On 02 December 2011, soldiers arrested 10 Gulf Cartel
operators from a residence located in the southern sector of
Monterrey [25.673092,-100.308952], Nuevo Leon. Those
individuals now in police custody were identified as:

AEI agents recently recovered the
body of a murder victim from a
warehouse located between López
Mateos and Tamaulipas Streets
[approximate location 25.564723,-
100.014575] in Cadereyta, Nuevo
Leon. The body had been buried in a
shallow grave, and due to the state of
decomposition it was in, it is believed that the victim was killed approximately 5 days ago. At this point,
the victim has not yet been identified.

Authorities Recover Body of Female Murder Victim along Saltillo-Monterrey Highway in Nuevo
Leon – 06 December 2011
Police recently intercepted a communications transmission regarding the murder of a female at the 40
kilometer mark [25.657337,-100.710243] along the Saltillo-Monterrey Highway (Federal Highway
40/54) in Nuevo Leon. Once at the area in question, authorities recovered the body of a female estimated
to be around 40 years of age. Investigators at the scene reported that the woman had been shot at least 15
times, and was killed approximately 24 hours before being found.

JALISCO Male Decapitation Victim Recovered in San Sebastian del Oeste, Jalisco – 06 December 2011
On 05 December 2011, the decapitated head and dismembered remains of Marco Antonio
COVARRUBIAS, 38, were recovered outside of the municipal cemetery in San Sebastian del Oeste
[20.770239,-104.845276], Jalisco. A narco message was left next to the head (which was on the
buttocks); however, its content was not revealed. Covarrubias was wanted by authorities for his alleged
role in the kidnapping of Amado Lobera Velasco, 95, (found dead on 12 October 2011 in Pino Suarez,
Tomatlan).
Additional Information
Days prior to the murder of Covarrubia, three other individuals were arrested for their alleged
involvement in the kidnapping of Amado Lobera Velasco. These men were identified as Ramon Cabrera
Jimenez, his brother (name not provided), and Erick Jose Luis Santos. Regarding these individuals,
authorities reported that Erick Santos had a criminal record in Tijuana, Baja California.

Gunfight between Soldiers and Gunmen Leaves Two Dead in Ojuelos, Jalisco – 06 December 2011
15th Military Zone soldiers responding to a citizen’s report were attacked by a group of gunmen in the
Ojuelos municipality [21.868349,-101.591778], of Jalisco. Soldiers repelled the attack, and following
this incident, it was reported that two gunmen were killed. Items seized from the aggressors were
identified as:

2 grenade launchers
1 rocket launcher
14 grenades
2,078 rounds of ammunition
70 magazines

Tactical equipment
The identities of the now deceased gunmen were not reported.

MICHOACAN
Soldiers Arrest Three Municipal Police Officers in Puruandiro, Michoacan – 03 December 2011
On 03 December 2011 at approximately 2350 hours, soldiers conducting vehicle searches arrested three
municipal police officers in Puruandiro [20.087211,-101.506805], Michoacan. The arrests were carried
out after soldiers noted a black Jeep Grand Cherokee (plates PGP9949) with three occupants along the
Puruandiro-Panindicuaro highway (near La Zapotera village). Soldiers then approached the vehicle to
search it during which time they realized that the men were armed and that they were Puruandiro
Municipal Police Officers. These officers were subsequently arrested and identified as:
Rogelio REYES Lopez, 34, from La Paz, Baja California
Juan Jose RODRIGUEZ Sanchez, 25, from Zacapu
Jose Luis LIRA Ibarra, 43, from Puruandiro
They then searched the vehicle and seized the following items:
(1) .38 super
(1) .38 special
(1) 9mm handgun
7 magazines
83 rounds of ammunition
A cell phone that contained text messages revealing that the officers were involved in extortion
activities
Comment: The vehicle in question had been reported stolen on 26 August 2009. The now arrested
officers were reported as being on their day off during this incident, and were therefore initially arrested
on weapons possession charges.

