EXPLANATION

Legal basis for adopting the Programme

The legal basis for adopting the Programme of Statistical Surveys is Article 20 paragraph 1 of the Law on State Statistics ("Official Gazette of the Republic of Macedonia" No. 54/1997, 21/2007, 51/2011, 104/2013, 42/2014, 192/2015 and 27/16). In accordance with the above Article, the Programme is adopted by the Government of the Republic of Macedonia and it is published in the "Official Gazette of the Republic of Macedonia".

The Programme is a by-law that determines the statistical surveys that are implemented within a certain period of time and specifies the authorised bodies which, besides the State Statistical Office and the National Bank of the Republic of Macedonia, collect, process and disseminate statistics using statistical standards, methods and techniques. The Programme of Statistical Surveys lists all statistical surveys that produce official statistics.

The Programme of Statistical Surveys is also a document in which the State Statistical Office and the other authorised bodies for statistical surveys conceive the surveys which provide the most important indicators, i.e. data from the area they cover. These data are produced on the basis of the fundamental criteria of statistical surveys from which official data are obtained based on appropriate scope, definition of the phenomenon and units, and definition of the territorial level of data. In doing so, the level of data protection is particularly important.

The Programme contains surveys that are instrumental to achieving harmonisation of statistics in the country with international standards in order to provide internationally comparable data, as well as surveys which provide multiple indicators for the needs of the users in the country.

The basic concept of the Programme is designed in accordance with the principles of Eurostat's "European Statistics Code of Practice" and the principles of official statistics, for using uniform standards for statistical surveys for all participants in the Programme and avoiding excessive burden on reporting units.

Purpose for adopting the Programme

The Programme of Statistical Surveys 2018-2022 is the fifth five-year Programme that is adopted in the Republic of Macedonia after the adoption of the "Law on State Statistics".

The purpose of the Programme is to regulate the system of production and dissemination of high-quality statistical information on the state and trends of the economy, human resources, demography, protection of nature and the environment and other areas, which will serve the state authorities, the units of local self-government, commercial companies, public enterprises, public services, the general public and other users as basis for:

• Making sound decisions in all spheres of economic, social and other activities by the Government of the Republic of Macedonia, the competent ministries and other state bodies,

• Making sound decisions by private sector managers in the planning of business development,

• Making sound decisions by managers in the public sector,

• Supporting scientific research as the main driving force of development,

• Providing comparable data on the development of the country for the purpose of comparison with other countries in the region, European Union member states and candidate countries, as the basis for approximation of the Republic of Macedonia towards the European Union,

• Approximation of the statistical system of the Republic of Macedonia to the European Statistical System (ESS),

• Foreign investors’ assessment of the opportunities and cost-effectiveness of investments in the spheres of their interest in the Republic of Macedonia.

• The Programme will provide data of regional significance for:

• Planning the regional development of the country,

• Data for perceiving the possibilities for using the structural funds of the European Union.

Collection, processing and protection of personal data

The statistical surveys listed in the Programme collect a large amount of information needed to produce statistical data. In relation to the principle of statistical confidentiality of the "European Statistics Code of Practice", special attention is paid to the personal data collected from reporting units.

The method of collecting personal data is administrative, but the State Statistical Office also uses a method of direct collection of data through statistical forms.

According to the Programme of Statistical Surveys, personal data are collected in demographic, social and economic statistics.

Certain statistical surveys also collect special categories of personal data and, in particular, data on the ethnicity of individuals. The need for collecting these data stems from the established obligations in the "Constitution of the Republic Macedonia", as well as in a number of laws from the aspect of equitable and equal representation of the members of the ethnic communities in the Republic of Macedonia.

Statistical surveys also collect data on the unique identification number of the citizen. The need to collect the identification number stems from the necessity to provide relevant and high-quality personal data and preparation of relevant, high-quality and internationally comparable statistics. In the implementation of the stated purpose, the identification number is used in the phase of collecting special categories of personal data and in the control of the collected data, after which it is separated from the variables, which is in accordance with the "Law on State Statistics".

