SUMMARY

In the third quarter of 2016, Rwanda’s total trade amounted to US$ 603.44 million, a decrease of 5.92

per cent over the third quarter of 2015. Exports totaled US$ 112.54 million, imports totaled US$

439.39 million and re-exports were valued at US$ 51.52 million.

Total domestic exports decreased by 1.49 per cent during the period of the third quarter 2016 over the

same quarter of 2015 (US$ 112.52 million and US$ 114.24 million respectively) and also increased

by 22.01 per cent compared to the second quarter of 2016. Total imports of Rwanda decreased by

8.68 per cent in the third quarter of 2016 when compared to the same quarter of 2015 (US$ 439.39

million and US$ 481.15 million respectively) and also decreased by 9.19 per cent over the second

quarter of 2016. Re-exports from Rwanda increased by 12.04 per cent in the third quarter of 2016

over the same quarter of 2015 (US$ 51.52 million and US$ 45.98 million respectively) and also

increased by 2.15 per cent over the second quarter of 2016.

The top five export destinations were: the United Arab Emirates, Switzerland, Kenya, the Democratic

Republic of Congo and Singapore. Together, these five countries accounted for 68.83 per cent share

of total value of domestic exports (US$ 77.46 million).

The commodity groups with the largest export values were: “Other unwrought gold (incl. gold plated

with platinum), non-monetary” (US$ 27.43 million), “Coffee, not roasted, Not decaffeinated” (US$

22.41 million), “Niobium, vanadium ores, tantalum and concentrates” (US$ 10.74 million), “Tin ores

and concentrates” (US$ 8.45 million) and “Other black tea (fermented) and other partly fermented

tea” (US$ 7.35 million).

In terms of re-exports, the top five destinations in the third quarter 2016 were: the Democratic

Republic of Congo, Burundi, Malawi, Kenya and Belgium. Democratic Republic of Congo accounted

for 79.20 per cent share of Rwanda’s total re-exports.

The most re-exported commodity group with the largest values was: “Motor Spirit (gasoline)

premium” (US$ 13.11 million), followed by “Gas oil (automotive, light, amber for high speed

engines)” (US$ 10.68 million), “Vegetable fats and oils and their fractions” (US$ 3.49 million),

“Broken Rice” (US$ 2.79 million), and “Kerosene Type Jet fuel” (US$ 2.24 million). In terms of total

imports, China, Uganda, Kenya, India and United Arab Emirates outline the top five countries of

origin of imports to Rwanda and totalized US$ 242.05 million of imports (55.09 % of the total value

of imports).

The commodity groups with the largest values among the top 20 imported products were:, “Other

medicaments in measured doses for retail sale” (US$ 21.67 million), “Telephones for cellular

networks or for other wireless” (US$ 18.16 million), “Mosquito net” (US$ 15.02 million), “Other

portland cement” (US$ 13.95 million), and “Other sugar, not containing added flavouring or

colouring matter” (US$ 11.94 million)”.

INTRODUCTION

This Statistical Report of Formal External Trade in Goods covers the third quarter of 2016, the period

running from July to September. It is produced by the External Trade Division of the Economic

Statistics Department of the National Institute of Statistics of Rwanda (NISR).

The Economic Statistics Department is mandated to compile, analyze and produce statistics and

information on external trade. The data compiled by the Division is provided by the Rwanda Revenue

Authority (RRA), Customs Department and then processed by NISR using EUROTRACE DBMS and

MS Access software.

To collect and compile formal external trade statistics, NISR relies on the General Trade System

under which the recorded aggregates include all goods entering or leaving the economic territory of a

country with the exception of simple transit trade.

Imports include goods brought in directly for domestic consumption plus goods imported into

customs bonded warehouses.

Exports cover domestic exports defined as goods of national origin; that is, goods produced in the

exporting country and the nationalized goods.

Re-exports which are exported in the same conditions as imported or after undergoing minor

operations which leave them essentially unchanged and include re-exports from customs bonded

warehouses.

