Elevator use in Fire Recall

• When a fire alarm is activated from a smoke detector in an elevator lobby or elevator shaft, elevators will recall to the ground level and the cabs will remain in Phase One operation.

• Once Phase One is active, responders may use the cabs by utilizing Phase Two. Phase Two is manually activated from inside the cab with a key switch. Once a responder is in the cab, he overrides Phase One by activating the cab Fireman’s Operation switch with the key.

• Once activated, he can manually operate the cab by pressing and holding the cab command buttons. To close the doors, he must press and hold the 'Door Close' button until the doors are closed

• If he releases the button before the doors close, the doors will open again. Once the doors are closed, he selects the desired floor and the cab will take him to that level. Upon arrival, he must press and hold the 'Door Open' button. Again, if he releases the button before the doors are fully open, they will close again. You will need to know how to do this this should DFD instruct you take them to a floor.

• It is important to remember when you are using an elevator in Phase Two, to take the elevator one floor below the fire floor and enter via the stairwell of that floor. Prior to entering the fire floor touch the door with the Back of your hand, if it feels hot do not enter. Go to the opposite stairwell and test the door if it is hot, do not enter. Only Utilize Phase Two if DFD requests that you do so.

• Response to a “Code Red” (fire alarm): 2 Officers will be dispatched to take the freight elevator to the floor below the affected floor. Search together. Do not separate. Report your findings to the CRO. If DFD is with you advise them of the status of the floor, (clear, smoke, fire, etc.), you must get their permission to give the “All Clear” announcement. Note during daytime hours the Fire Panel is bypassed in the Day Mode, so therefore elevators won’t recall.

• ** Note other devices activated such as smoke detectors in AHU’s, electrical rooms, phone rooms, or sprinkler activation will not recall elevators. Only detectors activated in elevator lobbies or elevator hoist ways will recall elevators.

Control Room Operators

• Your training today will consist of the following:

• Operating the EST 3 Fire Panel during an alarm and resetting• Dispatching Security Personnel to the affected floor• Contacting DFD (Mock)• Tenant Notifications (if actual fire).• Management Notifications• “All Clear” Announcement• Incident Report/Fire Alarm

During this training session each Control Room Operator will take a turn on the above procedures and be judged on their performance by a Manager.

Security Officers• Responding to alarm• Operating Elevator in Phase Two Mode• Searching fire floor• Communication to CCS (Location, Actual, or Clear)• Returning elevator on Phase Two• Re-setting Elevator Bank after fire panel is in normal status

SECURITY EMERGENCY PROCEDURES FOR AFTER HOURS RESPONSE

If the CRO receives a report of fire/smoke after business hours, (no alarm yet activated), he will:

1.Notify the Fire Department at 911.2.If a fire is reported by phone, determine the exact location of the fire and activate the fire alarm manually if it has not been activated automatically.3.Tell the caller to evacuate the floor using the stairwell, and to close all doors to the suite.4.Use the PA to notify the floors involved, and the action to be taken.5.Follow regular hour emergency procedures as closely as manpower will allow.6.Report ANY fire to the Property Manager and the first available supervisor on the emergency contact list.

When an initiating device is activated, (Smoke detector, Sprinkler head, duct detector, etc.), the following will take place:

• Audible alarm• Strobe Activation• Automated Announcement Activation

The above will happen on the affected floor (fire floor), the floor above and the floor below. • In addition to the activation listed above, the stairwells will be pressurized to stem possibility of smoke and/or fire reaching them. Magnetic door locks throughout the building will

unlock.

Evacuation

• Tenants evacuating need to go 3 floors below their floor. For instance when an alarm is activated on the 15th floor, the floor above is activated as well as the floor below; those on 16 will evacuate to 13, those on 15 will evacuate to 12, those on 14 will evacuate to the 11th floor.

• Fire Wardens will be wearing the orange arm band. They have been trained to assist their company in a safe and effective evacuation of personnel in their charge. In addition to this duty, they are accountable for handicapped personnel. Those who are handicapped or injured that cannot go downstairs can wait in the landing of the floor. They are signed a buddy or buddies to stay with them until the danger is over or can be rescued by first responders.

• It is important for security officers assisting in the evacuation to note and report any handicapped / injured persons and their location when they are waiting in stairwells. When DFD is on site the CRO will need to report the location(s) so that they may assist if necessary.

• The CCS has an evacuation chair should it become necessary for us to move handicapped personnel from the stairwell, you will not need to do this unless you are advised to do so by a supervisor or DFD personnel. Take the time to read the instructions on the cover of the chair so that you will know how to use it should it ever become necessary.

• Once personnel have evacuated to their safe location it is important to know that if the fire situation becomes heightened or spreads the fire official may request evacuation to other floors. The CRO will then make the announcement to evacuate additional floors as requested by DFD.

• After a fire emergency, or when an “All Clear” announcement can be made The CRO will do so. Once the Fire Department Official requests a reset of the fire panel the CRO will reset the panel, and then push the door release button, leaving the mag-doors unreleased for those that may still be in the stairwells. After 5 minutes push the door release button to secure doors.

Evacuation• Notifications; As in any emergency it is important to make the proper notifications to the Tenant Contacts, Property Management, and Security Managers should the fire situation take place after normal business

hours or on weekends or holidays.

• News Media; know that in some cases and depending on the severity of a fire situation or other building emergency the News Media may show up requesting information or wanting to interview you. We as security personnel are not at liberty to give out such information. Refer all questions to Property Management. Do Not give out phone numbers. Contact the MOD and they will refer the Media to the proper spokesperson.

• After Action; In addition to making the proper notifications, documentation is very important in any fire emergency to document all aspects of the emergency, the time of, the responding officers and other personnel, the name of Incident Commander or Fire Official, DFD Unit #’s, location of fire/smoke/water damage, photos of damage, as well as who you spoke to regarding the incident.

Security Response

In most cases the security staff is the first responders to a fire situation. The most important way to assist arriving fire department personnel is to respond each and every time the fire alarm sounds or you are directed to do so by building managers. Evacuating a building in a calm and orderly fashion is a very important aspect in ensuring your safety and assisting fire department personnel
