    Introduction

    The Rules (Terms of Reference) for the FIS Committees, Version VI, March 1983was worked out on request of the FIS Council and the Working Group for Re-

    organisation (meetings of December 3, 1982 in Rome and of February 26, 1983 inFalun) and based on the decisions of the FIS Council Meeting in February 1982 inOslo and the provisional drawings of the proposed re-structure of the Committees(December 4, 1982).

    A revision of the regulations was undertaken in 2000 and distributed after the 42ndInternational Ski Congress in Melbourne since there were a number of newCommittees introduced since the regulations were implemented in 1983 andadditionally other Committees which no longer exist or have merged with others.Furtherchanges to the Committees decided by the FIS Council at its meetings during the FISCongress in Portoroz in June, 2002 and some amendments to their tasks andresponsibilities were updated in 2002.

    This version incorporates the amendments to the Committees until 2007.

    The funnel system, which is designed to improve the working methods andcommunication of the various Committees, is also recognised in the structure of theCommittees, Sub-Committees and Working Groups.

    PART A

    The FIS Statutes

    1 The Council appoints the Chairmen and the Members of Committees,Sub-Committees and Working Groups that shall be advisory to theCouncil and shall be responsible for the technical and other specifiedactivities of the FIS.

    2 The Committees, Sub-Committees and Working Groups may beappointed for the period between two ordinary Congresses or for aspecified period.

    3 The Chairmen and Members of the Committees and/or Sub-Committeesshould if possible belong to different Member Associations.

    If a Chairman and/or members of a Committee or Sub-Committee belongto the same Member Association, they have only one vote between them.

    PART B

    Joint Regulations for all Committees

    The FIS Council specifies the tasks, rights and duties of a Committee.

    4 Appointment and members

    4.1 The Council appoints Committees and any necessary Sub-Committees asadvisory bodies to the Council. They shall deal with special fields ofactivities as determined by the Council.

    All decisions of the Committees, Working Groups, etc. are subject to theapproval of the Council.

    4.2 The members of Committees, Sub-Committees and Working Groups, etc.are appointed by the Council with the agreement of their National SkiAssociation in principle immediately after the conclusion of the OrdinarySki Congress. The appointments are in force until the end of the nextOrdinary Congress or for shorter period, as may be indicated. An outgoingmember may be replaced (see also 10.5). A working group of the Councilwill review the proposals and applications from the National Ski

    Associations beforehand.

    4.3 Members of the FIS Council may exceptionally be considered formembership of a Committee.

    5 General Constitution

    5.1 In principle technical Committees, respectively the boards and/orexecutives and technical Sub-Committees consist of a maximum of 7regular members, special Committees of a maximum of 9 regular

    members, including the Chairman and a Vice-Chairman. Only the FISCouncil is empowered to decide regarding exceptions from this rule. In theSki Jumping, Cross-Country, Nordic Combined, Alpine, Freestyle andSnowboard and other designated Committees Conference, each affiliatedNational Ski Association may be represented.

    5.2 In principle the National Associations may not be represented on theCommittee by more than one regular member, with the exception of thespecial composition of Co-ordinating Committees, where severalCommittees are represented by their Chairman or specially designatedordinary members, without regard to nationality.

    5.3 The Council appoints the Chairmen of the Committees and Sub-Committees as well as all other Committee Members.

    5.4 Each Committee may appoint a minute-taker (secretary) from amongst itmembers. For the Committees where the minutes are taken by a memberof the FIS staff, this person is appointed by the Secretary-General.

    6 CommitteeMembers

    6.1 Only affiliated National Associations and the members of the FIS Councilmay propose candidates for the Committees and Sub-Committees.Candidates should be appropriately expert in the field of activity for whichthey are proposed.

    6.2 Affiliated National Associations wishing to propose candidates forCommittees and Sub-Committees shall submit to the FIS Headquarters a

    written statement of each candidate's qualifications with their list ofproposals for the FIS Committees, by the deadline given in the circularletter of approximately 3 months before the Congress.

    7 Travel Expenses, etc.

    7.1 A Member Association proposing a candidate for a Committee or a Sub-Committee who is later elected member of the Committee by the Council,undertakes the obligation to meet travel and hotel expenses incurred bythe member in question when attending regular meetings of the relevant

    Committees.

