As a reward to tho% students that stuck out the trainingfor this year and as incentive for next year, the Chiefand Council have set up a summer student work program.

All those students that did not give up and drop out willbe given employment for the summer. Those that did giveup and drop out will be selected only if there are noother deserving students looking for work.

ChaloSchool

SwimminDuring the month of May, the students of Chalo School took part in a

swimming program. We went twice a week to the swimming pool for waterorientation lessons.

Even before we went for the first time, everyone learned the mostimportant rule of swimming: WE ALWAYS SWIM WITH A BUDDY! Everyone knewwho their buddy was.

Some of us were a little nervous at first

the water is a fun place to be!but soon discovered that

While we were playing and splashing in the water, we were alsolearning swimming skills. All of us can hold our breath and go all theway under water. We can get in and out of the pool safely, move aroundin the water, and all of us can float! Some of us need a little help,but we all try.

We wore lifejackets in the pool which helped usstay on top of the water, even in the deep end.The balloons we took one day were lots of funtoo!

The brave ones went down the big slide (Kimcaught us) and some even went off the divingboard.

We also know what to take on a boating trip tobe safe and happy. If you don't know, ask anyof us!

We had so much fun learning our Water Safety Rules in schoolare the ones we learned:

Always swim with a BUDDY.At the pool, we always walk.We have a shower before we swim.

We always look before we jump.We always listen when we're at the pool.We never push anyone in.We don't swim in the toilet, so we don't pee in the pool!

SPORTS NEWSMIXED SLOWPITCH LEAGUE: The weather has been the biggest factor in theleague standings so far. Alot of games have been rained out and made upThe league hasn't been able to keep accurate statistics because teamshaven't been phoning in scores. Remember, if you're the home team, youmust phone in the game score (to B.C. Hydro the next day).

BIKE ROADEO; A "bike roadeo" for kids has been planned since May, butonce again the weather hasn't been very friendly. We hope to run it assoon as possible when we have some fine days again. Events include atimed traffic safety race, timed figure 8 race, and prizes for bikes indifferent categories. Stay tuned for a definite date!

SWIMMING: We are going swimming twice a week! Wednesday nights at 7pmis for 12 years and up, and Saturday afternoons at 2pm is for the under12's. We have lots of fun and learn to go down the slide and off thediving board too. It doesn't cost anything, and we pick you up in thevan. See you at the pool!

y£*§JjPj*£95JJ5J£- We now have some additional sporting equipment and willbe setting out playing areas on Chalo Field. These will include a volleyball court, soccer field, and horseshoe pitch. Once the sites are in,you will be able to sign equipment out at the Band Office.

* NationalPhysical Activity Weekwas May 13-21, 1984

We got in the spirit with our STAFF CHALLENGE! All week long, peoplewalked, jogged, ran, swam, played ball and PARTICIPACTED. Of courseeveryone carefully avoided losing points through indiscriminate elbowbending.

The week had barely begun when the Eh Cho Dene/Fontas team were thefirst to 100 points. They certainly deserved their "Active AthleteAwards" and if you ask them will model their headbands and wristbands foryou.

After a couple more days of busy physical activity, the winner wasdetermined. Champions, with 1555 points, were the Band Hall Students/Maintenance Shop team. Alot of these points came from Bobby Whitehead,who certainly helped them win that fantastic trophy! It's on display inthe Shop window, so next time you're there, look for it!

Second place went to the Eh Cho Dene/Fontas team with 1090 points.We think they liked their second prize just fine.

We won't tell you how many points the Office Staff got (they'retoo embarassed). But they tried!

Stay tuned for news of Staff Challenge II, with new improved teamsand more activities to get points for.

Like Participaction says, "get out there and DO IT!" (whatever itis!).

STOP THE PRESS!SPECIAL EDITION WINS TOURNAMENT

A Mini Slow-pitch Tournament, originally scheduled for wet and rainyPhysical Activity Week, was finally played May 25, 26, and 27.

