GENERAL INFORMATION
2013 Mersin XVIIth Mediterranean Games
The Mediterranean Games are sports competitions organized every four years among the athletes of
the NOCs representing the Countries in the Mediterranean Basin. These competitions are organized
with the aim of contributing to the social and cultural approachment among the public of
Mediterranean Countries. The Mediterranean Games are based on the Olympic rules, and the
competitions are completed within the period not exceeding 13 days.
The host city of the 2013 Mersin XVIIth Mediterranean Games, Mersin will host thousands of athletes
in 28 sports from 24 Countries. While a period of intense preparation is being experienced in Mersin
where the competitions in 24 sports will be held in 2013 Mersin XVIIth Mediterranean Games, the
preparations continue also in Adana, which will host 4 sports.
The organization will take place at 52 venues in total, as 16 of them for trainings, 15 for the
competitions, 17 for the competitions and training, 3 for warming up and one for the opening and
closing.

Mersin
Mersin is located in the Mediterranean Region of Southern Turkey. The population is 1 million 647
thousand 899 people according to the census of 2010 and it has approximately 16 thousand square
kilometres surface area.
Mersin makes important contributions with its own dynamics to Turkey's important initiatives in
every area; it has important potential in tourism as well as commerce and economics. Providing
important gains to the different cultures that it hosted; today, Mersin comes through the second fast
urbanization process. Development of Mersin continues at a great pace with its modern port, free
zone and all the commercial and industrial organizations carrying its own unique value.
Large number of ancient sites, 321 kilometres coastal strip, its green nature with citrus gardens
smelling beautiful in each different season and with rooted cultural events, Mersin provides
potentially important contributions to culture and tourism of Turkey.
The Tırmıl Hill in the east and the Yumuktepe Mounds in the west mark the boundaries of city centre.
These mounds prove that there had been a settlement in Neolithic and Chalcolithic periods in this
area long before the establishment of the Mersin.
Known history of this region is connected to Luvi, Kizzuwatna, Hittite, Asur and Babylon Kingdoms
histories. The region dominated by Hittite, Urartu, Asur, Babylon, Lydia, Persian, Seleukos and Roman
Empire.
In the period from 7th century to the Ottoman conquer; Arabians, Abbasi, Egyptian Tulunoğulları,
Seljuklians, Mogols, the crusaders, Memluks, Ramzanoğulları and Karamanoğulları had taken control
of the region.
From the 16th century onwards, Mersin and its neighbourhood were added to the Ottoman land.
Mersin is located in one of the most fertile lands of Turkey, in Çukurova Region, and stands out with
features such as green plains, wide valleys, blue rivers and lakes, mountain chains, historical caves
and contains different physical structure.

Climate
Weather Conditions for Adana and Mersin in June
Mediterranean climate prevails in Mersin and Adana. The summers are hot and humid; the winters
are mild and rainy. Mean yearly temperature is 18.7 °C and January-February is the coldest period.
Temperature in Adana and Mersin reaches the maximum threshold in July and August.
Daily Mean Temperature and Humidity
Both cities are located in one of the hottest region of Turkey where hot and humid weather in the
summer time prevail. Daily mean temperature and humidity data recorded in Mersin and Adana for
years during the second half of June are displayed in the Figure 1 below. Daily mean temperatures
for Mersin and Adana in June are recorded as 26,11 °C and 26,55 °C, respectively. For the last eleven
years, the highest humidity proportion recorded during the second half of the June is 87% in Mersin
and 85,7% in Adana.

The organizing committee for this sport shall be composed of a Competition Manager and a Venue
Manager who will be in charge of the smooth execution of the competition, together with the
Competition Support Units.

