Mesa, Manila. The PGRSP is a non-profit, non -stock organization that seeks to promote road discipline among Filipino motorists. Composed of representatives from the public and private sectors, PGRSP is chaired by AAP president Augusto Lagman and has its secretariat at the AAP main office in Quezon City The Safe-T-Kids Flash Cards Program aims to educate children on road safety and instill in them the value of road discipline as early as 10-12 years of age or at Grade 5 level. At this age, children are usually left to walk to and from their schools unaccompanied by adults. Even though they are already able to determine the use of pedestrian lanes, judge safe gaps in traffic and assess a vehicle’s speed, lack of knowledge about road safety makes them the most vulnerable victims in road crashes. Reports show that about 263 children are involved as casualties in road accidents every day. Road traffic injuries have become the second most common type of accident for children ages 5- 12. Alarmed by these statistics, PGRSP launched a national drive to reduce road casualties among children through the use of flash cards as instructional materials for Grade 5 students in public schools. The flash cards depict different road safety scenarios to help students understand the road environment (vehicle sounds, road and traffic signs, behavior of road users), basic road traffic rules and regulations, and road user etiquette. The cards are designed with colorful images to catch the students’ attention, sustain their interest and promote active interaction within the classroom. DOTC Assistant Secretary Dante Lantin together with PGRSP members and project sponsors handed over the Safe-T- Kids Flash Cards to the 10 selected pilot testing public elementary schools in District IV Manila last February 24. Prior to the launching, a workshop was conducted on July 17-18, 2010 for the Grade 5 teachers of Pio del Pilar Elementary School, Bacood Elementary School, Bagong Barangay Elementary School, Bagong Diwa Elementary School, Beata Elementary School, F. Amorsolo Elementary School, Geronimo Santiago Elementary School, J. Zamora Elementary School, Sta. Ana Elementary School and Tomas Earnshaw Elementary School. DepEd plans to integrate Road Safety as a subject in the Grade 5 public school curriculum under “Edukasyong Pagpapakatao”. “We need to instill the essence of road safety in our kids”, Rogelio Doñez of DepEd, said. AAP to cap 80th anniversary celebration with Decade

of Action for Road Safety launch

The Automobile Association Philippines (AAP) is preparing for a grand celebration of its 80th anniversary in May 2011. Details are still tentative but AAP members can expect three consecutive days full of motoring-related activities capped by the launching of the Decade of Action for Road Safety. AAP kicks off the celebration on May 8 with a Concours d’Elegance exhibit of vintage cars at the Philippine Trade and Training Center (PTTC) in Pasay City and a motorcade of new cars from Luneta to the Mall of Asia. On May 9 in the afternoon, AAP’s Annual General Membership Meeting will be held at the PTTC, followed by the annual AAP Motor Sport Awards Night to honor the 2010 champions of six motor sport disciplines and Hall of Fame awardees. On the third day, May 10, AAP plans to complete the local implementation of the FIA Foundation’s Global Helmet Vaccine Initiative (GHVI) by distributing 250 helmets to children in Morong, Rizal who ride tandem on motorcycles going to and from school. The school children will receive motorcycle helmets that comply with international safety standards to help them develop a lifetime habit of wearing helmets whenever they ride two-wheeled vehicles. The ”Helmet Vaccine” project in the Philippines, co-organized by AAP, the Asian Development Bank and the Asian Injury Prevention Foundation, was launched in May 2010 when Hollywood movie

actress Michelle Yeoh, now the Make Roads Safe Global Ambassador of the FIA Foundation, arrived in Manila to lead the distribution of helmets to schoolchildren from various Metro Manila public elementary schools. May 11, 2011 is reserved for the Philippine launching of the Decade of Action for Road Safety 2011-2020 that has been declared by the United Nations and will be simultaneously launched worldwide in over 100 countries. A telethon involving show business and sports celebrities will be held wherein Philippine Global Road Safety Partnership (PGRSP) stakeholders chaired by AAP President Gus Lagman and including the Departments of Transportation and Communications (DOTC), Public Works and Highways (DPWH), Chamber of Automotive Manufacturers of the Philippines, Inc. (CAMPI), Ford, PLDT-Smart Foundation, Department of Health (DOH), Truck Manufacturers Association (TMA), Tollways Association of the Philippines (TAP), Independent Philippine Petroleum Companies Association (IPPCA), and Pilipinas Shell plus leaders of the private business sector and civil society will call in to pledge their support to the Decade of Action. Tags bearing the Wear, Believe, Act slogan of the Decade of Action will be distributed. On the same day, the H2O project (Helmets and Headlights On Always) promoting

This class of membership recognizes the members’ loyalty and offers as a reward continued membership free from the payment of annual membership dues for the rest of their lives.

The only qualification required for this award is that the sum of the member’s biological age plus the number of years of his or her AAP membership equals 100.

In preparation for the 80th anniversary and annual general membership meeting of the Automobile Association Philippines in May 2011, the AAP Nominations Committee is accepting nominations for the 2011-2012 board of directors.

