Introduction


Park Description

Golden Gate National Recreation Area (GGNRA), a unit of the National Park Service, was

established by an Act of Congress on October 27, 1972. The 80,000-acre park encompasses a

great diversity of cultural and natural resources in and around the Bay Area of San Francisco,

California; it includes Muir Woods National Monument and Fort Point National Historic Site.

The park holds almost five million three-dimensional and documentary artifacts dating from the

time before European contact to the present. They are preserved and maintained for the public by

the Division of Cultural Resources and Museum Management, which includes the Park Archives

and Records Center (PARC).

Park Archives and Records Center

Historical Note

GGNRA and the sites within its scope have been collecting records since their inception. The

PARC was established in 1994 to receive records and archival collections from the Army and the

Presidio Army Museum after the deactivation and closure of the Presidio of San Francisco as an

active Army base. The collections continue to grow through the donation of materials by private

individuals, the transfer of inactive park records by staff, and the acquisition of relevant

documentary materials.

Scope of Collections

The archival collections in GGNRA custody document the history and activity of the various

sites and groups associated with the park, which is described in total by the park’s Scope of

Collection Statement (1997). Collections date from the early 1860s, and the most recent items

are typically about five years old.

The PARC contains U.S. Army and National Park Service facility records for the Presidio of San

Francisco, as well as associated forts and other coastal defense sites in the area in addition to

various other GGNRA sites. Subjects and sites documented include:

the United States Army involvement in the Bear Flag Revolt, the Civil War, the Spanish-

American War, the Mexican War, World War I, World War II, the Vietnam War, and

Operation Desert Storm in the First Gulf War, as well as incremental specifics pertaining

to the Army Air Service, the Coast Artillery, Army Medical facilities and services, and

Army operations in response to declared States of Emergencies—such as natural

disasters.

Alcatraz Island in its multiple incarnations as an Army fortress, then Army Disciplinary

Barracks, then a U.S. Federal Penitentiary that witnessed a brief period of Indian

Occupation after its deactivation

The natural resources conservation movement which resulted in the establishment of

Muir Woods National Monument, which is a facet of a larger topical issue pertaining to

environmental issues and preservation of open space in the Bay Area.

Agriculture and WPA projects in the Marin Headlands.

Point Reyes Peninsula and the Bolinas Lagoon areas.

The U.S. Lifesaving Station and associated U.S. Coast Guard services

The 1906 San Francisco earthquake.

The 1915 Panama-Pacific International Exposition.

GGNRA administrative records which document the development and expansion of the

for all duplicates on a cost-recovery basis.

Copies are provided under the Fair Use provisions of the Copyright Law (Title 17, U.S.C.).

Researchers must complete a Permission to Publish Contract with the Park Archivist for any

other intended use of these materials (such as publication or exhibit). Researchers should consult

with staff regarding their needs for commercial or public use of materials.

Legal Status of Holdings

Many holdings of the PARC were acquired or transferred prior to the establishment of an

archives program and have little documentation as to their provenance. However, all materials

received after 1994 have been accessioned and documented. If provenance cannot be determined,

the PARC assumes ownership of the property rights, but dos not own the copyright. In such a

case, staff will provide assistance, but it is the responsibility of the researcher to acquire

permission from the copyright holder to cite, quote, or reproduce selected collection materials.

Collections developed by or for government organizations or operations are in the public domain

and may be used, cited, and quoted without restriction, provided they are properly credited to the

PARC. It is important to note that the archives contain no classified materials which pertain to

national security.

Donations to the Collections

The PARC welcomes variegated donations of historic materials that meet the criteria in the

Scope of Collections Statement and do not duplicate existing holdings. Collections are

maintained for research use in perpetuity; there is no guarantee that items will be exhibited. If

you own materials that may be relevant to the themes of GGNRA and would like to deposit them

in the PARC, please consult with an archivist.

This document contains information on the contents and significance of an archival collection. It

includes descriptive information, repository information, collection history, biographical or

historical information on creators of the collection, and a container or folder list of everything in

Provenance

The building plans and records for Fort Mason were most likely transferred from Fort

Mason to the Presidio of San Francisco when it became a sub-installation of the

Presidio after the fort’s deactivation. PARC acquired the collection upon the

deactivation of the Presidio and the transfer of its property to the National Park Service

in 1994.