Partner country is the last known country of destination for exports and the country of origin for

imports. This definition applies to all products with the exception of exports of coffee and tea, where

the first known destination ports such as Mombasa and Dar Es Salaam are considered.

Valuation of imports and exports: Imports are valued on a CIF (Cost, Insurance and Freight) basis

while exports are valued on a FoB (Free on Board) basis.

Classification of commodities: The data is categorized by partner Country and the international

standard classifications such as the Harmonized Commodity Description and Coding System (HS)

and the Standard International Trade Classification (SITC), all linked to the national Customs

Procedure Codes (CPCs).

Furthermore, the compilation of External Trade Statistics abides by the recommendations of the

International Merchandise Trade Statistics: Concepts and Definitions 2010 (IMTS 2010) of the

United Nations Statistics Division (UNSD). Hence, the data for this report are compiled on

IMTS basis.

1. Rwanda’s Formal External Trade in Goods

This section provides an overview of Rwanda’s total trade in goods covering the period from 2014 to

the third quarter of 2016, on a quarterly basis.

In the third quarter of 2016, Rwanda’s total trade in goods amounted to US$ 603.44 million, a

decrease of 5.92 per cent from US$ 641.44 million in the same quarter of 2015 and a decrease of 3.69

per cent from US$ 626.53 million in the preceding quarter of 2016 (second quarter).

Figure 1 summarizes the balance of Rwanda’s trade in goods. Year-over-year, the deficit on traded

goods decreased considerably by 14.19 per cent, from the same period in 2015.

Total imports of goods constitute 72.81 per cent of total trade in goods (US$ 439.39 million), while

domestic exports constituted 18.65 per cent (US$ 112.54 million) and re-exports constituted 8.54 per

cent (US$ 51.52 million). For more detailed figures, see Appendix 6.1.

2. Domestic Exports

Compared to the second quarter of 2016, the third quarter of 2016 has seen an increase in values of

domestic exports of 22.01 per cent, with total domestic exports amounting to US$ 112.54 million.

Year-over-year, domestic exports’ values decreased by 1.49 per cent compared to the same quarter of

2015 (see Figure 1). This decrease in total exports’ values is largely explained by reductions in the

values of main mineral commodities like “Niobium, vanadium ores, tantalum and concentrates” and

“Tungsten ores and concentrates”, which decreased by 31.80 per cent and 22.19 per cent

respectively.

2.1. Exports by Commodity

In the third quarter of 2016, the five most exported commodities accounted for 67.87 per cent of total

domestic exports’ values (see appendix 6.2a)

Compared to the previous quarter, exports of “Other unwrought gold (incl. gold plated with platinum),

non-monetary” with an estimated value of US$ 27.43 million remained in the first place; “Coffee not

roasted, not decaffeinated” with an estimated value of US$ 22.41 million replaced “Other black tea

(fermented) and other partly fermented tea” in the second place. “Niobium, vanadium ores, tantalum

and concentrates” remained with the third place with US$ 10.74 million followed by “Tin Ores and

Concentrates” valued at US$ 8.45 million and “Other black tea (fermented) and other partly

fermented tea” with US$ 7.35 million.

2.2. Rwanda’s Export Markets

2.2.1. Trade Partners

Rwanda’s key destination markets of exports during the third quarter of 2016 were, the United Arab

Emirates (US$ 29.37 million, 26.10 per cent share), Switzerland (US$ 15.40 million, 13.68 per cent

share), Kenya (US$ 14.48 million, 12.87 per cent share), the Democratic Republic of Congo (US$

12.13 million, 10.78 per cent share) and Singapore (US$ 6.08 million, 5.40 per cent share). Together,

these five countries account for US$ 77.46 million or 68.83 per cent share of total value of domestic

exports in the third quarter of 2016. Figure 2 summarizes these figures year-to-date (from the

beginning of 2015 up to the third quarter of 2016). For the top twenty domestic exports partners see

Main exports to the United Arab Emirates include “Other unwrought gold (incl. gold plated with

platinum), non-monetary”, and “Unwrought lead (excl. refined and containing antimony)”. To

Switzerland and Kenya1 “Coffee, not roasted, not decaffeinated” and “Other black tea (fermented) and

other partly fermented tea” while for the Democratic Republic of Congo (DRC) predominantly

received “wheat/meslin flour” and finally Singapore received “Tin Ores and Concentrates”.

