The First ASEM Rectors‘ Conference marks a new step in ASEF‘s
efforts tocontribute to thedevelopmentofAsia-Europecoopera-
tioninhighereducation.Theinauguralconferenceaimedtodiscuss
highereducationpolicyissues,suchasgovernanceanduniversity
management,qualityassuranceinhighereducation,andtrendsin
educationandresearchcooperationbetweenthetworegions.
Thispublicationcontains thepresentationsanddiscussionsgiven
andheldintheworkshopsessionsattheconferenceandrevealhow
theissueswereextensivelyaddressed,therebyenablingbothsidestolearnfromtheexperi-
enceofEuropeanandAsianhighereducation leaders,playersand stakeholders, ranging
fromuniversitypresidents, togovernmentofficials, throughto internationalexperts from
internationalinstitutions,etc.
It isworthnotingthattheparticipantsadoptedtheConfer-
enceRecommendationsattheendofthetwoandahalfday
meeting. It laysout four importantpoints relating toASEM
higher education cooperation efforts: (1) enhanced frame-
worksforASEMhighereducationpolicydialogueandcoop-
eration; (2) student and researcher mobility within ASEM
countries; (3) researchcollaboration;and (4) incentivesand
supportforASEMhighereducationcooperation.Thepolicy
documentwillbetabledforendorsementbythe2ndASEM
ConferenceofMinistersResponsibleforEducationtobeheld
inHanoion14and15May2009.

TheAsia-EuropeMeeting(ASEM)was initiatedto increasemutu-
al understanding and enhance collaboration between Asia and
Europe.Overthepasttwelveyears,ASEMhasservedasanactive
multilateralchannelforcommunicationbetweenthetworegions.
TheFirstASEMRectors‘Conferencemarkedasignificantstepon
thewaytowardscreatingtheAsia-EuropeColloquySeries inthe
education sector. University leaders met to discuss transversal
highereducationpolicyquestions,andespeciallytrendsineducationandresearchcoop-
erationbetweenuniversitiesinAsiaandEurope.
TheFirstASEMRectors‘ConferencewasorganisedinajointeffortbytheAsia-Europe-Foun-
dation(ASEF),theGermanRectors‘Conference(HRK),theEuropeanUniversityAssociation
(EAU)andtheASEANUniversityNetwork(AUN).TheconferencewashostedbytheFreieUni-
versitätBerlin,inBerlin,Germanyfrom27to29October2008
with the supportof theGermanFederalMinistryofEduca-
tionandResearch.Thethemeofthecolloquiumis“Between
TraditionandReform:UniversitiesinAsiaandEuropeatthe
Crossroads“.
Ninety-eightAsian and European leaders fromhigher edu-
cation institutions in 24 ASEM countries gathered to dis-
cusshighereducationpolicyissues.TheFirstASEMRectors‘
Conference adopted theConference Recommendations on
important points relating to higher education cooperation
effortsbetweenAsiaandEurope.TheRecommendationswill
besubmittedtotheMinistersofEducationforendorsement
atthe2ndASEMEducationMinistersMeetingtoconvenein
Hanoi,VietnaminMay2009.
TheASEANUniversityNetwork(AUN)encompasses21lead-
ing universities in ASEAN countries, and was established
undertheChartersignedbytheASEANMinistersResponsibleforHigherEducation.Itoper-
atesundertheumbrellaofASEAN.AUNaimstoacceleratethedevelopmentandsolidarity
oftheASEANregionwithacollaborativeprogrammeinvolvingASEANcountriesandASEAN
dialoguepartners,namely,thePeople‘sRepublicofChina,theEuropeanUnion,India,Japan,
andtheRepublicofKorea.
Hence,theASEANUniversityNetworkisoneofthemostimportantmechanismsforadvanc-
ing ASEM higher education cooperation. All AUNmember universities are renowned as
exceptionalacademicinstitutionsinASEANcountries.Hence,theyrealisetheimportance
ofweavinganetworkthataimstoreachthehigheststandardsinhighereducation,both
regionallyandinternationally.Theyalsoattachimportancetoenhancingclosecollaboration
withdialoguepartnersinEuropesoastoefficientlyandproductivelyturntheissuespre-
sentedtotheASEMMinistryofEducationintoconcreteactionssoastodevelopgoodglobal
citizens,sustainablesocialdevelopment,andtherebyensurethatpeaceshallprevail.

