1.0 Purpose of the plan
1.1 Background
1.1.1 The Flood Evacuation Management Plan (FEMP) sets out the flood risk of the site, identifies the roles and responsibilities of the Flood Wardens, provides details of the proposed flood actions and sets out the roles and responsibilities of other bodies as well as providing contact details.
1.1.2 It is seen as a positive step in protecting the lives and property of occupants of the site, however, the specifics regarding timing of evacuation and any suggested evacuation routes and actions may be overruled by the emergency services should they attend any flooding incident on the site.
1.1.3 The FEMP is a ‘living’ document and therefore should be periodically reviewed and updated to provide advice and guidance to staff, occupants and visitors in the event of an extreme flood.
1.1.4 The advice of the emergency services should be followed at all times and on the ground decisions will supersede this FEMP. Where information is not available from the relevant authorities this FEMP is intended to provide action points to protect property and allow early, safe evacuation from this site.

2.0 Introduction to the Site
2.1 Site Location
2.1.1 Ocean House, Crawley is located and accessed off Hazelwick Avenue, Crawley, West Sussex, RH10 1NP. The National Grid Reference of the site is 528682, 137152.
2.2 Background to the site
2.2.1 The building of the former Ocean House office complex and has been converted to a number of residential flats over three floors with a further floor (ground floor) as under-croft car parking.
2.3 Current Flood Risk
Statutory Flood Risk
2.3.1 The site is located within the vicinity of a fluvial flooding source (i.e. Gatwick Stream), flows in a northerly direction along the eastern boundary of the site.
2.3.2 The Environment Agency online flood map, shows that the site is located largely within Flood Zone 2; between the 1:100yr and 1:1000yr (<1% to >0.1% AEP) risk of fluvial (river) flooding, which is considered to be at ‘medium’ risk.
2.3.3 There also appears to be an element of Flood 3 located to the west of the site. Flood Zone 3 is located within the extent of the 1:100yr (1% AEP) risk of fluvial flooding, which is considered to be ‘high’ risk.
Secondary Sources of Flooding
2.3.4 Groundwater flooding has been identified as a secondary flooding source in the Level 1 Screening Study of the FRA which may pose a small risk to the site.
2.3.5 The secondary flooding source identified above will be dealt with by the existing drainage system. This source would only inundate the site to a relatively low water depth and water velocity, will only last a short period of time, in very extreme cases and will not have an impact on the whole of the site.
Further mitigation for any flooding from this source may be provided by the use of Aqua-Sacs® or sandbags held on site. Deployment of these will help to prevent surface water encroaching vulnerable locations.
Residual Risk – Breaches
2.3.6 There are no flood defences offering protection to the Site thus there is no risk of breach event occurring.
Vulnerability and Flood Warning
2.3.7 The development is classified as ‘more vulnerable’. More vulnerable uses are appropriate within Flood Zones 1, 2 and 3 after the completion of a satisfactory FRA. As such, a Flood Evacuation Management Plan (FEMP) has been prepared to accompany the FRA (as a standalone plan).
2.3.8 The site lies within the following Flood Alert/Warning areas:

2.4 Site Location
2.4.1 The site has one access and egress route to the west onto Hazelwick Avenue.

2.5 Methods of Communication on Site
2.5.1 All site residents’ mobile numbers are registered with the Environment Agency’s Floodline Warnings Direct service. Any new residents should be made aware by the vendor of the requirement to register for the service and copy of the FEMP handed down with the deeds to the property stating the obligations of the owner to themselves and other residents should they become landlords.

2.5.2 Landlords of property within the Site will have an obligation to their tenants to ensure they are instructed to register for the service and be provided with a copy of the FEMP.

