Network Overview

• The FirstNet experience extends to the entire AT&T LTE Network, currently over 64,000 sites nationwide

• Band 14 to be deployed to enhance our capacity/coverage and to provide a consistent customer experience, nationwide

• Access to 6,000+ In-Building Distributed Antenna Systems (DAS)

• Additional access to 40,000 Wi-Fi Hotspots

• AT&T has pledged an additional $40 Billion investment into the Network

• Priority will be available at “State Opt-In” on existing AT&T LTE Network. For Primary Users, Preemption available estimated 4th quarter, 2017



Network Resiliency

• Network design incorporates large scale redundancy due to high concentration of overlapping coverage

• High priority / primary sites posses on-site back-up generators with automatic transfer switches, and all other sites have generator quick connect capability

• All sites have battery back-up

• AT&T possesses over 200 trailer mounted generators, ready for deployment 24/7

• AT&T NOC (Network Operations Center) monitors the Network 24/7, with staff on call to respond to service issues



What Is QPP, and Why Does Public Safety Need It?

• QPP – QoS – Priority - Preemption

• Quality of Service (QoS): establishes minimum/maximum service quality parameters

• Priority: Gives users preferred access to network resources

• Preemption: Terminates or relocates lower priority users to provide primary users with access

CLETS (CA Law Enforcement Terminal System) Approved Solution

• FirstNet will deliver a solution that will meet the criteria of secure open standards for FICAM/SICAM platforms, providing multiple layers of security (including physical and logical separation between security domains, FIPS 140-2 encryption, and more) across the environment.

• When FirstNet is the connection as a trusted IDP for CLETS, we can demonstrate that the security of the FirstNet environment meets or exceeds the requirements established in the CLETS Policies, Practices, and Procedures and the FBI CJIS Security Policy.

• All PSEs with granted access will still need to maintain their security requirements established by CLETS, including those requirements that are mandated by the FBI CJIS Security Policy.