4. COMPETITIONS, DATES AND VENUES
4.1. Competitions
The Football competitions of the 2013 Mersin XVIIth Mediterranean Games consist of a men’s
tournament.
4.2. Dates and Venues
The football tournament will be held at Tevfik Sırrı Gür Stadium, Burhanettin Kocamaz Stadium,
Mersin University Field and Tarsus City Stadium between the dates of 19 – 27 June 2013. Final
competition will be held on 27 June 2013 at Tevfik Sırrı Gür Stadium.
5. CONDITIONS UNDER WHICH COMPETITIONS WILL BE HELD
The Football Tournament will be held provided that at least six (6) Countries register no later than
the deadline for the entries by number form.
If the number of entries received by 19 March 2013 (24.00 hrs GMT+2) is lower than the above-
mentioned number, the Chairman of the ICMG Technical Commission or his represenatative assisted
by one (1) or two (2) members of such commission appointed by the President of ICMG and in the
presence of Sports Director of OCMG 2013 will withdraw the events not fulfilling the requested
minimum quota. This will be made in Mersin on 7 May 2013 (24.00 hrs GMT+2).
Immediately following this date, the OCMG 2013 will notify the relevant National Olympic
Committees (NOCs), by fax or e-mail, about the possible cancellations.
Once confirmed, the competitions will be held and winners will be awarded with medals, regardless
of the actual number of participating teams.
6. COMPETITION RULES
The Football Tournament will be held in accordance with the FIFA (International Federation of
Football Association) rules in force as of 1 January 2013, excluding the special dispensation by the
ICMG.
Any case not covered by the aforesaid rules will be decided as follows:
General cases will be settled according to the ICMG rules;
Technical cases will be settled according to the Laws of the Game.
7. TECHNICAL ORGANIZATION
The TFF (Turkish Football Federation), together with the FIFA Technical Delegate, is responsible for
the technical organization and management of the Football Tournament of the 2013 Mersin XVIIth
Mediterranean Games.

7.1. Special Provisions for Holding of the Tournament
Any dispute occurring before or during the Tournament will be settled by the Competition Manager
according to the ICMG and FIFA regulations in force as of 1 January 2013, excluding the special
dispensations by the ICMG.
The schedule for the Football competition depends on the number of participating Countries and
will be confirmed during the Technical Meeting.
Three (3) replacements per team will be allowed to enter the match during the competition. Each
match will take place, in accordance with the FIFA rules, in two (2) halves, of forty-five (45) minutes
each, with a break of fifteen (15) minutes.
If in the direct elimination phase the game is tied at the end of regulation time, points will be
assigned in accordance with the FIFA rules.
In case of tie during single elimination rouds at a set time, extra 15 minutes will be played for each
two (2) halves of the match. If the tie continues, teams will proceed to the penalty kicks.
7.2. Round organization
7.2.1. Competition to be organized with six (6) to eight (8) teams
Teams will be divided into two (2) groups, A and B, according to the number of registered teams
(6, 7 or 8).

Teams will be divided into three (3) groups, A, B and C according to the number of registered
teams (9, 10 or 11).

The OCMG 2013, together with the FIFA Technical Delegate, will define the organization of
rounds, following the entries by number forms, based on the number of countries to be
registered for the Football competition.
7.3. Random Draw and Composition of Team Rounds
The random draw for the composition of rounds will be carried out in accordance with the ICMG
and FIFA rules on 7 May 2013 (12.00 hrs GMT+2).

During the drawing of lots, the Committee will take into consideration the level of the participating
teams and the result of the previous editions in the below-mentioned order:
1. Mediterranean Games
2. Olympic Games
3. World Championship
The Committee for the random draw will be composed of the following members:
Chairman of the ICMG Technical Commision or a proxy
FIFA Technical Delegate
TFF President or a proxy
OCMG 2013 Sports Director
The Committee for the random draw, in order to achieve more balanced rounds, will take into
account the level of participating teams, specifically in terms of results achieved during the latest
Mediterranean Games held in Pescara, for the seeding.
The random draw is open to representatives of the participating Countries, press and public.
7.4. Technical Commission
The Technical Commission is composed as follows:
Chairman: FIFA Technical Delegate
TFF President or a proxy
Three (3) representatives of the participating Countries chosen by the FIFA Technical
Delegate
OCMG 2013 Competition Manager for Football
The Football Technical Commission will be in charge of:
Appointing the commissioners for the competitions
Examining complaints and ultimately making decisions about them
Making decisions in the event of force majeure or any cases not covered hereby.
7.5. Ranking System
7.5.1. Scores
Scores will be assigned in accordance with the FIFA rules:
Won match: 3 points
Tied match: 1 point
Lost match: 0 points
7.5.2. Rankings
The qualification ranking of teams will follow these criteria:

