Missouri City’s holiday sea- son Snowfest is set for Friday, Dec. 9 from 6 p.m. to 10 p.m. at the City Hall complex and the scene will be transformed into a magical evening event that will be both memorable and merry. The celebration will be more spectacular than ever before. Main attractions will be the Snow Hill, a tree lighting ceremony and the star of the show—Santa Claus! All resi- dents are invited to take a thrill- ing ride and slide down the hill on an inner tube with family and friends. And, spectators will mark a special moment with the presen- tation of a 26-foot tree that will dazzle with hundreds of LED multi-colored lights. Festivities will also feature pictures with Santa (bring your present list and check it twice!), climbing walls, moonwalks, and food and craft vendors. Apartments: Deal or no deal? By BARBARA FULENWIDER Fort Bend ISD, Houston ISD, Dallas ISD, San Antonio ISD and now Stafford Munici- pal School District, a Chapter 41 district, have all joined a diverse coalition of school dis- tricts to challenge the constitu- tionality of the current school funding system. The 40 some odd districts that have joined the coalition represented by David Thomp- son and Philip Fraissinet of Thompson & Horton L.L. P. of Houston, have enrollments totaling 1.2 million students. While there are other coali- tions of public school districts throughout the state, this is the largest. Its goal is to raise common concerns and seek a ruling that compels the legislature to ade- quately fund public education, provide local discretion and tie funding to the standards and requirements set by the state. There will be several groups across the state filing suits but “one thing significant about our group,” Thompson said, “is it’s a mixed group of wealthy and poor districts working together to increase both the adequacy and equity of the system. “In Fort Bend, for instance, you have FBISD, which was the very first district to vote to participate, Lamar Consolidat- ed and SMSD, all in the same lawsuit working together. That will be our approach. “We can spend our time fighting each other or work- ing for a common goal. I think that’s a distinctive thing about our group,” said Thompson, who won the lawsuit Edge- wood IV in 1995, which raised the adequacy claim for the first time. Thompson said he expects to file the coalition’s suit in a Travis County district court the week after Thanksgiving. By then he said the number of districts he’ll be representing are likely to have a total enroll- ment of 1.5 million students. He said, “I absolutely expect this lawsuit to go to the Texas Supreme Court. There have been six previous lawsuits in the past 30 years that have gone to the supreme court, and the state has only won one out of the six. “The results over a 30-year period have been very consis- tent, whether the (Texas) Su- preme Court had Democrat or Republican judges. The court’s perspective on this has been very consistent. It makes the point that education is a non- partisan issue,” the lawyer said. Thompson also said that if the court expedites the case, as has happened in the past, it could result in a hearing within six months after the district court makes a decision. “Our goal is to get the Texas Supreme Court to make the legislature do something. The legislature has not done it so far because change is hard and it’s a big mess and a difficult issue. It’s not because they haven’t tried. It’s almost like some- body who mowed their grass in May and then did nothing until October. This needs continued work and effort. “Our legislature does re- spond to a court order but there’s no ongoing mainte- nance, so things deteriorate again and five or six years later we’re back in the same posi- tion we were in. It’s not the lack of an immediate response that fails, it’s the failure to fol- low through over an extended amount of time,” Thompson said. Stafford MSD Superinten- dent Lance Hindt said, “What prompted SMSD to join this group is they are representing a diverse group of school dis- tricts and I thought our best op- portunity to be heard would be through this lawsuit. “Our goal is to benefit all school districts by requiring the Texas legislature to estab- lish a rational and understand- able funding system actually tied to the high standards it has set for all students, rather than simply leveling down to fit the funds available. We believe this legal team has the exper- tise, experience and record of success to represent a diverse coalition of districts seeking this common objective.” The superintendent also said, “The point of this suit is for the legislature to look at the funding mechanism and make it more fair. It has also got to be tied to what they (legisla- tors) are asking us to do re- garding our students meeting higher standards. We have to develop students, teachers and add more resources, so we need a funding mechanism to pay for that. “Last year SMSD lost $1.5 million and we’re losing $2 million next year. When you consider this school district’s annual budget is $24 or $25 million and top that with Chap- ter 41 status, which means we’re giving money back to the state as well… “Right now I think there are a lot of school district boards trying to decide what group to sign up with. There are also a lot of lawmakers waiting for these suits to come in so they can have a funding mechanism they can address. In November 2005 the Tex- as Supreme Court struck down the state school funding sys- tem. Methodist Sugar Land Hospital (MSLH) has re-ceived Chest Pain Center Ac-creditation from the national Society of Chest Pain Cen-ters (SCPC), a designation reserved for hospitals that demonstrate the highest level of expertise in treating heart attack patients.