2008was apromising year for Europe-Asia
higher education and research relations.
ThefirsteverASEMConferenceofMinisters
ResponsibleforEducation,heldinBerlinon
5 and 6May 2008, launched the 21st Cen-
turyPartnershipforEducation,anambitious
attempttoenhancecooperationandexchangebetweenthetworegions.ThisFirstASEM
Rectors‘Conferencewasnotonlyconceivedasanimmediatefollow-upandresponsetothe
MinisterialConference,butalsoasameansoflayingthegroundworkforconcertedgovern-
ment-stakeholderdialogueinthecomingyearsthroughthelaunchoftheASEMUniversity
Platform.
The European University Association (EUA) is very much commit-
ted to these initiatives, as it enhances exchange and debate on
the development of higher education systems and extends coop-
eration opportunities for European and Asian university partners.
InresponsetotheconcreteprioritiesandneedsexpressedbyEuro-
pean universities, EUA is engaging increasingly in global dialogue
andcooperationwithpartnerorganisationsaroundtheworld,both
topromote the attractivenessof Europe and to keepabreastwith
internationaldevelopmentsaffectinghighereducation institutions
worldwide.Ithasestablishedworkingrelationswithpartnerinstitu-
tionsandorganisationsthroughoutAsia,andisalsotheleadpartyin
theEU-AsiaHigherEducationPlatformProject(EAHEP),aninitiative
bytheEuropeanCommission‘sAsiaLinkProgrammewhichaimsto
promote Asia-Europe higher education cooperation through net-
working and promotional activities. This initiative is being carried
out inparallel to the recent stridesmadeunder theASEMprocess
andwill hopefully provide fruitful and complementary bi-regional
dialogueonspecificthemes.Therefore,EUAwelcomesthe21stCenturyPartnershipasan
opportunity forenhancing inter-regionalunderstandingandcooperationthroughstrong
andsustainableinter-regionaldialogueprocessesbetweenuniversityrepresentatives,and
withASEMgovernments.
EUAwouldliketoexpressitsgratitudetoalltheconferencespeakersandparticipants,and
toextend its special thanks to all thepartners and supporters thathavebeen so crucial
intakingthedialogueprocesstothenextlevel,namely:theAsia-Europe-Foundation,the

tutions are open to the world.
Educationandtrainingforglobal
citizenship and research com-
mittedtothevaluesofacivilsocietyandtothegenerationofnewknowledgeforsociety
areatthecoreofauniversity‘smission.Hence,theuniversitiesofthefutureareuniversities
intheworldandfortheworld.Successful,effectiveandsustainableinternationalisationwill
depend,firstandforemost,ontheuniversityunderstandingitselfasaglobalinstitution.
TheGermanRectors‘Conference, in its capacity as theVoiceof theGermanUniversities,
hasalwaysemphasisedtheimportanceofhighereducation‘sinternationaldimension.We
havealwaysbeen–andstillare–activelyengagedinfacilitatinginternationalcollaboration
forourmemberinstitutions.TheHRKfulfilsitsresponsibilities–tosafeguarditsmembers‘
interestsandtodeliveroperationalservices–byadvisingandsupportingitsmemberhigher
educationinstitutionsintheprocessofinternationalisation.
UniversitiesinAsiaandEuropedoindeedfindthemselvestodaystandingatthecrossroads
betweenaimingtomaintaintheirvaluableheritageandtraditionwhileatthesametime
adapting to thechangesof todayand rising to thechallengesof the future.AsAsiaand
Europeemergeatgloballevelastwomajorplayersinthefieldofhighereducation,universi-
tiesinbothregionsneedtoadjusttheirdevelopmentandinternationalisationstrategiesin
ordertorespondtothesechanges.
In this context of competition and cooperation,
establishingmutuallybeneficiallinksinresearchand
teachingisnotalwayseasy.Commoninterestsneed
tobedefinedandwin-winsituationsneedtobecre-
ated.Nonetheless,wehavecomea longway.Some
1,500 cooperative ties already exist between Asian
and German universities, for instance. Long-term
partnerships between Asian and European higher
education institutions serve as permanent bridges
between our two regions. The First ASEM Rectors‘
Conference constitutes an important step towards
both further intensifyingAsia-Europehighereduca-
tioncooperationaswellasestablishingasustainable
highereducationdialogueplatformtodefineacom-
monagendaforuniversitiesinthetworegions.
TheHRKisproudofitspartnershipwiththeAsia-Europe-Foundation,theASEANUniversity
Network,theEuropeanUniversityAssociation,andtheFreieUniversitätBerlininlaunching
theFirstASEMRectors‘Conference.Isincerelythankallourpartnersfortheexcellentcoop-