Scope Note

The Fort Mason Collection is comprised of real property and building utilization

records, historic documents which traverse the spectrum of reservation boundary and

easement titles to information on the founding of the State of California and San

Francisco to the initial acquisition of railroad facilities, records which document the

role of the San Francisco Port of Embarkation during World War II throughout the Bay

Area as well as the Western Coast at large, records which document Fort Mason’s

deactivation and transfer to the National Park Service (NPS) which encompassed the

movement of operations to Oakland and then, eventually, to the Presidio of San

Francisco, and, finally, records which document the beginning of NPS environmental

conservation and architectural restoration and reuse efforts. The collection also includes

oversized maps, plans, and drawings which document the changing Fort Mason

landscape under United States Army ownership, as well as a few drawings which depict


NPS plans for future development which were consulted by the Army during

deactivation while Fort Mason was cohabitated by the Army and the Park Service.

Significance: This collection is significant for PARC retention because of its detailed

documentation of California’s origins, military management and domestic wartime

operations of a major port of embarkation in a metropolitan city, as well as an insight

into how the City of San Francisco negotiates for land acquisitions and how the

National Park Service initially conducted itself during the initial transfer and joint

ownership of the Fort Mason property.

GOGA 8357 Fort Mason Property Records, 1943-1955

The collection is in good condition overall, however, there are facets that have fairly

acute water and associated mold damage. Also, particular materials—such as mylar and

vellum—that are frequently used for maps and plans have absorbed a pungent odor in

accordance with the collection’s location to the coast and the ocean.

Frequently, photocopies and Xeroxes of informational materials—such as

documentation of reservation boundaries and ownership rights (leases, railroad

trackage), deactivation, and transfer—appear in multiple files, but have been retained in

order to leave the provenance of the materials as a whole entity, unmolested.

Fort Mason Timeline

1797: Punta Medanos is recognized by the Spanish Governor of the California territory, Don Diego de

Borcia as a sub-fort of the Presidio.

1806: The installation is practically abandoned by Governor Jose Joaquin de Arrillaga when he discovers

the mounted guns are useless from exposure and neglect.

1848: A joint Navy and Engineering Commission is appointed to select points of defense for California

and identifies Point San Jose as prime real estate.

1850: President Fillmore designates Point San Jose as a military reservation of 100 acres.


1854: Due to military inattention, squatters set up residence at Black Point; notable squatters include John

C. Fremont, who was an integral part of the Bear Flag Rebellion that established the state of California,

and his wife Jessie Benton, the daughter of Senator Benton from Missouri—who built “Porter’s Lodge”—

as well as Leonidas K. Haskell.

1859: United States Senator David Broderick dies in what is presently known as Quarters 3—originally

the Haskell House—of wounds sustained in a duel with Justice Terry of the State Supreme Court

concerning California’s induction into the Union as a slave state.

1863: The military reservation sees its first military occupation due to the Civil War build up of

fortifications along the bay; John C. Fremont’s house is razed despite litigious attempts to retain his

property, and other construction ensues to provide for troops and operations.

1866: Commanding General of the Pacific takes up residence at former Haskell’s former residence.

1872: Old buildings built by squatters and hastily built buildings erected during the Civil War are

reconditioned, and a guardhouse, a hospital, and a supply depot are constructed.

1882: The post loses its name of Black Point in favor of Fort Mason, named in honor of Brevet Brigadier

General Richard Barnes Mason, the first military governor of California from 1847 to 1849 and,

consequently, the person responsible for the orders which procured the 1848 survey that established the

fort.

1898-1902: Expeditions to the Philippines during the Spanish-American War which embark from Fort

Mason are the first forces to leave the United States for a foreign war.

1906: Fort Mason serves as a command center and refugee camp following the earthquake; essential

records of the Headquarters of the Pacific Division and the Department of California are transported from

the Phelan Building to the fort, and the Quartermaster Depot also transfers its operations to the fort after

its Montgomery Street location is burned.

1908: The War Department decides to centralize all Quartermaster activities at Fort Mason following the

1906 Earthquake.

1911: The Army Transport Service beings operations from the Fort Mason piers.