The accreditation was the fi nal step in a two-year pro-cess designed to demonstrate the hospital’s investments in staffi ng, training and equip-ment, as well as its collabora-tive relationships with physi-cians and emergency medical services (EMS) and public education efforts on the signs and symptoms of acute coro-nary syndromes.

The rigorous evaluation by SCPC included a thorough review of hospital policies, standards and patient data and an on-site visit. The evalua-tion focused on the hospital’s adherence to strict criteria that:

• Reduces the time from onset of symptoms to diagno-sis and treatment

• Treats patients more quickly during the critical window of time when the in-tegrity of the heart muscle can be preserved

• Monitors patients when it is not certain that they are having a heart attack to ensure that they are not sent home too quickly or needlessly ad-mitted to the hospital

“Treating patients who present with chest pain quick-ly and effectively requires a true team effort, with coor-dination among EMS, our physicians, and staff from the Emergency Department, Cath Lab, Chest Pain Center, Laboratory and Radiology,” said Scott Stover, Director of Emergency Services and Chest Pain Center Coordina-tor at Methodist Sugar Land Hospital.

“This accreditation is vali-dation that our commitment to providing outstanding cardiac care is making a difference in the lives of our patients.”

A key component of the hospital’s accreditation is the speed with which heart attack patients are treated with per-cutaneous coronary interven-tion (PCI) in the Cath Lab. From arrival to the Emer-gency Department to the pro-cedure, MSLH is averaging about 55 minutes –well below the national standard of 90 minutes.

“That’s a testament to the stringent protocols we’ve put in place and the coordination between departments to en-sure that our patients are being treated promptly and appro-priately,” says Scott Rivenes, M.D., Chief of Emergency Medicine.

“PCI is critical to opening up the blocked artery and re-establishing blood fl ow,” says Keith Ellis, M.D., Medical Director of the MSLH Chest Pain Center. “The quicker that we can identify patients who are having heart attacks, transport them to the Cath Lab, and begin the PCI, the better chance we have of sav-ing lives – and improving the quality of life post-procedure by saving valuable heart tis-sue. I encourage people to call 911 immediately. By do-ing so, you will receive treat-ment sooner and thus limit the chances of damage to the heart—time is muscle.”

Patients arriving at MSLH typically have an angioplasty balloon – used to push back the artery-clogging plaque and allow blood to fl ow – in-fl ated in less than an hour af-ter presenting via the Emer-gency Department, according to Emergency Services Direc-tor Scott Stover.

The Society of Chest Pain Centers (SCPC) is an interna-

tional not-for-profi t organiza-tion whose mission is to trans-form cardiovascular care by assisting facilities in their ef-fort to create communities of excellence that bring together quality, cost and patient satis-faction.

The Fort Bend County 328th and 387th District Courts joined courts across the country in opening their doors on National Adoption Day to complete adoptions and celebrate all families who adopt.

“This year’s National Adoption Day was a wonder-ful celebration” said Metoyer Martin, CASA program direc-tor and chair of the event. “It was great to see the attorneys, CPS, Court Appointed Special Advocate (CASA) volunteers and judges all work together to fi nalize the adoptions and ultimately give these children safe, permanent and loving homes.”

Here in Fort Bend County, the District Courts, Child Ad-vocates of Fort Bend (CAFB) and its partner agencies: Ar-

school districts without mean-ingful discretion over local tax rates and was operating a state property tax in violation of the Texas Constitution.

The Texas Supreme Court also cautioned that the school funding system was on the verge of resulting in a consti-tutionally inadequate educa-tion system.

The court decision said structural change was needed and stated that it “remain[ed] to be seen whether the sys-tem’s predicted drift toward constitutional inadequacy [would] be avoided by legis-lative reaction to widespread calls for changes.”

Six years later, revenue added after the state supreme court’s last decision has now been reduced by the most re-cent legislative cuts of more than $5 billion.

The business tax created to reduce local property taxes failed to generate revenue suf-fi cient to replace lost property tax revenue.

The temporary target reve-nue system adopted by the leg-islature in 2006 has become a permanent funding system that assigns different levels of money to students in different school districts without regard for the actual costs of educat-ing a growing and increas-ingly diverse and poor student population.