The Brewers started out hot, to the dismay of both Special Editionand the C.B. 'ers. As the weekend wore on though, Special Edition pickedup speed (and a few bottles?) and in an exciting double knock-outdefeated the Brewers for the championship.

Congratulations to Special Edition for carrying off that beautifultrophy, and best of luck to all teams in their regular Slow-pitch Leaguegames.

June 3rd wasn't only Sally Behn's birthday, it was also...

SUPER SUNDAY FUNDAY!

Events started at one o'clock at Chalo Field. All kinds of excitinggames and races were run, from good old Bingo to watermelon eating. Thesponge toss was really popular, for both tossers and receivers. Betweensponges and bobbing for apples, there were alot of wet people walkingaroundi

Joe Michel won the bobbing for apples in 1.3 seconds, beating LoveyBehn by a mere 1/10 of a second. We think Lovey almost drowned! EsterMichel got pretty wet too, to come in third.

All that water washed down alot of watermelon and pie from the eatingcontests. John Michel just devoured his piece of pie and had started onthe table before we realized he was finished!

It MUST be told that the GIRLS beat the boys in the Tug-o-war. Justgoes to prove female superiority one more time, right guys?!

Everyone had lots of fun, while helping the High School Studentsraise money for their field trip to Ontario. We hope they enjoy theirtrip as much as we all enjoyed Super Sunday Funday!

Be on the lookout for those High School Students- they'll want youto sponsor them for their Walkathon. Be generous so it'll be worth allthose sore feet!

The Youth Club has started up again.There are 19 members so far.We have started to clean up Rose's old house,hopefully for a clubhouse.We are also having a raffle for a twelve speed bike and a

walkman cassette deckftickets are only $1.00 each.You can get themfrom a member of the Youth Club.The money raised will go towards-afield trip this summer.Anyone interested should come to a meeting,every Tuesday after school at the Band Hall.

VMidOVO/ER. — Indian and Northern <Affairs Minister John Munrohas told Indian women that discriminatory sections of the Indian ActwUl soon be eliminated.

Speaking to members of the Professional Native Women'sAssociation and other B.C. organizations, Monro said Legislation tvttXbeintroduced to aQoiv those who have Cost their status to be reinstated Ifthey so wish.

The proposal, announced a week eatULer by the Prime Minister, whSLchange the Indian Act atonq these lines:

* In the future, no Indian will lose his or her Indian status orband membership as a result of marriage to a non-Indian. Conversely,no non-Indian wUX gain status or band membership through marriageto an Indian;

* For the future also, within certain Limits to be specified in theamendments, the children and grandchildren of marriages betweenIndians and non-Indians will enjoy Indian status and bandmembership);

* Non-Indian spouses of registered Indians will have the right toreside on reserve with their Indian partners;

* Those who lost status and band membership as a result of thediscriminatory provisions of the Act, wUL be reinstated, if they sowish, as will their children.

The Prime Minister pointed out that the planned legislation willbring justice to many Indian women who have Cong sought rights equalto those enjoyed by Indian men.

^ The government's action will also fulfill a commitment made in( last December's Speech from the Throne, and In the 1979 National Plan

of Action of the Status of Women.

The federal government has also said it wiU provide the fundingrequired to extend services to those who regain or retain Indian statusand band membership as a result of the planned amendments.

It Is Section 12.1(b) of the Indian Act which has caused most ofthe controversy. It deprives a registered Indian woman of status andband membership if she marries a man who Is not a registered Indian.On the other hand, an Indian man who marries a non-Indian woman

retains his status and band membership, and his spouse aquires them.This conflicts with the sexual equality provisions In the Canadian

Charter of Rights and freedoms which will come Into effect on April 17,19B5. Government action is also required to repeal this section ifCanada is to fulfil its obligations under the United Nations Convenanton Civil and Political Rights and the Convention on the Qlmtnatton ofall Forms of Discrimination Against Women.

Starting in Vancouver, Munro met with about 10D B.C. nativeleaders to discuss possiHe contents and implications of the proposedframework legislation.