2.2.2. East African Community (EAC) Partner States

Rwanda’s exports of US$ 20.45 million to the East African Community Partner States (EAC, South

Sudan not yet included in the EAC trade estimates) in the third quarter of 2016 accounted for around

18.7 per cent of total domestic exports’ value see appendix 6.8a. Of these, about 70.82 per cent were

destined to Kenya1 (US$ 14.48 million).

Figure 3 illustrates the total value of Rwanda’s exports to EAC Partner States from 2014 to 2016Q3.

Domestic exports to EAC partner states decreased by 36.41 per cent in comparison with the second

quarter of 2016, but increased by 4.05 per cent when compared to the same quarter of 2015.

In terms of EAC export shares, Uganda and Burundi followed Kenya and received domestic exports

from Rwanda valued at US$ 4.75 million and US$ 0.83 million, respectively.

3. Imports

The total value of imports in the third quarter of 2016 amounted to US$ 439.39 million, a decrease of

9.19 per cent compared to the second quarter of 2016 which amounted to US$ 483.86 million and also

a decrease of 8.68 per cent compared to the corresponding quarter of 2015 amounting US$ 481.15

million (see Figure 1 above and appendix 6.1)

3.1 Imports by Commodity

During the third quarter of 2016, the five most imported commodities in terms of USD values

represented 18.38 per cent of Rwanda’s total imports (see appendix 6.3a). These, ranked from top to

bottom, consisted of “Other medicaments in measured doses for retail sale” (up by 32.16 per cent over

the same quarter of 2015); “Telephones for cellular networks or for other wireless” (down 5.61 per

cent year-over year) ; “Mosquito net” (up by 124695.07 per cent year-over year to US$ 15.02 million

from US$ 0.01 million in the same Quarter of 2015), “Other portland cement” (down 28.05 per cent

over the same quarter of 2015 to US$ 13.95 million); and “Other sugar, not containing added

flavouring or colouring matter” (up by 1220.81 per cent compared to the same quarter of 2015

reaching US$ 11.94 million).

3.2 Origin of the imports of Rwanda

3.2.1 Trade Partners

In the third quarter of 2016, the top five imports of Rwanda came from the following countries: China

(US$ 95.39 million), Uganda (US$ 52.75 million), Kenya (US$ 35.83 million), India (US$ 33.01

million) and United Arab Emirates (US$ 25.07 million). A more extensive table showing the top

twenty partner countries in terms of imports is provided in Appendix 6.6a.

Rwanda’s main imports from China were “telephones for cellular networks or for other wireless” and

“Mosquito net”; from Uganda these were “Other portland cement”, and “Maize seed for sowing”:

from India were: “Other medicaments in measured doses for retail sale” and “Motocycle with

reciprocating internal combustion piston engine >50CC but </=250CC <205cc”; from Kenya were:

“Other medicaments in measured doses for retail sale” and “Salt (including table salt and denatured

salt) and pure sodium”; and from the United Arab Emirates were: “Other knitted or crocheted

furnishing articles†(Mosquito net)” and “Lubricants in liquid form.”

3.2.2 East African Community (EAC) Partner States

In the third quarter of 2016, Rwanda’s imports from EAC Partner States (South Sudan not yet

included in the EAC trade estimates) totaled US$ 113.62 million, representing 25.86 per cent of

overall imported commodities (see Appendix 6.8a).

