DP 45 CSA Brief: (Critical) Assumptions

Army End Strength/TOA will support planned force modular force structure -- CBT/CS/CSS.

ARFORGEN process will source all (validated) Army conventional force requirements ICW HQDA and JFCOM.

Modular rotational units will be mission trained and validated prior to deployment to meet RCC requirements.

Accepted Paradigm: “Ready for What = Resourced for What = Report Readiness Against What Metrics.”

(Under PRC) the Army has assured, predictable access to RC forces in the Available Force Pool.

Both Active and Reserve Components can man units at Force Pool standards.

Exportable Training Capability (ETC) from CTC framework will be resourced.

Institutional processes will support ARFORGEN (OIAA).

Current projected BCT forces: 43 AC & 34 ARNG.

ARFORGEN Training Strategy requires an ETC/MCTC for an AC BCT prior to transition to the Ready Pool and an MCTC/ETC prior

to transition to the Available Pool.

ARFORGEN Training Strategy requires an ARNG ETC or MCTC prior to transition to Available Pool.

As Army Force Provider, FORSCOM will mission train and validate BCTs prior to deployment from JFCOM control to a Regional Combatant Commander's (RCC) AOR.

Two Forward Stationed BCTs in USAREUR are not governed by ARFORGEN training requirements, but may be provided an ETC or MCTC at the request of USAREUR and will be scheduled at the ARFORGEN SYNC Conference. One Forward Presence BCT will rotate to both USAREUR and Korea from CONUS.

NTC & JRTC will each be able to conduct 10 (surge 11) rotations annually and ETCs will be able to conduct up to 8 rotations annually.

Power Generation Platform (PGP) & Power Generation Support Platform (PGSP)

Power Generation Platform: Installations providing AC/RC power projection, combat preparation, and sustainment capabilities. PGPs can provide the life support, training, maintenance, and deployment infrastructure to support an additive BCT (Cbt Arms) force and its training set(s) of equipment. PGPs can support deployment/redeployment operations with proximate rail and air facilities that meet throughput requirements. The PGP is capable of hosting CTC Exportable Training Capabilities (ETC) with associated infrastructure.

Power Generation Support Platform. Installations that also provide power projection, mission preparation and sustainment capabilities like PGPs, but are focused on CS and CSS units. The capacity is up to Support Brigade size with corresponding training equipment sets. Capable of hosting Bde level collective unit training for specific CS or CSS Support Bdes.

Deployment Equipment Set. Equipment that an AVAILABLE Force Pool unit owns, receives, and deploys with, and/or receives in theater to meet mission requirements. Set includes theater-specific equipment requirements/ONS equipment, to include any CONUS requirements. APS is included in this set.

Training Equipment Set. Equipment which is provided on a temporary basis to the unit for training and is above the level of the baseline equipment set. It is dedicated to provide unit collective training equipment resources at designated mission capability levels (“ready for what”) while in the READY Force Pool. Training equipment sets are aligned to Power Generation Platforms/Clusters.

Baseline Equipment Set. That base level authorized operational equipment that a unit possesses to meet its readiness capability requirements while in the RESET/TRAIN Force Pool of ARFORGEN. “Baseline” is adjustable, and equipment can be anywhere from full MTOE down to a significantly reduced set of equipment (varies by SRC), based on “ready for what” standards.

Exportable Training Capability (ETC): Definition

An Exportable Training Capability to conduct a BCT-level exercise that includes elements of all of the pillars of the CTC Program (OC-Ts, OPFOR, and instrumentation) conducted at Home Station (AC) or a Power Generation Platform. The ETC provides the commander the insights to assess the capability of the BCT to progress to the next ARFORGEN Pool Level. It simultaneously includes all BCT components, which could include employment in an L-V-C environment, to fully exercise the entire BCT organization. It enables the BCT to control all maneuver battalions and its subordinate and other supporting Combat Support and Combat Service Support organizations in a field environment in a force-on-force tactical scenario. Maneuver units may rotate through the box as required.

AC BCTs: Annual ETC rotations for AC BCTs in Reset/Train Pool conducted rotations at Home Station locations in CONUS, Hawaii, and Alaska to meet projected ARFORGEN requirements.

- ETC cadre deploys to each Home Station training location to minimize any movement time or fiscal costs to BCT to be trained.

- Can support rotations in USAREUR to ensure sustained readiness for forward-based BCTs as required to be scheduled at ARFORGEN SYNC Conference.

RC BCTs: Annual ETC rotations for RC BCTs in Ready Pool conducted at PGP locations in CONUS or Hawaii to meet ARFORGEN requirements.

- ETC Cadre deploys to designated PGP location to minimize any movement time or fiscal costs to BCT to be trained.

- RC BCT personnel fall in on PGP prepositioned Training Sets. Units will bring assigned Baseline Equipment Set (wheels etc.) from Home Station.

- RC BCT conducts BCT-controlled Task Force maneuver and control of all subordinate elements with an embedded company-level EXEVAL.

Support Brigade Command & Staff Exercise (SBCE): Comcept

An exportable training capability to conduct a Support Brigade (SB) - level stand alone exercise that includes elements of all of the pillars of the CTC Program (OC-Ts, OPFOR, and simulation) conducted at Home Station or a Power Generation Support Platform. The SBCE will be conducted in 2 Phases: Phase 1 includes MDMP and doctrinal training with a short staff exercise; Phase 2 is a full SB level CPX conducted with a robust simulations and OC-T package. The SBCE provides the commander the insights to assess the capability of the primary training audience (SB Headquarters Command and Staff organization) to progress to the next ARFORGEN Pool Level. It simultaneously includes all subordinate SB component headquarters operating in a simulations driven environment to fully exercise the entire SB organization. The exercise provides a Div/Corps higher headquarters and a robust tactical scenario including virtual combat forces to drive the training requirements for the operational and support requirements of the SB and its subordinate units. The SBCE could be embedded in a higher headquarters exercise if required and could be linked with live or virtual subordinate unit play if desired.