The Freie Universität Berlin is a leading
research university. It is one of nineGer-
manuniversitiesthatsucceededinmeet-
ing all the criteria for the three funding
lines of the Excellence Initiative. It now
receivesadditionalfundingtodevelopitsInstitutionalStrategy.Thus,theFreieUniversität
isinapositiontotakeitsplaceasan“InternationalNetworkUniversity“intheglobalcom-
petitionbetweenuniversities.ItsInstitutionalStrategyfocusesonthreecoreareas:cluster
development,internationalexchange,andgraduatestudies.Thedevelopmentandassess-
mentofresearchprojectstakesplaceinthreemajorfields:areastudies,humanities,andlife
sciences.
Formanyyears, theFreieUniversitätBerlinhasenjoyedcloserelations
with universities in Asian countries. The first cooperation agreements
were signedwithuniversities in Japan andChina, followedbyuniver-
sities inThailandandSouthKorea,Mongolia,Taiwanand India.Today,
goodrelationsaremaintainedwith46universitiesin13Asiancountries.
TheFreieUniversitätBerlinhasopenedbranchofficesinBeijingandNew
DelhitointensifyacademiccooperationwithChinaandIndia.Itregularly
organisesconferencesoncomparativestudiesinGermanandJapanese
law.ItcoordinatestheactivitiesoftheCenterforGermanStudiesinBei-
jing.TheConfuciusInstituteattheFreieUniversitätachievesoutstanding
results.
ThisisoneofthereasonswhytheFirstASEMRectors‘Conferenceonthe
topic“BetweenTraditionandReform:UniversitiesinAsiaandEuropeat
theCrossroads“washeldinBerlinattheFreieUniversität.Asoneofthe
leadinguniversities inGermanyandEurope, theFreieUniversitätwith
itsAsianexpertise,provided the ideal venue for lively European-Asian
dialogue.ThemanytalksheldwithASEMexpertsprovidedtheFreieUniversitätwithagreat
dealofinspirationonitspathtowardsbecominganinternationalnetworkuniversity.Both
the exchange of experience with partner universities and the creation of new contacts
provedtobeveryimportantfortheFreieUniversität.
Iwouldthereforeliketoexpressmygratitudetoallthepartnerinstitutionsandorganisa-
tionsforthecommitmentandcreativitytheycontributedtotheoverwhelmingsuccessof
thismeeting.I lookforwardtothenextASEMRectors‘Conferencewhichwillsuccessfully

highereducationinstitutions,networksandorganisationsatthehighestlevel.
Buildingonprevioussuccessfulinitiatives,notablythe1stand2ndAUNPRectors‘Confer-
encesandASEF‘sASEMEducationHub (AEH)ColloquySeries, theconferencewas jointly
organisedbytheGermanRectors‘Conference(HRK),theEuropeanUniversityAssociation
(EUA), theASEANUniversityNetwork(AUN)andtheAsia-Europe-Foundation(ASEF),sup-
portedbytheGermanFederalMinistryofEducationandResearch(BMBF)andhostedby
theFreieUniversitätBerlin.
DiscussionsattheconferencefocusedonthedevelopmentofEuropeanandAsianhigher
educationsystemsandonstrategicuniversitycooperationinandbetweenthetworegions.
In thiscontext,conferenceparticipants tooknoteof theconclusionsdrawnbytheASEM
Conference ofMinisters Responsible for Education, held in Berlin on 5 and 6May 2008,
acknowledgedbytheASEM7SummitofHeadsofStateandGovernmentthatwasheldin
Beijingon24and25October2008.
Aftertheconference,theASEMUniversityRectorsandPresidentsconveyedthefollowing
considerationsandrecommendationstotheASEMMinistersResponsibleforEducationto
accelerate the process of higher education dialogue and cooperation betweenAsia and
Europe and so support the strategic partnership between the two regions. It should be
understoodasaninitialcontributionmadebyhighereducationleadersinAsiaandEurope
totheemergingASEMEducationProcess,and,hopefully,asthestartofconcerteddialogue
betweengovernmentsandthehighereducationsectors.

ii. Enhancing AsEM Higher Education dialogue and cooperation
Theconferenceparticipantsrecognisedthehighpotentialforenhanceddialogueandcloser
cooperationbetween thehighereducationsectorsof the two regions. Itwas found that
althoughtheyweresubjecttodifferentenvironments,universitiesinbothregionsarefac-
ingsimilarchallenges,resultingnotablyfromthecombinedinfluencesofincreasinginstitu-
tionalautonomy,competition,diversificationandglobalisation,opportunitiesforregional
integration processes, changing societal demands vis-à-vis higher education, increased
competitionforacademictalentandskilledlabour,andanincreasingdiversityofstudent
populations.These challenges,while daunting for the individual university, openup far-
reachingprospectsforintra-regionalandinter-regionalcooperation.