"We have never been this close to a legislated recognition of FirstNation governments," he said, adding that the legislation should bepassed before the end of the current government's lifespan, around theend of June.

Details of the proposed legislation are still being drafted although,through it, the government is endorsing the main thrust of the House ofCommons Special Committee on Indian Self Government, whose report(the Penner Report) was tabled last November 3. The government agreesthat self government Is necessary to establish a new relationship withIndian first Nations.

Munro referred to the first Minister's Conference on AboriginalRights, held recently in Ottawa, and said that, although only threeprovinces agreed to the concept of entrenching self government in theConstitution, there is a little ground for pessimism.

Without constitutional entrenchment, the legislative route is theonly one available for advancing on self government, along withaccompanying administrative and policy changes.

Responding to concerns that the legislation would allow provincesthe continue holding back on constitutional entrenchment of selfgovernment, Munro said it wUL be made public that such legislationwUX in no way undermine the constitutional process.

"When the provinces see the First Nations assuming recognition, Itwill be such a reality that they wUL have to accept entrenchment."

Long before the whiteman came, Indian had some very wise ways ofgovernment. Some that are still needed have been forgotten. Indiangovernment was based on common sense. Each tribe had certain needs and

ways were found to meet them. Leadership was important. Selection of achief and the wisdom of the eiders could mean the difference between livingand dying. Rules were made and kept for everyone's protection.

The Council knew what their responsibilities were, and their power was,and used it to control the affairs of their band in an orderly way. Thissystem worked well until the whiteman arrived, bringing with him manynew ways. Most of all, he brought change — the kind of change which meantthat the life of the Indian people would never again be the same.

The old life of the Indian all but disappeared, and the Indian people indesperation turned to the whiteman for help. As a result, the Indians lostmuch of their independance, ambition and control in running their ownaffairs. Moving to reserves brought many changes to the way of life. Indianslost their identity and spirit, and became more and more dependant on thegovernment.

More and more the government took charge, and Indian agents took overthe making of most decisions for the Indian people living on the reserves.The Councils became little more than figureheads, with little power or

control over the affairs of their people.But all this is rapidly changing now. The Indian people again want to take

over the control of the control of their own affairs and make their own

decisions. Indian organizations are stressing this fact and are insisting thatthe voice of the Indians must be heard and listened to.

The needs and rules have changed now, but strong leadership and rulesto meet the changing needs are important as they once were in the past.That is what local government is.

The Federal government and the provincial governments may do manybig things which have an indirect effect on your life, but it is your localgovernment that is most important to you and the people of your communityof reserve. You can have an effect on the kind of life and the type ofcommunity you live in.

YOU, as a member of your local communty, have a most important job,too, even if you are not a chief or councillor or an employee, You have theburden of nominating the best people for Council, of listening and thinkingbeforeyou vote; of being sure you vote for the person who will do the bestjob; of watching to see that the people you elect do the right thing; oflearning as much about your government that you can.

The Council member is an important person, for it is the band council whomake the decisions which greatly effect band members and the kind of lifethey will have . That is why it is important that the best possible people areencouraged to run for Council and that they are elected.

The best kind of councillor is a know-it-all, not the smart alec but thekind with a great deal of knowledge about many things, and uses it properly.Because band council must make decisions about so many different things,they must know something about all of those kinds of problems if they areto be sure to decide the right things to do. In the old days, people withspecial talents were given special jobs, but with all of the new things bandcouncils must worry about, many times there is no one who knows a specialarea such as education or housing or finance. Then it is the job of thecouncillors to learn about these things so that they can make wise decisions.

Band councils may appoint individuals or committees to take special careof certain areas of band affairs, but they still make decisions as a full group.

Band Council look after enforcing the law for the government of the band;the social, economic and cultural development of the Band; making sure rulesfor any band program or services are strictly followed; with general care andconcern for band members. They must learn the laws related to council,organization of band government, operations and procedures of councils,powers and jurisdiction of council, operational bylaws of council, duties andresponsibilities, and any training and other learning which will help themand their employees do a better job.