    7.2 When the FIS Council or the Presidency confers a special task on aCommittee Chairman or other Committee Member or group of Memberbringing about travel expenses, the FIS will then be responsible for thetravel and hotel expenses as far as the FIS Competition Rules do nototherwise rule (as for instance Technical Delegates, Jumping Judges,Inspectors, etc.).

    7.3 Reimbursement of contribution to travel expenses is carried out accordingto regulations established by the FIS Finance Commission (appendix).

    Properly documented receipts are to be sent to the Finance Director at theFIS Headquarters.

    8 Honorary Members

    The FIS Congress approved the following regulations for HonoraryMembers at its meeting in May 1990 in Montreux.

    Honorary Awards

    For the services rendered to international skisport and for the activitiesfulfilled during long years with the FIS organs, the FIS Congress and theFIS Council award the following titles and distinctions:

    1. FIS Honorary President2. FIS Honorary Member3. Honorary Member of a FIS Committee4. FIS Honorary Plaquette or FIS Honorary Badge

    1. FIS Honorary President

    The FIS Congress can award the title of a Honorary President, after hisretirement, to the FIS President having directed the FIS for 10 years atleast and having rendered particular services to international skiing.

    ProcedureTogether with the appointment as FIS Honorary President are conferred atthe same time the FIS Honorary Badge as well as the FIS Honorary

    Diploma.

    The proposal in view of the appointment as FIS Honorary President canbe submitted by:

    - the FIS Member Associations- the FIS Council

    Prerogatives of the Honorary Members- The Honorary President is entitled to participate, without having the

    right to vote, in the FIS Congresses and in the meetings of the FIS

    Council.- The Honorary President is entitled to participate in the World

    Championships and in the competitions contained in the FIS calendarand to be accredited like a Member of the Council.

    2. FIS Honorary Members

    The Congress can appoint as FIS Honorary Members, Members of theCouncil, Chairmen of the Committees and other personalities, who haverendered, for 10 years at least, particular services to international skiing.

    ProcedureTogether with the appointment as FIS Honorary Members are awarded atthe same time the FIS Honorary Badge as well as the FIS HonoraryDiploma.

    The proposal in view of the appointment as FIS Honorary Member can bemade by:- the FIS Member Associations- the FIS Council- the individual Members of the Council- the Working Group 'Titles and Distinctions

    Prerogatives of the Honorary MembersThe FIS Honorary Members are entitled to participate, without having theright to vote, in the FIS Congresses.The FIS Honorary Members are entitled to participate in the WorldChampionships and in the competitions contained in the FIS calendar andto be accredited like an ordinary Member of the Council.

    3. Honorary Members of the FIS Committees

    The members of the Committees who have, for 10 years at least,rendered particular services to international skiing within the FISCommittees can be appointed as Honorary members of a FIS Committee.

    Procedure

    The proposal is made by the Committees. The appointment as HonoraryMember is decided by the FIS Council by majority.

    Prerogatives of the Honorary Members of CommitteesThe Honorary members of the Committees can participate without havingthe right to vote, in the meetings of the Committees in question.All the persons appointed as FIS Honorary President, FIS HonoraryMembers and FIS Honorary Members of the Committees are entitled:

    - to receive, free of charge, the FIS Bulletin

    These persons have no right to a reimbursement of their travel andaccommodation expenses when they participate in the meetings of theCongress and the Committees or at a sports event.

    4. Distinction with the FIS Plaquette or the FIS Honorary Present

    The FIS Honorary Plaquette or the FIS Honorary Present can be handedover by the FIS President or the FIS Secretary-General.

    Procedures by the Congress or the Council for the distinctionsThe Working Group 'Titles and Distinctions' of the FIS Council examines,

    on behalf of the Council, the proposals submitted in view of a distinctionand submits to the Council its corresponding proposals.

    The titles of FIS Honorary President, FIS Honorary Members and FISHonorary Members of a Committee are awarded, as a rule, within theframe of a FIS Congress and published in the FIS Bulletin.

    9 General Purpose

    9.1 The purpose of a Committee is:

    9.1.1 To advise the Council;

    9.1.2 To make recommendations when found necessary for alterations andrevisions of the International Ski Competition Rules and other FIS Rulesand Regulations, and

    9.1.3 To assist the Council and the FIS Headquarters in technical matters;

    9.1.4 To deal with all matters referred to the Committee, Sub-Committee orWorking Group by the Council and to take measures which may lead tothe furthering and development of the sport of skiing.