Universityleadersconsiderittobeofprimeimportancethat
• stakeholdersatnationalandregionallevel,includingstudents,areconsultedonthe
programmingandmonitoringofcooperationinitiatives;
• universitiesarefully involvedwithregardtotheircomplexmissionsandmanifold
tasksthatextendfarbeyondhighereducationandresearch,andhaveanimportant
effectonthesocialandeconomicdevelopmentofcountriesandregionsaswellas
onotherareasofeducation;andthat
• measuresarerealisedinamediumtolong-termperspective,togetherwithamecha-
nismforadjustingandimprovingprogrammes.

2) Establishment of an AsEM university platform
InordertotakeuptheMinisters‘offertocollaborateontheseandotherissues,theASEM
UniversityRectorsandPresidentsdecidedtoestablisha jointplatformfordiscussingand
definingstakeholderpositionsandforfacilitatingaconstructiveandconcerteddialogueon
highereducationpolicyandcollaborationdevelopmentbetweenthetworegions.
The1stASEMRectors‘Conference isperceivedasafirst important step in thisdirection,
laying the ground for a platform to enable exchange and collaboration between higher
education leaders inAsiaandEurope,and in formulatingpolicygoals for theASEMEdu-
cationProcess. It shouldbecontinuedona regularbasis (every twoyears),underpinned
andfollowedupbyworkshops,roundtablesandotherinitiativesservingthecreationand

Conference participants recommend the establishment of a strong and sustainable
frameworkforAsia-EuropeHigherEducationDialogueandCooperation,whichwould
• provide an interface for discussion betweendecision-makers inministries and in
AsianandEuropeanhighereducationassociationsandinstitutions(ASEMUniversity
Platform)
• contributetoenhancingtheexchangeofinformationandknowledgeofhigheredu-
cationandresearchpolicies,interalia,bycommissioningsurveysandstudies,such
asthelaunchofaregularreportonhighereducationinAsia,modelledontheEUA‘s
EuropeanTrendsreport

InproposingastructureddialoguebetweentheASEMUniversityPlatformandtheASEM
EducationMinisters,UniversityRectorsandPresidentsfromAsiaandEuropewishtorecall
theEuropeanBolognaProcessasanexampleofa successfuldialogueprocess,which, in
lessthanadecade,hasdevelopedintoamajorhighereducationmodernisationinitiative,
involving 46 countries, with a considerable positive impact on European higher educa-
tion institutions,while respecting thenational sovereigntyof theparticipating countries
andstrengtheningtheautonomyofthehighereducationinstitutions.Thecloseandstruc-
turedinvolvementofhighereducationstakeholdersrepresentsoneofthekeyfeaturesof
theBolognaProcess.WhiletheAsia-Europeperspectiveis,ofcourse,differenttothatofthe
EuropeanHigherEducationArea(EHEA),someofthelessonslearntfromtheEuropeanand

Asian integrationprocesses couldbe consideredwhendesigningand implementing the
mechanismofanASEMgovernment-stakeholderprocess.Inthisrespect,theemergenceof
awidelyrepresentativestakeholderorganisationontheAsiansideshouldbepursued.
2) Mobility within AsEM countries
Universityleaderssupporttheideaofinvolvingstakeholdersinthehigh-levelworkinggroup
onASEMmobility,proposedbytheEEM,inordertodevelopconcretestrategies,goalsand
meansfortheenhancementofinter-institutionalmobilitybetweenthetworegions.
This shouldcomprise, inparticular, actions forensuring fundingandother incentives for
institutionsandmovers,forenhancingqualityassuranceandrecognitionasimportantpre-
requisitesforsuccessfulexchangeandcooperation,andalsomeasuresaimedatimproving
regulationsonvisas,residenceandworkpermits,andpensionrightsandentitlements.
Asimmediateprioritiesitissuggestedthatmeansaredevisedforenhancing:
• universitypartnershipsaskeydriversforimprovingqualitymobility,particularlywith
regardtotailoredexchangeprogrammesfordoctoralandpostdoctoralcandidates,
forstrengtheninginstitutionallinksinresearchandteaching,andforadministrative
staff,soastoensurethesustainabilityandeffectivenessofinstitutionallinks
• the transparency of national systems and higher education institutions, through