In order to protect personal data, the State Statistical Office has established a system for technical and organisational measures for ensuring secrecy and protection in the processing of personal data.

At the same time, the data collected through statistical surveys are confidential, which means that they can only be used for statistical purposes and that their use for non-statistical purposes is forbidden, as well as their unlawful disclosure.

Besides the State Statistical Office, other authorised bodies that will implement statistical surveys in the period 2018-2022, as part of the national statistical system of the Republic of Macedonia, are:

1) Demographic and social statistics

Demographic and social statistics follow the demographic and social trends in the country and represent a statistical measurement system that studies human behaviour in social environment. The social environment is monitored and analysed through systematised statistics in the following areas:

6. Social protection,

7. Justice and criminality,

8. Culture,

9. Time use.

1. Population and migration - covers the topics: census of population and households, vital statistics, marriages and divorces, migrations, asylum, estimates, forecasts and projections of population, statistical population register.

2. Labour force - covers the topics: employment and unemployment, health and safety at work.

3. Education - covers the topics: primary education, secondary education, higher education, vocational training and lifelong learning.

4. Health care - covers the topics: public health, health accounts.

5. Income and consumption - covers the topics: household consumption, revenues, poverty and living conditions, quality of life.

6. Social protection - covers the topics: social protection (social protection schemes, social insurance, pension/social benefit recipients), child care.

7. Justice and criminality – covers the topics: justice and criminality.

8. Culture – covers the topics: culture, public information.

9. Time use - covers the topics: time use.

In the period 2018-2022, a total of 102 statistical surveys are planned in this domain.

CONSULTATIONS

For the purpose of preparing the Five-Year Programme of Statistical Surveys several working meetings were held with the authorised bodies, state authorities, as well as with the users of statistical data.

1. Authorised bodies and other institutions

As part of the preparation of the Five-Year Programme of Statistical Surveys, 2018-2022, the State Statistical Office held a Workshop with the authorised bodies of the Statistical System of the Republic of Macedonia, 22-23 June 2017, Hotel Radika, Mavrovo, in cooperation with the United Nations Population Fund (UNFPA) and the Macedonian Anti-Poverty Platform (MAPP). The workshop was attended by representatives from the Ministry of Finance, Ministry of Interior, National Bank of the Republic of Macedonia, Hydrometeorological Service, Pension and Disability Insurance Fund of Macedonia, Ministry of Justice and Ministry of Environment and Physical Planning.

2. Holders of administrative data sources

The second workshop within the preparation of the new Five-Year Programme of Statistical Surveys for the period 2018-2022 was held on 30 June 2017 in Hotel Park Residence, Skopje, this time dedicated to the possibilities that the administrative data sets offer for use for statistical purposes. Participants at the workshop were 30 representatives of institutions (Ministry of Finance, Civil Registry Office, Makpetrol, Pension and Disability Insurance Fund, Agency for Real Estate Cadastre, Ministry of Interior, Alkaloid, Customs Administration, Central Registry, Agency for Promotion of Tourism, Institute for Public Health, Public Revenue Office, Macedonian Post, Agency for Commodity Reserves, Water Management, Ministry of Information Society and Administration and Ministry of Labour and Social Policy) which on any basis collect data and store them in data sets.

3. Users

On September 12, a workshop was held in Skopje with the civil sector and the media, dedicated to the preparation of the Five-Year Work Programme of the State Statistical Office for the period 2018-2022. Civil society organisations (CSOs) showed great interest in the Workshop. After the presentations by the representatives of the State Statistical Office (SSO), extensive discussion was opened, which was a great opportunity for expressing the views of the non-governmental sector regarding the availability of data of the SSO, what non-governmental organisations lack regarding the publication of statistical data at a lower territorial level, as well as in the area of social protection, with a general conclusion that, in the future, the Office should organise thematic meetings with the civil society sector to meet the needs for statistical data.

4. State authorities and authorised bodies

On 28 November in Veles, the final workshop was held with the state authorities and authorised bodies. At the workshop, the final version of the Programme of Statistical Surveys for the period 2018-2022 was reviewed and discussed.
