Short description

Around 4.5 million people help to keep businesses running in the public, private andnot-for-profit sectors. This framework is designed to meet the skills needs of employers byattracting new talent into a career in Business & Administration and help to up skill theworkforce to replace those who leave or retire. Intermediate apprentices will work in rolessuch as administrators, office juniors, receptionists, medical receptionists, junior legalsecretaries or junior medical secretaries. Advanced apprentices will work in roles such asadministration executives/officers, administration team leaders, personal assistantsor secretaries, including legal or medical secretaries. Higher apprentices will work in roles suchas office managers, administration team leaders, personal assistants or business developmentexecutives.

Purpose of this framework

Summary of the purpose of the framework

Around 4.5 million people help to keep businesses running in the public, private andnot-for-profit sectors. This includes registered directors, company and charteredsecretaries, general administrators and specialist administrators who, in addition to generaladministration skills, also need sector-specific knowledge to fulfil job roles such as legal ormedical secretaries.

Businesses face a number of challenges to replace those who leave or retire and to up skill theexisting workforce. Amongst these challenges are:

Technological change – in particular the continuing growth of sophisticated IT solutionswhich are now considered to be essential to effective administrationGlobalisation – in particular the growth of world-wide communications, trade andcompetition (which places a higher premium on language and cross-cultural skills) andthe influx of immigrant workers from the EU and elsewhereAn increasing net demand for skilled Business & Administration staff – although the overallsize of the Business & Administration workforce is shrinking, probably due to the impactof technology, there is a high replacement demand. Evidence suggests that between2004 and 2014 there will be a net demand for up to 1.2 million administrators across theUKSkills Shortages - many current Business & Administration vacancies are hard to fill, oftenbecause of skills shortages

Administrators need a broad range of skills to work efficiently and to help increase businessproductivity. Skills shortages identified by organisations include a lack of office andadministration skills, customer-handling skills, technical and practical skills, oralcommunication skills and IT skills, all of which are covered within the Business &Administration Apprenticeship framework.

Business & Administration Apprenticeships have been in the top twenty Apprenticeshipframeworks for a number of years, with around 20,000 apprentices starting the Apprenticeshipevery year. This Apprenticeship builds on the success of its predecessor by using employer led,up to date, flexible qualifications which meet the changing skills needs of employers. It buildsin softer-skills such as communication, team working, interpersonal skills and the ability toreflect on personal learning.

Intermediate apprentices may work in roles such as administrators, office juniors,receptionists/medical receptionists, junior legal secretaries or junior medical secretaries.

Advanced apprentices may work in roles such as administration executives/officers,administration team leaders, personal assistants and secretaries, including legal or medicalsecretaries.

Higher apprentices may work in roles such as office manager, administration team leader,personal assistant or business development executive.

Tasks undertaken by apprentices will vary depending on the level and sector in which they areemployed. Tasks may include producing documents, preparing notes, organising andco-ordinating events and meetings, developing and delivering presentations, providingreception services, using office equipment, setting up and maintaining filing systems, using avariety of software packages, updating information and managing projects. At more advancedlevels, tasks may include overseeing operational activities, implementing change withinorganisations, managing teams, monitoring risk and agreeing budgets.

The framework will contribute to meeting the skills priorities for England set out in the 2009"Skills for Sustainable Growth" report, by:

providing flexible access to high quality Level 2, 3 and 4 skills programmes, which act asa real alternative to GCSEs and A levels (levels 2 and 3) for those who prefer this style oflearning and achievement;incorporating skills to improve the general literacy, numeracy and ICT skills in England;using technical and competence qualifications, valued by employers, to help theirbusinesses grow and remain profitable;developing apprentices' Personal Learning and Thinking Skills, to build their confidenceand creativity, improving their social and working lives;developing apprentice’s employability skills, making them more attractive to allemployers whichever career they choose; andproviding a career pathway into jobs and training at technician level and higher, toprovide the skills which the economy needs to grow.

Aims and objectives of this framework (England)

The aim of this Apprenticeship framework is to provide employers in the public, private andnot-for-profit sectors with a Business & Administration workforce who have the skills,knowledge and competencies to support business systems, processes and services and whocan contribute to making businesses more efficient and productive.

The main objectives are to:

Build a competent Business & Administration workforce, providing organisations of allsizes across all sectors the staff needed to increase productivity and efficiency

Tap into the skills and talents of a diverse population by providing a flexible entry routeinto a career in Business & Administration

2.

Equip individuals with the skills, knowledge and experience needed to undertake Business& Administration roles in a range of business settings

3.

Provide apprentices with an opportunity to develop the skills, knowledge and experiencethey will need to progress to roles with additional responsibilities and onto further andhigher education, if they wish to do so.

Entry conditions for this frameworkThere are no mandatory entry requirements for this Apprenticeship framework. Howeveremployers are looking to attract applicants who have a keen interest in business and/or aparticular interest in legal or medical administration careers. They expect applicants todemonstrate a "can do" attitude and have at least basic numeracy and literacy skills on whichthe Apprenticeship will build.