    9.1.5 To submit reports on the Committee's activities to the Council (publicationin the FIS Bulletin, FIS Newsflash);

    9.1.6 To secure collaboration and to co-ordinate its work with other Committees.

    10 Meetings, Minutes and Reports

    10.1 The Committees shall normally meet once a year. The TechnicalCommittees concerned (Cross-Country, Ski Jumping, Nordic Combined,Alpine, Freestyle and Snowboard Committees) shall meet in time beforethe Congress in order to submit proposals to the Council. (Number ofmeetings please see Terms of Reference for the individual Committeesand Sub-Committees).

    10.2 For financial and practical reasons, invitations to Committee Meetings

    shall be issued only when there really is work to be done. Guarantee mustbe given that the projected work is carried out at all meetings.

    10.3 The Committee Chairman has to send the invitations and agendas of theplanned Committee Meetings for approval to the Secretary-General atleast 8 weeks before the meeting.

    10.4 Invitations for Committee Meetings to the members and to the Council,including the Agenda, comments on the main items and accompanyingdocumentation, have to be issued at least 6 weeks before the meeting ("atleast 4 weeks notice is given").

    10.4.1 The Committee may only make decisions respectively submit proposals tothe FIS Council on items that were included on the draft agenda for themeeting, or added to the agenda and circulated in writing at least twoweeks prior to the meeting.

    10.5 If a regular member is unable to fulfil his duties, a substitute may beappointed by his National Association (or his main Committee in case ofmeetings of Committees with special constitution) for a certain meeting ofthe Committee. The substitute shall present a written authorisation fromhis Association. The substitute shall be entitled to make proposals but has

    no vote.

    If a regular member does not attend three consecutive ordinary meetingsof his Committee, his membership automatically expires. The National SkiAssociation concerned shall in this case propose a new member.

    10.6 The Chairman of a Committee has the right in an emergency to act onhis/her own responsibility, with the permission of the FIS President or theSecretary-General. The Chairman must report such action to theCommittee Members as soon as possible.

    10.7 It is the duty of the Chairman of each Committee and Sub-Committee tokeep minutes of the Committee meetings and as soon as possible aftereach meeting distribute the minutes to the members of the Committee, theFIS President, the Secretary-General, the Council Members and to otheraddresses according to decisions taken by the Committee from time to

    time.

    10.8 Agendas and minutes of each meeting which are prepared by thedesignated Committee member should be provided in electronic format,by e-mail, to the appointed member of staff at the FIS Headquarters inorder that these may be properly formatted, distributed and loaded ontothe Member Services section of the FIS website in order that the agendasand minutes of all FIS Committees are available to all National SkiAssociations.

    10.9 All National Associations have to be informed through the FIS

    Headquarters as soon as possible after the meeting about the actions andresolutions of the Committee.

    10.10 It is also the duty of the Chairman of each Committee to compile a reporton the Committee's activities during the last 2-year's period, to be sent tothe FIS Headquarters at a time decided by the Headquarters with dueregard to the next International Ski Congress and the publication of thereports in the Congress edition of the FIS Bulletin and/or FIS Yearbook.

    10.11 The Chairmen of the Committees are responsible to submit for publicationthe reports on the activity of the Committees in the FIS Bulletin, as the

    content of such reports is considered of interest and importance for theFIS Members and for the activities of the different Committees.

    11 Quorum Voting

    11.1 The quorum for a Committee, resp. Sub-Committee is reached when halfof the regular members of the Committee attend the meeting.

    11.2 All Committees and Sub-Committees are appointed as advisory bodies tothe Council and all Committee decisions are subject to the approval of the

    Council.

    11.3 If a power of attorney is given to a Committee for a special task, thefollowing voting procedure shall be applied:

    11.3.1 Each regular member of the Committee and Sub-Committee has onevote. If several delegates from the same nation are on a Committee, onlyone vote per nation will be counted.

    11.3.2 The Chairman of the Committee has the right of vote.

    12 Finances

    12.1 Two months before each Congress, a Committee may present a budgetfor the coming 2-years' period. The budget shall show calculated costs for

    the activity of the Committee such as, technical seminars, courses,projects, etc. (considering article 7).

    12.2 The activity budget shall be studied and established by the Council(Finance Commission), after which the activity budget is approved.

    12.3 At the end of each financial period, the Committee Chairman shall send into the FIS a rendering of accounts, following directions issued by theFinance Commission respectively the Finance Director.

