One of four Pinoys are aware of the Federal System of Government;
37% support it, 34% are undecided, and 29% oppose it
58% don’t know the name of the “state” being promoted in their locality
Higher awareness and support for the federal system in Mindanao,
among college graduates, Muslims
Stronger support for the federal system among those with much trust in
Rodrigo Duterte, those satisfied with him as President, and those
satisfied with his administration as a whole
Stronger support for the federal system among Gainers and Optimists
Social Weather Stations
The First Quarter 2018 Social Weather Survey, done on March 23-27, 2018, found that one
out of four (25%) Filipino adults nationwide said they know about the federal system of
government, while 75% learned about it only during the survey [Chart 1].
The March 2018 survey found that 37% agree with the federal system of government
(consisting of 14% who strongly agree and 23% who somewhat agree), and 29% disagree with it
(consisting of 12% who somewhat disagree and 17% who strongly disagree). Thirty-four percent
were undecided about the matter.
This gives a net agreement score +7 (% agree minus % disagree, correctly rounded),
classified by SWS as neutral [Chart 2].
The SWS terminology for net agreement: +50 and above, "extremely strong"; +30 to +49,
"very strong"; +10 to +29, "moderately strong"; +9 to -9, "neutral"; -10 to -29, "moderately
weak"; -30 to -49, "very weak"; -50 and below, "very weak"; -50 and below, “extremely weak”.

The March 2018 survey also asked, “Halimbawang tawaging “STATE” ang mga bagong
gobyernong lokal gaya ng mga “STATE” sa United States of America, ano daw ang magiging
pangalan ng STATE ninyo dito sa lugar ninyo – ayon sa mga nagsusulong na gawing FEDERAL
ang sistema ng gobyerno? [If the new local governments will be called “STATES” like the
“STATES” in the United States of America, what will be the name of your STATE here in your
locality – according to those who are pushing to make the system of government FEDERAL?”
The survey found a majority of 58% don’t know or were not familiar about the matter, 4%
do not agree with the change, 4% say there is no name yet, and 1% say no one in their locality is
pushing federalism. Two percent did not give an answer [Table 1].
Of the 31% who were able to provide names, the top responses were Philippine State/State
of the Philippines/United States of the Philippines (2%), Dinagat State/State of Dinagat/United
States of Dinagat (2%), State of Davao/Davao State (2%), and State of Cavite/Cavite State/United
States of Cavite (2%). The rest of the names mentioned by respondents obtained 1% or less.
Higher awareness and support for the federal system in Mindanao, among college graduates,
Muslims
Awareness about the federal system of government was highest in Mindanao at 37%,
followed by Metro Manila at 28%, Visayas at 22%, and Balance Luzon at 20% [Chart 3].
It was slightly higher in rural areas at 27%, compared to urban areas at 24%.
It was highest among college graduates at 53%, followed by high school graduates at 26%,
non-elementary graduates at 17 %, and elementary graduates at 16% [Chart 4].
By religion, awareness about the federal system was highest among Muslims at 51%,
followed by Iglesia ni Cristo members at 37%, other Christians at 32%, and Catholics at 22%
[Chart 5].
Likewise, support for the federal system of government was highest in Mindanao with a
very strong net agreement score of +43 (59% agree, 16% disagree), followed by Metro Manila at
a neutral +7 (38% agree, 31% disagree), Visayas at a neutral +2 (32% agree, 30% disagree), and
Balance Luzon at a neutral –8 (27% agree, 35% disagree) [Chart 6].
Net agreement with the federal system was higher in urban areas at a moderately strong
+11 (39% agree, 28% disagree), compared to rural areas at a neutral +4 (34% agree, 30% disagree).