Texas has added an average of over 80,000 students every year since the court’s decision. The state is expected to add some 170,000 students in the next two years. In 2011, for the fi rst time since WWII, the Texas legislature failed to pro-vide funding to cover the costs of student growth at current formulas in the next biennium.

Rotary Club honored veterans for the fi fteenth consecutive year with a patriotic luncheon for them all. Organized by Ro-tarian and former FBISD trustee Hal Jay, the club hosted veter-ans since World War II from all the military services.

For the ninth year, the club also awarded the J.C. Buster Court Award to the Bush High School Jr. NROTC as the best drill team in Fort Bend Coun-ty. The team demonstrated its skills as it posted the colors at the event.

Court, a World War II veter-an, survived the infamous Bata-an death march in April, 1942, a 60 mile forced march imposed by the Japanese Imperial Army on malnourished American and Philippine prisoners. After the war Court was elected Precinct 3 constable and held that posi-tion for 30 years until 1980. Rotarian Marshall Whichard recalled that Court was the only law known to kids growing up in east Fort Bend in those days. He and Court’s widow present-ed the award to the drill team.

The keynote speaker was re-tired Army Sgt. Richard Yaro-sh. Well known among Sugar Landers involved with the Im-pact a Hero program, Yarosh served in Iraq in 2006 until a roadside bomb exploded, cover-ing him with fl aming fuel, cost-ing him a leg and burning 60% of his body. Unrecognizable after his injuries, Yarosh spoke of his pride in his country and the bravery of his comrades. Rick is nothing less than an in-spiration. In 2009 a portrait of Yarosh was hung in the National Portrait Gallery at the Smithso-nian Institution in Washington.

Cut Congressional PayLiberals wailed when Perry

called for “a part-time Con-

gress where their pay is cut in half, their offi ce budgets are cut in half, and their time in Washington is cut in half.” The howls could be heard all the way from San Francisco as op-ponents considered the appar-ent absurdity that politicians should actually earn a living in the private sector back in their home district. The complaints themselves seem like a enough of a reason to at least consider the idea.

Doubtless the proposal will not go far, and even Perry’s Con-gressional supporters are shying away from the idea. Oklahoma Senator Inhofe’s reaction was typical, saying that he would continue to support Perry, but that “I’m [not] going to agree with everything he says.”

Americans are LazyRepublicans have taken

pleasure in quoting Obama out of context in recent days. The reality is that what he says and admits in context is bad enough. No reason is needed to take his words out of context and make them sound even worse. Last week Obama was widely quot-ed as saying that Americans are lazy, the implication being that he was talking about the Ameri-

can work ethic among individu-als.

In fact, Obama was being asked a question by Boeing’s chief executive offi cer about competitiveness, about why more businesses are not attract-ed to America. His complete answer was “You know, we’ve been a little bit lazy, I think, over the last couple of decades. We’ve kind of taken for granted, well, people will want to come here, and we aren’t out there hungry selling America, and trying to attract new businesses into America.” Contrary to ac-cusations by Perry and Rom-ney, Obama was not criticizing working Americans.

But, he was admitting that government policy toward busi-ness does not encourage foreign companies to conduct business here. Three examples prove the truth of Obama’s comments–and the complicity of his own policies in that failure. First, the United States has one of the most unfavorable corporate tax policies of any industrialized country. Second, the NLRB’s efforts to kill Boeing’s pro-posed plant in non-union South Carolina as a result of pres-sure from Washington state’s unions strongly implies that foreign companies are likely to face government-supported labor problems here. Finally, Obama’s own refusal of a Cana-dian company’s efforts to build a new international pipeline to Texas demonstrates that foreign investment is not welcome.

Yes, it is true. America is not attracting foreign businesses, and the responsibility for that failure resides in Washington.

being thankful and giving thanks? It seems being thankful is an attitude of appreciation—of gratefulness for what one has. Giving thanks is perhaps a symbol or act of demonstration. But has Thanksgiving become more about the holiday celebra-tion itself and less about being grateful—of showing thanks for what one has?

Thanksgiving came about celebrating the fall harvest . . . and our forefathers not starving to death in a land very different from our British descendants of the early Thanksgivings in America. While there was a land of bounty, we had to learn new ways to harvest that boun-ty. We had to build farms and gardens.

Much as my generation was taught that living in America was a blessing, we actually were told it was a privilege to pay taxes to live in a country so full of opportunity like America. . . as quaint as it may sound today. Many of us believed it and sup-ported progressive ideas such as education, health and welfare of our people with ideas like So-cial Security, programs for the sick and needy, and education.

