The website was originally set up for businesses and vendors that have direct business dealings with the Federal government. The Federal government has now extended this SAM.gov registration requirement to all entities that receive Federal funding, including local governments. Most State and Federal funding agencies are requiring applicants to be registered on SAM.gov before they can apply for funding. Once you have received your SAM.gov registration, there are annual or semi-annual maintenance activities required in order to keep your registration active.     DUNS Numbers and SAM.gov

    What is a DUNS number? Do you have a DUNS number? DUNS stands for Data

    My thoughts. . .

    What can we do to expand and retain our

    workforce? This question has relevance to both

    private and public entities. Future available

    workforce is dependent upon an area’s increase in its

    population, be it natural or by migration. Available

    workforce is and will continue to be a development

    issue for the State. However, in counties with slow

    population growth, aging populations and minimal

    in-migration patterns, the ability to develop a

    workforce will become crucial. “Slow population

    growth means that labor supply growth… will also

    be slow, inhibiting an area’s ability to create

    economic prosperity and generate new jobs. Slow

    population growth acts as a powerful constraint on

    the productive capacity of a state.” (“Growth and

    Change in South Dakota Labor Markets – Fogg &

    Harrington, 2014). In addition to slow population

    growth, many South Dakota counties will be

    impacted by their aging populations. “According to

    the population projections produced by the South

    Dakota State Data Center located at South Dakota

    State University, the 65 and older population will

    increase by 95 percent by the year 2035. Ages 65

    and over as a percent of population will increase

    from 14 percent in 2010 to 23 percent through

    2035.” (South Dakota e-Labor Bulletin, June 2013).

    The aging of the existing workforce combined with

    the decline in the number of workers ages 16 to 54

    between 1990 and 2012 has resulted in the share of

    older workers in the South Dakota workforce

    increasing from one in seven at the end of the 1990s

    to one in four in 2012 (Fogg & Harrington).

    These demographic trends will have an impact

    on how local units of government recruit new and

    retain existing talent in its provision of necessary

    and often required services. Realizing compensation

    and benefit packages are an important tool for

    employee recruitment and retention, the First District in

    conjunction with the South Dakota Planning Districts

    and the SD County Commissioners Association

    conducted a wage and benefits survey. Planning and

    Development District III gathered the results of the

    survey and produced the document entitled “2015

    County Wage and Benefit Survey”. This 150+ page

    document provides an excellent resource for counties to

    use in comparing wages and benefits paid in their

    county and other counties across the State.

    County government, like private business, needs to

    be innovative in regards to recruitment and retention

    strategies. Counties are in competition with other

    counties and municipal governments when it comes to

    attracting, recruiting or even poaching employees from

    other public entities. In order to be competitive,

    especially in counties with minimal population growth

    and aging employees, counties will need to offer

    competitive wage and benefit packages to existing and

    perspective employees. This is a difficult task with the

    limited resources available.

    The First District is in the process of analyzing the

    statewide information and producing a document that is

    specific to First District counties. If you are interested

    in specific information or analysis regarding the 2015

    County Wage and Benefit Survey, please contact me.

    With the busy activities of summer upon us, I just

    want to take the opportunity to invite you to the

    Governing Body meeting on June 18, 2015 and the

    annual picnic on July 16, 2015. Hope to see you at

    those events.

    First District, in conjunction with District III and

    Pictometry, will be hosting a GIS Seminar at the

    Watertown Event Center Thursday July 9th from 10 a.m.

    to 2 p.m.. All sessions are free to attend and lunch will

    be provided.

    Thursday, June 18th—At 3:45 p.m., the First District Governing Body will meet at the National Guard Armory, Highway 20,

    Watertown, for a tour of the new facility. The Governing Body meeting will convene at the First District Office at 5:00 p.m.

    Thursday, July 16th—First District will host the annual picnic at Codington County Memorial Park. Plan to

    eat at 6:00 p.m. More information will follow later, at which time we will request an RSVP.

    STIP Meeting to be held July 1st

    Wednesday, July 1, at 10:00 a.m.,

    representatives from the SD Department

    of Transportation will be in the First

    District office to give you a preliminary

    look at the 2016-2019 “Tentative”

    Statewide Transportation Improvement Program (STIP).

    The “Tentative” STIP document lists the projects that

    the SD Department of Transportation has scheduled in

    Federal Fiscal Years 2016 through 2019. The purpose of

    this meeting is to allow you to review and discuss the

    proposed projects prior to public meetings that will be

    held throughout South Dakota in July.

    FEMA Announces Application Period for

    Pre-Disaster Mitigation and Flood Mitigation Assistance Grants

    Recently the Federal Emergency Management Agency

    (FEMA) announced $180 million in funding available

    through two Hazard Mitigation Assistance (HMA) grant

    programs: Flood Mitigation Assistance (FMA) and Pre-

    Disaster Mitigation (PDM). These two grant programs

    provide states, tribes, and local governments funding for

    eligible mitigation activities to strengthen the nation’s ability

    to reduce disaster losses and protect life and property from

    future disaster damages.

    This program will fund projects such as generators, safe

    rooms and various other disaster mitigation

    projects. Complete applications are due to the South Dakota

    Office of Emergency Management (OEM) by August 15,

    2015. OEM will review the applications and select projects

    to be forwarded to FEMA. OEM will enter the applications

    into the eGrants system. The First District will use OEM’s

    existing application process to submit any applications.

    Since a benefit-cost analysis and preliminary environmental

    review are requirements of this grant program, the First

    District respectfully requests the submission of required

    information to the First District office no later than July 1,

    2015.

    reconsidered for this funding opportunity, please contact
