Infrastructure is being destroyed by severe flooding throughout the county. Road flooding prevents access for fire and medical emergencies, leads to extensive road damages and extends road closures. Recovery is delayed in the impacted areas. On a positive note, many people are elevating buildings to reduce their property damages.
FLOOD RISK AREAS
AREA OF MITIGATION SUCCESSAn earthen berm was constructed in 2011 on the west side of the Village of Avoca as flood protection from Morrey Creek. This project was deemed the most viable method to better protect the community from repeated flooding that has hit the area. During the June 2008 flooding event, half the Village (about 300 homes and businesses) was underwater and the sanitary sewer system was overloaded. This resulted in the entire community being evacuated and damage was reported at more than $1 million. While the completion of this project does not guarantee flooding will not occur in the future, Avoca is better able to protect its residents with these recent improvements.
AREA OF MITIGATION SUCCESS
An earthen berm was removed in August 2012 allowing Black Earth Creek to return back to its original meandering channel. The old and deteriorating Mazomanie dam was removed the prior year. This is part of a larger effort to improve water quality and habitat in the Black Earth Creek watershed and create additional recreational opportunities through creation of trails and with increased conservation efforts to protect this world class trout stream from runoff.
FLOOD RISK AREAS
There is the customary concern for development in low lying areas. That concern is being surpassed by how frequent flooding outside the mapped floodplain area is occurring throughout the county. In addition, there is concern that the Pine River has shifted its channel due to man-made and natural events.