Highest number of points obtained in all group matches;
The result in the eventual direct match between two tied teams;
Goal difference in all group matches;
Greatest number of goals scored in all group matches.
If two or more teams are equal on the basis of the above criteria, their ranking will be determined
as follows:
The team with fewer sanctions (according to the FIFA FAIR PLAY regulation)
Drawing of lots (the conditions will be indicated during the Technical Meeting)
8. COMPETITION VENUES AND EQUIPMENT
The Football Competitions will be held at the following stadiums:
Tevfik Sırrı Gür Stadium in Yenişehir, 8.3 km (15 minutes) away from the Mediterranean
Village Complex (MV3) with a capacity for 10.200 spectators;
Burhanettin Kocamaz Stadium in Tarsus, 46.4 km (60 minutes) away from the Mediterranean
Village Complex (MV 3) with a capacity for 4.200 spectators;
Tarsus City Stadium in Tarsus, 37.7 km (50 minutes) away from the Mediterranean Village
Complex (MV3) with a capacity for 3.800 spectators;
Mersin University Field in Yenişehir 2 km (5 minutes) away from the Mediterranean Village
Complex (MV3) with a capacity for 2.750 spectators.
8.1. Competition field
The competition fields to be used during the Games are in compliance with Laws of the Game.
8.2. Equipment
The official balls to be used during the competitions will be chosen and supplied by the OCMG
2013. The balls must conform to the provisions of the Laws of the Game and must hold the official
FIFA approved Logo.
All technical equipment to be used for the Football tournament and warm-up will comply with
technical regulations as defined by the Laws of the Game in force as of 1st January 2013, excluding
the special dispensations by the ICMG, after consultation with FIFA.
8.3. Changing rooms
Changing rooms will be provided for the players, with the facilities including showers and toilets.
8.4. Mixed Zone and Press Conference Room
Accredited media will be allowed to conduct short interviews in the Mixed Zone immediately after
competitions.

Athletes must leave the competition field via the Mixed Zone and they are requested to cooperate
and to answer the questions of the press.
Immediately after each match, the OCMG 2013 person in charge of the press will escort the coach
and one player from each team to the Press Conference Room in order to answer the questions of
the press.
9. TRAINING
9.1. Training venues
Based on the number of teams to be registered for the Football tournament of the 2013 Mersin
XVIIth Mediterranean Games, a suitable number of football fields will be available for training on
14th June 2013 so that all the teams will be able to practice for at least two (2) hours per day.
Training fields and stadiums are presented below:
Koray Aydın Stadium 10.2 km (20 minutes) away from the Mediterranean Village Complex (MV3)
Üç Ocak Field in Toroslar, 16 km (20 minutes) away from the Mediterranean Village Complex
(MV3);
Anafartalar Field in Toroslar 15.6 km (30 minutes) away from the Mediterranean Village
Complex (MV3);
Seyfi Ali Türkoğlu Field in Akdeniz 12 km (20 minutes) away from the Mediterranean Village
Comlex (MV3);
Macit Özcan Sport Complex North Football Grass Pitch no: 2 in Metropolitan Municipality 8km
(15 minutes) away from the Mediterranean Village Comlex (MV3);
Moreover, the teams can hold training sessions in each stadium before the beginning of the
Tournament and if the field status allows (the final decision will be taken by the Technical
Delegate), a familiarizing training session which will last for no more than two hours will be held.
The following technical equipment will be provided at each field:
20 balls of the same brand and model as the official one;
2 permanent football goals equipped with their nets;
1 portable football goal;
4 corner flags;
40 training cones;
Changing rooms and shower facilities.
9.2. Procedures for scheduling training sessions
Training sessions will be assigned by the OCMG 2013 Competition Manager and the FIFA Technical
Delegate.
Training sessions must be confirmed by the NOC before 17.00 hrs on the day prior to the session;
otherwise the session will be made available to other teams.