focussedonstrengtheningcooperation inhighereducationby forgingstrategicpartner-
ships.Exchangesofviewsontheseconddayconcentratedonenhancingemployabilityand
lifelonglearningbybringingtogethereducationandthelabourmarket.
TheMeeting congratulatedGermanyonhaving taken the initiative for this firstmeeting
ofASEMEducationMinisters andunderlined the importanceof a stable andproductive
dialogue,thussupportingthekeyroleofeducationandtrainingineachcountry‘sefforts
towardseconomicandsocialdevelopmentaswellasinmakingglobalisationasuccessfor
allpartiesconcerned.
TheMeetingrecognisedthat:
• There is a growing need for more intensive relations and cooperation between
EuropeandAsiainaglobalisingworldandstressedtheincreasedeconomicinterde-
pendenceofthetworegions.ASEMplaysavitalroleasaplatformfordialogueand
cooperationamongtheEuropeanandAsianpartnersoftheASEMprocess.
• TheASEMEducationMinisterialMeetinginBerlinisanimportantfirststeptowards
strengtheningthedialogueand fosteringcooperationbetweenASEMpartners in
thefieldofeducationandtraining.Thetworegionslookbackonahistoryoflong
andsuccessfulbilateralpartnershipsinscienceandeducation.Experiencewithcul-
turalandacademicdiversityhascreatedmanyopportunitiesforpersonalgrowth,
haspromoted toleranceandhas reduceddiscriminationbyhelping todevelopa
globaldemocraticculture.Theknowledgeof languagesandculturesoftheASEM
partnersisconsideredimportantbytheMeeting.

• Ensuringthequalityandcompetitivenessofhighereducationsystemsandinstitu-
tionsisakeyelementforeducatingqualifiedandemployablecitizensandpromot-
ingeconomicgrowthinAsiaandEurope.Highereducationisthereforeregardedas
animportantareaofexchangeandcooperation.Theinternationalisationofeduca-
tioningeneral,andofhighereducationinparticular,isanimportantfactorformak-
ingeducationsystemsandinstitutionsmoreattractiveandcompetitiveworldwide.
• ThevisibilityofandtheinformationonEuropeanandAsianeducationsystemsand
institutions still leave room for improvement inboth regions.Obstacles thatmay
preventtheextensionofindividualexchangeandinstitutionalpartnershipsmustbe
definedandtackled.Structuralcooperation(e.g.bilateralagreements,partnerships,
jointstudyprogrammesandresearchprojects,offshoreactivities)iscrucialforcreat-
ingsustainablelinksbetweenEuropeanandAsianuniversities.
• Inviewoftherapidsocialandeconomicchangesanddemographicchallengesin
bothregions,educationsystemshavetodeliverbothbroadgeneralknowledgeand
labour-market relatedcompetencesandskills.Closecooperationbetweeneduca-
tionandindustryatinternational,national,regionalandlocallevelisacoreelement
forensuringtheemployabilityoftheyounggenerationenteringtheworkforceas
wellastheemployabilityofoldergenerations.
TheMeetingagreed:
• To set up a strategic Asia-Europe education partnership for the 21st century, to
strengthentheASEMdialogueandcooperationinthefieldofeducationtoinclude
stakeholdersatalllevelsandtoconveneasecondMinisterialMeetingonEducation
inVietnamin2009.
• TosendkeymessagesfromtheBerlinConferencetotheASEMsummitsinBeijingfor
acknowledgmentandtopassonthechair‘sconclusionstotheAsia-EuropeHigher
EducationLeadershipDialogueMeetinginBerlininOctober2008forfurtherdiscus-
sion.
• ToinviteASEMmemberstojoinanEU-AsiaworkinggroupincludingSeniorOfficials
andstakeholders fromtheeducationsector to identify thechallengesconnected
withstrengtheningthemobilityofstudents,teachersandresearchers,andtomake
suggestionsforimprovingtheframeworkconditionsforbi-regionalexchangeswith
specialregardtorecognitionofqualificationsanddegrees.
• Topropose theestablishmentof abi-regional forum involving stakeholders from

betweenAsiaandEurope.
• To encourage international educational mobility between both regions and to
especially enhance more balanced exchanges of talented students, graduates
and researchers by strengthening the potential of national, bilateral and multi-
lateralmobility schemes (suchasASEMDUOandERASMUSMundus). Bi-regional
exchanges,includingforeignlanguagelearning,interculturaltrainingandpractical
workexperience,shouldbeconsidered.TheMeetingacknowledgedtheeffortsof
theEuropeanCommissionandtheAsia-EuropeFoundation (ASEF) toenhancebi-