3.0 Communications Plan and Evacuation Procedure
3.1 Safe Exit
3.1.1 The Safe Exit Plan shown in Figure 3.2 indicates the exit routes that all people (i.e. residents and visitors) on site should follow once a SEVERE FLOOD WARNING has been received. The evacuation of the Site would commence, in accordance with the staged areas, as detailed in Figure 3.1. The order of evacuation for these areas is outlined in the appended in the Site Specific Communication and Evacuation Procedure (Appendix 1).
3.1.2 For clarity, there are three levels of flood warning issued by the Environment Agency:

3.1.3 Further clarification of the meanings of these levels of warning are given in Section 4.
3.2 Actions
3.2.1 Upon receipt of any and all Flood Alerts and Warnings from EA Floodline Warnings Direct; in particular the Severe Flood Warning, the procedure required for each level is outlined in Section 4 and Appendix 1. Section 4 also outlines the actions undertaken on receipt of a Flood Alert and Flood Warning as this is deemed necessary preparation in case of an evacuation needing to be carried out at short notice.
3.2.2 Levels of notification to potential evacuees is also outlined in section 4 and related media as part of this communication is included in Appendix 3.
NB.
Anyone with tenancy agreements with landlords of property onsite should have a clause
within their contract that they should be registered with the Environment Agency’s Flood
Warning Direct service and respond as outlined in this FEMP. Any who do not evacuate should
expect to have their contracts cancelled and be evicted.
3.3 Safe Evacuation Route
3.3.1 The primary safe exit route from the Site is described below. It should be noted that ‘on the
day’ instructions made by emergency services regarding the preferred evacuation route from
the Site may overrule the evacuation routes specified below. The below routes are the best
options judged at the time of writing the plan.
3.3.2 The Site is accessed from Hazelwick Avenue on the western boundary. The primary
evacuation route directs evacuees a short distance (approximately 90m) south along
Hazelwick Avenue before heading north-west onto Hazelwick Road. Evacuees should
continue for approximately 100m to ensure they are clear of the 1 in 1000 year flood zone.
3.3.3 A secondary evacuation route (Figure 3.1) directs evacuees out of the flood zone on foot in
a northerly direction via Hazelwick Avenue for approximately 400m (until north of the

roundabout) to be clear of the 1 in 1000 year flood zone. This should be the second option
as flood depths are likely to be higher than the primary route.
3.3.4 Evacuees should then make their way to the community rest centre. The community rest
centre can be established by contacting Crawley Borough Council in the event of flooding
using the contact information provided in Appendix 2.

5.0 Role of Other Bodies
5.1 Other Bodies
5.1.1 There are many organisations that will play a part in response to a major flooding incident;
emergency services, utility companies and voluntary agencies to name but a few. Below are
the roles and responsibilities of some of the principal organisations that will be involved in
the early stages of a response.
5.1.2 As stated earlier, the emergency services have the power to overrule the timing of
evacuation and routes specified by this FWEP. The FWEP serves as a positive step in
implementing actions to protect life and property of occupants on site.
5.2 Environment Agency (EA)
5.2.1 Predicting flooding from statutory main rivers and the sea including the location, timing and
magnitude.
5.2.2 Issuing of Flood Warnings to partner agencies and the general public.
5.2.3 Maintenance and operation of sea and river flood defences. Check defences and undertake
essential repairs as required.
5.2.4 Providing materials and resources to repair defences where necessary
5.2.5 Advisory role in dealing with pollution issues as a result of flooding
5.3 MET Office
5.3.1 The Met office issues severe weather warnings for rain, wind, fog, ice and snow. These
warnings are delivered directly to local authorities, the emergency services and the media.
5.4 Sussex Police
5.4.1 Co-ordination of the emergency services at a major flood event, as well as helping to save
lives and protect property
5.4.2 Establishment of cordons where practical to facilitate the work of the emergency services
5.4.3 In conjunction with other emergency services, to evacuate people from properties at risk, if
necessary
5.4.4 Collation and dissemination of casualty information

Environment Agency Floodline Warnings Direct
The Environment Agency (EA) operate a flood forecasting and warning service in areas at
risk of flooding from rivers or the sea, which relies on direct measurements of rainfall,
river levels, tide levels, in-house predictive models, rainfall radar data and information
from the Met Office. This service operates 24 hours a day, 365 days a year. If flooding is
forecast, warnings are issued using a set of four easily recognisable codes see section 4.
