All present at AGM voted in favour 3.Minutes from APM meeting on Thursday 14 th May 2015 were proposed by Terry Chapman, seconded by Sue Herbert. All present at APM voted in favour 4. Declarations of interest - none 5.District and County Council reports and items of interest Andrew Fraser County Councillor Shared services Steven Kelly has been appointed as Combined Director of Planning and will enable shared services with Cambridge City and Huntingdon and oversee new offices. All to be up and running by September S106 A developer recently won a court case to claim back S106 money even though it was with in the 10 year time limit Training Clerk confirmed that no email had been received asking if Parish Councillors would like any training. Andrew Fraser to follow up Community Chest Still open Devolution All plans to date proposing a combined authority have been rejected. Links to Suffolk and Norfolk Councils are no longer being considered. Now waiting for new plans Public Online Consultation Survey on Devolution is open until 23/08/16 www.southcambs.gov.uk/devolution City Deal The Greater Cambridge City Deal aims to boost growth by investing in local infrastructure, housing and skills. Public Online Survey about improving travel on or around A1307 open until 1/08/16 www.gccitydeal.co.uk/A1307 6. Parishioners’ Question Time The prompt patching of Bartlow road by Highways was mentioned as was the drain clearing outside 1 Claydon Close. Well done to Highways. Devolution was discussed. The road through Nosterfield End flooded again in heavy rain so needs looking at again before Winter. Request to for Clerk to report pot holes on Haverhill Road and 2 x lose curb stones

FOR PARISH COUNCIL MEETING HELD ON THURSDAY 14TH

JULY 2016 AT 8PM IN CASTLE CAMPS

Clive Germany, Hannah Horton and Molly Furner

The meeting started at 8pm

7. Matters Arising – For information only 7.1 Agendas, minutes and annual accounts have to be displayed on the website in order to comply with the Transparency Code. A scanner is needed to comply. This will be rectified on receipt of Transparency Grant funding. 7.2 Highway Faults reported by Clerk * Bartlow Rd pothole / gulleys between Main Street and Church Lane. Currently being dealt with by Highways * Blocked drains in High Street. 1 Outside Scotts, 1 between The Cottage & 1 Claydon Close. Partially blocked one at bowling green car park entrance. Highways have sent a gully sweeper and drain cleaner. 7.3 Parishioner requested to plant a tree outside 30 Claydon Close. Andrew Cole, SCambs Housing Officer visited on 6/7. Clerk awaiting reply 7.4 Clerk has received copy of CATS public liability insurance 7.5 Clerk looked into street lighting schedule. All work was completed July – Dec 2015. Part of Milestone 9. 8. Matters for the council to discuss / vote on 8.1 Lower the drains in playground. Terry Mann and Clive Germany to meet on site and discuss 8.2 Condition of waterlogging on Byway 7 Castle Camps / Byway 48 Camps End Meeting arranged on site a Byway 7 with Peter Gaskin, Public Rights of Way Officer, and Councillors on Fri 22nd July 1pm to discuss plans. Peter has advised that work to clear ditches and cutting down of vegetation will start 18/7/16 or 25/7/16. It was stated that if surplus road plainings are available, SCambs own the concrete pad next to Park Farm 8.3 Jan 2016 version of Parish Council Standing Orders were adopted. Proposed by Sue Herbert, seconded by Terry Chapman. All voted in favour 8.4 March 2016 version of Parish Council Financial Regulations were adopted. Proposed by Sue Herbert, seconded by Terry Chapman. All voted in favour 8.5 Carolyn Bartlett’s request for her Son to camp on Rec was agreed providing there are no fires, all litter is cleared, there is adult supervision. Proposed by Sue Herbert, seconded by Terry Chapman. All voted in favour 8.6 It was agreed that the swing belonging to Mike & Kerry Saddler on the corner of Rec must be removed due to it not being suitable for public use therefore deemed high risk for the Parish Council. Clerk to write letter. 8.7 Appearance of Village Green. Pot Ash Cottage have been approached by Sue Herbert and asked not to park on Village Green. Pot holes have been filled in by Barry Chapman and Mr Kemp but more soil is needed. Sue Herbert will talk to Mr Kemp about erecting posts to stop further vehicle damage to edges of Green. Clive Germany will fix the No Parking Sign post which is currently broken. 8.8 Change of use of Telephone Box to an information booth was agreed. Sue Herbert will look at the one in Shudy Camps and discuss at next meeting 8.9 Councillor training was agreed for Daniel Hoddinott. Terry Mann still to attend session 3. Clerk will advise on latest sessions and book. 9. Playground 9.1 Progress update including post installation inspection. Terry Mann reported that the installation is nearly complete. Awaiting the delivery of new slide and panel, along with Junior Tower which are currently in Holland. Amey Cespa Community Fund have extended the funding offer until the end of Aug. The playground passed the post installation inspection by David Bracey apart from 2 minor low risk points. Caledonia Play have been notified and Terry Mann is waiting for a response. There is some concern over some splits in the timber on the main swing. Barbed wire found around tree stump, Clive Germany to remove. It was agreed that a plaque needs erecting to illustrate funding, this was agreed be sited on new fence.