As a general rule, all submitted requests will be taken into account by the Competition Manager
and in collaboration with Technical Delegate. Sessions will be assigned by following a turnover
criterion. Further training sessions can be added, if necessary.
10. ELIGIBILITY
All NOCs of the ICMG member Countries whose Federations are the FIFA members are entitled to
take part in the Football Tournament of the 2013 Mersin XVIIth Mediterranean Games.
Players must be citizens of its country and subject its jurisdiction and must be eligible for selection in
accordance with the Regulations Governing the Application of the FIFA Statutes and other relevant
FIFA regulations as well as in compliance with the ICMG rules and regulations.
Players must be nationals of the Country entering them at the moment of the preliminary
registration and must comply with and follow the ICMG and FIFA rules and regulations.
Each NOC may register only one (1) team of no more than eighteen (18) players. The players (U-19)
must be born as of 1 January 1994.
11. ENTRIES
The Delegations entry system is linked to the General Accreditation System. The OCMG 2013 entry
system is based upon a document downloadable from the website: www.mersin2013.gov.tr
Each NOC will receive a set code and password to access the registration forms. All the forms on the
website will be posted in two languages (French and English).
On-line accreditation ans sports entries system allowing the registration of a list of sports entries
which, duly completed and signed, must also be sent by fax or e-mail to the OCMG 2013, before the
deadline hereafter indicated.
11.1. Preliminary entries
The preliminary entries forms to be issued by each participating NOC must be submitted to the
OCMG 2013 no later than 10 November 2012 (24.00 hrs GMT+2).
11.2. Entries by number
The entries by number forms to be issued by by each participating NOC must be submitted to the
OCMG 2013 no later than Tuesday, 19 March 2013 (24.00 hrs GMT+2).
11.3. Entries by name (Long List)
The entries by name forms to be issued by each participating NOC must be submitted to the OCMG
2013 no later than Friday, 19 April 2013 (24.00 hrs GMT+2).
11.4. Final Entries by Name (Short List)
The final entries by name form (short list), to be issued by each participating NOC must be
submitted to the OCMG 2013 no later than 5 June 2013 (24.00 hrs GMT +2).

11.5. Entries confirmation
Moreover, upon the arrival of the Chief de Mission to Mersin, hopefully two days before the arrival
of the Delegation, there will be a D.R.M. (Definitive Registration Meeting) with the Organizing
Committee in order to discuss certain topics and meet the requirements (general rules,
administrative issues, Village and other accommodation, transport, training time table, sports
entries confirmations, accreditations, rate-card payments, financials, etc.).
Specific forms will be delivered to each Mission Chief, in due time, to confirm the entries during the
D.R.M.
Entries confirmation for further participating athletes can also be communicated to the OCMG 2013
sports management, for extraordinary circumstances, at the latest during the Technical Meeting as
per section 12 of this regulation.
12. TECHNICAL MEETING
The Technical Meeting will be held at the Mersin Mediterranean Village International Zone, prior to
the start of the Tournament, on 18 June 2013 (18:00 hrs).
The Meeting will be organized following the FIFA standards and procedures and under the
supervision of the FIFA Technical Delegate.
The meeting will be attended by:
FIFA Technical Delegate;
Member of ICMG Technical Commission;
Team Leader (one for each team);
Trainer (one for each team);
Referees and judges;
Team Physicians (one per team);
OCMG 2013 Competition Manager for Football Tournament;
OCMG 2013 Venue Managers;
13. MEDICAL SERVICES
During the 2013 Mersin XVIIth Mediterranean Games, medical services will be available in the
Mediterranean Village and at all the competition and training venues for all accredited athletes and
their officials.
a. Mediterranean Village
The Mediterranean Village Medical Centre will provide the residents with the below-listed medical
services.
Polyclinics, Laboratory and Diagnostic Imagining
Emergency service (24 hours)
Ambulance service (24 hours)

A Medical Guide detailing the medical services will be available to the participating delegations
during the Games.
b. Competition and Training Venues
Competition Venues: Medical teams consisting of MDs and paramedics will be available in all
competition venues.
Training Venues: First aid medical team will be available during the training sessions.
An ambulance service (present or on-call) will be available at all competition and training venues.
13.1. Anti-Doping Services
Doping control tests will be conducted during, and/or prior to the Games, by the Anti-Doping
Commission of Turkish National Olympic Committee, under the responsibility of the ICMG Medical
Commission in collaboration with the OCMG 2013 Health Department (Anti-Doping Unit) and in
accordance with the ICMG, IOC, FIFA and WADA rules and regulations.
All athletes selected for doping control test will receive a written notification and the procedure for
doping control will subsequently start.
Any athlete who refuses to undergo doping control test or who has positive results will be
disqualified from the competition and sanctioned in accordance with the ICMG and FIFA rules and
WADA Anti-Doping Code.
Detailed information regarding controls will also be provided in Anti-Doping Guide and it will be
distributed to the participating NOCs.
14. JURY MEMBERS, REFEREES OBSERVERS, DELEGATES
14.1. Disciplinary Commission
The Disciplinary Commision will be composed of five (5) members:
Chairman: FIFA Technical Delegate
One (1) TFF representative
Three (3) additional members chosen by the FIFA Technical Delegate from the representatives
list of participating Countries.
In case of a rules violation, the Commission will provide and impose all the disciplinary measures
and sanctions to players, assistant referees, referees, trainers and other officials.
The decisions taken by the Commission are based on the referees’and commissioners’ written
notifications.
Decisions made by the Disciplinary Commision are irrevocable in the event that at least three (3)
members, among which the President, votes for them. Decisions will be communicated, in written,
to the interested parties within twenty-four (24) hours from the end of the match.