along the 200 highway between the Santa Maria Ostula and Xayakalan villages. At the time of the
kidnapping, J. Trinidad de la Cruz Crisoforo was traveling with a group of activists representing the
Movement for Peace with Justice and Dignity. At this point, the whereabouts of Trinidad are unknown.
Additional Information
Following the kidnapping of Trinidad de la Cruz Crisoforo, a message signed by Campaña alto a la guerra
contra Ostula (Campaign against the War in Ostula) was posted on the internet. Some of the
claims/statements contained within the message read as follows:
We want to make it known that Trinidad de la Cruz Crisoforo was kidnapped on 06 December
2011 at 1600 hours while traveling in a Caravana de Observacion (Observation Convoy) which
represents the Movement for Peace with Justice and Dignity.
Men within the group of gunmen responsible for the kidnapping of Trinidad de la Cruz Crisoforo
include: Prisciliano Corona, Margarita Perez, aka La Usurpadora, and Iturbide Alejo, aka El
Turbinas.
On 14 November 2011, Trinidad de la Cruz was beaten by the men mentioned above near
Xayakalan.
Other crimes committed against our group include the murder of Pedro Leyva Dominguez on 06
October 2011, the murder of 26 members of our community, and the disappearance of 4 others.
None of these crimes have been investigated.
We demand the following items from the federal, state, and local authorities:
o That they ensure Trinidad de la Cruz is released alive.
o That they dismantle the group headed by Prisciliano Corona, Margarita Perez, aka La
Usurpadora, and Iturbide Alejo, aka El Turbinas.
o That they provide protection for our representatives and residents of the Santa Maria
Ostula community.

Gunmen Murder Municipal Police Commander in Saltillo, Coahuila – 05 December 2011
On 05 December 2011 at around 0630 hours, a group of gunmen
murdered Emmanuel Almaguer Pérez, the Saltillo Municipal Police
Commander, and his 11-year-old son near the intersection of Bulevard
Sección 38 and Arturo Ruiz Street [25.432578,-100.950821] in the
Magisterio neighborhood of Saltillo, Coahuila. At the time of the
attack, the now deceased victims were traveling in a grey Honda
Odyssey (plates FDA-26-07). No additional details regarding this
incident were reported.

The PGJE reported that a clandestine grave was discovered
near the border region that separates the municipalities of

On 05 December 2011, federal police working under the framework of Operation Guerrero Seguro
arrested six Independent Cartel of Acapulco (CIDA) operators following a gunfight in the Sabana

Comment: The operation that led to the arrest of the above mentioned individuals was initiated after
angry gas station owners marched to protest extortions on 18 August 2011 in Acapulco. Since the start of
Operation Guerrero Seguro, authorities have arrested 145 individuals, and have seized 50 weapons, more
than 2,889 rounds of ammunition, 66 kilograms of marijuana, and 662 baggies of cocaine in Acapulco.

PEP agents arrested two individuals traveling aboard a 2008 Cheyenne truck in the Praderas del
Sol [32.582548,-115.368891] neighborhood of Mexicali, Baja California. Those individuals
arrested were identified as Jesús Óscar PÉREZ Villalba, 24, and Daniel OLIVAS Payán de 34.
Those items seized from these individuals included:
3.6 kilograms of marijuana
9mm weapon
.40 caliber weapon
$(MXN) 4,340 pesos
$(USD) 6,300 dollars

Multiple rounds of ammunition
Incident two:
Information obtained from the individuals arrested in operation one led to the seizure of 1.144 metric tons

arrested a 19 year old car thief identified
as Vanessa Nidia SALAZAR Cisneros,
19, in the Unidad neighborhood of Ciudad
Chihuahua, Chihuahua. The arrest was
carried out after officers caught Salazar
driving a stolen Mazda pickup (plates
DW67702) on Hermandad Street
[28.688837,-106.138573]. After searching the vehicle, authorities seized 34 sets of car keys and nine
license plates.
Comment: Authorities believe that Salazar works for an organized car theft ring that operates in
Chihuahua.

Authorities Provide Update Regarding the Recent Cocaine Seizure on Isla Bona, Panama – 07
December 2011
On 04 December 2011, SENAN personnel seized a boat and
cocaine after it ran aground on Isla Boná [8.574232,-
79.590797] in the Panama province of Panama (this location
was previously reported as being located in the Chiriqui).
Amplifying information was also given regarding the quantity
of cocaine seized. Initial media reports stated that it was 250
kilograms, but follow-up reports indicated that the amount
seized was 402 kilograms. At this point, SENAN officials are
still searching the island for the Colombian nationals they
believe were responsible for the shipment.

PCD Officers Seize 55 Kilograms of Cocaine in Guanacaste, Costa Rica – 06 December 2011
Early on 06 December 2011, PCD officers arrested a man with last name SALAS, 28, after discovering he
was transporting 55 kilograms of cocaine in the roof of a tractor-trailer. The arrest took place at the Peñas
Blancas border checkpoint [11.220668,-85.612507] in La Cruz sector of Guanacaste of Costa Rica. Had
Salas not been caught, he would have delivered the cocaine to an unknown location in Nicaragua.