Entrants will come from a diverse range of backgrounds and will come with a range ofexperience, age, personal achievements and, in some cases, prior qualifications and awardswhich may count towards the achievement of an Apprenticeship programme. Examples includelearners who have:

held a position of responsibility at school or collegeundertaken work experience or work placement experiencecompleted the Duke of Edinburgh Award or similar awardachieved GCSEs or A levelsachieved QCF Awards, Certificates or Diplomasundertaken the Young Apprenticeship in Business & Administrationcompleted a level 2 Apprenticeship from another sector (for AdvancedApprenticeship applicants)completed a level 3 Advanced Apprenticeship from another sector (for HigherApprenticeship applicants)achieved a Foundation or Higher Diploma, particularly the related Diplomas in Business,Administration and Finance, Retail Business, Information Technology or Public Services

Apprentices who are undertaking the Business & Administration Advanced Apprenticeship arelikely to have some prior experience in a business or administration role, although this is not aformal requirement. Apprentices who are undertaking the Business & ProfessionalAdministration Higher Apprenticeship are expected to have significant experience of working ina business role to ensure they have the suitable foundations on which to further build theirknowledge and skills.

Initial Assessment

Initial assessment must be used to ensure that applicants have a fair opportunity todemonstrate their ability. Learning programmes can then be tailored to meet a range ofabilities and to recognise prior knowledge and experience.

Delivery and assessment of employeerights and responsibilitiesEmployee rights and responsibilities are embedded within the Level 2 Certificate in Principles ofBusiness & Administration, which automatically covers the key Employee Rights andResponsibilities, as follows:

Knows and understands the range of employer and employee statutory rights andresponsibilities under Employment Law and that employment rights can be affected byother legislation as well. This should cover the apprentice’s rights and responsibilitiesunder the Disability Discrimination Act, other relevant equalities legislation and Health &Safety, together with the responsibilities and duties of employers

Knows and understands the procedures and documentation in their organisation whichrecognise and protect their relationship with their employer. Health & Safety and Equality& Diversity training must be an integral part of the apprentice’s learning programme

2.

Knows and understands the range of sources of information and advice available to themon their employment rights and responsibilities. Details of Access to Work and AdditionalLearning Support must be included in the programme

3.

Understands the role played by their occupation within their organisation and industry4.Has an informed view of the types of career pathways that are open to them5.Knows the types of representative bodies and understands their relevance to theirindustry and organisation, and their main roles and responsibilities

6.

Knows where and how to get information and advice on their industry, occupation,training and career

7.

Can describe and work within their organisation’s principles and codes of practice8.Recognises and can form a view on issues of public concern that affect their organisationand industry

Learners may also choose to undertake the CfA ERR workbook, available from the CfAwebsite (www.skillscfa.org), although this is not a mandatory requirement within thispathway. The workbook has been designed to enable apprentices to work their way through aseries of questions and activities which will bring ERR to life, making the learning moremeaningful and long lasting and enhancing the employability skills of the apprentice.

Evidence of achievement of ERR

Learners who have completed the Level 2 Certificate in Principles of Business & Administrationwill have automatically covered the ERR requirements, therefore no additional evidence ofachievement is needed.

The Employee Rights and Responsibilities component of the apprenticeship can be achievedthrough either:

The workbook has been designed to enable apprentices to work their way through a series ofquestions and activities which will bring ERR to life, making the learning more meaningful andlong lasting and enhance the employability skills of the apprentice.

Knows and understands the range of employer and employee statutory rights andresponsibilities under Employment Law and that employment rights can be affected byother legislation as well. The Employee Rights and Responsibilities component of the apprenticeship can be achievedthrough either:

If a learner has completed the ERR workbook, training providers will be required to sign adeclaration when claiming the Apprenticeship certificate indicating that the ERR workbook hasbeen satisfactorily completed by the apprentice and that the ERR requirements have been met.This declaration is included at the back of the ERR workbook and must be signed and returnedto the CFA when claiming the Apprenticeship certificate.

If a learner has completed the ERR national outcomes through professional discussion, apresentation or project, training providers will be required to complete the HigherApprenticeship ERR checklist and return this with the Apprenticeship Certificate Request Form,available from the CFA website ( www.skillscfa.org).

Personal learning and thinking skillsassessment and recognition (England)

Summary of Personal Learning and Thinking Skills

All 6 Personal Learning and Thinking Skills (PLTS) must be achieved and evidenced by theapprentice as part of the framework requirements. The PLTS have been mapped to themandatory units of the competence qualifications to demonstrate where these skills are likelyto naturally occur. This mapping can be downloaded from the CfA website(http://www.skillscfa.org/apprenticeships/resources.html).

Where the mapping shows PLTS are not fully covered by the mandatory units of thecompetence qualification within the Intermediate and Advanced Apprenticeships, the PLTSmust be integrated into the Apprenticeship programme either within the competence andknowledge qualifications themselves, or within other areas of the programme, such as the ERRworkbook, Functional/Key Skills, or through the general activities performed by the apprenticein the course of their job role or Apprenticeship.

The PLTS are fully covered within the Higher Apprenticeship competence qualification.

A Guide for Practitioners has been developed by the CfA to provide additional information onhow to integrate the achievement of all 6 PLTS, which is available from the CfA website(http://www.skillscfa.org/apprenticeships/resources.html). The guide focuses on theimportance of introducing PLTS during induction so that apprentices can learn to recognise forthemselves when and how the PLTS are being demonstrated. The guide also includes anexample of how the PLTS can be mapped to a sample of optional units within the Intermediateand Advanced Apprenticeships.

A declaration confirming that each of the 6 PLTS has been covered must accompany theApprenticeship certificate request form sent to the CfA. The CfA also recommend that aninternal record of achievement is kept by the training provider for validation purposes.

Creative thinking

All 6 Creative Thinking skills listed below must be covered within the Apprenticeshipprogramme. The mapping document provided by the CfA can help support delivery of theCreative Thinking skills, although this should not be seen as a restrictive list; deliverers areencouraged to utilise all available opportunities to meet the PLTS requirements, including thePLTS requirements that are covered through the mandatory competence units.
