What was the name of this supervisor? Wh at exactly did he do with thisinformation? Why w as NORAD not imm ediately notified? What are the names of the individualswhose responsibility centers upon notifying NORAD in situations like th ison th e local,regional, and national levels? Why was the protocol not followed?     [Sharedwith TE A MS]25. The re is clear evid ence that peppe r spray was used by terrorists on at least two of the hijack edflights, an d pepper spray was a prohibited item on September 11, 2001. The indictment ofZacarias Moussaoui states that Mohammed Atta had pepper spray in his possession onSeptember 11, and an FB I agent testified at the trial of M unir El Mottassadeq that the terroristsused pepper spray on Flight 11 . In a telephone call from Flight 175, a passenger told a familymember that passengers were sick because the terrorists sprayed them with "Mace." FBI agentsconfirmed this report to families of other Flight 175 victims. ( cc team 6)

    What has been done to improv e these methods since September 11, 2001? Should manufacturers of pepper spray an d other incapacitating agents be required tomake their canisters more easily detectable with x-ray scanners or other methods?

    26. An "Executive Sum mary," written by an FAA emp loyee and delivered to senior FAAmanagement on September 11, 2001, states that a Flight 11 flight attendant (apparently referringto Madeline Amy Sweeney) reported to the American A irline s Operations Center that "apassenger in seat 10B [Satam Al Suqami] shot an d killed a passenger located in seat 9B [DanielLewin] at 9:20 a . m . . . . One bullet w as reported to have been fired." The FAA and AmericanAirlines now cla im that Sweeney actually reported that Suqam i stabbed Lew in with a knife. TheFA A and Am erican Airlines blame each other for the mistake.

    What has been done to investigate this report an d either (i ) determine that AmericanAirlines actually did initially report a gun or (ii) determine wh ere anymiscommunication occurred? How did a misunderstanding about a knife lead to the sentence, "One bullet w asreported to have been fired"? Blake Morrison of USA Today spoke with an American Airl ines ground crew memberwho told of a rumor on 9/11 that there was a gun on Flight 11 . If, as Am erican Airlinesasserts, the comp any never reported a gun on Flight 11, how did American Airlinesemployees on 9/11 know about an erroneous report circulating internally at the FA A?[Similar to Question 2]

    27. Have all radio transmissions, cockpit voice recordings, and teleph one transm issions from Unite dFlight 93 been examined to de termine whether the re is any evidence to support rum ors that therewas a firearm or bom b on that flight?28. A 1992 "Special Analysis" prepared by the FAA and addressed to all FAA aviation securitymanagers states that, between 1983 and 1992, "Sma ll kniv es (blade length of four inches orless)" were "the most frequently employed weapon" in domestic aircraft hijackings. If this w asthe case, why were such knive s permitted on planes prior to 9/11?29. A W ashington Post article from September 12, 2001, says that the passengers and crew of Flig ht77 were "Herded to the back of the plane" and "ordered to call relatives to say they were about todie." The article does no t attribute this statement to any source, and no one at the Post ca n recallwhere that information came from.