Progressive ideas went fur-ther into building infrastructure that improved mobility and commerce such as roads, bridg-es and sidewalks. Rural elec-trifi cation and energy for our cities. Agricultural programs. Public sanitation as well as food

and water purity. I still believe those things are

important. But they also need our attention if they are to perform as intended. And you have to pay to maintain them, not just develop capital programs for “new roads, bridges, schools and sidewalks.”

So we have the rub of how to not only build for the future, but to maintain what we already have.

And this gets down to how grateful we are when our neigh-bors help us improve our neigh-borhood with their tax dollars? Should we support the programs that are important to them even when we may not fi nd them im-portant?

Is part of being thankful con-sidering others? Is part of being thankful taking turns?

In our debate in Missouri City about sidewalks, we see the dy-namic of different neighborhoods having different maintenance and improvement needs. The big question is how we pay for them . . . and do we believe it’s in our in-

terest to care? For example, sell-ing a home today is very compet-itive. Do realtors stop showing in neighborhoods with sidewalk improvement issues—when they have comparable listings only blocks away in a municipality where sidewalk maintenance is a given?

Is being thankful thinking be-yond our own yard, immediate neighborhood?

In Quail Valley we are begin-ning to see improvements in areas that had been written off because our neighbors helped us by pass-ing the Quail Valley Park Bonds. I personally am grateful and want to work to make Missouri City one that refl ects pride in all parts of town. Doing so means I have to think beyond my own yard and immediate neighborhood.

To improve our entire side-walk infrastructure, it would like-ly cost most households about $25 a year for a certain number of years. While we all are pretty tapped out, do we need to address the present maintenance issues as well as where sidewalks don’t exist on main thoroughfares to parks and schools?

When you’re enjoying your Thanksgiving, I hope you consid-er that our actions show whether we are thankful and there is more than talking about it one day.

not treating you well? Relief is at your fi ngertips! Just sit down and have another cup of Joe. At least, that is what some researchers involved in the Nurses’ Health Study seem to be recommending in a recent article in “The Ar-chives of Internal Medicine”.

The study involved 50,000 women over a period of 10 years who showed no sign of depression at the beginning of the study.

Those who reported drink-ing more than 4 cups of caf-feinated coffee a day during this time had a 20 percent lower chance of developing depression than those women who reported drinking one cup or less of coffee per week.

Sorry, decaf fans: accord-ing to this article, the same results were not achieved by those who drank decaffein-ated coffee or who drank their caffeine in other beverages.

Despite the impressive number of participants and the 10 year period of time, this is still not a truly scientifi c study, but rather is more of an anec-dotal report. The numbers were obtained by women who kept a diary of their consump-tion of a number of items, and we all know how these ‘daily’ diaries can be relegated to a hurried completion the night before they are to be turned in.

To be truly scientifi c with respect to cause and effect, the women would need to be given their ‘coffee’ from the researchers, and only half--selected at complete random--would receive coffee con-taining a measured amount of caffeine. Half way during the study, the products would be switched, and neither the re-searchers nor the participants would know which product was being consumed at any given time.

Other variables, such as caffeine sources from soft drinks, headache remedies, chocolate (my personal favor-ite depression-reducing drug), and ‘power’ drinks must be controlled as well to isolate just the caffeine from coffee for such a study.

Trying to control all of these factors in a large popula-tion of women over a 10 year period would be much more than just a daunting task.

Other not so scientifi c, self-reporting studies (over a num-ber of years by large popula-tions without other variable control) have indicated that caffeine has other potential benefi ts, to include lower risk of type II diabetes, Parkin-son’s disease, and even Al-zheimer’s.

Coffee may help by deliv-ering minerals, such as chro-mium (yes, just like in the bumpers of older cars!) and magnesium, which helps the body use insulin more effi -ciently), and thus, the caffeine in coffee may not be the rea-son for such reported results.

Still other studies have shown a lower risk of certain cancers, such as cancer of the liver, heart rhythm distur-bances, and strokes.

Cardiac arrhythmias are one of the causes of strokes. Most of these studies, how-ever, have shown that decaf-feinated coffee and teas, and caffeine from other sources work as well.

Before you decide to self medicate with coffee, please consider that caffeine is a drug, and just like other drugs, it has side effects.

While caffeine may prevent some heart rhythm distur-bances, it has also been linked to certain rhythm problems, especially those resulting in too rapid a heart rate.

