What is the CTM Alliance?

Consists of the water businesses of Cairns,

Townsville and Mackay

Commenced in 2009

These are the largest urban water

businesses in Regional Queensland

Background to the CTM code

The reform of water businesses in the SE Queensland

The “South East Queensland Water(Distribution and Retail

Restructuring Act” obligations

Influence the reform agenda

Alignment with the National WSAA codes

Outcome was the SEQ Design Code, going live on 1st July 2013

Opportunity to align 3 major regional service providers and develop

a common code.

CTM Code initiative commenced in July 2014, with program for

completion in 2015 – draft CTM Code dated May 2015.

Background to the CTM code

Principles

The overall approach (don’t “reinvent the wheel”)

Changes to the SEQ code are to be kept to a minimum

Intent

Intent is to help standardise and simplify the process for

designing/constructing reticulation assets across CTM WSP’s

and statewide

Mackay has just adopted a new planning scheme.

Intention is to include the CTM code as an amendment to the

Planning scheme

No movement due to restructuring

Adoption in a future planning scheme date ?

Application of the CTM Code

• The code has been developed for use by each Council and has been

accepted by the CTM Alliance but adoption is up to each individual

Council.

• Each CTM Code section (i.e. water supply, sewerage, sewerage pump

stations) is an addendum to documents already developed for the SEQ

Water Supply and Sewerage D&C Code.

• The CTM addenda is a tabulation of the CTM amendments embedded into

the SEQ Addenda

• The code only applies to NEW reticulation assets not TRUNK

• The code is separate to the Customer Service Standards

• The code can remain outside the Planning Scheme Policy

• The CTM Sewerage Code (like the SEQ Code) applies to Smart Sewers

only (RIGGS, Nusewers)

Integration of FNQROC and CTM Code

The CTM Code will be supplementary to the FNQROC Development

Manual.

The reference to the WSA Code in the FNQROC would be replaced with

references to the CTM Code.

Over time any duplications or redundant sections of the water and

sewerage design sections in FNQROC could be progressively removed

Where discrepancies exist the FNQROC will prevail - hierarchy

It is acknowledged that some requirements will remain unique to the WSP.

In the future some requirements will be subject to a change process to

achieve a common CTM standard.

How we reviewed the CTM Code?

Identified clauses that were duplications, in conflict with FNQROC