    12.4 A Committee has no right to incur expenses other than those authorized in

    its budget as established by the Council.

    13 Unforeseen Circumstances Appeals

    13.1 All matters not specified in these regulations will be dealt with by the FISPresident and the Secretary-General in consultation with the CommitteeChairmen concerned.

    13.2 Decisions in accordance with 13.1 above which are considered of specialimportance are to be reported at the next Council Meeting.

    13.3 Appeals against decisions according to 13.1 and 13.2 above may bemade to the FIS Council.

    PART C

    Terms of Reference and tasks of the different Committees and Sub-Committees

    14 The Cross-Country Committee

    14.1 General purpose

    - to follow and study the cross-country competition sport, discuss itsfuture and present to the Council proposals for its promotion andfurther sound development;

    - to function as an instrument of co-ordination between officials,competition organisers, coaches, etc. and to collaborate with the FISHeadquarters;

    - to submit to the Council rules and competition schedules on proposalof the Sub-Committees;

    - to propose members of the jury for World Ski Championships andOlympic Winter Games;

    - to nominate in collaboration with the FIS Headquarters and on

    proposal of the Sub-Committee for Rules and Control the TechnicalDelegates for all international competitions with the exception of WorldChampionships and Olympic Winter Games;

    - to follow and study the development of the competition equipment andto submit viewpoints on new competition equipment to the Committeefor Competition Equipment;

    14.1.1 Purpose of the Executive

    - to co-ordinate the work of the Sub-Committees, to act as an executive

    body in all questions regarding cross-country skiing and to advise theCouncil on all technical matters;

    - to nominate and commission periodical Working Groups for specialtasks.

    14.1.2 Purpose of the Cross-Country Committee

    - to co-ordinate the work of the Sub-Committees and to discuss theproposals of the Sub-Committees and Working Groups and to submitits viewpoints to the Council.

    14.1.3 Purpose of the Conference

    - to discuss the current status and the future of the Cross-Country sportand to act as an instrument of information between the Cross-CountryCommittee and the National Ski Associations.

    14.1.4 Purpose of the Co-ordination Group

    - to select and direct proposals for consideration by the relevant Sub-Committee.

    14.2 Constitution

    Executive: Chairman + max. 7 regular members.

    Committee: Chairman (the Chairman of the Executive) + Chairman of theSub-Committees + the members of the Executive + theChairman of the Committee for Nordic Combined +representatives from the 4 areas, if they are not alreadyrepresented by the Chairmen of the Sub-Committees or themembers of the Executive.

    Conference: each affiliated National Ski Association may be representedby one member.

    Co-ordination Group: Co-ordinator for Cross-Country, Chairmen of theCross-Country Committee and the Sub-Committees.

    14.3 Meetings

    Executive: when necessary (in principle twice per year).

    Committee: in principle once per year.

    Conference: in principle once per year.

    Co-ordination Group: when necessary and at least 3 weeks prior to theCross-Country Committee Meeting in order to select and circulateproposals to the Members and the National Ski Associations.

    15 The Sub-Committee for Ladies' Cross-Country

    15.1 Purpose

    - to deal with all questions concerning ladies' Cross-Country skiing oninternational basis i.e. to follow and study the Cross-Country skiing andpresent proposals for its promotion to the Cross-Country and theCouncil;

    - to Committee collaborate with the different Cross-Country Sub-Committees concerning rules, Cups and calendar questions, and withthe Sub-Committees Ladies Alpine concerning special women'squestions, such as gender verification, medical examination, youthskiing, women's representation, etc;

    - to propose to the Sub-Committee for Rules and Control, to the Cross-Country Committee and to the Council members of the jury for WorldSki Championships and Olympic Winter Games;

    - to nominate in collaboration with the Sub-Committee for Rules andControl and in agreement with the FIS Headquarters the TechnicalDelegates for all international ladies' competitions with the exception ofWorld Ski Championships and Olympic Winter Games.

    15.2. Constitution

    Maximum 7 regular members, including the Chairman (exceptions pleasesee art. 5.1).

    15.3 Meetings

    In principle once per year.

