Key highlights

Despite the high-tariff and non-tariff barriers to the trade, the dependency of Bangladesh on

India would continue due to absence of self-sufficiency in domestic production, and

vulnerability to the environmental hazards. It is, thus, necessary to address the factors that

affect the quality and the price competitiveness of rice in the trade supply chain.

Recently Chinese authorities have shown interest in buying non-Basmati rice from India and

have also registered a few Indian rice milling units, after the 2006 Protocol on phytol-sanitary

requirements for exporting rice from India to China was amended to include the export of

non-Basmati varieties of rice from India. Subsequent to signing of the protocol, the rice

processing units will be registered by the Directorate of Plant Protection, Quarantine and

Storage (DPPQ&S), Ministry of Agriculture and Farmers Welfare, of the Government of India.

The registered mills have been inspected by Chinese authorities recently for export of rice

from India to China. Opening of China as an export destination is a positive for the industry.

However, Indian millers need to comply with phytol-sanitary standards. Also, Indian rice

millers have to be competitive with the current exporters of non-Basmati rice to China like

Vietnam, Cambodia etc.

Demand in Ivory Coast is expected to increase due to growing consumer class of people,

seasonal variability of rains having affected crop plantations as well as decrease in arable land.

Also, matching the low local prices via non-basmati varieties can help in maintaining an export

channel, but India must be aware of China succeeding the price war for non-basmati as well as

restructuring of rice cultivation system in Ivory Coast

Political conflicts & pests have affected crop production, especially due to high prices of

fertilizers & seeds. This could be a good opportunity to market low-priced varieties of non-

basmati rice, especially to help the impoverished people living without employment due to

the unrest

High land prices, lack of effective transport mechanism to major ports are issues faced by

Hong Kong farmers. This represents an opportunity for India to export non-basmati rice

varieties as Thai rice imports (a staple in this area) are going to be reduced in the coming

months.

Growing of a cold-resistant variety is only in the trial stages, and growing rice is still and issue

due to high infrastructure costs, hence our differentiation via 8-digit or higher HS Codes

should help India stay safe of competition and in continued demand

GLOBAL DOMINANCE OF RICE AS STAPLE FOOD

The rice market is projected to register a CAGR of 0.88% during the forecast period

(2019-2024). Rice is the staple food of more than half of the world population, with more

than 700 million metric ton produced annually at a global level. Most of the rice is grown

and consumed in the Asian region, from Pakistan in the west to Japan in the east. Rice is

the second-most important cereal crop after maize in the world. It is a crop that ensures

food security in many of the developing countries of the East Asia and the Southeast Asia

regions. Therefore, rice being the most consumed cereal grain globally, the growth of the

rice market is expected to increase.

India beating Thailand in Rice exports

India emerged the world’s largest rice exporter in 2011-12, displacing Thailand from its

leadership position. Two factors played a role in this. The first was the government’s decision in

February 2011 to lift a four-year ban on exports of non-basmati varieties of rice, paving the way

for a rise in exports of those varieties.The second was a decision of the then Thai government

under Prime Minister Yingluck Shinawatra, taken in the same year, to favour farmers by

strengthening a Rice Pledging Scheme under which it promised to procure unlimited stocks at an

enhanced price that reflected a 50 per cent increase over 2010.The consequent increase in

domestic prices obviously reduced the incentive to sell in export markets rather than to the

government or in the local market. India was a major beneficiary, recording a sharp increase in

exports of non-basmati varieties.

Non-basmati surge

Given the circumstances, the Indian rise to dominance in global rice markets is explained without

much difficulty. What is striking, however, is the continuous increase in exports of non-basmati

varieties since then, to 8.2 million tonnes in 2014-15, and after a fall to 6.4 million tonnes in the

subsequent year, a rise again to 9.2 million tonnes in 2019-20. The result has been that despite

the significant price difference between basmati and non-basmati rice varieties, the difference in

foreign exchange earned from exports of these varieties has narrowed considerably.

The increase in non-basmati exports occurred despite the fact that the enhanced pledging

scheme in Thailand was suspended in early 2014 and that Vietnam has been a third important

player in world markets. After non-basmati exports were liberalised, the international price has

set the range of domestic prices, resulting in an implicit calibration of domestic prices with

border prices.

Subdued domestic demand

Once again this suggests that domestic demand for rice has remained below domestic

availability, despite the rising share of exports to domestic production. This subdued demand hits

farmers, who find cultivation increasingly unviable despite rising rice exports.
