Following last month’s edi- tion of Four Marks News and various communications asking to review the decision to introduce a dogs on leads policy at the Recreation Ground, the Parish Council are having one last attempt at improving the dog fouling issue at the Recreation Ground, and are starting a new campaign. Look out for these ‘eye catching’ posters. Two additional dog waste only bins were installed last month at the Recreation Ground, which now makes a total of 8 bins at the Recreation Ground. There is no excuse not to pick up your dog’s poo. Unfortunately one new bin got missed off the first emptying schedule and our contractor has apologised, and once advised was straight out to rectify the issue. In future however, if this happens again, please report it to the parish council office, rather than leave it until the bags are overflowing. Thank you. FOUR MARKS PARISH COUNCIL – ANNUAL AC- COUNTS By the time you read this the annual ac- counts audit will have taken place, the accounts will be available for inspection for a set period for the exercise of public rights, following their approval at Full Coun- cil later this month. The public notice will be on the Notice Boards from 23 rd June 2017. FOUR MARKS 10K, 4K and Family Fun Runs The entry forms are now available and we are excited to be holding this event again this year, the start and finish will be at the Recreation Ground. The 10k and 4k will be multi terrain, but the 1k and 100 metre dash will be on the Ground itself. Prizes for all categories, and medals to all finishers, and special prizes to those with the best aggregate time if they compete in the Alresford 10k and the Four Marks 10kl. The event this year is being run in conjunction with Festiwell. For further details, please contact the Parish Office. COUNCILLOR VACANCY Unfortunately Cllr Kellie Knight resigned as a Councillor at the end of the Coun- cil’s year and has decided not to continue this year in her role for family reasons. I would like to thank Kellie for her enthusiastic input during her time on the Coun- cil. She will be missed. We are therefore now recruiting, We have many new people in the village, and if you have been resident or working here for a year or more and feel you would like to have a say in the future of the village, then please contact me for further details. It was a great pleasure to be invited to Four Marks School to present the prizes to the pupils who showed such hugely artistic flair in the annual St George’s Day competitions. There were fantastic masks and paint- ings, well done to you all. The two children's homes in the villages continue to cause problems with anti-social behaviour. It’s a very sad situation because the children need adequate care

This morning I went to a meeting which discussed theneed for another traffic survey which will add to theinformation gathered in the first major survey. This,together with the previous survey, will help Hamp-shire Highways look for solutions to our traffic prob-lems. That way we can monitor the problems.Mark KempGee and I are attending another meeting inWinchester to discuss the problems with the company,I hope to report progress next month.This month I have continued to work on the problemscaused by Stroke, I attended a meeting with JeremyHunt and Tony Rudd who is the head of NHS EnglandStroke services. I have learnt that it is really importantto be taken to a Hyper Acute Stroke Unit if one isunfortunate enough to suffer a stroke. This is a nomi-nated hospital that has specialist care for stroke pa-tients. Winchester and Frimley Park are both HASUhospitals where every person will get the best initialcare. Patients are then moved to Acute Stroke Units ifnecessary (Basingstoke or Guildford) or onto a carepathway that will produce the best outcomes. At thefollow up meeting we will be talking about how theambulance service can best deliver the right service.The plans for FESTIWELL are continuing apace withSarah and Lesley at the helm and doing a brilliant job.Please make sure you enter early for the run whichpromises to be very popular. There are lots of stalls andthings to join in with, try out or taste and lots for allages so please make sure the date is in your diarySUNDAY 9th JULY at Four Marks Rec from 11-4.I was kindly invited to a supper held in Alton by theAhmadiyya Association who organise the Jalsa Salanaevery year in Worldham. They also raise a great deal ofmoney every year for charity. This year they are organ-ising a charity walk which will raise money for localEast Hampshire charities including Southern DomesticAbuse and The Rosemary Foundation (who care forpeople in their own homes when they are seriously ill).The walk will take place in September so you may wantto be involved.A very busy Medstead plant sale at the weekend withlots of very healthy plants, many of which have nowmoved into our garden. with basic measures that needn’t cost a lot of money:ü Keep all tools and garden equipment in locked shedsand garages.ü  Secure  items  like  mowers  and  bikes  to  an  anchorpoint in the shed or garage.ü Mark items with postcode and serial numbers usingUV pens or forensic marking kits. Register the detailsfree on www.immobilise.com.