Figure 5 shows that Rwanda’s imports from the East African Community (EAC) Partner States in the

third quarter of 2016 mainly originated from Uganda and Kenya (46.42 per cent and 31.53 per cent of

total imports from EAC, respectively), representing together around 77.95 per cent of total imports

from EAC. Tanzania takes the third place with 20.91 per cent share of total imports from EAC and

Burundi the last one with only a 1.14 per cent share.

Rwanda’s imports from EAC Partner States decreased by 9.79 per cent when compared to the same

quarter of 2015 (US$ 125.95 million in the third quarter of 2015).

4. Re-exports

In the third quarter of 2016, Rwanda’s re-exports amounted to US$ 51.52 million, representing an

increase of 2.15 per cent over the second quarter of 2016 (from US$ 50.43 million in the second

quarter) and an increase of 12.04 per cent when compared to the same quarter of 2015 (US$ 45.98

million).

4.1. Re-exports by commodity

In the third quarter of 2016, the top five products re-exported by Rwanda accounted for around 62.72

per cent of total Rwanda’s re-exports’ values. These are: “Motor Spirit (gasoline) premium”, which

amounted to US$ 13.11 million, showing an increase in value of 22.57 per cent over the second

quarter of 2016 and an increase of 5.20 per cent compared to the third quarter of 2015; “Gas oil

(automotive, light, amber for high speed engines)”, which amounted to US$ 10.68 million following a

year-to-year increase of 51.12 per cent and of 18.98 per cent when compared with the second quarter

of 2016; “Vegetable fats and oils and their fractions” amounted to US$ 3.49 million (up by 97.53 per

cent year-over-year and also up by 18.97 per cent compared to the second quarter of 2016); “Broken

Rice” amounted to US$ 2.79 million, up by 16.46 per cent compared to the third quarter of 2015 (US$

2.39 million) and also increased by 28.72 per cent when compared to the second quarter of 2016 (US$

2.17 million). “Kerosene type jet fuel” which amounted to US$ 2.24 million, showing a decrease in

values of 72.60 per cent over the second quarter of 2016 and an increase of 4.33 per cent over the

same quarter of 2015.

4.2. Rwanda’s Re-export Markets

4.2.1. Trade Partners

The analysis of re-exports figures by country of destination for the third quarter of 2016 reveals that

African countries were our main buyers. Out of the top 20 products re-exported by Rwanda, which

account for 99.98 per cent of total re-exports, African countries bought 97.19 per cent, totaling US$

50.07 million out of US$ 51.52 million of the total value of Rwanda’s re-exports in the third quarter

of 2016.

In the third quarter 2016, the Democratic Republic of Congo was the main destination, with 79.20 per

cent share of Rwanda’s total re-exports amounting to US$ 40.80 million. Other important destinations

of Rwanda’s re-exports, ranked by per cent share, were Burundi (9.72 per cent), Malawi (3.023 per

cent), Kenya (4.58 per cent) and Belgium (1.26 per cent). Together, these five countries account for

95.62 per cent of the total value of Rwanda’s re-exports (US$ 49.28 million out of US$ 51.52

million).

Figure 6 below illustrates respective year-to-date values per top five destinations of Rwanda’s re-

exports and the rest of the world.

4.2.2. East African Community (EAC) Partner States

Rwanda’s re-exports to EAC Partner States (South Sudan not yet included in the EAC trade estimates)

increased by 55.91 per cent in value terms during the third quarter of 2016 compared to the same

quarter of 2015 (US$ 7.24 million and US$ 4.64 million, respectively) but also decreased by 52.08

per cent when compared to the second quarter of 2016 (US$ 7.24 million and 15.11 million)

5.1. Common Market for Eastern and Southern Africa (COMESA)

During the third quarter of 2016, Rwanda’s total trade with COMESA Member States attained US$

194.74 million compared to US$ 202.12 million registered in the same quarter of 2015 and to US$

190.29 million registered in the second quarter of 2016.

