(d) There will be four main stacks and four bypass stacks of 70 m each inthe advanceclassgasturbinesmodules.

(e) Thecapitalcostof the projectwill also increasefrom Rs3818 crorestoRs 6400 crores.

3. The proposal has been appraised by the Expert Appraisal Committee(EAC) for Thermal Power and Coal Mine Projects in accordance with theprovisions of para 7(ii) of EIA Notification, 2006. Basedon the recommendationsof EAC, Ministry of Environment & Forests hereby accords environmentalclearance to the proposed expansion in capacity from 1000 MW to 1600 MW ofPragati III combined cycle power project at Bawana, Delhi under the provisionsof EIA Notification, 2006, subject to implementation of following safeguardmeasures:-

(i) All the conditions stipulated in the environmental clearance videMinistry's letter no. J-13011j4j2007-IA.lI(T) dated 2nd March, 2007shall be implemented strictly.

(ii) No additional land shall be acquired for the expansion.(iii) There shall be four main stacks and four bypass stacks of 70 m height

each in the advance class gas turbine modules instead of six stacks.(iv) Only treated sewage water shall be used for the project. No

groundwater shall be extracted for the project.(v) COCof at least 3 shall be adopted.(vi) Treated effluents conforming to the prescribed standards shall only be

discharged.TDSin the dischargedwater shallnot exceed2100 mgjl.

2. It is noted that the proposal is for grant of environmental clearanceunder the provisions of EIA Notification, 2006 to set up a 1000 MW GasBased Power Plant at Bawana. The site is located. in the BawanaIndustrial Area of Delhi between 28° 47' 30" North Latitude and 77° 4'22" East Longitude. 40 Hectares of land is required which is in possessio 1of the company. No National park and jor Sanctuary is reported withi 125 km of the area. However, Sultanpur Dabas and Ghoga Reserv,=Forests are at 5.5 Km and 3.5 Km distance from the site r.espectively.Public hearing was conducted on 02.01.2007. The project cost is P:;3818.62 crores including Rs 108.46 crores for environment protectionmeasures.

3. The proposal has been considered under EIA notification,2006and environmental clearance is hereby accorded under the provisions

there of subjectto implementation of the followingterms and conditions:

(i) The natural gas shall be used as main feed stock and its

consumption shall not exceed 6.8 MCMD.

(ii) Six stacks of 70 m height each shall be installed with continuous

online monitoring system. The exit velocity of the flue shall be at

least 20.00 m/sec.

(iii) Low NOx burners shall be provided and NOx emissions fromindividual stacks shall be restricted to less than 50 ppm.

I-i, (iv) Necessary permission as may be applicable from the ChiefController of Explosives shall be obtained and a copy of the same

shallbe submitted to the Ministry.

(v) A comprehensive risk analysis for the worst case (taking intoaccount the total inventory and their cascading effects)shall becarriedout withinthree months. The risk contours shall be

plottedon the locationmap clearlyshowing the vulnerable areas.Necessary Disaster Management Plan shallalso be prepared and

submitted to the Ministryand its Regional Office at Chandigarhwithinthree months.

(vi) There shall be no Fugitive emissions of Gas.

(vii) For controlling fugitive natural dust (ifany), regular sprinkling of

\L.. water in vulnerable areas of the plant shall be .ensured.

(viii)Regular monitoring of the air quality, including HC levels both inwork zone and ambient air shall be carried out in and around the

power plant. Complete analysis of the recorded data shall be

regularly undertaken and results shall be submitted ;to the Ministry

every six months.

(ix) Only 2505 m3/hr treated sewage water shallbe used in the power

plant and no extraction of ground water shall be made for the

project at any stage.

(x) Closed Cycle Cooling System with natural draft cooling towers shall

be provided.

(xi) Treated effluents conforming to the prescribed standards only shallbe discharged Into the nearby drain which will not meet the riverYamuna_at any st.a-ge. TDS of discharged effluents shall not exceed2106 mg/ltr.

(xii) Greenbelt of adequate width shall be developed all around the plantboundary and all vacant spaces available within the plant site.

(xiii) Rainwater harvesting shall be adopted in consultation with theCentral Groundwater Authority/Board. The plan for the same shallbe submitted within a period of three months from the date ofclearance.

(xiv) Regular monitoring (six monthly) of underground water shall beundertaken and data analyzed to ascertain any change in thequality of water. The results shall be regularly submitted to theMinistry.

(xv) Leq of Noise level shall be limited to 75 dBA. For people workingin the area of generator and other high noise area, requisitepersonal protective equipment like earplugs etc. shall be provided.

(xvi) Adequate safety measures shall be provided to"limit the risk withinthe plant limits, in case of an accident. Leak detection devicesshall also be installed at strategic locations for early detection andwarning.

(xVii) Regular mock drills for the On-Site emergency management planshall be carried out as per the Manufacture, Storage and Import ofHazardous Chemical Rules, 1989. 1mplementation of changes /

~ improvements required in the On-Site emergency management-- plan shall be ensured.

(xviii)The project proponent shall advertise at least in two localnewspapers widely circulated in the region around the project, oneof which should be in the vernacular language of the localityconcerned, informing that the project has been accordedenvironmental clearance and copies of clearance letters areavailable with the State Pollution Control Board/Committee andmay also be seen at Website of the Ministry of Environment andForests at http://www.envfor.nic.in.

(xix) A separate environment monitoring cell with suitable qualified staffshould be set up for implementation of the stipulatedenvironmental safeguards.

(xx) A half yearly report on the status of implementation of thestipulated conditions and environmental safeguards should besubmitted to this Ministry,RegionalOffice,CPCBand SPCB.

(xxi) The Regional Office of the Ministry of Environment & Forestslocated at Chandigarh will monitor the implementation of thestipulated conditions. A complete set of Environmental ImpactAssessment Report and Management Plan should be forwarded tothe Regional Office for their use during monitorir)g.

(xxii) Separate funds should be allocated for implementation of,*, environmental protection measures along with item-wise break-up.

These cost should be included as part of the project cost: The fundsearmarked for the environment protection measures s"hould not bediverted for other purposes and year-wise expenditure should bereported to Ministry.

(xxiii)Full cooperation should be extended to the Scientists/Officers fromthe Ministry/Regional Office of the Ministry at Chandigarh / theCPCB / the SPCS who would be monitoring th~ compliance ofstipulated environmental conditions and safeguards.

4. The Ministry reserves the right to revoke the clearance if conditionsstipulated are not implemented to the satisfaction of the Ministry.

5. The environmental clearance accorded shall be valid for a period of5 years to the start of production operations by the power plant.

6. In case of any deviation or alteration in the project proposed fromthose submitted to this Ministry for clearance, a fresh referenceshould be made to the Ministry to assess the adequacy of thecondition(s) imposed and to add additional environmentalprotection measures required, if any.

7. The above stipulations would be enforced among others under theWater (Prevention and Control of Pollution) Act, 1974, the Air(Prevention and Control of Pollution) Act, 1981, the Environment(Protection) Act, 1986, Hazardous Wastes (Management andHandling) Rules, 1989 and its amendments, the PUQlic Liability