One 6-ounce cup of coffee leaches 5 milligrams of calci-um from the body, potentially contributing to osteoporosis. Converting to coffee with milk or cream will combat this, but add an average of 45 calories per cup.

important to know the dos-age. A recent study showed that a 16-ounce cup of Star-bucks house blend contains about 259 milligrams of caf-feine, while the same size cup from Dunkin donuts contains less than 150 milligrams.

And many studies have demonstrated that ‘decaffein-ated’ beverages often contain up to 40 percent as much caf-feine as their ‘regular’ coun-terparts.

This is a lot of information to digest. I suggest you sit down with a cup and contem-plate it at your leisure. Enjoy.

FILM REVIEW: The Twilight Saga— Breaking DawnI started watching this mov-

ie on November 18th which was the opening day for this fi nal segment of the Twilight love story of Edward the Vam-pire and Bella Swan the once-innocent teenager from Forks, Washington. And a love sto-ry can’t exist without a third wheel and that would be the werewolf Jacob. I fi nished watching this movie on No-vember 19th Sugar Land Cen-tral Standard Time because we walked out of giant theatre #13 at approximately 12:20 a.m.

My personal saga began around 9 p.m. on the 18th when I decided that I would hurry to AMC First Colony and catch the next Twilight even though it was late on a Friday and against the rules. Not to be denied, I scampered into gear since the next showing began at 9:25 p.m. As I was getting checked in with my comp tick-et, AMC’s Gabriela explained to me that the mass of people to my right that snaked around the corner and down the hall-way were waiting to get in the 9:25 and it was sold out!

By now the 20 year-old as-sistant manager had arrived so I inquired about her allowing me in a side door or something so I wouldn’t have to stand in line. Surely, she knew Larry H. She said “not a problem” for the 10:00 p.m showing and that I could take the elevator up to the second fl oor and go in the top of theatre 13 as soon as they were fi nished clean-ing. It was only 9:15 p.m but

I decided to accept Carolina’s offer. I immediately called home to tell Monique H. that I had landed in a sea of chaos and was extremely excited to participate with all the other Twilight crazies.

By far, the Twilight crowd consists of teenage girls, but there are some men and “old-er” folks. I’ve never taken the AMC theatre elevator to the second fl oor and entered from the top but when I poked my head in at the gargantuan the-atre, the cleaning crew were tidying up the last mess closest to the screen. The top area was spotless. Hooray for the clean-ing crew.

I sat down in my chair way at the top on the end to appear as inconspicuous as possible; the time was 9:17 p.m. and no one else was in the audito-rium except a few employees. Carolina, the effi cient assistant manager, had already informed me that they would be allowing

the crowd to enter around 9:30 p.m; a full thirty minutes before the trailers even began. And sure enough, at the crack of 9:30 p.m., the Twihards started rolling in. It was more like run-ning. People were pushing and shoving and jockeying for the best center seats and squeal-ing and laughing and hollering at their friends. It was a free-for-all. But peaceful and full of anticipation. Almost im-mediately there were 100 hard-core patrons as I watched from above and soon the next 600+ began streaming in. It was quite a sight and I enjoyed the spectacle for the next 50 min-utes until the start of the movie.

The teenage couple that sat next to me (with an empty chair between us) to my left were very much in love and stared into each other’s eyes a lot. About 20 minutes into this pro-cess, the girl became tired and laid down on her chair by go-ing into a half curl and putting

her head on his lap. I think she went to sleep and did not move a muscle until the instant of the beginning of the movie. I only tell this story because it’s true and needed to be documented.

This Twilight is extremely well done and starts with a bang; the hype said that Ja-cob (Taylor Lautner) takes his shirt off to reveal his extremely buffed body about 26 seconds into the movie; it’s more like six seconds. And the girls screamed when Lautner fi rst appeared hitting about an 8.2 on the Richter scale. The ini-tial applause and screeches for Kristen Stewart (Bella) and Robert Pattinson (Edward Cul-len) as soon as their faces lit up the screen were 3.2 and 6.1 re-spectfully. The vote is in and it is fi nal; Lautner won.

I liked the previous three Twilights and this was my fa-vorite. Atta boy Director Bill Condon and thanks for not overplaying your hand. The story immediately moves into the wedding of Edward and Bella and I think folks would be lost and unable to appre-ciate the moment if they had not previously participated in the Twilight saga. Do not de-cide that you want to become a Twi-hard with a purchase of a ticket for this movie, but it is an absolute must-see for those who have been waiting for this installment.