Terry has obtained quotes for new fence containing 1 self-closing gate and 1 set of double gate in the region of £2000. Terry Mann and Sue Herbert will apply to the Community Chest Fund 9.2 CCTV update. 3 units are being installed by Village Hall, none will cover playground. The point was raised - do Parish Council need a camera on the playground? Playground committee will discuss at the next meeting. Parish Council will need their own policy and designated co-ordinator 9.3 Grass cutting/ maintenance update. Clerk met Julian Basham and agreed he will treat grass around equipment with weed killer rather than strimming, will cut grass on matting with small mower until grass is established enough to use ride on mower, he will clear area behind CATS building of Elder and will strim nettles occasionally as requested by CATS. He will cut back hedge. Needs instruction on what to do around 9.4 9.4 Surface area around Mushroom equipment will be discussed at next Playground Committee meeting 9.5 Weekly safety checks. Clerk has compiled a new check list and passed to Terry Mann. Terry will start using and add to it if necessary. Rota for Councillors to carry out weekly checks was discussed and agreed that Terry Mann, Sue Herbert and Daniel Hoddinott will do 1 month each in rotation with Hannah Horton helping in school hols. Clerk to create folder 9.6 Two litter bin liners are required for Rec. Proposed by Sue Herbert, seconded by Terry Mann. All voted in favour 9.7 Julian Basham has removed the Cherry tree nearest the Multi Sports area to stop any further root damage. This was undertaken free of charge in exchange for the wood. Clerk to check the tree stump was treated to prevent re growth. 9.8 The decision to renew with Allianz Engineering for the yearly playground inspection was retracted as there are local companies offering much better prices. Proposed by Sue Herbert, seconded by Terry Chapman. All voted in favour . Clerk to confirm with Aon before booking next inspection in June 2017 that any company can be used. Fenland Leisure have quoted annual inspection currently priced at £100. 10. Planning 10.1 A review of the new planning procedure has been generally working. 11. Finance The Clerk

11.1 Natwest mandate has been changed to add new signatories and remove old signatories. The address has also been updated. Clerk, Terry Chapman and Bev Garbutt need to produce identification documents at bank to complete update 11.2 Clerk requested to move NatWest accounts to Unity Trust Bank online. Councillors will review online and decide at the next meeting 11.3 A budget of £25 was agreed for Parish Council Flower Festival contribution. Proposed by Terry Chapman, seconded by Hannah Horton. All voted in favour 11.4 Clerk advised following latest session of CiLCA training that Parish Council should register for VAT due to receiving income from Multi Sports area and Review magazine. Andrew Fraser will confirm if this is necessary. 11.5 Receipts - None 11.6 Payments since last meeting

The above payments were proposed by Sue Herbert, seconded by Terry Chapman. All voted in favour 12.Clerks Items 12.1 Transparency grant application for IT equipment has been authorised. CAPALC are awaiting the funds then will transfer to Parish Council bank account 12.2 Clerk has joined Society of Local Council Clerks 12.3 Annual Council Insurance has been renewed and paid 12.4 Clerk has received acknowledgment to confirm Parish Council has completed declaration of compliance with Pension Regulator 12.4 Clerk has received Local Councils Explained book 12.5 Certificate in Local Council Administration (CiLCA) update. Clerk has attended 4 sessions out of 6 and is progressing well with the subjects covered so far 13. Matters for next Agenda 13.1 Sue Herbert received a letter from Francis Burkitt, District Council’s ‘portfolio holder’ for the Greater Cambridge City Deal asking if there is requirement and suitable land for a 1 – 2 acre bus hub. Sue Herbert asked the Clerk to reply stating village doesn’t have the volume of busses to warrant a hub. 13.2 Clerk has spoken to Ian Froggat, Woodland Trust Site Manager for Millennium Wood to enquire about clearing shrubs from around pond. Ian is happy for a Community Engagement Project to be set up. Parish Council agreed Clerk could offer this opportunity to local groups and if no response Woodland Trust will clear area 13.3 Terry Chapman raised point that Financial Regulations require a Councillor other than the Chairman to confirm bank reconciliations quarterly. Clerk to bring relevant paperwork to next meeting along with half yearly budget review and copy of accounts to date.

13.4 Parish Council policies need reviewing. Clerk to prepare for next meeting 13.5 Moving Village Hall gate needs discussing/ action at next meeting 14. Date of Next Meeting, Thursday 8 Sept
