The implementation procedure is based on the following steps:• Elaboration of regional state of the art analysis related to the targeted policy instrument and sets its key ambitions framework;• learning and knowledge transfer process partners collecting and sharing good practices and assessing the transferability and possible adaptation methods;• Interregional Site Visits followed;• Action Plans development organised in a way to ensure that interregional exchange findings.
