Mission Statement

• The Food Safety and Inspection Service (FSIS) is the public health agency in the U.S. Department of Agriculture responsible for ensuring that the nation's commercial supply of meat, poultry, and egg products is safe, wholesome, and correctly labeled and packaged.

Overview• FSIS is a separate and distinct agency independent

from the FDA. FSIS is under the direction of the Department of Agriculture where the FDA is under the direction of the Department of Health and Human Services.

• More than 7,800 FSIS inspection personnel assigned to about 6,200 Federal slaughter, food processing, and import establishments in the U.S.

What does the FSIS Regulate?

• The FSIS is the U.S. department of Agricultures public health regulation

• They regulate meat, eggs, poultry, and labeling

• They draw their regulations based on other Inspection acts passed.

How does the FSIS Regulation of Meat, Eggs, and Poultry?

• Federal inspection Act of 1906 • Poultry Products Inspection Act of 1957 • Egg Products Inspection Act • They also regulate meat, eggs, and poultry by

video cameras.

Regulations for Food Labeling

Meat and Poultry Labeling Requirements

• A label is “a display of written, printed, or graphic matter upon the immediate container of any article.”

• Labeling is “all labels and other written, printed, or graphic matter (1) upon any article or any of its containers or wrappers, or (2) accompanying such article.”

Any carcass, meat, or meat product, or poultry product is “misbranded” if:

• Labeling is false or misleading in any particular

• Offered for sale under the name of another food

• An imitation of another food without proper labeling

• Container is made, formed, or filled so as to be misleading

• Package or other container does not bear required features, e.g., name/address of manufacturer/distributor/packer and quantity of contents

• Required information is not prominent/conspicuous

• Represented as a food with a Standard of Identity unless it conforms to the standard

Label Approval• Create a record of final labeling when minor changes occur, e.g,

changes to net weight, serving instructions, etc.

• Create a record of final labeling for any other labeling, e.g.,

shipping containers, animal food, legends, inserts, etc.