    16 The Sub-Committee for Rules and Control

    16.1 Purpose

    - to present viewpoints and proposals to the Cross-Country Committeeand the Council for the improvement of the competition rules or othermeasures having to do with the International Competitions Rules,based on experiences gained during the competition season;

    - to elaborate the exact wording of the rules in collaboration with theCommittee and the different Cross-Country Sub-Committees;

    - to supervise the wording of new editions of the InternationalCompetition Rules;

    - to present viewpoints and proposals to the Cross-Country Committeeand the Council for the improvement of the supervision and the controlof cross-country ski competitions;

    - to co-ordinate Cross-Country homologation matters and the educationof Cross-Country homologation inspectors;

    - to control in collaboration with the FIS Headquarters the organisationand carrying-out of the competitions by means of Technical Cross-Country Delegates;

    - to supervise and to instruct the Technical Delegates in collaborationwith the FIS Headquarters;

    - to sponsor and to organise technical seminars for the improvement ofTechnical Delegates with the approval of the Cross-CountryCommittee and the Council;

    - to nominate in collaboration with the FIS Headquarters the TechnicalDelegates for all international competitions with the exception of WorldSki Championships and Olympic Winter Games.

    16.2. Constitution

    Maximum 7 regular members, including the Chairman (exceptions pleasesee art. 5.1).

    16.3 Meetings

    In principle once per year.

    17 The Sub-Committee for World Cup and Continental Cups in Cross-Country

    17.1 Purpose

    - to present to the Council and to the Cross-Country Committeeproposals for rules for the Cross-Country World Cup and ContinentalCup competitions;

    - to propose the Calendar of the World Cup and Continental Cupcompetitions in collaboration with the FIS Headquarters and otherparties concerned;

    - to follow and analyse the development of the World Cup and

    Continental Cups;

    - to decide in co-operation with the FIS Headquarters on last minutechanges in the World Cup and Continental Cups schedule and todecide on a substitute organiser in case of cancellation of an event.

    17.2. Constitution

    Maximum 7 regular members, including the Chairman (exceptions pleasesee art. 5.1).

    17.3 Meetings

    In principle once per year.

    18 The Sub-Committee for Cross-Country Youth and Childrens Questions

    18.1 Purpose

    - to promote childrens activities in Cross-Country skiing and deal withquestions relating to childrens activities;

    - to coordinate childrens Cross-Country skiing activities with the Cross-Country Committee and the different Sub-Committees;

    - to collaborate with the appointed Nordic Combined expert.

    18.2. Constitution

    Maximum 7 regular members, including the Chairman (exceptions pleasesee art. 5.1).

    18.3 Meetings

    In principle once per year.

    19 The Sub-Committee for Popular Cross-Country Skiing

    19.1 Purpose

    - to deal with all questions concerning long-distance and mass racesand to follow and study the development of popular Cross-Countryskiing and to submit to the Cross-Country Committee and the Councilproposals for the promotion of the sport;

    - to collaborate with the organisers of the main popular Cross-Countryevents and to propose the Calendar of international long-distanceevents;

    - to propose guidelines for popular Cross-Country events in

    collaboration with the parties concerned.

    19.2 Constitution

    Maximum 7 regular members, including the Chairman (exceptions pleasesee art. 5.1).

    19.3 Meetings

    In principle once per year.

    21. The Jumping Committee

    21.1 General purpose

    - to follow and study Ski Jumping sport, discuss its future and present tothe Council proposals for its promotion and further sounddevelopment;

    - to function as an instrument of co-ordination between officials,competition organisers, coaches, etc. and to collaborate with the FISHeadquarters;

    - to submit to the Council rules and competition schedules on proposalof the Sub-Committees;

    - to propose members of the jury for World Ski Championships andOlympic Winter Games;

    - to nominate in collaboration with the FIS Headquarters and onproposal of the Sub-Committee for Officials, Rules and Control theTechnical Delegates for all international competitions with theexception of World Championships and Olympic Winter Games;

    - to be present, if possible, at international Jumping events throughappointed Technical Delegates to assure compliance with FIS Rules

    and to give such assistance to Organising Committees as may beconsidered desirable.

    21.1.1 Purpose of the Jumping Committee

    - to co-ordinate the work of the Sub-Committees and to discuss theproposals of the Sub-Committees and Working Groups, to act as anexecutive body in all questions regarding Jumping and to advise theCouncil on all technical matters;

    - to nominate and commission periodical Working Groups for special

    tasks.

    21.1.2 Purpose of the Conference

    - to discuss the current status and the future of the Jumping sport and toact as an instrument of information between the Jumping Committeeand the National Ski Associations.

    21.1.3 Purpose of the Co-ordination Group

    - to select and direct proposals for consideration by the relevant Sub-

    Committee.
