• Various status types for employees may be managed while calculations and drivers determine the financial impact

• Use this information to help determine FTE and contractor backfill needs






• Manage and review all employee related expenses at the employee level

• Whether to input data or to review the impact of drivers at the employee level, a single point of review and adjustment is available






• Forms are provided to allow for different ways of thinking about the planning process

• The user may want to review all employee related expenses by employee (as in the previous slide) or by account






• Forms are provided that allow for the input of new employees and their specific expense load

• As with the entire solution, the security layer allows the user to only see those new hires for cost centers / entities for which he has access






• It is possible to forecast the various impacts of employee reviews and merit awards expectations






• The Employee Expenses Summary form allows for the review and fine tuning of expenses and the status for existing and new employees






• Web forms allow the user to look at expenses by employee on a line item by line item basis or by employees across all line items

Workforce Planning Implementation Considerations

• Model is based on a 12-month calendar

• Default calculations support a single year; may be modified to support multiple years

• Some member formulas, such as spreading, rely on a monthly calendar; if the application uses custom time periods, the formulas need to be modified to support those time periods





Workforce Planning Customization

• “Out of the Box” building blocks

• Calculations for expense items like FICA, FUTA , SUTA come prepackaged with the solution

• New items (for example, unions) require new calculations

• Adding more dimensions requires updating forms and business rules to include the additional dimensions

• For example, the pre-packaged calculation to transfer employees would have to be updated for additional dimensionality; all the logic is provided

• Shown is the pre-packaged transfer business rule; the implementation team can further performance tune this and all other pre-packaged calculations depending on the number of dimensions and employees the solution requires

• Enables allocating budget amounts to different programs, projects, or other chart of account dimensions

• Integrates with Human Resource Management Systems and General Ledgers

• Allows for the setting of constraints and validating the data against them

• Handles overrides with comprehensive audit trails to ensure accuracy






• Enables integrating and aggregating position budgets into operating expense budgets

• Supports mass updates and defaults based on changes to HRMS salary and other structures

• Enables budget managers to prepare, distribute, review, and approve budgets that use organizationally defined time frames, account codes, and data field combinations.

• Includes date-driven calculation logic for the entire organization






Creating detailed budget books and reports is a critical requirement in public sector and higher education organizations:

• This module enables organizations to use the extensive features of Oracle Hyperion Financial Reporting with numerous public sector-related enhancements for creating highly formatted books. Budget details can be captured during budget preparation and subsequently published in books for offline approval and statutory reporting purposes.

• Planners can upload supporting text information for a budget request and then use that information in budget publications.
