(Re)designing public policies

Who ? The 27th Region is a non-pro-fit organization based in Paris, founded in 2008 and supported by the 26 french regional governments through their national association called Association des Régions de France (ARF), but also by the European Union, a national bank called Caisse des Dépôts and the Next Generation Internet Foundation (FING). The project is run by a team

with design, political and ad-ministrative sciences skills, together with a national/inter-national network involving 40 professionals such as service designers, sociologists, archi-tects, urbanists, anthropologists, digital activists and researchers. Around 200 politicians and civil servants are directly involved in the projects initiated by the 27th Region.

Why ?The creation of the 27th Region was based on the strong belief that (re)designing public policies was possible, and that both design thinking and social inno-vation could highly contribute to reshape the public sector in several ways : transforming traditional «new public manage-ment» of the 70’s into a radi-cally more user-driven model; developing horizontal practices in public departments that are traditionnaly organized around vertical silos ; encouraging civil servants to use creativity as

a way to find new solutions; promoting the participation of the citizens, and concepts such as co-design led by users and stakeholders, but also visionning and experience prototyping during the administrative process. The role of the 27th Region is to promote these concepts as the signs of a brand new culture that politicians must put higher in their agenda in order to find new solutions in fields like demo-cracy, sustainable development or poverty.

What ?The 27th Region operates as an innovation lab for the 26 french Regions. In the middle term, the ultimate goal is to empower Regions and their partners with this new culture, and to encourage

them to create and embed their own «design labs». In order to build this knowledge, action-research programs are initiated and run together with the Regions and their partners.

How ?From January 2009 till decem-ber 2010, the 27th Region has launched 12 local experiments, based on the principles of «residences». In each experi-ment, a cross-disciplinary team led by a designer has spent 3 months, including 3 weeks of total immersion, in a territory or a public space (neighborhood, village, station, high school, university etc..) The goal was to develop desirable projects and sustainable solutions with people in response to economical or

social issues, and to get a better understanding of the potential of design in finding new solutions to existing problems. Since 2011 and till 2014, as a result of this first successfull project, the 27th Region has launched a new program with 5 Regions, called «La Transfo». Its goal is to help these Regions to prototype their own «design lab» within 3 years and to enable them to build their own design vision, strategy and tools.

Membership and awardsThe 27th Region is a partner of SIX (Social Innovation Exchange), DESIS (Design for Social Inno-vation and Sustainability) and PERL (Partnership for Respon-sible Education and Research about Living). Strategic Design Scenarios, based in Brussel, is the scientific partner of the 27th

Region. In June 2011, the 27th Region has received a national award called «Victoires des acteurs publics» for its new program «La Transfo» and is nominated for the European Design Management Award 2011 on 23rd september.

PublicationsIn 2010, the 27th Region has published «Design des politiques publiques», a concept-book promoting design and co-creation has a major way to res-hape public policies, collecting

cases, interviews of pioneers of design and public sector, testimonials with numerous visuals (la Documentation fran-çaise, April 2010, 160 pages, 18 euros).