Exports to COMESA Member States decreased by around 14.28 and by 16.38 per cent when

compared to the same quarter of 2015 and the second quarter of 2016 respectively (US$ 35.21 million

during the third quarter 2016, US$ 41.08 million during the third quarter of 2015, and US$ 42.11

million in the second quarter of 2016).

Imports from COMESA Member States decreased by 7.97 per cent when compared to the same

quarter of 2015, but increased by 4.23 per cent when compared to the second quarter of 2016.

On the re-exports side, Rwanda registered revenues estimated at US$ 49.57 million during the third

quarter of 2016 from COMESA Member States; an increase of 19.41 per cent in value terms against

the same quarter of 2015 (US$ 41.51 million) and also an increase of 16.25 per cent when compared

to the second quarter of 2016 (US$ 42.64 million).

Thus, a negative trade balance of US$ 25.23 million has been registered during the third quarter of

2016 whereas a negative trade balance of US$ 36.95 million has been registered during the third

quarter of 2015. Likewise, US$ 20.79 million has been registered as a negative trade balance with

COMESA Member States during the second quarter of 2016.

5.2. Communauté Economique des Pays de Grands Lacs (CEPGL)

During the third quarter of 2016, total exports to Communauté Economique des Pays de Grands Lacs

(CEPGL) Member States (Burundi and the Democratic Republic of Congo), including re-exports,

summed up US$ 58.77 million and total imports US$ 3.62 million. Therefore, the trade in goods

surplus with CEPGL member states totaled US$ 55.15 million compared to US$ 55.59 million during

the same quarter of 2015 and to US$ 45.11 million in the second quarter of 2016.

5.3. Southern African Development Community (SADC)

Rwanda’s total trade with SADC Member States totaled US$ 106.69 million during the third quarter

of 2016 compared to US$ 101.24 million in the third quarter of 2015 and US$ 94.02 million during

the second quarter of 2016.

Year-over-year, domestic exports to the SADC decreased by 36.91 per cent, from US$ 21.49 million

to US$ 13.56 million in the third quarter of 2016; while total imports increased by about 15.62 per

cent, from US$ 43.46 million to US$ 50.24 million. Over the same period, re-exports increased by

18.17 per cent, from US$ 36.29 million to US$ 42.89 million.

Therefore, the trade in goods surplus with SADC totaled US$ 6.02 million compared to US$ 14.33

million during the same quarter of 2015 and to the deficit of US$ 9.15 million in the second quarter of

2016.

5.4. European Union (EU)

Trade in goods with the European Union (EU) in the third quarter 2016 totaled US$ 68.34 million

against US$ 76.01 million registered in the same quarter of 2015 and US$ 85.63 million in the second

quarter of 2016.

The quarterly exports to EU Member Countries increased by 38.17 per cent when compared to the

same quarter of 2015 (US$ 13.27 million while US$ 9.60 million respectively). The total value of

imports from EU decreased by 17.39 per cent during the third quarter of 2016 over the same quarter

of 2015 (US$ 54.11 million and US$ 65.49 million respectively).

Re-exports to EU increased by 5.89 per cent during the third quarter of 2016 over the same quarter of

2015 (US$ 0.97 million and US$ 0.92 million respectively).

In sum, Rwanda’s trade with EU registered a deficit of US$ 39.86 during the third quarter of 2016,

considerably larger than the deficit of US$ 54.92 million in the same quarter of 2015 and the one

registered during the second quarter of 2016 (US$ 69.68 million).

5.5. Economic Community of West African States (ECOWAS)

During the third quarter of 2016, total exports to ECOWAS Member States, including re-exports,

summed up US$ 0.13 million and total imports US$ 0.40 million. Therefore, the trade in goods deficit

with ECOWAS member states totaled US$ 0.27 million compared to the surplus of US$ 0.35 million

during the same quarter of 2015 and to the deficit of US$ 0.43 million in the second quarter of 2016.