AAP members in good standing (with no unpaid or unsettled obligations) can submit a nomination to the Nominations Committee. Nominees should meet the following criteria:

Must be a bona fide AAP member for at

least one year.

Must be able and willing to devote time

and energy to attend to the affairs of the AAP as a member of the Board of Directors.

Must send a brief resume to the

Nominations Committee, c/o AAP Executive Office, 683 Aurora Boulevard, Quezon City. The deadline for submission of nominations is April 15, 2011.

Must pass the evaluation of the

Nominations Committee. The evaluation will focus on the willingness of the nominee to devote his/her time and energy to the Association.

Must be present at AAP’s general membership meeting on May 9, 2011.

After their election, the members of the board of directors choose among themselves the president, vice president, treasurer and chairpersons of nine committees.

On Its 80th

Year, AAP to move main office to 28 EDSA,

Greenhills

The Automobile Association Philippines (AAP) will soon move its main office from Aurora Blvd., Quezon City to the Pacific Office Machines Building at 28 EDSA, Greenhills, San Juan. The new office is situated beside Ford, Subaru and other car distributors. AAP will occupy the entire first floor of the building after renovating and upgrading its facilities.

With its main office proximate to four business centers, commercial complexes and main roads, AAP will be more accessible and visible to its members and the public. AAP is looking forward to improved operational efficiency that will help the national auto club keep pace with its members’ growing needs as it has done in the past 80 years of its existence.

From its first office at one of the floors of the Manila Hotel during World War II to its present site at 683 Aurora Boulevard, Quezon City, AAP has continuously strived to bring the organization closer to the motoring public and provide exceptional value and superior service to its members.

Renovation of the new office is scheduled to be completed near the end of May and AAP plans to move there in June.

AAP also plans to distribute free DVD copies of the public utility drivers' training that AAP with the Land Transportation and Regulatory Board (LTFRB) and the University of the Philippines National Center for Transportation Studies have been conducting. The production of the first phase of the PUV drivers' training DVD was sponsored by Toyota Motor Philippines. The final details of these events will be published in the next issue of AQ and the April 2011 supplement of AAP in the Philippine Daily Inquirer.

The Automobile Association Philippines (AAP) now offers an easy way to pay membership fees through the Bancnet Online Payment facility. Members can now apply for AAP membership and pay the corresponding fees with just a click of a button and in the convenience of their home or office. No need to go to the nearest bank branch or AAP office as this service can be availed of anytime and anywhere.

Simply visit www.aap.org.ph, fill up the online membership application form, then select Bancnet Online Payment. In the payment instruction box choose the bank for payment in the Bank dropdown box, and then click Submit. Enter the pertinent card details such as the ATM card number,

PIN number and account type in the form, then click Pay. The confirmation window will appear containing all your payment details. This will serve as your transaction receipt and proof of payment.

Click on Continue to finalize your transaction. Copy or print the reference and sales invoice number in the AAP acknowledgement window when you inquire about the status of your online application. Official Tow Away Zones in Makati City

The Makati City Traffic Code Ordinance No. 2003-089 states that the following are strictly No Parking areas and Tow Away Zones:

-Ayala Avenue -Dela Rosa Street -Pasay Road -V.A. Rufino (formerly Herrera Street) -Makati Avenue -Amorsolo -Jupiter St. -Gil Puyat (formerly Buendia Ave) -Pasong Tamo St. -Batangas St. -Kalayaan Ave. -Nicanor. Garcia (Reposo St.) -Camagong St. -Malugay St. -Metropolitan Ave. -Vito Cruz Extension (Makati side) -Evangelista St. -P. Burgos St. (between Valdez St. and Makati Ave) -Paseo de Roxas (between Makati Ave. and Ayala Ave.) -Paseo de Roxas (between Ayala Ave. and De la Rosa) -Paseo de Roxas (between Esperanza and Pasay Road) Article XXIII, Section 132 of the city ordinance states that

“illegally parked vehicles” will be immediately issued an OVR should the driver be present. Unattended illegally parked vehicles shall be towed and an OVR will be issued immediately upon arrival at the impounding area. The same sanction will be given to any vehicle stalled by a flat tire. In case of engine trouble, if the driver deliberately refuses to remove his vehicle or cannot move it due to the absence of equipment or to circumstances beyond his control, an OVR shall be issued to the driver and his vehicle will be towed as well. In case of an empty fuel tank, the vehicle may be towed to

the nearest gasoline station, however, the towing fee should be paid to the tow truck in accordance with the number of kilometers from the point of origin to the gasoline station and an OVR shall be issued to the driver.

Meanwhile, illegally parked vehicles that are already clamped to the tow trucks shall not be subject to intercession by the owner of the vehicle or by the representatives of their company’s tow truck.

For towing fees, Section 135 indicates the following rates:

Note that the towing fees herein stated shall be charged by the tow trucks for hire and shall be paid to the Office of the City Treasurer of the City of Makati. The Share of the City in the towing fees shall be 50 percent.
