• Public transit systems are paid for with local sales tax + state and federal dollars.
• Some cites use their sales tax to pay for other services like economic development, not having enough left over for a bus system too.
• The ADA requires that “public entities which provide fixed route public transportation service must also offer comparable paratransit service to individuals with disabilities who are unable to use the fixed route system.”

• Demand responsive curb-to-curb transportation service for people with disabilities who cannot use DART trains or buses.
Getting Started: Paratransit Certification

21 Day Timeline
“Real World” Assessment
Paratransit Appeals Process
• Eligibility is determined on the basis of a “functional assessment,” not a medical assessment.
• If ineligible, can request an appeal process in writing.
• DART has a one-step appeal process. A written copy of the appeal process can be obtained by calling Paratransit Services at 214-828-6736.
• Appeals panels meet on a regular basis, panel of three to review the process.

• Providers may prioritize service
• Shared-ride service
• Curb-to-curb or door-to-door
Specialized Transportation
Examples: Medical Transport Only
(Medicaid) Medical Transportation Program (MTP)
Texas DSHS KHC

Driver’s License Renewal
License Renewal for Senior Drivers • Texas drivers who are age 79+ at the time of their current driver
license expires are required to renew their license in person. • Drivers 85+ can only renew for a 2-year period. Must take a vision
test and may be asked to take a written test. • License-related inquiries and office locations: (877) 452-9060
www.txdps.state.tx.us
Texas State Identification • Many older drivers continue to renew their driver’s licenses after
“giving up the car keys” to have it for identification. • Non-drivers can obtain a State Identification card that is an official
document for identification.

Disability Parking Permits
• Available to individuals with approved disability placard or disability license plate.
• Physicians complete forms obtained from the County Tax Assessor's Office or online at Texas Department of Motor Vehicles website: www.dmv.tx.gov/vehicles/drivers/disabled.htm
• Physicians clarify whether disability is temporary (6 months) or permanent (4 year renewal cycle-no charge), and whether the reason is mobility or non-mobility related.
• Placard can be used when holder is a passenger in someone else’s vehicle.
Helpful Tips for Trip Planning
Identify the specific program that matches the purpose of a trip when possible Start eligibility processes proactively Opt for non-peak hours When possible, stay flexible on days of travel Take advantage of the supports that exist (i.e., travel training) To save money, be prepared to negotiate and consider using multiple providers Before hanging up, confirm trip date and time Reservations made with maximum advance notice are more likely to be provided at the time requested Consider the selective use of taxis When trying an option for the first time, take a friend
Helpful Tips for Trip Planning
Part Three: Tips and Troubleshooting
Connect Cities and Providers
• Often, trips between cities will require more than one provider
• To transfer between providers, a passenger must be eligible for both services
• Examples:
• Ride with friend to the South Irving TRE Station, take the TRE to the Parkland Station, walk to Parkland
• Mesquite Compass to DART System
• Senior Adult Services to DART rail, taxi to final destination
• DART Paratransit “Connection Service” to cross-town bus
Plan for Transportation
• People can’t always choose where they live, work, go to school or get services
• Make transportation part of the decision-making process when possible