Councils must also look after many programs on reserve lands. They arethe legal band representative, on Treaty matters and must make decision asto how trust funds, band capital and revenue funds are spent; deal with such

matters as land leases, oil royalties, etc.Some band councillors just sit back at council meetings and wait for other

members of the council to make decisions. Other councillors do not come to

meetings regularly and thus do not know what is going on or only run forcouncil so that they can get things for themselves. These are not the type ofpeople who should be members of council.

Because of the power they hold, band council must always askthemselves these questions:

1. What is best for all members on the reserve?

2. Is the decision goung to make my reserve a better palace tolive?

3. Am I really being equally fair to all members of the reserve onthis decision?

4. Would I make a different decision it it wasn't a relative or friend

whose problem I was considering?5. Am I thinking of myself more than I am of the people as a whole?

Almost everyone, at one time or another, complains about the

government. For some, complaining is a way of life and their complaints arelong and loud and continuous, It is very often the case that those whocomplain the most are very likely to have only themselves to blame.

Good government is everybody's responsiblity.It all begins with learning — taking the time to find out who your leaders

of local government are, what they are doing and how well they are doing it.If you have questions about what is happening on your reserve, don't beafraid to ask your council.

As you learn more about what is happening, what should be happeningand what isn't happening, you may find things you think should be changed.It does little good to complain to your family and friends, although theirsupport can give your complaints more strength in the right place. And whatis the right place? The place where decisions are made and actions taken -the public meeting.

It can be wise to think about your complaint before you tell anyone aboutit. After all, there are things you may have to accept even if you don't like

f^ them.Your council must do what is best for all of the people, and they mustdo the same for you.

If, after careful study, you find that your council or some of its membersare not doing their job, you can do something about that too - at the nextelection. But if you want to get someone off council who is not doing the job,when you have found someone who can do a better job. See that he or she isnominated at the next election time and do all you can to see that otherpeople share your support and so that he or she is elected.

There are other things that you can do too. Everyone wants a good like ina good community for themselves and their children. That takes effort.Everyone has some time available, which they should devote to improvingwhere and how they live. It may only be enough time to keep your ownyard neat, but that is something. Think of the difference it would make ifeveryone did that.

And if you are really honest with yourself, you will probably find manymore ways to make your community better.

It is easy to complain: if you don't mind sounding foolish, you don't evenhave to think first. It is more difficult and much more rewarding to see whatyou can do first, and if you have acomplaint, take it to the right place so that

0* something will be done about it.It is your world. If YOU don't like the way it is, it is up to you to do your

bit to make it better.

She also has trainingin Aquatics, Dance, Drama and Music, Arts and Crafts, Rock Gimbing,Organized Games, Track and Field, First Aid, Outdoor Pursuits andSynchronized Swimming. Her overall average for this training was an "A".She is a lifeguard Instructor as well as an Examiner. She is an Areobic andAquatic Fitness Instructor. She has won awards for Royal Life Saving,scholarships, and has made the Deans Honor list. We are all lookingforward to her fitness expertise getting us in shape.

Hockey Tournament

On March 22 to trie 25th, The Chateah Hockey team

went up to Whitehorse for the tournament and the

scores are as follows: Chateau Cost to the Watson

Lukz Lakers 7 - 5 with Emerson 2 goats, Marti 2

goats, and Glen i goat , Lee was tfie goalie and fie

was puffed the fast minute and Watson lak& macfe

an empty net goat. FENj^LTiES were ftordie 3, Date

2, Dean 2.

The second game was against Ofd Crow and we Cost

to them 7-8 in the fast 20 seconds. With Emerson

3 goats, Donnie i, Steve 2. and Norman Duchesne as

goalie. PENALTIES for fiordie 4, Date 3, Dean 3 ,

Take Note: fiordie beat Date to the penalty box by

one.

We would like to thank the Band for thz- use of the

The trip to Fort St. John Broomball/Hockey tournament turned out verywell, with Fort Nelson Broombail team bringing home the big trophy forfirst place. A trophy was given to each player and coaches who took firstplace in the tournament. The two coaches were Celine and Bill Bailey who isa member of the Fort Nelson RCMP office.

