    ACTION 1Joint masters and doctoral programmes,including a scholarship scheme

    Joint programmes o outstanding academic quality are designed and

    implemented by a consortium o European universities rom at least three

    dierent countries. Consortia may also include universities rom other parts

    o the world. Scholarships / ellowships are open to higher education students

    and academics rom all over the world. Programmes include obligatory study

    and research periods, in at least two universities, and award recognised

    double, multiple or joint degrees.

    ACTION 2Partnerships with non-European Union highereducation institutions, including scholarships(ormer External Cooperation Window)

    Partnerships are the basis or enhancing academic cooperation and exchangeso students and academics, contributing to the socio-economic development

    o non-EU countries targeted by EU external cooperation policy. Consortia

    must include a minimum o ve higher education institutions rom at least

    three European countries and a number o higher education institutions rom

    targeted non-European regions. Special attention is given to disadvantaged

    groups and populations in a vulnerable situation.

    higher education worldwide. Activities concern the international dimension

    o all aspects o higher education, such as promotion, accessibility, qualityassurance, credit recognition, mutual recognition o qualications, curriculum

    development and mobility.

    WHAT IS ERASMUS MUNDUS?The Erasmus Mundus Programme supports academic excellence

    and the attractiveness o Europes higher education worldwide,and osters cooperation with targeted third countries with the

    objective o contributing to their development.

    The total programme budget or the period 2009-2013

    is approximately 1 billion EUR.