ü Record  the make, modeland serial number for eachitem – this helps us identifystolen property. Take acamera phone picture ofvehicle identificationnumber (VIN) plates orproduct detail stickers.

ü Take photographs of items such as statues and gar‑den furniture if they are unusual, for easy identificationat a later date.ü Fit a shed alarm – DIY stores sell them.ü Keep the structure in good repair, use coach bolts tosecure locks as these can only be turned from the in-side. Put pea shingle around the shed as this cruncheswhen walked on. Make windows opaque or cover withcurtains and consider external lighting.ü  Keep  garden  fences  in  good  repair  and  side  gateslocked to stop access to the rear of the property.Remember - Always report any unusual vehicles orpersons in the area to police – with as much detail aspossible. Thieves often work across many differentcounties which can make it hard for police forces totrack them. Your information could be the vital piecewe are missing.

Hereare some common types of holiday booking fraud:  ∙ Holiday Accommodation - Fraudsters are makingfull use of the internet to con holidaymakers by settingup fake websites, hacking into legitimate accounts andposting fake adverts on websites and social media.∙ Airline tickets – where a customer believes they arebooking a flight and receives a fake ticket or pays for aticket that never turns up. In 2016, flights to Africa andthe Indian sub-continent were particularly targeted,suggesting that fraudsters are targeting the visitingfriends and family market and may well be making useof lack of knowledge of the strict regulations in placefor the legitimate UK based travel industry.

If a company is defrauding people there is agood chance that consumers will post details of theirexperiences, and warnings about the company.∙ Look for the logo: Check whether the company is amember of a recognised trade body such as ABTA. Ifyou have any doubts, you can verify membership ofABTA online, at www.abta.com.∙ Pay safe: Never pay directly into a private individu-al’s bank account. Paying by direct bank transfer is likepaying by cash – the money is very difficult to trace andis not refundable. Wherever possible, pay by creditcard or a debit card.∙ Check paperwork: You should study receipts, invoic-es as well as terms and conditions. Theft By Fake PoliceAlthough this type of theft has been reported abroad,recently there have been cases of this happening in theUK. A lone fraudster approaches victims whom theybelieve to be unfamiliar with the local area. They makean excuse to talk to the victims such as enquiring aboutdirections. At this point other fraudsters then intervenepurporting to be police officers in plain clothes and willsometimes present false identification to support this.The fake officers will then give a reason to examine thevictims’ wallet, purse or personal items. They may alsoexamine the first fraudster’s items or try to tell victimsthat the first fraudster is suspicious in order to gainvictim trust and appear more realistic in their guise.After all the fake police ‘checks’ are finished, victimshave then reported being handed back their personalitems only to later realise that a quantity of money orvaluables were missing.If an individual claims to be a police officer ask for theirname and rank, force, and examine any identificationpresented; this is always good practice but especially

important if they are not wearing a uniform. Warrantcards generally include a photograph of the holder, aswell as the holder's name, rank, warrant number and aholographic emblem to mark authenticity.Although unlikely to be a problem in Four Marks, it'spossible that fraudsters might target larger urban areaslike Southampton and Portsmouth.