Wayne Routley and John Pager were the coaches for the FortNelson/Prophet River hockey team. They came in third place. Archierecieved a trophy for most valuable player. Besides Archie our otherHockey players were Andy Needlay, Joe Michel, and Jesse Capot-Blanc.Prophet River also played with our team. The coaches say they all played agood game.

John Michel received a trophy for most valuable player in the broombailteam. He must have scored at least 12 goals, 5 in one game. Robert

f^ Badine received the best forward trophy. Robert played a real good game.

Richard Resener was a real go getter. He learned how to slide to keep the

other players from getting past him and he scored about 4 or 5 goals.

Our best defence were Carol Resener and Nancy Duntra. Papo had betterlook out because Nancy may do better than her some day. These girlsplayed their little hearts out and deserved a trophy. Maybe they will ifthey ever play for the broombail league.

Francis and Lydia improved alot from their first game. They just had to getused to running on ice and get some tips from the coaches.

Samantha Kotchea played a good defence once she got used to hitting theball with both hands on the stick. Bernadette Michel also played gooddefence as well as forward. She hung right in there when she had the ball.

I got a kick out of Eugene. He ran out there like he was made of rubber. Heran circles around the other players He was real good forward, and played

f^ hard.

Peter Capot Blanc (Williscroft) played a good game out there too. He playeda good forward with John and Robert. One team scored on Peter when hewas playing goal. He made up for that when he fluked out and made acouple of good saves.

We had two penalties and they were Ester Michel for fighting andswearing. The ref didn't see them hitting each other but heard theswearing and both players got 2 minute penalties. Eugene had a penalty forhitting another player.

I talked with all of our fans (Allen,William, Paddy and Violet) about whothey thought was playing a good game. They all thought that Ester Micheland Moji Capot Blanc gave the other teams a rough time. They chased theball and wouldn't give the ball up to nobody. I got a kick out of Moji too,she tried so hard and someone always managed to take the ball from hersomehow.

Our power line was Robert Badine, John Michel, Eugene Badine,Nora Burke,Tammy Michel, Nancy Duntra and Carol Resener. The four girls took turnsplaying defence in each game that was played. When Florence retires fromSammy's Saints she's got Tammy to take her place. Tammy played a realgood game.

The teams we played against were poor sports. They swore, made facesand gave the finger to our players. I couldn't believe how the otherplayers acted. Eugene had a couple of words to say to them when theyacted this way after we won the final game. It wasn't very nice but theyweren't very nice either. I remember Wayne Routley said "Don't loweryourselves to that level'' but I don't think anyone heard him. That suresounds good anyway.

It's too bad parents couldn't make it to the tournament. They would havebeen so proud of the way their kids played.

Allan and William and John Pager even bribed the hockey and broombailplayers to win. They said for every score they make , they would get$5.00.1 think William had to pay out $45 when the score was 9 - 0 for us.Allan had to pay out $35. when another score was 7 - 0 for us. Out of sixgames we never lost one game. Just to brag a little we didn't need bribingbut it was good for the kids.

Sorry Lovey, I almost forgot about you. Lovey played a real good game.She's a fast runner and improved a lot from her first game. Slaveys mayhave a good forward one of these years. Nice playing Lovey!

I would like to thank Wayne Routiey and Bill Bailey for setting up this tripfor the kids and helping coach and also for being big fans. All the hasslewe had to put up with the kids was all worth it when they brought thetrophy home. I would also like to thank Paddy, Violet, Allan and Williamfor driving and being chaperones.

Just a note saying that Nora Burke was our captain and didn't know it untilwe had to pick up the big trophy. She came walking up with a beet redface. She was so shy. You should have seen the way she held the trophy.The trophy was up in the air and her face in her arms. (You looked so cuteNora)

We all thank Sally Behn for donating $1,000.00 to the team so they canstay in a motel instead of the Friendship Centre. "Thanks Sally".