1912: The first phase of intensive construction begins; the piers and associated storehouses are

constructed by the architectural firm of Rankin, Kellog, and Crane of Philadelphia.

1914: The State Board of Harbor Commission builds a railroad tunnel over 1,500 feet long passing under

Fort Mason from a portal near Aquatic Park on the east to a west portal emerging near the Army piers at

Beach and Laguna streets.

1915: All Quartermaster activities are fully operational from Fort Mason.

1919-1920: Fort Mason supplies a large amount of railway equipment via the ATS and transports troops

to and from Vladivostok in support of an Army expedition to Siberia, as well as repatriates

Czechoslovakian soldiers.


1925: The supply depot at Fort Mason is officially renamed the San Francisco General Depot and is

charged with the supply of the Ninth Corps Area, Alaska, the Philippines, the Hawaiian and Panama

Canal Departments, as well as forces in China.

1927: The City of San Francisco is given rights to The Palace of Fine Arts in exchange for free and clear

use of the spur tracks and railroad which runs between The Presidio of San Francisco and Fort Mason.

1932: Fort Mason is designated the San Francisco Port of Embarkation and General Depot under the

command of Brigadier General C.S. Lincoln.

1933-1939: Fort Mason supplies several hundred Civilian Conservation Corps camps on the Pacific

Coast.

1940: Brigadier General John C. H. Lee assumes command and recommends the acquisition of lands

from the Oakland Outer Harbor for expansion.

1941: Camp Stoneman is opened to facilitate troop movement overseas.

1941-1942: Fort Mason negotiates for and constructs Oakland Army Base.

1941-1944: Fort Mason, acting head of the San Francisco Port of Embarkation, acquires piers along the

West Coast and expands its operations throughout the Bay Area.

1941: Benicia Arsenal on Suisun Bay is acquired as an ammunition loading facility.

1941-1944: Commercial piers on San Francisco’s Embarcadero are leased.

1942: Parr Terminal facilities are acquired in Richmond, California, and are used as an

ammunition loading point until Japanese capitulation.

1942-1943: Los Angeles Sub-Port of the San Francisco Port of Embarkation is activated, which is

then separated as its own Port of Embarkation responsible for the China-Burma-India theater.

1944: Seven berths at the inland Port of Stockton on the San Joaquin River are acquired for the

loading and discharge of cargo for the five depots in the surrounding areas: Stockton Ordnance

Depot, Sacramento Air Depot (within which Mayberry Slough is incorporated), Tracy

Quartermaster Depot, Lathrop Engineer and Transportation Corps Depots.

1946: Rio Vista Storage Annex located on Decker Island is acquired for storage facilities and boat

loading.

1949: San Francisco Port of Embarkation Postwar Planning Board releases Master Plan for Future

Construction which encompasses Camp Stoneman.

1961: A Family Housing Construction Program is proposed; the Capehart housing project is persued.

1962: The Department of Defense orders the transfer of operations to Oakland Army Base.

1963: 44.5 acres of the western portion of Fort Mason is declared excess to military needs and is turned

over to the General Services Administration, which proceeds to lease buildings to private companies and

public agencies; the Army retains Family Housing, the Officers’ and Non-Commissioned Officers’ Clubs,

as well as other installations in the eastern portion.

1964: Plans for the Embarcadero Freeway—Route 480—are announced, and Fort Mason authorities

begin to search of off-site family housing arrangements.


1966: Fort Mason closes as an active military base and port; accountability for railroad facilities is

transferred from Fort Mason to the Presidio of San Francisco.

1972: A Memorandum of Understanding (MOU) is finalized and adopted by the National Park Service

and the United States Army which solidifies and outlines joint usage of Fort Mason.

1973: Command jurisdiction is transferred from the Military Traffic Management and Terminal Service

(MTMTS) to the Sixth United States Army at the Presidio of San Francisco, and Fort Mason is designated

as a sub-installation of the Presidio.

1974: Command operations of the LCOP are transferred from Fort Mason to the Presidio of San

Francisco.

1985: The San Francisco Port of Embarkation, Fort Mason, Golden Gate National Recreation Area

becomes a National Historic Landmark.

1980s-1990s: The National Park Service conducts a serious of environmental and hazardous materials

reports during its conversion of Fort Mason for adaptive reuse.