Parking brought in line with nearby areas

After freezing car parking charges in East Hamp-shire for three years they are being increased for

the first time to bring them in line with nearby areas.East Hampshire District Council is one of the last localauthorities in the area to increase its charges and fol-lows a detailed review of parking.The cost of a one hour ticket in Alton and Petersfieldwill be increased from 60p to £1. This compares with afee of £1.20 for example in a Chichester car park and£1.30 in a car park in Eastleigh for the same amount oftime.An all day ticket in Petersfield’s Swan Street car park,for example, will rise from £6.50 to £7.00.Sunday parking charges in Alton where a flat ratecurrently applies will be increased from 60p to £1. Andthose car parks not subject to a charge on a Sunday willremain free.Season tickets and permit charges were last reviewedin 2012 and these will be standardised so there are clearoptions for residents. Village PicnicSunday 18 June

Four Marks Recreation Ground

Plans for the Village Picnic are well underway forwhat promises to be an exciting and enjoyable

afternoon for all our villagers. As mentioned lastmonth, we will be holding the Picnic on Father’s Dayand so this is a great opportunity for families to cele-brate their dads (no matter what age they are!) byjoining in with the fun.We have bouncy castles, barrel train rides and other activi-ties on offer, and crafts and games, which are all free.You can buy food and refreshments from the ScoutsBBQ, the Brownies and Guides tea tent and the WIcake stall. There will also be an ice cream van. Or youcould bring your own picnic.We plan to start the afternoon with an open air service,to which all are very welcome, at 12.30pm, with apicnic lunch from about 1pm (the Scouts BBQ will beavailable.) The attractions will be open from around1.30pm until 5pm. We will be joined this year by the MG Owners’ Clubwho will treat us to a display of their treasured cars.We will also have a vintage tractor or two (c/o a mem-ber of the Wessex Historic Tractor and ImplementClub). Our lovely school children will be treating us toa demonstration of country dancing – so bring yourdancing shoes as you will be asked to participate.We look forward to meeting you on 18 June. A Special Evening Meeting

As we all clock up the years we must accept that webecome more prone to unfortunate medical condi-

tions - both physical & mental. Naturally most of ourclients are ageing residents of Four Marks, so we vol-unteer drivers must prepare ourselves to be sympa-thetic helpers to comfort our passengers. We are notmedical professionals, so there is a limit to the help wecan safely provide, and our committee is currentlyworking on advice for us on this matter.As time goes by we all gently learn to assist people withphysical difficulties, but mental ailments need moreunderstanding. So one recent evening we gatheredtogether at Benian’s Pavilion to enjoy a very helpfulpresentation by Sarah Gardner of The Dementia Ad-vice Service on:

Helping Dementia PatientsSarah gave us a good discussion on the various typesof dementia, and how their symptoms can graduallydevelop, thereby causing more effect on the patient’slifestyle. Walk to Health are involved - a great activity forpeople who like sociable walking.Archery, Football, Tennis, Cricket and Rugby are allplanning to be involved. There is outdoor gym equip-ment to try and many events on the multi-use sportsspace. The Putting Club have an activity planned andwe are expecting Alton Men’s Shed to be there.Horticultural, WI, Scouts, Allotments and other soci-eties will be in attendance. There will be a quiet tentfor reflection, and other mindful activities. Medicaland dental advice and alternative therapies will beinvolved. Radian will be bringing their health wagonto test blood pressure and perform other health checks.Animals play a big part in our wellbeing so EHDCAnimal Welfare Team will be on hand to give advice.Local school children will be performing a demonstra-tion. There will be a Bouncy Castle and Assault Coursewith a climbing wall and RAPP. So, plenty for childrento be involved in.The event will be part of Hampshire Food Festival sowe are expecting many local food producers to bringproduce for us to taste and buy. The Smoothie Bikewill be present so you will be able to pedal your wayto making your favourite smoothies. Eating healthilyis such a big part of healthier lifestyles and there willbe lots of ideas on display. More ideas, activities andparticipants are being added each week so pleasemake a note in your diaries and come along.

Chris Lake - ChairmanVillage Hall Annual Report

The Hall in 2016/17 continues to be busy, with about1000 bookings, a little less than the previous year.