The Commission Member who belongs to the same Country as the team in dispute cannot take part
in the Disciplinary Commision.
14.2. The Referee Commission
Referee Commission will be composed of at least three (3) members:
• FIFA Technical Delegate, as a Chairman;
• A Delegate of the host Country;
• One (1) member chosen by the FIFA Technical Delegate among the members of participating
country delegations.
The Referee Commision appoints delegates, referees, assistant referees and referee observers for
all the football competitions of the 2013 Mersin XVIIth Mediterranean Games.
14.3. Referees
During the 2013 Mersin XVIIth Mediterranean Games, football matches will be refereed by three
referees chosen from:
Two (2) referees appointed by the FIFA;
One (1) international referee and one (1) assistant referee for each delegation. The
appointment will be carried out upon the request from National Football Federation and
approval of the FIFA;
Number of the international referees to be appointed by the TFF, if required, will be decided based
on demand.
No referee or assistant can referee a match to be played by their home Country team.
Names of the referees will be indicated on the entries by name form.
15. PROTESTS AND APPEALS
Every protest will be reported on the official match report and be submitted in written French,
English or Arabic and no later than 60 minutes after the end of the match and accompanied, by a
cash deposit.
Referees decision regarding the play cannot be protested. Such decisions are final. The complaint
will be immediately handed over to the Technical Commission. Complaints and appeals will follow
the FIFA International Regulations.
In the event of a complaint, member of the Jury cannot be of the same nationality as the person
lodging the complaint.
In the event that the protest is accepted, the deposit will be refunded; otherwise it will be acquired
by the OCMG 2013.

16. SPORTS UNIFORMS
Players taking part in the Football Tournament of the 2013 Mersin XVIIth Mediterranean Games must
wear uniforms complying with the FIFA standards and FIFA Equipment Regulations. The latter will
duly decide the sets of uniform of each team which must have two (2) jerseys of different colours
(light and dark). Colours shall be confirmed at registration. Players must keep the same number until
the end of the match, even if they change position.
No advertising logos may appear on uniforms, accessories or on clothing and equipment worn or
used by players, except for manufacturer’s labels, on condition that the latter are not displayed for
advertising purposes, in accordance with the ICMG and FIFA rules.
These rules also apply to the award ceremonies.
17. AWARDS
Award ceremonies will be held at the end of the tournament
Medals and diplomas
In accordance with ICMG rules, the following prizes will be awarded:
First prize
A gold medal and a diploma for each player belonging to the first-ranked team;
Second prize
A silver medal and a diploma for each player belonging to the second-ranked team;
Third prize
A bronze medal and a diploma for each player belonging to the third-ranked team;
Fourth to Eight place:
Each player belonging to the team placing fourth to eight will receive a diploma.
18. TIME TABLE
Time table will be available after drawing of lots and will be communicated to the NOCs.
19. TECHNICAL OFFICES FOR COMPETITIONS
Two offices will provide specific information on the Football Tournament: Technical Information
Centre of Football at the competition venue and Sports Information Centre in the Mediterranean
Village.
These two Offices will provide information on competition times, training sessions, transportation,
list of players and results.
The two offices will also provide technical information communicated by the FIFA and OCMG 2013

20. APPROVAL OF THE REGULATIONS
In case of disagreement on the interpretation of these regulations, the French version shall prevail.
These regulations were approved by the President of the Technical Committee and ICMG on 7
September 2012.
