(C) R&R status: In the new acquisition of Tenancy land, about 4000 families residing in Madhauli Village will be affected. This village is located in the dip side of the mine. The families will be rehabilitated as per R&R policy of CIL. Provision of 200 crore has been made for this purpose.

(D) The Jayant OCP is in operation with the Environmental Clearance vide MoEF letter No. J-11015/382/2008-IA-II(M) dated 10-12-2008 and corrigendum issued vide No. J-11015/382/2008-IA.II(M) dated 15th April 2009 for a production capacity of 15.50 Mtpa. (Refer Annex. No.I)

Yes Jayant OCP has been working for the last 40 years with the combined system of mining viz. Dragline and Shovel Dumper system. Therefore, the existing system has been proposed in the EPR, along with up gradation of equipment size for achieving higher production level.

Yes i) Coal stored in coal stock yard from where the coal will be dispatched to CHP. ii) Storage of goods & other material is made in the material store at earmarked site with storage facilities.

Yes i) Mine overburden :

Overburden is lying above the coal seam is stacked at earmarked sites as external OB dumps (118.65Ha) and backfilling the excavated area of the mine as internal O.B dump (1589.00Ha). The OB dumps are technically & Biologically reclaimed to afforested area.

Municipal solid waste generated from the colony and office is being suitably taken care as per Municipal Solid Waste (Management & Handling) Rules.

ii) Liquid Effluents :

Industrial effluent :

The effluent from workshop and CHP is being treated in existing Central Effluent Treatment Plant (CETP) of 8000m3/d (8.0 MLD) capacity.

The Mine discharge is being treated in existing Mine

Effluent Treatment Plant (ETP) of 32000m3/d (32.0 MLD) capacity.

The EPR envisaged that the existing ETPs have sufficient capacity to cater the need of Expansion Project.

The treated effluent is being used for Industrial purpose i.e. for Haul road dust suppression, in Workshop for HEMMs washing, for fire fighting and in CHP for dust suppression.

Domestic effluent :

The Project has already constructed a Sewerage Treatment Plant (STP) of 4000m3/d (4.0 MLD) capacity for treatment of domestic effluent from colony. The EPR envisaged that the existing STP has sufficient capacity to cater the need of Expansion Project.

The STP is in operation and treated effluent is used

for horticulture purposes at Rose Garden of Jayant project. Also, the Industrial buildings are having facilities of septic tank and soak pit.

1.16 Facilities for long term housing of operational workers?

Yes Housing for operational workers has already been provided. There are 2161 standard quarters available in the project Township. EPR envisaged construction of additional 32 nos. quarters in the existing township. These constructions will not involve in any physical changes in the locality i.e. in topography, land use and change in water bodies.

ii) Ground water : Due to excavation strata seepage gets accumulated at the floor of the coal seam in the sump having capacity to deal with peak rainfall. In order to maintain the working faces dry for coal production this water is pumped out daily. Mine water discharge at existing mine capacity = 5400 m3/day (present) Mine water discharge at existing mine capacity = 6480 m3/ day. (at max. depth)

4.1 Spoil, overburden or mine wastes Yes Over burden of 1314.87 million m3 is likely to be generated during the life of the mine. The total OB will be dumped as internal dump in decoaled area. There is no external dumping in the proposed Expansion. The OB dumps will be physically and biologically reclaimed.

Overburden consisting of Alluvium shale and sandstone. The total OB over the life of the mine will remain the same.

Top Soil Management : At Jayant OCP, top soil is available in patches. Top soil will be removed from these patches before drilling, blasting.

An area of 2.0ha each on Western and eastern part of mine has been selected for storage. The top soil is being distributed over the OB dumps before plantation.

Proposed Terms of Reference (TOR) for Jayant opencast extension Project for EC:

1.0 The EIA/EMP Report will be prepared for the Jayant OC Extension project for 25 Mtpa peak

capacity and will cover the environmental impacts and management plan as per the generic TOR

for Opencast coal mining Project prescribed by MOEFCC and given below :

Proposed TOR:

(i) An EIA-EMP Report shall be prepared for 25 MTPA rated capacity in an ML/project area of 3177

ha based on the generic structure specified in Appendix III of the EIA Notification, 2006.

(ii) An EIA-EMP Report would be prepared for 25 MTPA rated capacity to cover the impacts and

environment management plan for the project specific activities on the environment of the region,

and the environmental quality encompassing air, water, land, biotic community, etc. through

collection of data and information, generation of data on impacts including prediction modeling for

25 MTPA of coal production based on approved project/Mining Plan for 25 MTPA. Baseline data

collection can be for any season (three months) except monsoon.

(iii) A toposheet specifying locations of the State, District and Project site should be provided.

(iv) A Study area map of the core zone (project area) and 10 km area of the buffer zone (1: 50,000 scale)

clearly delineating the major topographical features such as the land use, surface drainage pattern

including rivers/streams/nullahs/canals, locations of human habitations, major constructions

including railways, roads, pipelines, major industries/mines and other polluting sources.

(v) Land use map (1: 50,000 scale) based on a recent satellite imagery of the study area may also be

provided with explanatory note on the land use.

(xiv) Study on the existing flora and fauna in the study area (10km) should be carried out by an institution

of relevant discipline. The list of flora and fauna duly authenticated separately for the core and

study area and a statement clearly specifying whether the study area forms a part of the migratory

corridor of any endangered fauna should be given.

(xv) Details of mineral reserves, geological status of the study area and the seams to be worked, ultimate

working depth and progressive stage-wise working scheme until the end of mine life should be

provided on the basis of the approved rated capacity and calendar plans of production from the

approved Mining Plan. Geological maps and sections should be included. The Progressive mine

development and Conceptual Final Mine Closure Plan should also be shown in figures. Details of

mine plan and mine closure plan approval of Competent Authority should be furnished for green

field and expansion projects.

(xvi) Details of mining methods, technology, equipment to be used, etc., rationale for selection of

specified technology and equipment proposed to be used vis-à-vis the potential impacts should be

provided.

(xvii) Impact of mining on hydrology, modification of natural drainage, diversion and channeling of the

existing rivers/water courses flowing though the ML and adjoining the lease/project and the impact

on the existing users and impacts of mining operations thereon.

(xviii) Detailed water balance should be provided. The break-up of water requirement for the various

mine operations should be given separately.

(xix) Source of water for use in mine, sanction of the Competent Authority in the State Govt. and

impacts vis-à-vis the competing users in the upstream and downstream of the project site should be

(xx) Impact of mining and water abstraction from the mine on the hydrogeology and groundwater regime

within the core zone and 10 km buffer zone including long-term monitoring measures should be

provided. Details of rainwater harvesting and measures for recharge of groundwater should be

reflected in case there is a declining trend of groundwater availability and/or if the area falls within

dark/grey zone.

(xxi) Impact of blasting, noise and vibrations should be given.

(xxii) Impacts of mining on the AAQ and predictions based on modeling using the ISCST-3 (Revised) or
