    January 21 , 2004

    Dear Chief Black,

Thank you for providing me with the inquiry paperwork that was initiated by

the complaint I filed on April 4, 2003 immediately following the serving of

the injunctions served by five Orange County Sheriffs deputies upon myself

and my wife while we were waiting for a public record case file #99-DR-

    2049.

A file that had been removed by Orange County Clerk of Courts Lydia

Gardner's staff attorney, Stephanie Howell, the day before and locked up in

her office, after she became desperate to stop us from accessing documents

outlining "questionable acts" while on the job as Lydia Gardner's staff

attorney. But that's another story to be fully vetted by my forthcoming

    lawsuit.

It's unfortunate that your good office has now been caught up in this sordid

story. Your officers were unduly physical with me in the Public Records Room

320 and I stand by my story. Why is it that I never received any of this

"report" that Lydia Gardner places so much importance on in her deposition?

A report that Ms. Gardner solemnlysays Chief Black told her about (see pg.

10 in Lydia Gardner's deposition taken May 21, 2003 by my attorney Roger

Weeden) and a "report" that was generated by my complaint in the first

place. Ms. Gardner makes it appear that my conduct in Public Records Room

320 was so out of control that deputies had to be called in to eject my wife

and I from the Orange County Courthouse.

Nothing could be further from the truth and I requested all the public

records you had in your possession concerning the incident of April 4, 2003

relating to my wife and I going to the Orange County Courthouse to lawfully

view a public file that, unbeknownst to us, had beenunlawfullyremoved

by the courthouse attorney, Stephanie Howell. But that's another story and

one that Joan Harrelson is very "familiar" with.

Your office told me on January 21, 2004 that there was no complaint on file

about my conduct or my wife's conduct before the five deputies surprised us

with Stephanie Howell's bogus injunction that April 4th 2003. You have told

me, through your secretary Gail, that you have honored my request to

produce all of the documentation (public records) relating to my wife, Lucey

Olney and myself, Louis Vega and the incident in the Orange County

Courthouse Public Records Room 320 on April 4, 2003.

And now that I have finally received the paperwork a full ten months after

my initial complaint, I have to say that it was an exercise in futility for me to

think that you would be forthcoming about why your office allowed 5

deputies to do her bidding and get involved in stopping us from researching

Howells divorce court case file Howell vs Howell #99-DR-2049.

The deputies had no legal right to stop my wife and I from being in a public

place and looking at public records. After reading the statements from the

clerks in Room 320 it is clear that my wife and I had done nothing to create

a disturbance as Lydia Gardner says we did in her deposition.

She is sadly mistaken and I question her motives, especially in light of thefact that Stephanie Howell and her were the best of friends and had been

sharing many intimate conversations together, first about what a monster

Patrick Howell had been during Stephanie Howell's five year child custody

case 99-DR-2049, then about what a monster Bill Olney had been for

disinheriting her in his will and appointing his sister Lucey Olney executor

and his brother-in-law, Louis Vega successor executor shortly before he

committed suicide (after being married to Stephanie Howell for 52 days).

Then what a monster Bill's 82 year old stroke victim mother, Mary, had been

for not allowing Stacey Cole of Akerman Senterfitt and her client Stephanie

Howell to bankrupt Marys life savings andpartition saleher home after

she had misguidedly allowed her attorney son to put his name on all of her

assets unbeknownst to the rest of the family.

But very well known to Stephanie Howell before she married Bill Olney. And

guess who conveniently married Bill and Stephanie? Why none other than

    Lydia Gardner.

But back to the new evil that Stephanie Howell and Lydia Gardner now

seemed consumed with: Louis Vega and Lucey Olney for daring to fight back

and defend 82 year old Mary Olney's home and life savings from the money-

grubbing Stephanie Howell and her pro bono no retainer neededattorney

Stacey Cole of Akerman Senterfitt, the biggest law firm in Florida and one of

    the most ruthless.

And then theres the courthouse office of Lt. Talton, charged with the

processing and serving of issued injunctions. Why was so much paperwork

re: the injunction, missing from his own case file in the Civil Process

Section? Why was it that on Sept. 22, 2003 (nine months after the April 3

injunction service/takedown of my wife and I in the courthouse), Lt. Talton

told my wife and I that we had never been served and then proceed to serve

me in the Civil Process Section office?

Unfortunately we had to alert him to the fact that he couldn't serve my wife

since Stephanie Howell had already dropped Luceys injunction on May 8,

2003. He was too embarrassed to admit that our injunction had been

specially treated, so much so that the courthouse office charged with getting

    6/54

them out didnt have a clue what had gone down. Chief Dave Black, can you

    tell me why that was?

Why was Kimberly Shepperd's injunction processing office on the judicial

side bypassed and why was the supervisor of Public Records Room 320, Joan

Harrelson, informing Stephanie Howell about our activities in Public Records

Rm 320 after we had finally flushed out the file on April 1, 2003?

Why had Joan Harrelson been helping Stephanie Howell hide her file 99-DR-

2049 for months and then when Lucey and I finally gain access to it, she

holds the bogus injunction in her office ready to give it to your deputies

when we come back to legally view a public record on April 4th?

The way Stephanie Howell used her pull and contacts that she had

developed over the course of 5 years of employment at the Orange Co.

Courthouse to brutalize my wife and I is nothing short of scandalous and

possibly even borders on the criminal.

Her use of Orange County Sheriffs deputies (including Detective James

Russell, the Chief Homicide Investigator from the scene of the suicide,

subpoenaed by us for a 30 page deposition), courthouse employees, judges,

JA's and even the Clerk of Court, Lydia Gardner to promote her agenda is

    just beyond belief.

I just hope that the Orange Co employees that have direct knowledge of

what she was up to dont make matters worse by trying to protect her and

cover up the serious misdeeds that occurred. She's already lost her job and Ipredict there will be a few others that may suffer the consequences of

having helped Stephanie Howell get away with an abuse of process and an

    abuse of the public trust.
