Invitation for Bid for Construction of “Ganga Path” from Digha to Deedarganj (Length: 21.50 Km.) at Patna in the State of Bihar on EPC mode.

1. The Bihar State Road Development Corporation Limited (BSRDCL) is desirous to undertake the development of the project for construction 'Construction of Ganga Path from Digha to Deedarganj (Length: 21.50 Km.) at Patna in the State of Bihar on EPC mode'. In this context, BSRDCL is issuing the following Request for Qualification cum Request for Proposal (RFQ cum RFP) for selection of the successful bidder for award of the project.

2. Bidder may be a single entity or group of entities (“Joint Venture”) coming together to implement the project (“Bidder”). In case the successful Bidder [i.e contractor] is Joint Venture, the members thereof shall be jointly and severally liable to the Authority for performance of the obligations of the contractor in terms of the EPC contract.

3. BSRDCL intends to undertake a single stage [three envelope system] competitive bidding process in order to shortlist and qualify suitable Bidders at the qualification stage, who shallbe eligible for evaluationof their price bids towards selection of the successful bidder in terms of the RFQ cum RFP,, for award of the project.

4. The successful Bidderat the end of the bidding process may be awarded a contract by BSRDCL to implement the project on EPC basis. The contractor(the successful Bidder) shall be responsible for design, engineering, procurement construction and maintenance of the project in terms ofthe agreement to be signed between the contractorand BSRDCL. Further, the contractor shall be responsible for remedying all defects and deficiencies, normal wear and tear expeccepted, in the project highway or any section thereof during the defects liability period in terms of the EPC contract to be executed in terms of the RFQ cum RFP.
