Ruse (also transliterated as Rousseor Russe; Bulgarian: ) is the th-largest city in Bulgaria. It is the mostsignicant Bulgarian river port, serving

an important part o the internationaltrade o the country. The Ruse-GiurgiuFriendship Bridge, the only one in theshared Bulgarian-Romanian section othe Danube, crosses the river here. Thecity emerged as a Neolithic settlementrom the 3rd to 2nd millennium BCE,when pottery, shing, agriculture, andhunting developed. The later Thraciansettlement developed into a Roman

military and naval centre during thereign o Vespasian as part o the or-tication system along the northernboundary o Moesia.

In the 13th and 14th centuries, dur-ing the time o the Second BulgarianEmpire, a ortied settlement emergednear the ruins o the Roman town. Itlater strengthened its position as animportant trade centre with the landson the opposite side o the Danube, until it was conquered by the Ottomansin 1388. Ater it was liberated rom theOttoman Empire on 20 February 1878,Ruse was one o the key cultural andeconomic centres o the country. In thenewly-liberated Bulgaria o the late 19thcentury, Ruse was a cosmopolitan city

with a multiethnic population. BetweenWorld War I and II, ater Southern Do-bruja was lost to Romania, the econom-ic signicance o the city decreased.

The return o Southern Dobruja to Bul-garia in September 1940 ostered goodconditions or restoration o the citysleading role. It became a provincialcentre, and economic activity revived.

The construction o the Ruse-Giurgiubridge in 1954 and the ast industrializa-tion gave a new push to development.Ruse emerged again as an importanteconomic, transport, cultural, and edu-

cational hub. Engineering, chemical, and light industries expanded; a largeharbor was built; and the city becamea university centre. In the early 1980s,

Ruse entered a dark period o its his-tory. The Verachim actory was built inGiurgiu, which polluted the air between1980 and 1987, impacting the citys de-velopment. Population decreased, and15,000 people moved out between 1985and 1992. During the 1990s, the econom-ic crisis in Bulgaria aected Ruse. Mostbig companies suered a decline andunemployment increased, which led to

renewed emigration waves. Since 2000,the city has been continually regainingits ormer leading status.

2012. By inspiring our mi-cro-imagination we aimto deconstruct the notiono group or nationalsolidarity and constructa new understanding ous as active micro-agentso change. There will beduring the estival sevenworking groups on the

ollowing seven subtop-ics. In each workinggroup flowparticipantswill deal with their sub-topic and develop ideasand concepts or interdis-ciplinary and internation-al projects. Presentationo the group outcomes at17:00 on October 20. Fordetails see programme.

dl rponlySolidarity reers to de-gree o integration withpeople, to our ability tobuild ties with people

around us, to show pas-sion and empathy andto take responsibility orus and or others. Whilethe world has becomemore and more complexand global solidarity andresponsibility oten re-duced to political phrasesused in an empty and

shallow way, the newmicro-sphere o solidar-ity has emerged. Themotto here is to changethe global reality by

micro-engagement, bytaking responsibility inour individual lives andlocal communities, and

to change the world bychanging its own micro-cosmos.

    2. rponly,sppo nd Po

Protests today belongintegrally to all lives weprotest against socialand economic injustice,

corrupt politicians, injus-tice and authoritarianreduction o public spaceand violations o humanrights. By protesting weshow responsibility, weormulate a quest orchange and announceour will to ght or it. Evenwhen we decide to staywithin our private worldswe express some kind oprotest against the worldout there. Protests canspark new energies, reecreative potentials andestablish something new, either within us or in oursocieties.

    3. commnono aon

We live in the age o per-manent and non-limitedcommunication. Thepermanent character ocommunication brings anew concept o activity tothe ore. As long as we

communicate we remainactive and vital. Such anunderstanding o activitygoes hand in hand withHannah Arendts notion

o vita activa composedo three undamentalhuman activities: labor, work and action. Vita

Activa is Arendts termor anything active, ac-tion is what humans dowhen they communicatewith each other. Has vitaactive in Arendts sensechanged in the era o glo-balization and new web-based communication?Do we exist beyond the

act o communication? Are there another ormso activity beyond the acto communication? Andnally, what does it meanto be active nowadays?

    4. Pl sp ndvl commny

Free and vivid publicspace is the nucleuso democracy, is themodern agora. Publicengagement based onree will, right o assem-bly and media ree-doms creates a sense odemocratic community a community o ree

exchange, open commu-nication and deliberation.Democracy today is rap-idly changing, it is evencontested by new ormso so called competitiveauthoritarian regimesthat try to reduce thepublic space and limit theree spirit o communi-

ties. In both democra-cies and authoritarianregimes digital or evenvirtual web or social net-works based realities has

emerged and changedthe way we communicateand create communities.

    Virtual communities have

started to replace theclassic notion o publicagora, they have creatednew spaces or delibera-tion, they even shape anew orm o community.

Crisis, crisis, crisis! Mediaare ull o crisis-stories,the crisis has becomean integral part o ourlives. Still, the term crisisremains diuse, or atleast ull o contradic-tions. Have we ever livedin times without crisis? Is the crisis itsel not theengine o democraticchange, the guaranteeor permanent renewalo our societies? Finally, the crisis is said to be asource o creativity, anenergy flowthat neverruns dry and createsalternatives. I we ol-

low the argument thateconomics in its pres-ent capitalist orm andnancial markets havelargely contributed tothe crisis we ace today,we obviously have tolook or alternative eco-nomic models. However, alternative concepts or

economic and socialdevelopment ace hardtimes at the beginning othe twenty-rst century.Have we arrived at the

moment in history wherewe should start debatingthose alternatives thatdo question the existing

power relations o thecapitalist system? Dowe need new economicutopia?

    6. Who eopn eopnzon ndblknzon

The sense o belongingin times o European up-

heaval and crisis is in theprocess o rapid change.Europe is changing itsace, conronted withinternal crisis and ratherdicult search or its ownidentity. The Europeanperiphery, an integralpart o Europe but still at least in the case othe Balkans let on theEuropean periphery, re-calibrates its own notiono belonging. To whom tobelong, is the questionasked nowadays? Whois European, who has tostay outside o the diuseconcept o EUropeannes?

Europeanization as aprogressive and Bal-kanization as retrogradeconcept? Beyond theclichs o Europe and theBalkans there is a needor reconguration o thenotion o belonging andsearch or new Europe-annes.

    7. (ex)chng cong bod

Crossing borders seemsto be obvious in global

age, permanent ex-change the only way tochange ourselves and(re)shape the world.Crossing borders and(ex)changing evenconstitutes the globaliza-tion and contributes tounderstanding o ourworld as a global village.

But, is crossing bordersnot only a privilege o thevery ew, o those livingin the West that haveaccumulated enoughwelare and do not haveto ear the negativeconsequences o global-ization? There is a needto broaden the notion oexchange and bordersin general, to rethink ourcertainties and to createalternative concept o(ex)change. Where arethe invisible borders thatwe need to cross?

The Canetti House was built and used

as a business and commercial buildingby the Canetti amily (grandather andather o Elias Canetti). It was construct-ed in 1898, planned by the architectNikos Bedrosyan. The store dealt withwholesale groceries. In his memoires(The Tongue set Free) Elias Canettireconsiders his early childhood memo-ries o the store. Ater the Canetti amilyhad let Ruse, a urniture store was

situated in the building. Since approxi-mately 1993 the building is vacant. Merchants checked their ordersand negotiated prices, internationalpassengers departed and arrived bytrain at the harbour station. The cityport became useless ater opening two
