthly in 18 subsidized senior high-rise buildings in the metro area. Seniors' Resource Center – SRC Seniors' Resource Center is dedicated to improving the quality of senior's lives. They offer broad based community education along with information; select senior services, legal referral, transportation, etc. Website: www.srcaging.org

Seniors, Inc. Over the years, our organization has grown, extending our service area to 22 counties in Colorado with offices in Canon City, Denver, Pueblo and Trinidad.