Support for the federal system of government was stronger among those with more years
of formal schooling: it was highest among college graduates at a moderately strong +27 (50%
agree, 23% disagree), followed by high school graduates at a neutral +5 (37% agree, 32%
disagree), non-elementary graduates at a neutral +4 (28% agree, 24% disagree), and elementary
graduates at a neutral +3 (33% agree, 30% disagree) [Chart 7].
Support for the federal system of government was highest among Muslims at a very strong
net agreement score of +47 (61% agree, 14% disagree), followed by other Christians at a neutral
+9 (35% agree, 26% disagree), Catholics at +4 (35% agree, 30% disagree, correctly rounded), and
Iglesia ni Cristo members at +2 (39% agree, 37% disagree) [Chart 8].
Stronger support for the federal system among those with much trust in Rodrigo Duterte,
those satisfied with him as President, and those satisfied with his administration as a whole
Support for the federal system of government was directly related to people’s trust in
Rodrigo Duterte, their satisfaction with his performance as President, and their satisfaction with
the overall Duterte Administration.
By trust in Rodrigo Duterte, net agreement with the federal system was a moderately strong
+17 (42% agree, 26% disagree, correctly rounded) among those with much trust in him, compared
to the moderately weak –19 (18% agree, 36% disagree, correctly rounded) among those who were
undecided, and the moderately weak –26 (20% agree, 45% disagree, correctly rounded) among
those with little trust in him [Chart 9].
By satisfaction with his performance as President, it was a moderately strong +19 (43%
agree, 24% disagree) among those who are satisfied, compared to the moderately weak –17 (20%
agree, 37% disagree) among those who are undecided, and the moderately weak –22 (23% agree,
45% disagree) among those who are dissatisfied [Chart 10].
Similarly, it was a moderately strong +20 (45% agree, 25% disagree) among those who are
satisfied with the performance of the present National Administration, compared to the moderately
weak –16 (18% agree, 33% disagree, correctly rounded) among those who are undecided, and the
moderately weak –27 (19% agree, 47% disagree, correctly rounded) among those who are
dissatisfied [Chart 11].
Stronger support for the federal system among Gainers and Optimists

Support for the federal system of government was stronger among gainers, or those whose
personal quality of life is better now compared to 12 months ago, and among optimists, or those
whose personal quality of life will be better 12 months from now.
Net agreement with the federal system was a moderately strong +17 (42% agree, 25%
disagree) among gainers, compared to the neutral +2 (34% agree, 32% disagree) among those
whose quality of life was unchanged compared to 12 months ago, and the neutral –2 (31% agree,
33% disagree) among losers, or those whose quality of life is worse now compared to 12 months
ago [Chart 12].
It was a moderately strong +16 (42% agree, 26% disagree) among optimists, compared to
the neutral +1 (33% agree minus 32% disagree) among those who believe their quality of life will
be the same 12 months from now, and the neutral +4 (34% agree minus 30% disagree) among
pessimists, or those who believe their quality of life will be worse 12 months from now [Chart
13].
The SWS March 2018 report on trends in quality of life was released on May 23, 2018.
Survey Background
The March 2018 Social Weather Survey was conducted from March 23-27, 2018 using
face-to-face interviews of 1,200 adults (18 years old and above) nationwide: 300 each in Metro
Manila, Balance Luzon, Visayas, and Mindanao (sampling error margins of ±3% for national
percentages, and ±6% each for Metro Manila, Balance Luzon, Visayas, and Mindanao).
The area estimates were weighted by Philippine Statistics Authority medium-population
projections for 2018 to obtain the national estimates.
The Social Weather Survey items about the Federal System of Government are not
commissioned. They are done on SWS's own initiative and released as a public service.
The survey questions are as follows:
1) Kung gagawing FEDERAL ang sistema ng gobyerno sa Pilipinas, magkakaroon ng
mga bagong gobyernong lokal na mas mataas kaysa sa mga probinsya, ngunit mas
mababa kaysa sa gobyernong pambansa. Dati na ba ninyong alam ito, o ngayon lang
po ba? [If the system of government in the Philippines will be made FEDERAL, there
will be new local governments that are higher than the provincial, but lower than the
national government. Did you previously know this, or did you know this only now?]