As usual, a number of bookings are still being refused,due to insufficient vacancies in the Hall schedule. Hallincome fell somewhat compared to the previous finan-cial year, with a noticeable decrease in club bookings.Private hirings income remained steady, althoughthese could increase substantially if more booking‘slots’ were available for one-off parties etc.Overall costs have remained steady, but as high as theprevious year, due to further agreed improvementprojects and some major repairs. The stage was fittedwith carpet tiles, the lighting upgraded, and a new rearblackout curtain fitted, a project managed by DaveMills. Sarah and Jan supervised the redecoration of thesmall hall, and the movement of the table store into therear lobby, releasing the old table store as a secure officefor Butterflies Nursery. This helped them to achievethe highest level of accreditation from Ofsted. In thekitchen, the faulty range oven was replaced by a gascatering range, and the old hostess trolleys by a cater-ing hot cupboard. Most of the cost of the kitchen up-grade was met by a substantial donation from theLunch Club, plus a further £250 grant from the RotaryClub.The wheelchair stairlift providing access to the smallhall continues to function, with occasional minor break-downs. So far we have not been successful in obtainingany grants to cover the £10,000+ cost of replacement.The main heating system burner (believed to be at least30 years old) failed, and was replaced at a cost of £3,480.In November, British Gas insisted on installing a SmartMeter for our gas supply. The installing engineer failedto reset the main heating correctly, losing all heating inone of the coldest weeks of the year. This was swiftlyput right by our own gas engineer, followed by BritishGas denying any responsibility, shifting blame to con-tractors, and refusing to pay the engineer’s bill for overnext four months. In the end, following repeated com-plaints, they have part-paid, with extreme reluctance.In the meantime, the Smart Meter has repeatedly giventrouble, necessitating another four visits from our ownengineer. Eventually British Gas have replaced it witha different model at the end of April; hopefully this onewill work properly.A further problem facing us is the rainwater drainagefrom the various roofs of the hall. The gutters for thesmall hall and part of the large hall drain to soakawaysat the rear, in the extensive gardens of our next-doorneighbours, the Minters. This has been the case forover a hundred years, when the Minter family donatedthe land to build the original Institute, now the smallhall. However, this land has now been sold to develop-ers, who object to this long-established system. After alot of investigation by Frank, the solution seems to be toreset all the gutters to drain towards the front of the

hall, where there are other soakaways on hall property.The cost has not yet been ascertained, but is likely to beanother significant drain on our finances.We have banked with TSB for some time; last autumnthey suddenly announced that, as well as the limitednumber of signatories, every trustee must go to the bankin Alton with full documentation and register – al-though they would still not be signatories. No reasonwas ever given, but they also confirmed that every timea trustee left and was replaced, the new trustee wouldalso have to go through this rigmarole. As a conse-quence, we have now transferred to a Barclays Com-munity Account, although not without a number ofhiccups along the way. All Direct Debits were trans-ferred; water, phone, electricity, etc, with no problem –except British Gas (again). They claimed to know noth-ing about any Direct Debit (although they had beenrunning it for years), which meant yet more hours onthe phone sorting them out.PHS, who empty the sanitary bins and (most impor-tantly) the nappy bin, have been failing to collect, inone case for 6 weeks. They have been supplied with akey, so access should never be a problem, but still haveto be chased for deficiencies from time to time. Wehave, however, obtained several hundred pounds re-funds for missed collections. One more rather worry-ing problem is repeatedly finding drug user parapher-nalia at various points outside the hall, plus a break-inwhere the Butterflies office door was smashed, butnothing taken. The police are aware and doing theirbest to keep a check on the place, but anyone comingacross such problems is asked to call 101 and updatethem.As always, I would like to thank the members of theCommittee and all other villagers who have given theirtime and expertise, for their efforts in keeping ourVillage Hall in good repair and a valuable asset to ourcommunity. In addition to the current committee, weowe a vote of thanks to Ron Liptrot, who has retireddue to ill health after many years of giving alwaysuseful advice.
